look at the w. this is d w news live from berlin yellow vests protesters hit the streets of france for a fifth straight weekend thousands of police have been deployed to prevent more violence while protesters vow to keep pressuring president michael believe. that when climate change talks shoot into overtime in poland campaigners urged deadlocks negotiators to get their act together but after debating through the
3:01 pm
night there are still deep divisions on how to curb global warming also on the program hundreds of thousands of migrants have found steady jobs in germany as industries boost their workforce many government leaders say the ranks are exceeding expectations but it isn't enough we will take a look at the numbers. welcome to the program i'm carl masson police have used tear gas to disperse protesters in the french capital of paris as so-called yellow vests demonstrators take to the streets for the fifth weekend in a row scuffles broke out on the sidelines of a largely peaceful demonstration thousands of police have been deployed to contain any outbursts of violence demonstrators say that life in france is on affordable and the president emanuel mccrone is not doing enough to respond to their concerns . helena humphrey is live for us in paris eleanor of the yellow vests
3:02 pm
there demonstrate again as we speak from what you're seeing there how would you compare today's protests to the past weekend. from people i've spoken to they have told me that the mood is common that there are a few people said the mood has definitely shifted in the last hour we were down amongst the crowd that you can see behind me on the shores allee's a and tear gas was released we breathed in a little bit of that ourselves a so far i've counted thirteen cracks thirteen loud bangs as a stun grenades have been used we've also seen sirens as you can see a heavy police presence here on the show a eight thousand members of the police force have been deployed to the french capital including these riot police and in the last hour their stance that body language has shifted somewhat they have been writing in themselves some of them have been raising their riot shields that said people i've spoken to have said that
3:03 pm
their message is one of passive resistance if you take a look at this mona yellow vest protest of behind me waving that the french flag on the back of her yellow vests it says the word pay quite simply peace and a heart there as well so so far the marines shifting slightly but ok for now we're going to have to see how these protests continue to evolve over the course of the day not the violence and not the looting that we've seen here on the show is that he's a last weekend we've heard about those attacks and wage concessions from the president what else could he offer to these protesters. it seems that the french president of manually michel is in a tight spot right now five days ago he offered those concessions to the french people those concessions though could end up putting him at odds with euro zone budget deficit regulations so he doesn't have much more that he could given still
3:04 pm
be in line with those regulations politically though he's in a very tight spot we had a chance here of machall to me see on mccall resigned so what's gone from being an economic protest is now a political protest people say that he's worried about things like the environment and the fuel tax that worry he's worried about the end of the world people here say they're worried about the end of the month they can barely get by and they say things like the concessions such as the raising of the minimum wage don't go far enough anyway the way that it will work is actually it will only affect one in four people on that minimum wage anyway so they say it's a symbolic gesture and it's simply too little too late for them what's next i mean this is the fifth straight weekend now how long will these protests go on. for people here remain resolute they say they will continue coming out to remember of course this is just one scene from paris in the countryside and in other towns
3:05 pm
we've seen people take to roundabouts to you who've created roadblocks every day day in day out and they say that they will continue doing that until the first of january the government on the other side has said that it is now in a consultation period on issues such as taxation of the environment and immigration and that that consultation period will be wrapped up as well on the first of january until then though it seems that many of these protesters who insist on coming out will remain here so then i may be no one inside to help humphrey in paris thank you very much. turnout's a cut of poland where marathon united nations climate talks are in overtime but a deal appears to be in reach delegates from nearly two hundred countries have been trying for more than two weeks to hammer out rules aimed to save the world from the worst effects of global warming but they're stuck on how countries should report productions in greenhouse emissions and how to finance the fight against climate
3:06 pm
change in poor nations a small group of countries including the u.s. russia and brazil are holding up the deal. joining us now is george marshall he's the founder of climate outreach an organization that aims to improve the understanding of climate change he's back now in london after attending a conference george we know it's not unprecedented that these talks go into overtime who can we blame this time around. we tend to have the same three factors operating again and again there are very very powerful. political and industrial interests especially in energy production which literally blow up the process. we have consistently now for a generation so you know an abject failure of political leadership but then there's a third factor as well which is what politicians and governments can only take action with the mandate that they've given for doing so and really i
