this is news live from bergland they divided us congress after voters deliver the first nationwide verdict on the trump presidency the democrats capture control of the house with their leader pledging changes in washington. for democrats and republicans it's about restoring the constitution's checks and balances to the trumpet. voters also elect a record number of women to congress but republicans make significant gains in the

senate so what is this mixed message mean for the second half of the trump presidency. also coming up relief for families in cameroon dozens of children who were kidnapped and held hostage have been freed by their captors we'll have the latest from our correspondent. i'm sara kelley welcome to the program the days of republican control of the u.s. federal government are over in the first nationwide vote since president trump selection two years ago democrats have taken back the house of representatives but it's not quite the blue wave that they had hoped for republicans have actually expanded their majority in the senate and also defeated strong democratic challengers in some important state governor races so mixed results in a polarized nation what could it all mean for governing first. let's have
1:02 pm
a look at the numbers because here's where things stand right now in the house of representatives two hundred eighteen seats are needed to take control and as you can see here democrats have already surpassed that goal with some races yet to be called meantime here's a look at the senate the lighter states shading that you see here it's representing the seats that are not up for grabs in this election on top of that you see the night's results where republicans now are at fifty one seats which means that they have defended their majority there so to say is voting was characterized by high turnout in districts across the country it was billed as the most important midterm election in a generation with both sides democrats and republicans energized to cast ballots in support of their candidates. may not have been a blue wave but democrats have sent a message to washington. when after a win in metropolitan and suburban america has left the party in control of the
1:03 pm
house of representatives. jubilant democrat leaders said they will reign in the polarizing president. arrives here and morrow will be a new day in america was was remembers is feeling now the power to win was. the desert is the bridge and there are chemicals and republicans it's of their restoring the constitution's checks and balances to the champions was. was but it didn't all go to democrats way from tennessee to texas republicans won increasing their control of the senate was one time presidential hopeful ted cruz was among those fending off challenges the less taxes there was
1:04 pm
the president held the results in a tweet calling them a tremendous success. the changing face of u.s. politics the record number of women elected twenty one year old alexandria. becomes the youngest woman ever sent to congress dave holland in new mexico was one of two needs of americans to win election sure east david a lesbian was the other. first woman only meanwhile to move woman rasheeda to leave and omar broke the mold and their campaigns. for the first time in a car to represent i stayed in congress. the first. remember the russians.

the first two refugee every day like the congress. the bigger picture do is a fresh gridlock in washington music to the ears of democrats maybe but a headache for trump. and big milestones in this election let's get more with our win collyer professor of economics at bard college welcome our when i want to talk first though about the dynamics now that we're going to have in washington because this is going to be a mix congress with the republicans in the senate senate the democrats controlling the house so you really have two options here you're either going to see bipartisanship things getting done or gridlock how do you anticipate that the next two years might go i would not put my money on bipartisanship right now what we've seen is a beachhead has been established by the democrats in the sense of checks and balances montague's. skews idea of having checks and balances that the legislative can
1:06 pm
be a check on the executive here congress is needed the house of representatives together with the senate is needed for legislation now this now the democrats are on board not only that they have the power for investigations of all sorts they can subpoena on the whole variety of issues from collusion through corruption of the sitting president so donald trump will not be able to sleep well for the next two years now . that there is some or the other shoe that's going to drop or could drop and really opens the box to so many different options that weren't available before i want to talk about a big milestone as i mentioned that was the performance of women in this election we now have the highest number of women in the u.s. house of representatives ever what does that say to you about the shifting dynamics in the country and about the mood right now and it tells me that the republicans
1:07 pm
found themselves bound to massage mr president in a time where that no longer sells outside of thirty forty percent of voters women have been motivated by the words of donald trump. some women some support him of course in the united states we will see the entire distribution but the numbers of women who have gone to vote the numbers of women who have been active at the polls the league of women voters has taken on a whole new importance. not just getting out the vote there are now women going to get elected as we saw with this election in general the way we've seen a shifting demographic in the united states not only when it comes to gender but also when it comes to age when it comes to race that's not necessarily reflected though in these if results that we have seen in this most recent election why i think the answer is going to depend on two things one is structures don't change
1:08 pm
that rapidly we have a kind of federal system where states have two senators each that does not go away simply with the wave of the one the second is the possibility every dissenting senses to change the districts and so whoever is in charge of a particular state government has the power to concentrate the opposition and the concentration of the opposition is even easier for the. republicans since democrats are overwhelmingly urban so you have these two structural things and the demographics these are slow gradual trends. we have a a long term trend and we have a structural problem so perhaps more future looking i want to talk a little bit more about the future because twenty twenty quickly approaching two years from now that's when the presidency is up for grabs we have a trend emerging on the democratic side back in two thousand and sixteen we saw this and we also saw this in this election specifically with the senate the fact
1:09 pm
that the democrats they actually outperformed the republicans in the overall vote but they didn't get the final prizes how do you see that playing out also in two thousand and twenty. nothing short of a wholesale mobilization of the non voters is is really really critical here and when you mention the demographics what we've seen in this election. the activities of young voters much larger than we've seen in the past and if there is hope in youth we will see that the energy that we've seen in two thousand and eighteen will also be there at the polls in two thousand and twenty the other trends demographics we thought one thought they were was there in two thousand and sixteen it wasn't quite enough it could be this gradual change in the composition of the u.s. population will make a difference demography is destiny collyer professor at bard college with more on

