crisis is arising now and i think that the reaction of the of the american public has been why now why does this seem so manufactured which is a word that you heard a lot from his critics and from the press now what he did not do is declare some sort of national emergency which would have allowed him to bypass congress affective lead to to deal with his wall why didn't he do that when reports coming out from the white house in washington are that they are preparing for that possibility to come and i think that that's something that they're still considering he's going to meet with house and senate democrats today to continue negotiations but the truth is this is a real separation of powers question because the power to appropriate money lies squarely in the hands of congress that's considered to shuttle issue and if he were to deploy money to build this border wall for anational security grounds then others might question what else can be justified to do to reappropriate money on
