11:00 am
this is news coming to you live from berlin after nearly two decades of leading up reports say that jill news on the american intends to step down as the leader of the c.d.u. pati the move comes after a coalition samples heavy losses in a series of recent elections is this the beginning of the end of the american era. i don't know of a warm welcome to you i'm. we begin with breaking news coming to you from here in
11:01 am
germany chose to undergo medical is reportedly found him to give up leadership of the country's conservative christian democratic union medical is said to have to stop c.d.u. fissions she will not seek reelection as party chairwoman at a conference in early december mikel has led the c.d.u. for the last eighteen years a decision follows a bruising election defeat election in the state of has so conservative so all there was dissolved in half a century. and for more on the three i'm joined now by political correspondent peter craven in our studios welcome peter first of all how big a surprise will this be if the news is confirmed the chance that there will not be standing as the leader of a cd you bought it's a complete and utter sensation the question you were just asking i'm very sorry is this the beginning of the end you know we. both know down the years until america
11:02 am
has had various crises and we've asked our question at times we've never really believed in it properly in our house of it's now from this moment on i do believe that this is the beginning of the end of angle america's long tenure as german chancellor thirteen years in office and it certainly looks as though it's very close to the end of her tenure eighteen year tenure as the chair woman champ person of the christian democrats i think this is a we we wanted whether that has an election was going to be what the germans were calling a shit target day of destiny and that is indeed what it has proved to be but is it still not clear whether she is stepping down but if you just stepped on a spotty leader can she still remain chancellor of the country she can lose she can remain both she has always said she was always looked at the example of how much coal and she always said that helmut kohl had combined the two posts that the chancellor and the chair of his own party that gave him the that gave him the power base within the party to be as he believed in effect
11:03 am
a strong and effective chancellor angela merkel watch that she was in his cabinet she saw him doing that and she said that is the way it's going to go with me as well i will not be the german chancellor without having the power base of my own party and that she has managed to keep those roles together whether she now proposes to separate those two roles he's always said she will not do so but she's not a change of heart we don't know yet they can also be a tactical maneuver from her because in the end it's no secret that there is opposition to her within her own c.d.u. polity and this way she could keep her critics quiet and say ok i've given up this post but she could still continue to govern as. because she's often been written off people keep writing a political opportunities you know for months they've been doing that but she's always in a certain sense outmaneuver and then do you think how do you actually maneuver the men you know. i think that's a very benign interpretation of what may be going on i know no more than you do obviously at this point in time but my sense is that i'm going to marco has her
11:04 am
back against the wall that some very hefty opponents within party ranks have now decided the time has come to kill the queen and this is not about finding an accommodating formula whereby angela merkel stays chancellor and somebody is now inducted into the office of party leader party woman i don't think that's what's happening i think this is a real power grab by a certain circle within c.d.u. party ranks this is what it seems like to me this is guessing guesswork we're very very early stage in the story right really continue our conversation just a bit before but let me just draw in another for political correspondents thomas barrow he is at the christian democratic party headquarters told most of what are you hearing there we're getting reports that chancellor angela merkel is not going to be standing for the post of party leader at the party conference in december what is the latest you're hearing that. well we saw some senior c.d.u.
