justice department has unsealed criminal charges against chinese telecom giant huawei for legit violation of sanctions against iran and industrial espionage the charges are in connection with the arrest of hallways chief financial officer and the daughter of its founder joe in canada the move comes as a chinese delegation arrived in washington for talks to diffuse president trump simmering trade conflict. the announcement was a long time coming if you believe the rumor mill the u.s. has officially accused chinese telecom giant huawei of a bevy of crimes a grand jury in new york has returning indictment alleging thirteen additional crimes committed by wall way its c.f.o. its affiliate in iran and one of its subsidiaries here in the united states the criminal activity alleged in this indictment goes back at least ten years and goes all the way to the top of the company the u.s. justice department accuses while these top brass of using a hong kong based shell company to funnel telecommunications equipment to iran in

violation of international sanctions investigators also accuse wall ways engineers of stealing trade secrets from cell phone provider t. mobile including robotics plans using t. mobile cell phone testing. the u.s. is also seeking the extradition of hallway see a full main one for her role in the alleged sanction violations she was arrested in kenya late last year in connection with the u.s. investigation. huawei has long been suspected of having close ties to the chinese government. a cause for concern for some international observers. however both the company and the chinese government deny the accusations. they will just as the foreign ministry said it with no evidence and they're using their state power to discredit and attack designated companies this sort of behavior is unfair and immoral really. the charges are likely to throw a fresh banner in the works washington and beijing are set to reopen talks over

their simmering trade conflict later this week. now for more on this i'm joined in studio by my colleague aaron tilton and joining us from frankfurt our financial correspondent correspondent paul christiane brits is some weather is let's start with you paul paul what does this mean for the trade talks that are currently going on this arrest or the unsealed charges sorry. oh yeah who are way has gone from a nobody to the world's second largest smartphone manufacturer in just a few years so it's a pride of china naturally this doesn't sit well with the chinese government it's already called in response to this call for the for the us to stop the unreasonable suppression of chinese companies and on top of that it's also triggered the legal process of the world trade organisation to challenge us tariffs on china so when the mood was already gloomy we saw shares that in asia this morning even more. so this obviously goes beyond the trade just you know it gets into something bigger

maybe you can explain five g. and what's going on there certainly this is all happening with kind of some concerns u.s. government focusing on the development of five g. technology now five g. technology is the technology that will basically well as the name says it's the fifth generation of internet and knowledge and why views itself as the leader in five g. technology is attempting to really get its technology in the backbone the internet backbone that will determine the you know the next level of smart factories of automatic sensors of self driving cars now the u.s. government has always had a lot of concern about that specifically there have been these accusations for years that huawei has connections to the chinese government and the chinese intelligence service and we've been seen in the last several months the u.s. exerting extreme pressure on its allies not to use while weight technology when it comes to establishing their own five g. networks basically the concern is by giving a chinese company that has close links to the chinese government access to the next generation or techno technology they'd be giving the chinese government an extra

leg up on the competition when it came to internet financial and military technology ok so that's obviously a huge market though that while we want to be in on it says we're just a normal business we deserve to be in this market paul how does one get itself out of this then. well it should try to get a get itself out of this especially since some countries like australia new zealand have already pulled out of their commitment to five g. with with way there's there's two ways really that we can do that one is buying creasing transparency in the second is by trying to reduce the impression of government control we saw in companies that faced with similar charges last year and the way they appease the us was to basically switch out the entire board so letting go of any potential control from from the government and the other is more transparency who always still not a publicly listed company and the ownership structure is unclear so an i.p.o.

would bring more transparency and maybe regain son some of that trust that's been lost with the accusations and very briefly aaron we haven't seen we've heard a lot of allegations we haven't seen any evidence yet are we going to start seeing it now well that's really kind of the big question you know why in the chinese government have deny these accusations they say there is no concrete proof however a lot of countries seem to be back in the united states here we've seen recently zealand australia bar while way from working on their five g. networks and we've also seen arrest made in poland in connection to espionage allegations against while way so there certainly is a lot of concern out there but we haven't seen any concrete proof yet most likely going to have to wait to see how this case develops the united states and if eventually goes to trial before we see some concrete proof great so will obviously be keeping an eye on this end till join us here from the business paul christiane bret's joining us from frankfurt thank you both.

the failure to control corruption is contributing to a crisis of democracy across the world as the verdict of the latest corruption perception index published by the nonprofit group transparency international the annual report ranks countries according to perceptions of publics up sector corruption largely by the business community the top and bottom might not come as a surprise there's a bit of movement in between. despite its dreary weather denmark regularly features in the top five on the world happiness index and maybe that's partly because the danes feel they can trust their public officials in recent years denmark and new zealand have consistently top transparency international's list and twenty eighteen was no different denmark once again landed the top spot on the corruption perceptions index scoring eighty eight points one and head of new zealand in second place on eighty seven finland singapore sweden and switzerland all tied for third norway the netherlands canada luxembourg germany and britain

make up the rest of the top ten at the other end of the scale reclusive north korea and war torn yemen tied at a lowly fourteen points were trailed by a war zone cell sudan and syria both on thirteen and conflict ravaged somalia bringing up last place with just ten points. more than two thirds of countries score below fifty the global average was just forty three in recent years only twenty countries have significantly improved their scores including studio and ivory coast sixteen have significantly worsened including australia chile and multum. so we're going to talk more about this report now with the chair of transparency international delia for rubio she of course joining me here right now there's a lot going on in this report what stands out most you well i think that one thing we should have light is that for the first time for instance u.s.

is not in the twenty countries performing well in terms of transparency the u.s. lost four points this year it was not surprising if you are following what scotland there in terms of conflicts of interest harassment to the press and they attack on separation of powers and things like that but it is something that we can highlight . brazil also lost some points there and brazil just like the u.s. to populist candidates elected saying they're going to fight corruption but you draw a connection between corruption and populism or at least the. democratic crisis. there is a correlation between weakness of democratic institutions and high level soft corruption and with populist leader on top of the new president as just took office so it's not reflected in the last. course. we're

seeing. is that they have chosen our narrative against corruption but not the agenda so when they arrive in office they behave in a way so obviously this is an agenda that resonates with the public what the needs to be done well of course we need to do. defend the sea big space the space for sea distance and gave him an we have to protect journalism freedom of press and in particularly investigative journalists who are doing a great job in terms of disclosing and exposing corruption we have to defend rule of law because when institutions are strong they can fight against corruption and to protect whistleblowers for instance and not something we have to stop receiving just commitment and speeches we need to transform that action this

point to note here that this is corruption perception yes is not documented cases of corruption he explain why you chose to do it the one thousand years ago when we started doing this we look for a proxy to corruption and a proxy is this perception for instance and this source is experts business sector we have another tool can see distance what they think about corruption and how they perceive but in a country you have not suffered. in the courts and that doesn't mean the country's very much a corrupt country because it can reflects how active the country is putting a stop putting money into impunity and another country you have no cases in the courts or incense and it doesn't mean their country's transparent or without corruption probably it is that there is a great deal of impunity so we went for these drugs to reduce perception in the
