a dozen were injured stross park is located on the french german border it is home to the european parliament and a christmas market that draws millions of people every year government officials now saying that they are treating the shooting as a possible terrorist attack the suspect is a twenty nine year old with a criminal history who had been flagged by authorities as a possible extremist was. racing to save the wounded on the streets of strasburg the city's world famous christmas market now the site of a deadly mass shooting a gunman opened fire on revellers here tuesday night before fleeing the scene witnesses poke of panic and terrified people as the shots rang out. i saw a lot of people running scared crying kids and all that i said i think this must be very very serious and then when i saw people crying and the crowd leaving

they said it was a shooting right next door so i ran away i went to hide in a restaurant. on the. french president and manu with mccall held an emergency meeting with cabinet officials at the presidential palace afterwards he tweeted out his condolences saying the whole nation stands in solidarity with strasburg our victims and their families. french authorities raise the terror alert to the highest possible level as they searched for the twenty nine year old shooting suspect a known criminal. the man is known for civil law offenses for which he was already condemned in france and in germany. the government has decided to switch to his data for emergency and reinforce controls at border crossings. we are also stepping up security
8:04 am
at all of the christmas markets around france to avoid similar events from happening. would it is for the remittances. france has borne the brunt of some of europe's worst terror attacks in recent years now the country again finds itself in the crosshairs. let's get more now from max hoffman who is standing by in downtown strasburg max what is happening there right now well life is beginning on a new day here although it is of course a very different situation from yesterday you can see there is a pivot eve people are going to work good all cultural events have been called off by the mayor of straw's burg and of course the christmas market won't be opening today schools are open but going there is optional for the kids and the fact that the alleged shooter is still on the run is probably making the decision quite easy
8:05 am
for some parents not to send their kids to school let's talk a little bit more about that alleged shooter because french prosecutors saying that they are treating this shooting as an act of terrorism what more do we know about the suspect. actually quite a bit if you consider that they haven't caught him yet he is part of a group of people that are called that are subsidized under file s. file s is a category in friends for radicalized people people that are being watched by the authorities in fact this person twenty nine year old was supposedly. supposed to be arrested yesterday morning we don't know for what but the fact is he wasn't home when the authorities came to take him into custody we've been hearing from some local media outlets that police did find explosives in his apartment but he has been known to the authorities because he served some prison time and we believe that's where he was radicalized we had helicopters above the city almost all night
8:06 am
until about three o'clock in the morning that stopped at some point so there was hope this meant that he had been caught by the authorities but so far no confirmation of that the official word is he is still he's still being tracked down and if we look at how this attack played out in the gunman he apparently managed to get inside a security zone around this christmas market max how could that happen. and i wasn't there but i can tell you this on monday when we got here for the official parliament business that took place this week there were heavy controls on the streets leading up to the christmas market they always have hundreds of police officers and also some soldiers guarding the christmas market and as we understand the shooting did not have a directly on the christmas market but beside the christmas market so. we'll just have to wait for the official version but of course it's very hard to guard an
8:07 am
entire city like this where you have tens of thousands of people visiting this christmas market especially at this time of year and then we have the security threat level for france has been raised max hoffman there with the very latest from stross baraka where we know that this gunman is still on the run thank you so much . in other news british prime minister theresa may is fighting for her political life as rebel lawmakers in her conservative party say that they have enough support to mount a leadership challenge her move earlier this week to delay a vote on her breaks that plan has infuriated m.p.'s on all sides of the debate on tuesday she travelled to several european capitals seeking support from e.u. leaders for changes to her bribes a deal to make it more acceptable to lawmakers at home. struggling to get her country out of the e.u. to resume may also struggle to get out of her car in berlin. on a whirlwind tour of europe her talks with german chancellor angela merkel were just
8:08 am