11:05 am
politicians come in for a party meeting here at the c.d.u. headquarters they were obviously tight lipped at least most of them not willing to share anything before that is actually revealed right here at the headquarters later today in any case there is a sense of urgency here that somebody can clearly see and a sense that things are changing and the fact that we are hearing these reports the fact that those reports could be made or fishel here later on today during a deal that angela merkel is not only facing a very big opposition from other parties and some you know we clearly saw in hessen in a very a by little within her own party those critics are growing stronger and. would certainly be losing one of the key positions as peter just said a few minutes ago she has always stressed that the party leadership and the chancellery go hand in hand and if indeed she is willing to leave that one side of work in other words the party leadership then that would be a very big blow for untyped lives but have they been any initial reactions to
11:06 am
reports that chancellor merkel will not stand for party leadership later this year . well some of these politicians that have come in here have just mentioned sort of very general statements on that again the line is obviously they don't want to give away the news before it is presented here in a press conference later so from that perspective at least from what we've been able to hear here right at the c.d.u. headquarters they haven't been very concrete reactions to that it is still as of now reports that we are hearing but obviously as the day develops we will not only hear from the party leaders themselves but also from other c.d.u. politicians and we will probably be able to gauge a bit better what i've been mentioning just now namely how big that opposition is within their own party ranks for angela merkel not only as chancellor but also as party leader and of course here the city headquarters waiting for a press conference to take place as soon as something does happen there we return
11:07 am
live to you for now thomas farah thank you very much for being us up to date on the developments there and this return to our senior political correspondent with me in the studio. these divide this a sense of crisis one gets the sense at the moment within the c.d.u. party with all the people gathering there senior leaders coming in we talked and this comes just a day after a very bruising election vote the c.d.u. party as well as the s.p.d. that we come to them later in the stage of do you think chancellor merkel's decision could is linked directly to that election result. i think it is i mean what we've seen it would seem to disastrous election results in a row two weeks ago in bavaria for the for the c.s.u. to be the very end brunch among america's conservatives then yesterday evening in heston with the c.d.u. conservative party. at the same time there's a background trend to all this that if you look from. twenty fifty one i'm glad
11:08 am
marco metaphorically opened her arms and let a million refugees and migrants come to germany. back then the conservatives her conservatives were together we're all about forty percent now they're on some with something like twenty four twenty five percent they've simply been hemant hemorrhaging too much in terms of party support the some of them of clearly within party ranks senior party ranks to say we can't go on with this as it is it's not promising and we need to change and they've identified anglo-american as perhaps now the the the problem rather than any kind of a possible solution has always been the view that i'm going natural to anglo american with in concert with friends there is no alternative both in terms of domestic politics and to in terms of in international politics maybe now enough people within party ranks have convinced themselves that there is absent alternative or at least that can be an alternative to angela merkel after all these years is in the chancery and the head of politics was all about her party primarily
11:09 am
here initially at least and what indications do you think if she does not stand up a party leader what implications will this have on the so-called grand coalition because johnson and america see the e.u. is in a coalition with the left of center s.p.d. party and they're governing in what in germany be called a grand coalition at the national level i think this would change the dynamic so sufficiently within conservative politics that i don't think that the the grand coalition will be able to hold together it surprises me all the more however the we are seeing this. sense of possible change beginning not just around i'm going back but within the party at this point in time because we have seen in the lower in the elections this week yesterday and in two weeks ago we've seen that both of the big . and the big big ten parties here in germany have taken an absolute hammering that is unction americans conservatives on the social democrats and you'd expect them if
11:10 am
there were a snap election at some time in the next weeks or months you would expect them to take a number two so one wonders quite what has driven them to this move at this point in time to opt for that level of uncertainty. continue our conversation but let's first take a look at what that we have for you now as you mentioned if conservatives were founded in sunday's vote in has said that only just managed to cling on to power their white methods coalition partners the social democrats were handed a bitter defeat off their own habit at this report fast. a sobering event for chancellor merkel's christian democrats in the has the state capital the c.d.u. premier can remain in office but no one is calling this result a success the disappointment is even greater among the social democrats this is the s.p.d. is worst result in has the state elections out of nearly four and a half million voters and has about sixty eight percent cast their ballots the