this u.s. minturn election thank you so much thank you. well here in berlin germany's foreign minister has been weighing in on the u.s. vote. said that he didn't expect the results to change president trumps foreign policy have a listen. when it comes to the policy america first we have to find an answer on this side of the atlantic. for me and for us it's just clear that this can only mean europe united as europeans we must join forces even more closely. it means investing more in our own capacity to act this calls for repairing punitive tariffs as well as in security matters or in the fight against climate change. one view there from the german foreign minister what could this election mean for u.s. foreign relations teri schultz has the view from brussels where transatlantic ties
1:11 pm
are very much in focus so terry what is this vote likely to mean for europe especially considering trump's america first foreign policy. i think it's a bit early to say whether it will or can change anything as you heard the german foreign minister say most people i've spoken to here in brussels this morning don't expect a lot to change in reality it wasn't a blue tsunami it was just a blue wave and while i'd say europe is breathing a sigh of relief about that because of course leaders here are still very sensitive to trump's harsh rhetoric about europe they don't necessarily think that much is going to change simply with this midterm what it has done as our speakers have said has mobilized people even here in brussels i spoke with greg singh and of democrats abroad and they had a rush of registrations they had much more overseas voting and that could well change things for twenty twenty one of course the white house is up for grabs you
1:12 pm
heard european union leaders here in brussels welcoming welcoming the democrat success the european commission was was very diplomatic simply saying it's looking forward to working with the congress and the e.u. and the u.s. remain of course best of allies friends timmermans who has just announced himself as a candidate for the european commission president says that this means american voters have rejected you know hateful language and trump politics and we in europe will do the same he says but in the end there could be gridlock there could be not enough new democratic members of the house of representatives to really change policy but i think that at least the success on the house side gives europe a chance to believe that there will be a difference at least in language at least in rhetoric perhaps in tone ok so perhaps some a bit more of a wait and see approach there in brussels but you know when you're gauging the mood there terry and i know that you're really you're trapped in there in brussels how high would you say are the hopes are you witnessing any that the democrats in the
1:13 pm
house could indeed help improve trans-atlantic chars. certainly i do hear a tone of hope here this morning everybody is a little groggy having stayed up to watch the results but one point that i heard from him lesser from the german marshall fund he said that one thing that could change now may simply be that now that midterms are past both sides feel like things can happen that could mean that the trump white house does things like meet cabinet appointments that could change has to go out into the open robert miller was unwilling to do this before the midterms but now that that's passed we could be seeing a lot more on that and if this investigation the meddling is blown open that could make a big difference in u.s. e.u. ties even again if nothing can change in legislation and both parties are very much looking to two thousand and twenty and their runs for the white house teri schultz with the international view from brussels this morning thank you terry. and we'll
1:14 pm
have more on the u.s. midterms in a moment with gary hart from our business desk but first we're going to a quick check of some other stories making news around the world and acclaimed russian film and theater director has appeared in moscow in a court on embezzlement charges carol sarah burning off is accused of misusing more than two million dollars of state funding for a theater project his supporters say that he is the target of a crackdown on artistic independence under president vladimir putin. authorities in peru say that a former head of the national police force is under arrest accused of involvement in a baby trafficking ring the police chief is among fifteen people suspected of selling babies and children taken from poor women a gynecologist and a pediatrician were also detained in early morning raids. and two women on trial for the murder of north korean leader kim jong un's half brother have arrived at a malaysian court there accused of smearing kim jong kim jong nam excuse me his