one of several meetings with some of the continent's heavy hitters. may was searching for any support abroad that could help her win over critics of her bricks that plan back home topping her gender getting assurances over efforts to prevent a hard border between ireland and the u.k. but what i'm discussing with european leaders and we'll continue to discuss with them is how we can provide that assurance that the back story and all that all and where it should be used and it doesn't need to be used where it be used we need certainty that it is only temporary. as the prime minister reduced from berlin to brussels looking for approx that boost back home both believe and remain camps were pushing hard for their desired outcome. i think it's very important that people know this think very hard about trying to get the timing right and do the thing
8:09 am
which is right for the country and maybe the thing that's right for the country is to go straight to saying let's have a people's what we suppose is not being truthful with the british people and there is no there is no brooks it available that is not going to make people poorer when our country weaker. in parliament maze breaks that minister put on a confident face assuring lawmakers that at least they would get a say on a final deal. while on the streets of london some people want the government to simply get on with it already. and they were nice to know when i was down and what's happened with that. we just want to get on with our lives that we haven't quite bored of. but. yeah i mean i think we'll end up with a no do. you know. remain deal or no deal nobody seems to have a clue anymore but fears are growing that the chance for an orderly breaks that is
8:10 am
now slipping through to resume is fingers back let's get more now barbara vangelis standing by in london so we have this talk barbara that theresa may could face a leadership challenge from her own party in parliament tonight what more do we know. it's the infamous forty eight letters that would be written by the hardline bricks of cheers in her own party and the problem was this is with the information that there are numerous sources confirm this is going to happen but we have been there before and the bricks and cheers couldn't count in november and the whole leadership challenge was sort of taken off the table but this time they really promise that it is for serious because they really want to get rid of to reason may the tendency among that strain in the whole party is to now go for hard breaks it to just sort of draw. out and be done with it because they have no further patients for her dealings with europe and they have understood yesterday
8:11 am
that she could not get any further concessions from the e.u. so barbara take us through potential scenario because what would really happen if may were ousted what would it mean for bracks it. what would happen is that graeme brady he is the chairman of this venture could miltie of the tory party here in london would talk to the prime minister there are rumors that he has already made a date with her after the prime minister's question time around noon today and tell her yes i have to forty eight letters there will be a leadership challenge and then they will vote they will vote on it it within the tory party all the delegates all the problem in terence will get together and then it's the question of whether she can scrape through or george she turns against her if she scraped through then she's safe from another leadership challenge from her own conservatives for another a year however the labor party the opposition is waiting trying to bring her down
8:12 am
so it is really uncertain a future is relatively dark at the moment and after that then the tories would have to come up with a new prime minister candidate but that would take a few days at least a week or two barbara vessel with the very latest from london thank you barbara. let's get a quick check now some other stories making news around the world u.s. president donald trump has threatened a government shutdown in a heated exchange with democratic party leaders over funding for the border wall with mexico trampling democratic support to pass any spending legislation but the democrats are offering far less than the five billion dollars in stimulus. brazilian police have been reviewing c.c.t.v. footage of the moment that a gunman opened fire on a cathedral and campiness near the city of south paulo the forty nine year old. four worshipers dead before killing himself police are still seeking a motive for the shooting. and two russian cosmonauts on the international space
8:13 am
station have been on a spacewalk to investigate a mysterious hole in a so i used base craft docked with the station a hole that appeared in august leading to an initial loss of air pressure russian officials have speculated that it may have been sabotage they want to know more. ok on the final round of the champions league group stage and last night was dramatic for three clubs desperate to get into the cherished last exchange on crain of sports joins me now and we have to talk about your gun clubs team liverpool of course it is the one that people are really talking about and indeed it is sarah beasts and finally saw season the reporting really they were a risk of not making the last sixteen going into this match against napoli napoli with a group leaders live were in place they needed a big turnaround but they did have the face and right hand they needed to win by two clear goals or at least keep a clean sheet and win one their most out of that man there in the picture he was the one that got the only goal of the game incredible season last year forty four
8:14 am