11:11 am
results underscore the flagging support for chancellor merkel's coalition government in berlin with punishment for both the c.d.u. and the s.p.d. party leaders in berlin are now ready to change course students for politics at the federal level contributed a lot to our losses and has and there are two reasons for that firstly something has to change in the end. we have a lot of work ahead of us so i think the condition of the government is unacceptable. even we have to ensure the government does what it was elected to do an end are fighting. whether we govern together or not the people expect us to do what's right and deliver results but support for the greens doubled from has this last election five years ago it's their best result in the state. this result is evidence that people from mainstream society are longing for another kind of government with different ideas. but is this do this while. the far
11:12 am
right garnered nearly thirteen percent of the vote and is entering has this parliament for the first time it will then be an all sixteen of germany's state parliaments following the election has the pressure is increasing on the government in berlin to turn its words into action. if you're just joining us you're watching do you have a news coming to you live from belinda covering breaking news for you german chancellor angela merkel is reportedly planning to give up the leadership of the country's conservative christian democratic union mekel is said to have told top cd officials she would not seek reelection as party chairwoman at a conference in early december merkel has led the c.d.u. for the last eighteen years good decision follows a bruising election in the state of hester where her conservative saw their vast result inhofe a century. no real reason for a press conference at the cd you had quarters very good confirmation of that
11:13 am
decision meanwhile talking about the has another party which had a very bruising election campaign and result in the state of has a was the governing coalition partner of the c.d.u. the left of center s.p.d. tarty i'm going to join another political correspondent simon young who's been following the s.p.d. and the results now first of all some how is the news about merkel lackey to go down with the s.p.d. who are in coalition with. the national level. well the s.p.d. leader and renault as has been speaking this morning she was asked directly that question and first of all she said. she wasn't going to comment on it she was going to leave it for c.t.v. politicians to comment on their internal wranglings but it looks rather like been taken aback as the rest of us have somewhat been as well by this clearly.
11:14 am
these sort of tectonic movements within the c.d.u. will have consequences for the coalition because we know that in particular after those bad results for both the government parties last night in the state of half of that you've mentioned you know everyone is looking closely at how much life is left in this so-called grand coalition center left center right and you know whether it can really continue in a lot in the s.p.d. is saying well it may be time to pull the plug and because the s.p.d. itself is under huge pressure and the fleta and the analysis in a particular because in this election which took place in the state of has yesterday the s.p.d. it was a hemorrhage support they had the last election result in a sense a second wild war we're also expecting a press conference from the s.p.d. but do you think that this will have consequences for the s.p.d. within the leadership of the s.p.d. . well a lot of people have said after that results
11:15 am
a loss of eleven percent supports the actually even more than what the christian democrats lost in as and it was a state the social democrats ran for many years before before christian democrats took over there twenty years ago but it's they suspected to do much better than that this is a disastrous result for them the s.p.d. leaders in in the state of has to said well you know this is all about national politics that's what's done for us here and so that turns the minds to what's going on in national politics a lot of people have said well andrea knowledge is he's been the leader for the last year or so she she basically hasn't put the party where it needs to be she hasn't provided that sense of direction she hasn't shown how the s.p. d. makes a difference in government because that's of course what a lot of voters are asking you know you go to a coalition of left and right but essentially it's merkel and her people who are in
11:16 am
charge they s.p.d. of sede it's partly about communicating where they have managed to put some policies through and they have done that but today they're saying well we've got a list of demands of five key policies that we want the government to put into place at least within the next twelve months otherwise we're going to pull out of this government you know that that in other words suggest they're going to stay with angela merkel in a grand coalition for now but i have to say that that comes with a huge health warning it could easily be overtaken by events which is we've seen this morning can move very quickly and some of you have to remind ourselves of the s.p.d. did not want to be a part of this grand coalition in the fust place after the election we had clearly said they want to be in the opposition and after a moment the s.p.d. at least leadership seems to be under great pressure especially from the cute wing off the s.p.d. that they made a mistake going into this coalition give us
