france the e.u. is expected to vote today in a to impose tougher set of regulations which would halt construction that's already underway and the u.s. senators have passed a resolution calling on germany to scrap the nord stream to project critics say the pipeline will make germany dependent on lasco and undermine european security and that leaves a key part of germany's energy strategy under threat. construction of the north stream two pipeline is a ready well underway but the face of the project lies in the balance e.u. members have not yet agreed on how to proceed and germany and france in particular appear to be at odds over regulation this is what's at stake the pipeline would transport gas from russia to germany via the baltic sea the project in its current form is operated by russian state energy company gas problem. and that's exactly what critics including the united states and seemingly france object to. the

because the vote hasn't passed yet so we will left to guessing a bit bopped it was clear since yesterday when the news emerged that there was a compromise in the works because something like this usually doesn't end up as black or white they will have found a wording now that will tighten the regulation as the european commission and many other member states want but on the other hand that might only saw some obstacles in the way off the project maybe slow it down for some years but not make it completely impossible now that is something that might in the end satisfy both sides and of course it is face saving also for. of course we have to wait and see what comes out but hans in berlin critics of this project describe it as a pipeline for putin but this project has been underway for quite a while what is at stake for germany. well as you say it is in fact pop and that

has been in the planning stage for many years and germany in fact has pushed very hard diplomatically to keep it going against resistance from many other european countries what's at stake well we have to say first of all that there is a pipeline in place already in the old stream one and this is a doubling of that pipeline that is being planned the idea behind that is to increase the supply of gas from russia to germany partly because germany wants to become a hub for gas distribution for the whole of europe a central hub for the whole of europe and partly because germany is getting out of coal powered fire stations and also of nuclear power stations and the alternatives through new about energy such as solar energy and wind energy not quite as reliable yet polish station so that's the reason why germany is pushing this project but in the paucity has looked at it mainly as a commercial project and seems to have to some extent underestimated the political

now there were a few teachers who could take things into their own hands the eighth grade math class has just begun using tablets once in a while it's a pilot project the students are creating their own digital math book but every day school lessons don't include discussion of project yet. we don't do this kind of thing enough we should have projects like this in other subjects as well. we don't use digital media enough especially considering that we all have cell phones they could also be used in class we don't need any books everything's available on an i pad but with only thirty i pads for more than six hundred students that won't be happening any time soon until more funding is made available for tech it's back to the blackboard and germany's old school education system. joining me now is under way he had seen these directorate for education and his desk with the german education system welcome mr shouldst you say they want more digital

education and the government wants to give it to them so where's the problem. i mean what the issue in germany is simply to consolidate and coordinate the different funding streams you have states and the teachers by generously you have local communities who are struggling providing the infrastructure and the federal government isn't supposed to invest in schooling i think that's really the issue i don't think it's a lack of funding as a whole germany spends quite generously on education it's the way in which the money gets channeled through the different layers so you're saying it's basically a funding question how much does jimmy's national government have over the educated the same system compared with other countries. it really varies you have you do have countries that operate quite similarly as germany as a kind of federal system the national government in germany has actually very little say over school so that those in financial terms and old terms of substance

and but it's really a matter of of courtin eight in those funding streams and at the end of the day i do think that local communities the state and the federal government should all think how can we help students learn best and teachers teach best in schools become more effective and i think there's still some work to do so what would a potential compromise look like between the national government and the federal or state governments. well i think it could be any layer of any level of cooperation in terms of the federal government providing additional funds to the states to oppose course or to communities directly and we're not talking about huge amounts of money you know in the in the in the in the kind of overall frame of spending on education the money that is required to really provide a first class digital environment for schools is a tiny kind of fraction of the overall levels of spending so we're not talking about a major issue and there are plenty of countries around the world that have actually done that we live in the twenty first century and technology can make