goals very popular with the fans we can see taking more to kick in the season at liverpool than had said that goalkeeper allison thank you for keeping them one there was enough for your side to go through and make for last sixteen now i was about to hear you are very relieved man and he was full of praise for his to keep form as last night google's school goal. and to save the made. i have no words for that so that was of course a lifesaver tonight. and. i'm really proud of all the boys do tonight. and another english team they managed to pull one out of the magician's hat to advance so to speak what happened to one side tottenham you know we talk about turnarounds. porter tina said his side completes its mission impossible. it gets through to the last sixteen they were playing barcelona now they had only picked up one point from the three games in this group so the odds were stacked against them
8:15 am
they had a couple of wins and then they needed to match a back to get off to the best of starts to form a dortmund attack about putting our heads on now as it stood in so we're drawing repeat behind until that man lucas more of that goal in the for tottenham and that was enough to see them go through a head of. head to head record so incredible for tottenham that pulled that one out the bag only one of champions league size to ever have qualified having any picks at one point from three group and there are more games tonight there are indeed now fifteen of the sixteen places for the knockout stages have been confirmed it's between shakhtar donetsk and leone for the last remaining one of those two sides face off now lay on only need to draw donetsk need to win but the ukrainian side they've only been to the knockout stages twice in the history of. the old to start
8:16 am
to get to them as well that very complicated because it's about to hit the ongoing conflict in eastern ukraine. it's being a shock to. the side of been forced to play away from the home stadium since two thousand and fourteen when pro russia rebels launched the non-conflict in eastern ukraine that dumbass arena was even damaged by artillery shells the football team first started playing whole match is in livid over one thousand kilometers away last year they moved to the comparatively close. but now they must face leone in kiev. the recent naval spat with russia prompted an imposition of martial law in ukraine's eastern regions which is behind the switch of match venue to the ukrainian capital. fans at the recent domestic away game at the moment all the travelling and dream of
8:17 am
a day they can play in donetsk again. i would look shocked at the plane the rainer in donetsk. playing at the dumbass arena we would all probably cry down and great the team with open. the fact shocked still in the running for the champions league last sixteen he's down to an all the golf owner and good player recruitment following an exodus of big names there's also a huge pride in the jersey a win against leone will see them through but the players would much rather the game was in conclave. there would have been a full stadium in hockey. i know that a lot of fans bought tickets. this is a big problem. we hope the fans will have the chance to come to get here to support the team. it's very important for us because i. was.
8:18 am
shocked hope to be flying their flag in the champions league come february you know you know. and several more things our fans of germicide hoffenheim will be keeping an eye on that match because they need to beat manchester city tonight and. if that's right three so a lot of action ahead jonathan crane from get up the sports thank you so much for walking us through it. and now international climate talks in poland have entered the final stretch with yet another urgent appeal to stop global warming this time from the un's top science panel on climate change it says that rising temperatures will cause a reversible environmental damage and that poor countries will bear the brunt our next report is from malawi in africa where sixty percent of the ones large lake has dried up now thousands of people rely on its waters they are desperate for an alternative source of income. what was once a productive fishery is now mainly dry mud here at the fishing harbor on the
8:19 am
western shores of lake there's no more haggling over the catch of the day. hundreds of boats marooned. this man used to operate a boat taxi for people on the lake island. ferry people from chase the island. but the drying up of the lake has pushed my colleagues and me out of business at the moment we don't have any source of income because of the problem before the lake dried up i was able to make five thousand kwacha or more per day now we have no business because of what's happened to the lake five thousand kwacha about seven dollars but it was enough to feed his family. now his future and that of thousands of others depending on the second largest lake in malawi is uncertain. well i'm of wood over here that way out to the minute like the drying up of the lake has put us in an awkward situation. we had
8:20 am
a good fish market now we are idle because there's no fish and she had to have id i am here just to look after these facilities hoping that the lake will recover you guys. but experts believe the lake won't recover unless the world can effectively battle climate change high temperatures are causing the already shallow lake to dry out even more. time to change contributes. to the current the research should do that we are expediency because you're going to see that in particular there was a decision we had to make most to go to eighty percent over it's water. they need to put that. in food and do it today but not food it. would be experiencing these two situations. if the water keeps receding more and more local people will be displaced their way of life forever disrupted. and we