11:17 am
a little bit more context on as to why the s. the need then eventually did decide to join this grand coalition. well i mean i think it's because they had of course a very bad results in the national election a year ago as well and the question immediately arose what is the reason for that is part of a trend over the last few years they've lost their base the sort of traditional s.p.d. voter has morphed into you know a different kind of voter now as germany's economy for instance moves away from its manufacturing base to a degree and becomes more of a service type economy as we see in other countries so you know these are some of the questions in the background of the s.p. days soul searching but they i think decided to enter government because they felt that's the place to be a lot of. s.p.d. politicians have said you know being in opposition it's rubbish it's no good you
11:18 am
don't achieve anything so you better to be in government and try and work for some policies of course is as i've been saying it's that the problem is then that you have to communicate how you are different from your politically different coalition partner and they're saying they haven't done that so as you mentioned some figures like the leader of the s.p.d. youth wing have begun to position themselves as the sort of internal opposition within the s.p.d. and there are several key figures within the leadership who have said you know they they say that it's just about the image that the s.p.d. he's giving off within government but actually really what they want he's different policies they probably want a much clearer left wing profile in order to fend off indeed the challenge from the left which is also which is also a party to the left of the s.p.t. which is also taking votes from them so they have been squeezed electorally and
11:19 am
they haven't no known where to turn if they're not in government they could end up in opposition for many years. right simon younger parliamentary studios talking above the left of center s.p.d. party in the grand coalition. thank you very much for your assessment for now. and let me to turn to peter craven often a political correspondent with me in the student if you've just joined us be getting reports this chancellor angela merkel is threatening not to stand for the post of up for the post of party leader in help on a conference in december how significant is that what does that mean your thoughts on that craven i think it's very interesting that angle america has i mean she's been she's stewarded germany through for thirteen years the german chancellor eighteen years at the head of her party and she's always made it very clear that when when she goes it's not as if and when oh of course she's going to go some say when she goes she wants it to be an orderly managed process and she wants to have
11:20 am
a good deal of influence about who who will replace her in germany's highest office the chancellery and i think who will replace the do you think of it people competing for the job already do we know any names i think the two names that it would be most important to mention are integrated and she is the general secretary of the conservative party she is very much a woman and i'm glad merkel's molder a pragmatist centrist a very firm minded and principled woman she hasn't been in top level politics very long former state premier in the state of solid small state but an election when it nevertheless she has a certain pedigree that the other end of the spectrum more on the on the right on the neo rights if you if you will you inspire the health minister sort of the angry young man sometimes of german conservative politics who who's been pushing very hard he's made it very clear that he's he's ambitious he's talked about very often a chance of a material those are two names to conjure with another name who has been mentioned
11:21 am
was that this is a an aside almost falls going short performa finance ministers a possible care taker leda in some capacity this is being mentioned and also a blast from the past but i want to be unfair because he's still very much. a very dynamic figure in germany. business life and. the former parliamentary group leader of the christian democrats who are massively with angle americal many moons ago was fired felt he was humiliated maybe once he's looking for a way back so there are some names there are more. i see a lot of them see feel kind of trying to position themselves to take over and. have been so reluctant to do so so far because it looked like an impossible task to try and come at this point at this point in time and she is a very canny campaigner but it looks as though she has been played on the transport ok we have to wait and see peter what happens because it's
11:22 am
a sort of mind of yours we're still waiting for a press conference from the c.d.u. party. in the last month as expected on the future of america as the leader office c.d.u. party the party conference in a december and reports suggest that she may not be standing for that post how that affects her chancellor ship we have to wait and see but we keep an eye on that story and bring you developments as soon as they happen from the seat you had quarters as well as from the other party in the national coalition the s.p.d. we're also expecting a press conference there became ping developments on german politics and we'll bring you the latest as soon as they become available and meanwhile moving now to some other news and a developing story a passenger plane with one hundred eighty nine people on board has crashed into the sea shortly after taking off from indonesia the airport and risk emergency personnel have been searching for the plane off the northern coast of java island rescuers have located debris but see this no sign of survivors relatives of those
