this is the. beginning of the end of the era germany's chancellor rules out standing for another term. resign as head of the conservative party disastrous returns for a governing coalition in two recent elections a force that was the excess after more than a decade in power polls all the program. rio de janeiro's celebrates of a night for a new president. the man they call the. it's the first time in decades as

a right wing populist has taken purcell's top result but leaves the country something divided. on no sign of survivors rescue workers in indonesia locate tape brain and human remains but none of the one hundred eighty nine people on board the crash line a half life is. also coming up the spine of the world's atomic sprains he's perhaps on the plane to tokyo in paris on the last real spiders to do the same. i'm phil gayle welcome to the program. germany's angela merkel has announced that she will relinquish the leadership of her party in december and step back a chancellor at the next election the move follows disastrous results for conservatives in recent state elections chancellor merkel has been at the forefront

of german politics for almost two decades but has been under siege domestically since last year's national elections an earthquake a bombshell a day of destiny there's been no shortage of drastic descriptions. announcement. yes is. firstly at the coming c.d.u. party conference in december i have decided not to run again for c.d.u. party leader and secondly this fourth term is my last as chancellor of germany. at the election in twenty twenty one i won't run again a cd chancellor candidate it nor will i run for seat in parliament nor will i seek any other political office. and sleep. merkel has previously said that the two jobs chancellor and party leader should go together but after

eighteen years heading the christian democrats the moment has come where she feels she can only do one of them. a disastrous result in the election in hester should be seen as an opportunity for the whole government to change merkel said above all the cooperation between christian democrats and social democrats needs to improve. for their part merkel's s.p.d. coalition partners are also licking their wounds after a terrible result in sunday's regional vote their leader andrea knowledges whose future in the job has also been questioned it was clear that lessons have to be learned at a national level. he didn't fret so we are absolutely determined to ensure that we can continue our work in the coalition it needs more commitment and margit stimulation to leave behind the problems of the past few months. opposition parties are already seizing their chance to capitalise on medicals

weakness. for market america is giving up the wrong job this won't make government more stable it will merely slow the death of the coalition. for long. but the much diminished grand coalition will limp along for now with a severely weakened chancellor at its head who will follow her a c.d.u. leader several candidates have already thrown their hats into the ring there could yet be a public battle for the soul of the c.d.u. for now merkel's tone remains thoughtful and sober as ever but as the chancellor spoke it was impossible not to feel that slowly she is giving up power yeah. it has always been my wish to carry out my state and party judy's with dignity and one day to leave them with dignity but i know that in politics this cannot always happen in a planned way. i split. that is the measured manacled way of

saying i may not be chancellor for very much longer. picked through the ramifications with the w. chief political correspondent melinda welcome linda so we're talking about to announce from son stepping down as party leader in december and as chancellor in twenty twenty one start with the conservative party losing. as its party leader what does that mean first of all that they can at least in theory start governing proactively rather than reactively and that they can disentangle their image and their future from the chancellor and the past she has become americal deeply controversial even within her own party for the decision that she took in two thousand and fifteen to allow hundreds of thousands of german immigrants to enter germany now whatever you may think of that decision it has been a very sore point within her party which has been riven by divisions ever since it
7:06 pm
took office many voters are absolutely sick of the bickering and that's the message they sent both from the area and from the state of has. she stepped on his party later in december and the conservatives have a new leader how does that affect the coalition because she will still be chancellor the idea is that it would essentially press the restart button that it would allow the c.d.u. to reorient itself to the issues that it finds important for the future that it will allow the coalition to then also start looking toward. a new phase and allow everybody to get back down to business because the bickering that i mentioned that didn't only take place within the c.d.u. within the conservative bloc it also took place within the other coalition parties and the government is perceived as being absolutely riven with divisions in fact that was the main motivation the chancellor herself listed today when she said the
7:07 pm
image being conveyed by our party is absolutely unacceptable and the fact is that the party has had some legislative achievements. but the message isn't getting out so the idea is that this decision could set a new dam namak in motion but whether it actually does so will very much depend first of all one who takes over from the chancellor as head of the conservative party and also what changes transpired in the other coalition partners does this set in motion a dynamic that encompasses them as well or will it remain confined to the c.e.o. in that case we may not see all that much change in one of the principal architects of this dissension many would say as being that the chances from a conservative leader horse zehava who has now spoken about the chance of the decision he has a little part of his speech. can sometimes only known about it for a few hours but i'll say it clearly it's too bad. it's moved
7:08 pm
that's it it's too bad there's not much of it and it surprises most people who see beach to us having been at loggerheads for so many months it is a very inauthentic reaction to put it very diplomatically the fact is mr say hope for has appeared ever since this government took power to be in a personal vendetta against the chancellor to essentially have said to himself i want to be the last person standing here and in fact she has now said she's leaving and there are calls from within the conservative party and from without it that he needs to be the next person to go and for very evident reasons he absolutely has been a force of dissension a force for self absorption within this coalition and it is time for a change of leadership at the top of that the variances to party of the
7:09 pm
conservatives if they truly want to make a new start i think without that happening it's hard to see how this really if it's the kind of change that the chancellor at least clearly believes is necessary and we're talking about a significant change in german politics if all this happens this this and of a merkel era absolutely it's one for the history books you know she has been the head of the conservative party for eighteen years she took that party in a very different direction from where it had been previously she modernized it she made it more liberal she opened it up to minority groups obviously women she is a a true figure for many other women leaders and tributes to her have been pouring in even from some of the opposition parties the greens the social democrats all of them talking about her importance and in that. ways she really has absolutely changed germany even though she's known as a cautious and careful leader still it's too early to say where this change will
7:10 pm
take us next but no question this is a momentous time and the now we have the parties on the extremes the left the greens and on the right the f.t. this seems to be where all these voters who have left the mainstream parties have gone briefly if you could sum up for us how change germany's party landscape is now it's much more fragmented than it was in the past these two big parties the social democrats and the c.d.u. the christian democrats they don't look nearly as big anymore than we are in germany they're often referred to as the people's party's well that is shrinking one of the that bright stories in all of this because we tend to focus on the rise of the right wing the s.d. and be quite concerned about what that means but what we've also seen is the rise of a party firmly anchored in the liberal democratic part of the political spectrum here
7:11 pm
in germany the greens they have a lot of very future oriented policies on energy on transport on social issues and i think that is a story that we also need to be telling and that we could well see the greens moving into government at national level with some very important consequences chief political correspondent melinda cook thank you. been speaking with members of the public they have balanced brandenburg gate and we asked them what they made of i'm going to back off decision. i think it's too bad i think she's done a fantastic job but she's just lost support maybe she also doesn't feel up to doing the job like she's always insisted on doing and i'm thankful for what she's done but maybe it's time for something new to. her workload in half so she has more time for governmental work. not someone new will

