rejected the deal even before the president delivered his speech our next report has more. this was the president's big bid to end the shutdown help out some immigrants already here in exchange for keeping more out three years of legislative relief for seven hundred thousand. right here. many years ago. deferred action for childhood arrivals is an obama era program to prevent deportation of undocumented minors brought to the u.s. trump had been trying to end it now we keep it in place at least for now he also said he delayed deportation for those who have fled war and disasters two issues for democrats but what did he want in return. for strategic deployment of physical barriers or. the the law.

trumps most ardent supporters want him to deliver on a key campaign promise a border wall with mexico but democrats aren't taking the bait swiftly rejecting the deal house speaker nancy pelosi called it a nonstarter she criticized for failing to offer permanent protection for undocumented miners the showdown over trump's border wall has led to the longest federal government shutdown in u.s. history hundreds of thousands of government employees have been forced to leave or working without pay for almost five weeks the democrats offer but hundreds of millions of dollars more for border security isn't enough for the president the shutdown will go on until the two sides can agree or one side gives in. all right for more on this we're joined in the studio by analyst tyson barker of the aspen institute germany tyson thanks for being here so we just heard the

democrats rejected transfer pozole even before he had finished delivering or even begun delivering his speech why well there are two there are two aspects here one is the content the others the sequencing on the content side nancy pelosi just said this is basically repackaging the same things that have been on the table in separate kind of strands and just repackaging the same things is not a new deal and it's not a good faith proposal that's the one piece the second piece is on the sequencing the democrats have said in the house that the trumpet ministrations with the senate needs to reopen the government in order for negotiations to begin so the sequencing has to be right here to reopen the government and then start negotiating on this and immigration piece all right and now this government shutdown the longest ever in u.s. history and opinion polls show that most americans in fact blame trump for it so will his proposal now do anything to change public opinion well as is just mentioned and as nancy pelosi has said this isn't really new content this isn't new

policy proposals on the table what he's trying to do is flip the narrative a little bit he recognizes that he's under extreme pressure the republicans also recognize this that they're losing they're losing in the court of public opinion so what he's trying to do is say look i'm making an optical offer i'm putting the ball back in the democrats' court and now they have to make a decision whether or not this a work will have to play out in the coming days all right so you talk about changing the narrative but very much is this impasse really about politics and how much is it perhaps having to do with the personal animosity between president trump and house speaker nancy pelosi clearly this new relationship is already pretty toxic but i would say that it's completely politics because the truth is is that one has to ask the question why now why is this become a humanitarian emergency a crisis where the president is thinking about. invoking a national emergency today and not three months ago the difference is that now the democrats have a seat at the table they have control of the house which means they have some

bargaining leverage but why didn't the president pursue this kind of wall policy this five point seven billion for the wall six months ago when the republicans had unified control of government well speaking of timing of course we're now at the halfway point of trump's presidency tyson do you think he's delivered the fundamental change that he was promising during the campaign has he doing well there the record is very mixed i mean if you look at his kind of rallying cries he had three big rallying cries build the wall lock her up drain the swamp and on each one of those he has a mixed record on the build the wall he's trying to pursue it now because he knows that his base is going to hold him to task on that on the kind of corruption piece the locker up a lot of that has been blown back on him he's now the subject of the most investigation vesta geishas in congress etc and then on the drain the swamp there's also major questions there are a lot of ethics questions corruption questions in his administration to go beyond the white house so there's a mixed bag but on judges on regulation on some of the fundamental core issues
