a health crisis among stranded migrants living in desperate conditions also coming up russia blames ukraine for the crimea crisis calling sunday's naval standoff a provocation in turn kiev is preparing the country for calling plagued over what it calls an act of aggression by moscow. a taliban leader dismisses afghanistan's plan for a peace settlement that it has a conference in geneva searches for ways to stabilize the country after seventeen years of conflict. and a nail biting world chess championship has finally produced a winner magnus carlsen has defended his crown by defeating probably yano car won it in a series of quick part time breakers. hello
7:02 am
i'm terry martin welcome to the program we begin our broadcast on the u.s. mexican border more than seven thousand central american migrants are living there in squalid conditions piles of trash open sewers and the risk of disease are a daily reality the migrants are trying to get into the u.s. but with tight security on both sides their hopes for a better life are on hold yet their numbers are growing this week a second care about arrived in the border town of tijuana some americans have little or no sympathy for their plight. correspondent stefan seaman's met with a group of gun toting vigilantes who are voluntarily patrolling the border. we're following a member of a private and controversial border watch project called minutemen robert crooks sixty seven year old retiree from las vegas patrolled the u.s.
7:03 am
mexican border in the campo area about ninety six kilometers southeast ascending cooks has been doing this for months now every day he lives and sleeps in his pickup truck and he patrols watches and tracks what he calls invaders an enemies of the united states of america that are coming this way and if they do you know of your wait for watching. that's it. robert joined the minutemen project group that many described as a dangerous militia in two thousand and five he says even back then he felt he needed to help secure the border and fight off what he calls an invasion of illegal immigrants. as my country is your country. you know nobody makes a stand. he sees himself as a patriot he claimed this hilltop overseeing the border for himself by installing a flag pole this is his base he named it point. where in his view he served his. country at a critical time where he makes
7:04 am
a stand in what he calls the epic battle against illegal immigrants this is a defining moment in history right now if we don't do something here today this you know right now. this could be scott's rafiki's you so very dangerous to our nation if we start a lot of hordes of thousands of thousand just across the border crusher cities you know this recipe for disaster it has to stop here. for all of the criminals in tijuana as he calls the caravan migrants from central america sheltered on the other side of the border robert has this message. we're going to stop it discuss that they have to go back or they're going to be a truck slow walk whatever they have to go home and they have to work on their own problems if they've got to get elections you know revolution if that's or takes whatever because the american people are fed up americans for the federal agents of the u.s.
7:05 am
border patrol do not necessarily agree with any of crook sentiments however out here in the field they do appreciate him patrolling the area watching and alerting them to suspicious movements from the other side that's enough of a reward for this minute long is this is going. to be a correspondent reporting there on the vigilante minutemen project that monitors the us mexico border and stuff and joins us now for more stuff what do americans make of this so-called minuteman project. all most americans would disagree with the minutemen then with pretty much anything and everything the protagonist of this piece in our story just said and what you just heard the majority of americans have quite a different opinion about illegal immigration or immigration those minutemen and
7:06 am
this project minutemen is highly controversial and most of the people who are in this group are in this project are not just against illegal immigration they're pretty much against any immigration for them it's a little bit about this survival of the the white race against anything which comes into america is trying to get their jobs or endangering somehow and somewhat their livelihoods again most of america i would say and be on the safe side with this estimate is not to buying into this in this sentiment of the minutemen project not at all ok stefan coming back to your side of the border the mexican side where you are now president elect and vice manuel lopez obrador will be sworn in on saturday he is expected to is he expected to deal with the migrant caravans and the border crisis any differently. well let me
7:07 am
say this the mayor and the two one e. and see here they are for sure having all hopes on this mr albert gore will take measures and better measures in his hands dealing with the crisis. and it is a crisis to quantize dealing with a humanitarian crisis that's what the mayor tells us and very very very mentally says like we need the help of the federal government we need the help of mexico city we can't go into red numbers i can't suspend any other city service here for taking care of more and more migrants which are coming in this sports center the. sports center there are now almost seven thousand migrants seeking shelter and having shelter alone in all of the numbers about eight eight eight and a half thousand so this is going to be increasingly difficult without federal help
7:08 am
from mexico city to school and mayor sade's down the drain. seven tell us what sort of conditions are the migrants facing there on the border you describe a humanitarian crisis. well it's cried precarious there in this in those shelters situations deteriorated from last week when we were here significantly last week we were here we're two and a half thousand people in this sports center in this major shelter and it was laid out to accommodate exactly that number now that number almost tripled so you can imagine everything there is just basically breaking down the cemetery situation is precarious. there's not even enough food now or diapers and other products people there need and that's explains the really this this cry for help from. officials and the people here they are quite fed up that they are
7:09 am
kind of left alone with dealing with the migrants there and they are in a bind for this it's going to rain for the next two days misery here will be all over the place so if and thank you very much for the d.w. stuff in tijuana mexico now russia's president vladimir putin has accused ukraine of orchestrating sunday's naval standoff russia sees three ukrainian vessels and has detained their crews pending trial in turn kiev has condemned the black sea skirmish off the coast of crimea as a russian act of aggression ukraine's president has declared martial law in the border region he says moscow is preparing for war. putting on a show of readiness ukrainian troops deep trenches near the russian border they have been put on alert as martial law comes into effect. ukraine's president petro
7:10 am