3:07 pm
wouldn't say blame but i mean but i think we all hold responsibility for having sufficiently mom did action from from governments and industry because i'm to really be opportune to know i think is for people to really step up and say no we insist on this at the ballot box we talk about it all friends and family in our workplace and if necessary we go out and we demand that we protest and say we need to see it was happening george you have lots of experience speaking to people who don't believe in global warming what would you say to the countries there maybe the u.s. and russia that are holding up this deal. i think we need to recognize we're just having thousands and thousands of scientists giving the message isn't strong enough people to know and study climate change is something which speaks as a narrative as part of their personal national journey so for these countries we have to find a way that they see this is part of a national story that's going to be different in every country for for america it might be one of you know opportunity and growth for russia might be one of
3:08 pm
stability and security for the middle eastern countries it might be one of the rooted in this climate but to use every country needs its own story and this process really needs to get moving we need to start writing this now i think and again we need to pressure i think in these countries we need people who are demanding that change for me you mentioned pressure mentioned stories me what kind of stories should we be telling people right now this problem has become so urgent that it doesn't seem though that we quite get that. there is a danger of cools the psychological danger of the more you tell people hey this thing for it was bad it's even worse when we said it was the moment people rich treats and so full of collective tomorrow so i think we have to be finding positive ways of talking about it there are huge changes already underway which all very positive in the in energy systems and in transportation these need to have much faster and we need to make people feel about the that the energy transformation which is already underway is something positive which is going to bring all kinds
3:09 pm
of benefits for them in terms of health and equality of opportunity those stories of that but what is failing is public engagement necessary and i will say i think governments are really failed in their responsibility to reach out and gauge and educate the public about what's happening what needs to happen george marshall of climate outreach and london thank you very much. thank you. now to some of the other stories making news around the world australia has formally recognized west jerusalem as the capital of israel prime minister scott morrison said it's embassy with move from tel aviv to jerusalem but not until a peace settlement is reached between israel and palestine residents in the yemeni city of data say fighting has broken out again just a day after boarding parties agreed to a ceasefire and un brokered talks the port is a lifeline for millions facing starvation and yemen's civil war the deal is the first breakthrough in peace efforts after four years of conflict. has voted to

convert the lightly armed security force into a full fledged army twenty years after its separatist war with serbia belgrade does not recognize the independence of its former province it calls the move a threat to peace and stability in the balkans. it's been three years since the peak of the european migration crisis and despite fears that migrants coming to germany wouldn't be able to find jobs some four hundred thousand of them have found work or training since twenty fifteen in fact many experts say the migrant workforce has become a vital part of germany's economy the figures suggest germany has been more successful at integrating new arrivals than many critics claim. migrants on a would training course they're being told skills needed on the german job market since twenty fifteen of the one million people have come to germany many of them still lack the qualifications and language abilities needed to find work
3:11 pm
but two hundred eighty nine thousand refugees have managed to into full employment while another seventy two thousand have point time work and another thirty one thousand are in training. the employment rate among recent migrants is only thirty two percent compared to the figures for german nationals this is low nonetheless representatives from the governing party say that germany's refugee policy is functioned well. it's a success let about four hundred thousand migrants to germany have found employment although they started off with little or no knowledge of the german language and didn't have professional qualifications. it shows how many people are needed in the workforce and how urgently german businesses looking for employees. it's always good when we highlight integration success stories because people don't
3:12 pm
automatically do that it's positive to talk about examples of success behind them is always the hard work of the people and the businesses themselves. the topic of migration has come to dominate debates in the german parliament the bundestag right wing populist party seizes every opportunity to criticize large scale immigration to germany the leader of the f.t. says the increasing numbers of migrants in jobs don't tell the real story event we are against the sort of gratian because it creates parallel societies this may not be very obvious as long as the economy is thriving but it represents a fundamental threat to our society. but the german economy with its shortage of skilled workers is counting on the migrant workforce without migrants some experts say the german economic model simply won't work. honestly going to as now one of the surprise teams of the season has to be. currently in second place behind