lifted traders sentiment on asian markets china reportedly has plans to reduce those terrorists from forty to fifteen percent concession would now go to the chinese cabinet for review if approved it would reverse the hike in import taxes from july the news forced many car dealers to raise prices u.s. president of trump said that he would not raise tariffs on chinese imports until a deal has been made. india has a new central bank chief shakti counter dash has been appointed to the top job after the abrupt departure of purcell on monday mr patel version resignation came after serious disagreements with the modi government over monetary policy it seems to reflect a trend that has economists worried as an increasing number of governments the world over interfere with their central banks which are supposed to be independent . the u.s. federal reserve the bank of england the european central bank the world over
8:23 am
central banks are some of the most powerful institutions there are allowing them to adjust interest rates inflation print money and sure up the economy they usually designed to be independent from political interference but is that changing. applause handshakes and backslaps aside president john paston proved to be the biggest fan of fed chair jerome powell openly criticizing the us federal reserve's decision to raise rates on several occasions i think it is thanks i really think that the fed is out of control i think what they're doing is wrong and they're making a mistake but donald trump isn't the only one questioning monetary decisions talk ish presidents wretched type at it one is at the forefront of attacks against his country central bank he remains vehemently against raising borrowing costs which is believed to be the reason the bank hasn't increased them and in india the central
8:24 am
bank governor there unexpectedly resigned on monday patel had been embroiled in a series of clashes with prime minister moody's administration putting the reserve bank of india under intense pressure to ease lending conditions experts would have real economic consequences still for now it seems as a global tussle over who gets the keys to their country's monetary policy. so independent central banks under undue pressure right now is that a bad thing questions i'd like to ask austin jessica he's a chief economist at the dba in frankfurt a constant why is the independence of central banks under threat right now should politicians exercise more restraint. i think they should exercise more restraint but why are they under pressure when you look back over the last ten years especially during the crisis central banks where that were a key they were the main crisis fighter's by inserting extremely loose monetary
8:25 am
policies and right now all central banks try to normalize monetary policies which also includes higher interest rates and these then increases borrowing costs for governments for companies and fiscal policies or governments and politicians do not like this no it is a shame because it also means it puts more pressure on them they will have to do more structural reforms they will have to do their homework and in many countries the case is that the governments have not done their homework that well on the other hand is that really good seeing the central banks do not to politicians that you and i have elected. i think it is the central banks can answer i think when you look at the european central bank for example mr druggy appears in european parliament to to show that he is accountability but on the other hand especially in germany we know what what happens if there is too much political pressure on the central bank we had the hyperinflation story and we've seen this in other countries as well so when there is too many too much political pressure on
8:26 am
central banks it leads to monetary financing it leads to hyperinflation and then it always ends up with a crisis so the independence of central banks is i think the main good. the biggest achievement we have seen in central bank history since world war two well if you look at europe right now interest rates in the euro zone zero some say the e.c.b. has fired off all its i mean mission of another crisis it's the economy here so have central bank has really done a good job. i think they have done in the funny thing about the e.c.b. is that specially in germany the pressure or the criticism from the german politicians has very very often been that the e.c. should start normalizing much more so there maybe this is the only country where they have been criticism on the central bank to to run to lose muntari policies so right now we will see is the city will try to normalize very gradually it's voluntary policy which which is not good news for all of the european governments
8:27 am
because it will increase foreign cost it also means that the other european governments will have to implement structural reforms and maybe we will have to talk about loser fiscal policies something we currently do see in france and italy concentricity the chief economist that i n g debugger on us from frankfurt thank you very much. that's all your business here's a reminder of the top stories we're following for you police are hunting for the gunman who opened fire near christmas market in the french city of strasburg on tuesday night and his three people died several of us on critical condition. and that sets you off today. watching good news live from there's more news at the top of the.