11:23 am
on board have gathered at the jakarta airports to await news of the passengers the flight was operated by the indonesian budget airline nine air. for the very latest i'm joined now by journalist. she joins me from the indonesian capital jakarta wristy you've just been at the airport tell us how people there are dealing with the news and what's happening there. people look at lori and they were basically glued to their phones like everybody was talking about. their crash and everybody was like basically texting and i was like on the airplane as well this morning but from jakarta and i saw like people are basically taking pictures off the plane and decided to do. to develop i'm sort of millions and you know just because there's a lot of people talk about and at the airport in jakarta like i'm stealing some
11:24 am
families. because of the crisis and that has been set up and in a different for me now that i have arrived but i saw like people who are already famous where already i delight and questions are. there or not and this is the deadline says that the strain was in the in the mitchells involved in the crash had been suffering from technical problems just a day before it went down what more do we know about the causes of the crash and the technical health of the plane. yeah so basically plane was scheduled to take off at six twenty am just morning from chicago parts of downtown and at six twenty two the pilot basically contacted the players every consular and say they have. found the plane had like a technical problem when the airplane was about to take off from
11:25 am
a thousand seven hundred feet to a thousand feet but the controller basically allowed deplane to go up two to five thousand feet. but after death. like after at six thirty two am air traffic controller lost contact with the plane and that's like after ten minutes after depends on. so basically depend on also has to go to. the left or consular to return to base but if he has never heard back from the plane again this week only twenty minutes after depends and lie and say it there it is if the airplane going to be on august thirteenth so is. the sand and its air war t. so and the pilot also has like the pilot and copilot has over eleven thousand hours of flying hours. so at this point in time it's like dish no.
11:26 am
like this knowing air like what exactly happened to the plane but. if you as an expert has basically jets from the evidence that can be they can be found it by timing out is they all agency that has how we do a search and rescue their plan to end a plan because i think. we have to. because in fact with the water here and we do notice too that the government has appointed an investigation into this crash but it's still very early days this see a bottle you need in chicago the indonesian capital thank you very much for being us up to date on the plane crash off the coast of the country. ok turning out to brazil where the far right candidate as yet about a nod who has won a speeding victory in the country's presidential election official results gave him more than fifty five percent of the vote well ahead off the leftist candidate for
11:27 am
nanda. as the final results religion they were intense displays of both grief as well as joy on the streets a sign of brazil's divide with the leader. thousands of people gathered outside jaya both sinatras home in rio de janeiro to celebrate. for his supporters the result marks a new beginning for brazil. with many shedding tears of joy as the news broke the our election campaign was tough and particularly divisive by dressing the nation for the first time as the country's president elect from inside his own home also now a spark of unity brought the live north of oh this is a country for us all brazilians by birth or heart of brazil of diverse opinions colors and orientations as a defender of freedom i will lead a government which defends and protects the rights of citizens who comply with their duties and respect the laws. there were some very different scenes in sao

paulo amongst supporters of his leftist opponent fernando had. and out on the street there was anger towards the winner. many protesters shouting not him. dorky here i'm in mourning not for me but for purcell it doesn't deserve this it doesn't deserve this ignorance at. all scenarios a highly polarizing figure in brazil critics charge him with repeatedly making with such a mystic homophobic and rice's comments and defending torture he's also praised the military dictatorship which led the country from nine hundred sixty four to nine hundred eighty five. many political analysts say his sudden popularity is a symptom of the multiple crises besetting brazil also now as pledged to crack down on rampant corruption and to rescue an economy in turmoil. but the former army

captain says major promise has been to get tough on crime he says violence in brazil has reached epidemic levels in early september boston i was stabbed during a campaign rally possibly are now approaching this point in many people's eyes the words i join campaigning bolton are painted himself as a man far removed from the country's political elite but now he's in power brazilians will be wondering what he's going to do with it. joining me now is a concern to them while you are a busy man journalist and correspondent of global news this is the biggest t.v. network welcome to c.n.n. we heard in a report there was an order sounded quite moderate in till one after he was speaking in after his election victory do you think you'll be able to keep the wounds of this very polarizing divided election can even the country together do you think. we would like so but i don't believe in. not so.