poroshenko visited a military training center edging his troops to get prepared for action even in the minds. well we'll give them no chance to invade into ukraine. that's why today we are doing everything possible to provide extra financing of the armed forces. not to be outdone russia's defense ministry also released a video of training exercises in the south of the country. both sides are blaming each other for provoking sunday's naval clash in the catch strait russian ships fired on and seized three ukrainian naval vessels capturing the crew. of the ukrainian sailors have been charged with unlawfully entering russia and of being held pending trial western countries are calling for their release the united states special envoy for ukraine told d.w. that further sanctions against russia are on the table and we tried to ratchet up
7:11 am
sanctions gradually in order to create pressure and to indicate that there is a way out that we would like to talk with russia. the ending the conflict withdrawing its forces were establishing security and then getting the minsk agreements with. us president donald trump has threatened to cancel a planned meeting with russian president vladimir putin at this week's g. twenty summit but russia says the meeting will occur as it's too important for both sides. or for the very latest let's cross over to our moscow correspondent yury rachet. martial law in ukraine russian troops on the border new russian missile systems for crimea any idea where this is headed. i don't think we have to be afraid of a potential war or a huge huge military conflict between russia and ukraine oteri of course we're hearing determined statements on both sides in ukraine and russia we see on television
7:12 am
a ukrainian president showing bland speech here which he says prove that the russians are preparing an attack but i don't believe that moscow now wants to annex eastern ukraine for example like a deal with grammy in twenty fourteen first of all first of all it's important to pointing out that it's still unclear what exactly happened in this thread of couch some questions are still open secondly if russia wanted to annex eastern ukraine it could have done it earlier as twenty fourteen when it did it annexed crimea and that time that would have been the simpler simpler militarily and politically from the russian point of view in the meantime moscow isn't paying much attention to the dawn bust because russia is fighting on many other friends after all the political situation has changed as well a lot since twenty fourteen so moscow is an outcast on the international stage not a month passes without the new sanctions from the west so it would be a very inconvenient time for russia to carry out any kind of invasion at the moment here you mention sanctions or there's talk of imposing new sanctions on russia and
7:13 am
fully implementing the existing ones how much could that hurt russia. i don't think new sanctions would do any good for us to russia is used to saying since at this point second it would only bring russia further away from the minsk peace agreement the agreement may never have been really meant it but all politicians at all levels terry emphasized that there is no alternative to it but this source of all problems isn't from main to the issue of crimea and it's the source of many of the sanctions as well the russians have seen the peninsula school the russian for more than four years now the crandon see the peninsula as ukrainian and both sides will certainly not change their positions there for a practical pragmatic solution on the ground just around the straits of kids a couch is strongly needed and political negotiations now we've heard u.s. president donald trump say in an interview let's get angela involved referring to german chancellor angela merkel of course what role could germany possibly play in
7:14 am
this conflict in terms of mediation. i think germany could play a big role anglo-american enjoys a very high respect on both sides have great respect ukrainian president poroshenko said for example yesterday in a german newspaper interview americal safe his country in twenty fifteen he meant a miracle stroll during the negotiations on the main sc peace agreement russian president putin also has great respect for america to talk to her in the fold after the conflict last weekend and i think that of all western politicians terry americal has the best chance for mediating and was issued yuri thank you so much for the moscow correspondent yuri rachet oh there. now let's catch up on some of the other stories making headlines around the world today salomé sort of this really has won george's presidential election becoming
7:15 am
the former soviet republics first female president near final results show zora bush really won fifty nine point six percent of the vote the former foreign minister is backed by the ruling party and favors balancing georgia's relations with russia and the west. thousands of colombian students marched through the streets of bogota on thursday they're demanding the government increased funding for higher education students and teachers at the nation's universities have been on strike since oct eleventh accusing the right wing government of undermining their institutions. of united states senate has voted to advance a bill that would end u.s. involvement in the saudi led war in the yemen the vote is being seen as a rejection of president support for the saudis after the join the killing of journalist jamal khashoggi senators will debate the bill again before casting a final. a peace settlement with taliban extremists in
7:16 am
afghanistan is possible that's according to afghan president musharraf's ghani as he presented a road map to peace at a un conference in geneva on wednesday but getting the taliban to the negotiating table remains a huge challenge we hear from one militant leader who's far from kabul and far from interested in peace. our camera man has been waiting in a hotel in west afghanistan for two days he doesn't want to be recognized. suddenly a phone call and he's picked up by a heavily armed men wearing a mask. he's taken to a small village under the taliban's control three hours away. appears surrounded by bodyguards the combat gear is not just for appearances this taliban leader has no interest in a ceasefire. doesn't matter if the american government talks with us it doesn't
7:17 am
matter if the discussions take place in moscow kabul pakistan or qatar. and all the lamers want to throw sand in our eyes and lolo's to sleep so we stop fighting. as he has been living in the underground for seventeen years now his fighters have been waging a war against the afghan government and western troops based in the country. he is said to have organized countless suicide bombings including ones which killed dozens of civilians for a few years now he's also been fighting against rival taliban factions the islamist group appears to be deeply divided that doesn't seem to stop their military successes however they now control more than half of afghanistan the taliban feel like they're heading towards victory and want nothing less than the reestablishment of an islamic state. funded for hundreds of years in an islamic system we will not again democracy was forced on us by the west it was bad for us.