to be as divisive as his campaign well what we heard in his first speech yesterday after the election finished and he was announced president was that he will seek this union unite to unite the country he has certainly promised that this division will and the vision that has been seen even within families were supporters and opponents of joey votto nat'l were fighting each other in the months before the election now this speech of unifying the country is very different though to the one he had been making during his campaign where when he said that he would cleanse the country of all those who support who still support the workers' party and his his candidate from on the that and that he would incarcerate them or make them leave the country so he is very unpredictable that's why he has also been compared to donald trump and so we will see if this is also seen in his politics when he becomes president and

what his biggest priority is. well one of his first priorities is to reform the ministries that's what he has said and that's by cutting them into hof and also by putting people in the front of ministries that are employed titian's but rather technicians and experts in the area he wants to reform the pension system that is very old in brazil and that is causing a fiscal deficit every year and quite a big one and he wants to also. to to make a reform and make a. unique tax rate of the twenty percent that's by increasing taxes to the poorer ones and also reducing those ones for the bigger companies and investors but he's a former army captain and he said to have many followers amongst the military as we

had initially been talk of finding people alive but as the divers began locating human remains they ruled out the chance of anyone surviving the impact of the crash . my prediction is no one has survived because we only managed to retrieve body parts that are incomplete. and it has been hours since the crash so it is possible all one hundred eighty nine people were killed. three people are still waiting for answers as to why the plane went down one specialist aviation website checked its progress minutes after takeoff the pilot reported a problem and requested to be allowed to return to the airport three quest was granted but then the plane made a sudden sharp dive into the sea. for the families and loved ones waiting at the destination the region about one hour north of jakarta the news could not have been

worse. i waited until after eight am but there was still no word so i asked an official then he said the flight lost contact. with. the crash is also a blow to indonesia's safety record the plane a boeing seven three seven max eight was just a few months old the airline said a recent technical problem had been repaired now the pressure is on for the country to get to the bottom of what caused this tragedy. let's go to jakarta then got the latest from journalist and more so welcome to day w. now i understand the relatives of those on board have gathered at jakarta airport to wait for news what's happening. so the contacts i've spoken with just said that all for all families all day had been gathered not only

at the airport. where the plane left but also to hollywood the other airport in jakarta and as the reporters said they were just waiting there for a lot of news but the only news that they could get was watching the t.v. and i mean the reports coming out from from the t.v. news which is devastating and i can't imagine they would have been for family members because they were bringing back body bags but they are then being told that in the body bags were not even full bodies. and then after learning that the search and rescue team doesn't expect to find any survivors most of the families when whom or to the hospital and police station to see if their loved one could have been counted or identified. and you've been speaking to friends of people who lost a loved one both to tell us about how bad days unfolded yeah unfortunately in some context i have been lost some friends in a plane crash. one friend told me that the office hasn't really done any work today