face with a nerve agent and a kuala lumpur airport a pair of say that they were thought that they thought that they were taking part in a t.v. prank. to camera now we're seventy nine boarding school students who were taken hostage by separatists have been released reports say that the kidnappers are still holding three adults taken from that school the children aged between eleven and seventeen were seized early on monday morning from by mendoza the capital of the northwest region no single group has said that it carried out the kidnapping but separatist militias have been calling for a schoolboy and let's get more on that we are joined by d.w. correspondent adrienne crease in lagos so the children have been released as we mentioned what's the latest. well both the church and the authorities confirm that the children where released this night apparently they were taken by an identified gunman to
1:16 pm
a church. and then released their rights now we learn that the gates of course are still in shock they're all between eleven and thirteen year seventeen years old and currently a team of the local governors talking to them later on the local governors also scheduled to address the press because up until now we don't have any information on the circumstances of their release. it's not the first time around that pupils have been kidnapped so why are the separatists targeting schools specifically. right most of the schools in the region have been closed for more than two years now after pressure from the separatists they've been trying to force schools parents and kids not to go to school for two reasons one they want to force the government to get back to the negotiation table and the second point is they don't want the kids to go through the french speaking school system and that has let's do a situation whereby for two years now most of the kids in the entire region haven't
1:17 pm
been able to go to school this actually shows that the separatists might be behind it to send a message to those remaining schools to close down but it is not clear because there's about ten separatist groups active in this region and none of them has declared responsibility and some of them even also said this is not right that this has happened so this has sparked a lot of debate in cameroon some people even argue that the governments might be behind the abduction to justify the force they're using against separatists and civilians in the region remember there's been a lot of reports on human rights abuses by the armed forces of cameroon in the past months but to be honest with you it's very difficult to find out the truth from this region it's not easy for journalists to get there i was there last month during the election right now the authorities don't give any cretaceous for international journalists to get there and local journalists are not free to report under a very repressive regime of what's been running the country for thirty six years now i dream creation with the latest from lego thank you. soccer last night

dortmund suffered their first defeat in any competition this season i thought to go madrid were roared on by their home crowd and bested the german club to nil so all is opened the scoring in the thirty third minute giving athletico leave to go into the break the second goal came from the to go captain. late in the match the two clubs are now well on points at the top of. and byron munich can secure their place in the last sixteen of the champions league when they host greek side ek athens tonight but the german champions are in a bit of a slump with the pressure mounting on their coach nico cove it has he needs to win in europe and head of a big weekend showdown with bundesliga leaders dormant. he's accused of not having a plan b. when the going gets tough nico kovacs knows his job is on the line. the