7:18 am
to weeks ago in moscow that the taliban took part in a major international conference for the first time after years of being locked out of talks the taliban have gained acceptance that's also an acknowledgment in part of the nations involved in afghanistan that their previous military strategy has failed either so this conflict is because everyone knows of there will be no me. the true solution to the conflicts in afghanistan the americans and nato as well as the taliban recognize that outright victory is not possible and sometimes it is important to make peace with your enemies as well as your friends sometimes painful compromises have to be made. and many of the civilian population will be forced to compromise to already in taliban controlled regions there are almost no women in public just like in the village where our camera man was allowed to film the taliban has already removed many civil liberties. that one assumes that the west wants our women to be naked prophet forbids this but i would send our women to
7:19 am
school even let me treated in hospitals but only according to islamic principles it's unclear how many of the taliban are willing to compromise and how many irreconcilable. these fighters don't see themselves as terrorists rather as insurgents but as our cameraman leaves the fight just tell them that actually they want peace but they wanted on their terms. football and a big night in the champions league the premier match in europe's top club tournaments solved their man side defeat last year's runnerup liverpool it took only thirteen minutes to open the scoring p.s.g. xp on by not giving his side the lead his teammates the star player neymar added another in the thirty seventh minute to put p.s.g. in the driver's seat liverpool closed the gap when james milner converted

a prime minister to resumes brags that plan. a no deal breck's it would hit britain's economy hard the bank of england predicts traumatic consequences if that happens. by the end of twenty twenty three g.d.p. is more than ten percent lower in the disorderly scenario compared to that made twenty sixteen trillion the bank also said if the island nation has to leave the e.u. in a hard breck said the pound could plummet twenty five percent against other major currencies that's a worst case scenario it says but possible if the country doesn't agree to a deal even so it's still far from clear that theresa may will be able to push her agreement with the e.u. through a combative british parliament although she's doing all she can to give things a positive spin on what we see behind the analysis that we have published today and indeed the chancellor recognised this morning is that our deal is the best deal available for jobs and our economy that allows us to own in the referendum and

realise the opportunities of right through the analysis carried out by the government also shows britain's economy will suffer even if the deal goes through so the big question is just how bad will the damage be if the deal is passed says the study the economic consequences will be much less drastic shortly before the vote on december eleventh breaks it remains as contentious as ever. through bangladesh now where the government is about to kick out safety inspectors brought in after. the run up plaza tragedian april twentieth when more than a thousand textile workers died when a factory collapsed tragedies on a spotlight on the working conditions in the sweatshops of the bangladesh the garment industry used western clothing brands international pressure forced the government safety checks this friday the international team of inspectors will be forced to leave the country. worsening conditions for garment workers many are

worried that the departure of international safety inspectors from bangladesh would mean just that the country's high court is objecting them amid a bid from the government for more control over the inspections the international safety regime was put in place after one of the deadliest manufacturing accidents in history. over a thousand textile workers lost their lives on the run the plaza complex on the outskirts of the collapsed in two thousand and thirteen. labor unions have called it a quote mass industrial homicide. inspectors were brought in to oversee safety improvements in more than twenty three hundred of bangladesh's garment factories many of them are suppliers of clothes for big global brands like h. and m. and prime mark. since the teams of help identify and fix over one hundred thousand safety issues in the past five years studies show that in the same period yes