and it's just become a place for a collective prayer he said that everyone at the same time just didn't believe it monday morning coming back to work like not everyone is going back to work that day and then a week. and then another friend also. said to his office i'm just waiting for a miracle to happen waiting for some news to come out saying that not everyone died on the plane but i don't know if that will ever come out. rest of the families are waiting at the airport in incident night for news about plane passengers and there were tents set up from national ministries to help out but. yeah. tell us about. this as this is quite a big low cost all right so with all the mixed safety record. yeah. i can tell you i have flown land there a bunch of times and i've even found the flight. that crashed today. the i

think the big point is liner is the low cost operator and that means a lot of people need to use it to get the tween into these islands and then to the same time where there are ferries they go in between islands but that's even even more dangerous so lion air becomes the cheaper option to get quickly the same places and. i lion air in my city where i'm based in indonesia i'm in jakarta now. in the last year that had actually two crashes they've never had they've had once a fatal crash and i was in two thousand or but since then i haven't had any fatal injuries that happen on the plane but a lot of mishaps and safety regulations that haven't been told. and most in jakarta factor. this is day two of the news live from berlin still to come about in biased argentinean author star thomas us out of sight of spain and his own website

a problem that the resignation of go on knuckle resolves. foremost i would say it's a very important symbolic step so because we've seen in the elections yesterday night it was not about politics not about political issues it was pretty much about an image problem of the grand coalition and she wanted to be proactively counter this image problem so will this help the grand coalition at least it can help the c.d.u. for sure because both coalition partners have been significant in the losing support in the german population and if she by this step can send a signal and a message to the german people ok i understood i got it so we have to change something and i will lead by example and step down and one of my two positions that's an important move was the message of the germans voters to leave in the mainstream parties and go to french's off the left or the right i wouldn't even say that they go to the fringes because if you see the city you yesterday lost much more support and voters to the green party which predominantly are based in the

middle so. of course we have a rise of the radical left and right but general actually i would still agree that the you win the elections in germany in the middle so but you have to be credible and this was an issue of credibility that both parties the s.p.d.m. the c.d.u. and lost significantly i'm going to mark a one said that the chancery and the president c.f. to see that you are and separable so how can this work out now she made a good argument for this when and she said ok i will nod run once more for chancellor in the next elections so there was a precondition for her to be. in a stable position in this in this office but when she said ok this is my last term then why should she needed to be chairman of the c.d.u. is so it's a very interesting and very important step to say ok so we have to to have a transformative process and i'm starting with this right now this is unprecedented in german politics it's just the beginning of the end of i am not
7:33 pm
a clue. yeah definitely it is and it was quite obvious for quite some time that she so nobody i think had in the cards that she would run for another term as chancellor so therefore everyone knew this would come at some point but nobody could say when it will happen so and now she made a decision she made her very own step forward and that's a significant move so therefore full respect of what she did so well that the implications for europe the european union. pretty much depends on the wing man woman as her successor if she has someone in her back on next to her as new chairman of the c.d.u. who's supporting her like the secretary general and i got comfortable for instance so or someone like armey lusher who is another the prime minister of an alternate failure both of very close allies of america that could help her because then she would remain in a very strong position if she's faced was one of her former rivals that of course could change the picture immediately thank you mr. that was so i could look at some

of the online reaction to chancellor merkel's an announcement today with social media editor jarrett reed welcome jarrett talk us through what you've been saying basically a lot of people are talking about how it is staggering her exit from political life because as we've been hearing lately this you should give up the party leadership but she intends to remain chancellor which is not unprecedented in german politics but it's certainly not how things are usually done and some of the political opponents are saying they wish you would go a little bit quicker than people like christiane live now from the free democrats he tweeted it might be good for the c.d.u. to have a new policy leader for our country it'd be good if we had a new head of government merkel is giving up the wrong office he says over to france far right leader that pen says the election results so the regional elections that we've been seeing this weekend and two weeks ago are rolling in for

have also been reacting to. a fracture president of the german institute for economic research says ms macas accession needs to be sorted out as quickly as possible it is by chancellor merkel creates a lot of uncertainty everyone is asking what will happen to the government will there be a new chancellor will it improve the ability of the government to act to push reforms in germany in europe as well so this uncertainty is a bad thing for the economy because it means companies and printers don't know what will happen will invest less but create fewer jobs and this ultimately has also an economic cost for germany. most of us are president of the german institute for economic research speaking there how in is just around the corner and millions of americans are expected to celebrate it the u.s. national retail federation says annual survey says more than one hundred seventy five million of them are planning to spook around festival of horror could help
