government employees take to the streets of washington as a partial government shutdown starts to bite. i'm stephen burns in berlin thanks for joining us japanese prosecutors have filed two new charges against former nissan chairman carlos gone they're now accusing him of aggravated breach of trust the new filing comes days after go and made his first appearance in a tokyo court on the original charges of financial his conduct and go on is the architect of reno's alliance with nissan and many see him as the glue keeping it together the french carmaker says it has no evidence of fraud on the part of go and go and has denied the charges linked to nissan and those lawyers say they will seek bail following the latest allegations. and let's dive a little deeper into this case michael pin is president of the xtian get sue news agency and he's joining us from tokyo michael what do you tell us about these new

charges that go on is facing. well what you really should know about is there are a lot of much for the old home but essentially they're just extending. it in very technical legal terms the same charges that have been filed against the corps can you ask why are they doing it well because he was coming to the end of the period in which they would have to release him and so by piling on this new charge is that the whole of the intention for another twenty plus k. period and if you have the system telling done something similar several times with repeated arrests there's also no bail and goes case and he's even been interrogated without a lawyer is what we're seeing typical of japanese criminal proceedings or is it due to go on celebrity. well unfortunately this is very much. the standard for the company the legal system. essentially once you
12:19 pm
are indicted by the prosecutors you're facing a ninety nine percent conviction rate and this kind of a presumption in the job the system got the prosecutors can do no wrong and where they do do wrong well then they kind of find ways to still find on some sort of guilt on the part of most of the suspects what's different in this case is that this client they've done this against not some ordinary citizen who can't really fight back but against one of the most powerful and well known people in the world and thus there shining a spotlight on the problems of the legal system but should have been the same problem crime but now suddenly the whole world was paying attention and seeing. and of course part of that is the french side those related to reno or those who are just concerned obviously that this is being handled unfairly are you getting
12:20 pm
a sense that there's any sort of rift between nissan and renault related to this or hearing anything where you are. oh it's very clear what is so mean if you look at the part. specially the song of quickly don't. do not go along with that right there tells you. don't listen to. didn't. but they are going away. there's lots of stories one of them. about lots of kanchan going back and forth. but tonight we have a story about. who died in france many people think this might actually it was television. ok so lots of rumors going around and possible reversals there we'll wait to see how this pans out michael penn there

joining us from tokyo thank you very much when. asian markets were up today on efforts to resolve the u.s. china trade dispute western nations are meanwhile hoping that any resolutions about dispute might ease access to the lucrative chinese consumer market something that has remained frustratingly out of reach for many businesses germany's influential beady eye industry association has now caught in the european union to adopt a tougher policy towards china on just this issue. chinese market has long been a gold mine for many german companies with carmakers like audi and mercedes making an ever larger share of their profits here but the b.v.i. federation for german industry claims the chinese market is far from a level playing field. the business lobby accuses beijing of using a combination of protectionism price dumping and state subsidies to bolster china's economy and cement the central government's control. of the development of a free market isn't on beijing's agenda these are the central government is trying

to expand the communist party control of the economy and civil society. and that's become more apparent in the last three years. there is also growing concern that china shopping tour of buying controlling shares of german high tech companies like robotics manufacturing kuka could soon lead to a strategic disadvantage for europe in the report the b.t.r. is calling on berlin to take action to make the economies of germany and europe more resilient among the demands increased scrutiny of china's state support for firms that compete with european companies and more oversight of chinese acquisitions the b.t.i. also says western countries must do more to defend their lead in technology as. of course we need to do our own homework first and increase our own competitiveness by investing more in infrastructure and education including research by expand the research budget. but often. the medion also believes you members must

close ranks to ensure china does not have any gain a competitive edge in technology so what effect does the u.s. china trade and the pressure it places on china's economy have on market access in that country let's go to clifford is china correspondent for the irish times and he's joining us from beijing clifford when we talk about the difficulties that overseas businesses face in accessing the chinese market give us an example of what we're referring to. well i think if you take the example of infrastructure projects in particular it was recently when the chinese birches a chinese company purchased an airport outside frankfurt you would be able to do that in germany for example. the german company would be able to buy a chinese airport and so it's in areas like infrastructure i think are particularly acute in this area and you're very likely to see philip postman or whole chief say that big german construction company making

a motorway network here in china is more likely to go to a chinese firm so i think these are some of the concerns that german companies have when it comes to market access. clifford conant of the irish times there meanwhile president trump has canceled his trip to the world economic forum in davos this comes amid the standoff with the democratic led house of representatives and the partial government shutdown has left more than eight hundred thousand federal government workers unpaid for nearly three weeks and trump is refusing to sign a congressional spending bill because it does not include funding for a wall along the border with mexico and some clear how much longer government agencies were main shuttered but the costs are adding up. ah. several hundred government employees spray freezing temperatures in protest against the ongoing trump government shutdown for them this is not politics it's personal.

i'm already on a pretty tight budget living in d.c. is very expensive affording an apartment in d.c. is pretty expensive and you know not knowing how long this is going to last i've really had to budget as much as i can and just say ok how do i not spend anything for weeks at a time because every day i don't know when the shutdown is going to end i've talked to someone and i've asked them if i can get a loan for a mortgage if this doesn't i mean my mortgage payment if this doesn't end at the end of january so and if it continues longer i'll have to go into my retirement money to pay the bills the bills keep coming they don't stop. with employees across the country facing financial distress the economic costs of the shutdown is adding up estimates by rating agencies standard and poor's put the cost of the last government shutdown in twenty thirteen at twenty four billion dollars it decreased the gross domestic product growth rate from three to two point four percent this
12:26 pm
time around analysts put the cost of a full government shutdown at six point five billion dollars a week however the current situation affects only about a quarter of government spending and just under half of all federal employees only a small fraction of those employees live in and around washington d.c. the rest of the country is affected too particularly communities with large government offices and those located near national parks. hoople can still come and hike in death valley national park however there are a lot of visitor services that are closed down and some areas of the park that are closed. with some operations closed tourists are spending their money elsewhere local businesses are missing out meaning the government shutdown is affecting not only federal employees but the private sector as well they're preparing for more losses because the resolution of the current crisis is not in sight. and staying in