problems aren't as pronounced in the champions league at least not yet by and have yet to lose a game but they also have yet to convince those of us in the studio. the physical work we put in is not always rewarded in the way we'd like it is a coach or is a player you have to try to stay positive of course i can say this was a good or that wasn't good but believe me that warms increased my players' confidence womanish. neither will conceding a late goal in the eighty ninth minute to be exact against fry book in the been listening on saturday that's more points dropped. there's even talk of a rebellion inside the buy and camp some of the senior players unhappy with their reduced playing time others are cutting the coach some slack. yes indeed. we are the ones on the pitch we're responsible when i see a match like against freiburg where we were ahead in the seventy fifth minute you
1:20 pm
shouldn't give that results away and that's nothing to do with the coach it's us players who are on the pitch. even if the play as i paused it's the coach that always pays the price in football. and is now from the world of art and not everyone might agree that graffiti is a form of street art most people would agree about spray paint has its uses and one artist in the french capital paris is convinced that just about any object can be glorified with a coating of her favorite color. on the street this bike was considered garbage no one wanted it but after a bit of gold paint it's taken on a completely new meaning on the streets of paris sid is a street artist who sprays her subjects with gold to make them more than just waste . it on the my goal with this project is to give things which have been thrown away or simply forgotten a new lease on life turning them gold makes them somehow something special if i'm
1:21 pm
all the more think it up to see it has also given this scooter a shiny new notoriety what was trash now look somehow regal. the project all began with an old street sign now since idea is turning heads. that this was that the support it really is quite impressive people only ever talk about new things but they never talk about old broken things that actually belong in the rubbish that are sensitive and i think making art out of rubbish is a great idea great work it gives them renewed worth. to me it's quite unique you don't see that every day it's really i cutting it's enough that not all of her pieces stay on the street since apartment is full of them cobble stones and even bones there's nothing that can't be colored gold the artist is especially proud of this motorcycle the night the french national soccer team won the world

cup she saw it burning in the street now it's part of her collection. for the treasury this it was outside for three days that i brought it in i did that because people had started taking little pieces of it as a souvenir. despotic has made sit quite well known she's currently preparing an exhibition that's why she's constantly searching for new objects that she can bring out of the shadows and back into public view. and you know who likes called care hard as u.s. president donald trump reading back to the united states now to talk about the midterms or that's after the midterm elections investors are bracing for a period of gridlock with neither party likely to be able to enact sweeping legislation economists believe president trump may not be able to cut taxes any further but it also means that his current tax cuts compeer old back they believe the gridlock in washington will keep a check on some of from small disruptive market actions like the trade battle with china some point out that the u.s.

economy often performs well when control of congress is split between republicans and democrats. will market reactions that go to all correspondent call of boozing up the front of stock exchange rather cora what's the market reaction in frankfurt's to the outcome. but you're hot check out the graph the german share index taxes painting against the wall here in frankfurt today there's a positive reaction on the market for company's shares and for several reasons with the democrats gaining the majority in the house of representatives in washington many people here in europe are hopeful that the tone between the americans and the europeans in terms of trade policies becomes a bit more conciliatory and also the outlook for the u.s. economy remains positive it's very unlikely that the democrats in the house will do anything to significantly muffle or slow down the economy in the u.s.
1:24 pm
on the contrary it's quite likely that the democrats will in some way cooperate with the trump administration on something like an infrastructure bill maybe not a big one like trump has promised but something to keep the economy in the u.s. going and the labor market of course as well going to come back to europe the german council of economic experts the so-called sages have delivered that and your what did they say. well they're more pessimistic about the economy they significantly lowered the growth forecast for germany's economy quoting the usual suspects you know the trade conflicts breck's it as potential conflicts in the euro zone about budgets so nothing new really to be pessimistic about the experts did have to say a few things to be optimistic about they say that the recession is in sight for the german economy and the experts also want to encourage the government to do more for the economy for example allow households in germany to pay their rents more easily
1:25 pm
or to buy a home that would be of course something to encourage the economy and that's welcomed on the trading floors. and in front of thank you. airbus and boeing have called for an end to the u.s. china trade dispute executives of the two world's largest plane makers made the announcement an air show in china the country has become a key hunting ground for aircraft manufacturers looking to expand their business because of the surge that the two companies are worried that the ongoing trade conflict could derail orders from china passenger aircraft one of china's biggest imports from both the u.s. and europe conflicts could push beijing to look for alternative options german carmaker b.m.w. posted a twenty four percent decline in earnings to one point four billion dollars in the third quarter it blamed a number of factors for the fall of profits like the u.s.
