the end. this. coming to. a tragic fire at a brazilian football camp the blazed terrorists with the training facility of the mangled beauty janeiro killing at least ten people and looking media reports that teenage kids are among the dead too real for the latest coming up reports that france and germany compromise of the controversial pipeline paris has tried to pull the brakes on gaffney with russia to look at a new charm for the project at the back you broke the deadlock. plus the law of the

richest man claims he's been. checked is those accusing the american tabloids the national enquirer of trying to blackmail intimate photos. of international film festival kicks off direct to a normally shared things the kindness of strangers the event the first of several. directors in this year's competition. to. other unwelcome. we begin with some breaking news in brazil ten people have died in a fire at the soccer club flamengo in rio de janeiro at least three others were injured. the blaze broke on before dawn on friday in a training facility at
2:02 pm
a club there unconfirmed reports that some victims may have been teenagers from the flamengo youth team was sleeping at the center at the time now the expensively busy training center had opened just two months ago the cause of the fire is still not known. and for more let's go straight to this he's a journalist based in rio de janeiro welcome john of the media reports that youth players are among the dead what can you tell us. yes so far we have ten deaths confirmed and among then there were four workers of flamenco but. as well we have four young players between fourteen and seventeen use who lived on the training center because their families are from other states of brazil one of them would be fifteen just two more world so another true two other
2:03 pm
players were also doing tests in order to be approved or not in flamengo young staff and they are also confirmed that three other young players are hospitalized two of them seriously seriously wound one of the players has forty percent of his body burnt those are the informations we have so far the fire department was called by five seventeen am here in rio and the fire was controlled at six so i would fire department acted very quickly. and we had these ten deaths confirmed so far. as you know what a lot of people staying in the center is it from going to a boarding school where students stay over night. so the center
2:04 pm
is usually used by the flamingo professional team as a training center but also by young teens flamingo and brazil is very big some of these young players come from far regions from north and brazil so they don't have where to stay here and flamengo also had this. boarding school for for the young players the place was actually. east twenty five years. but it was reformed as you said two months ago in this part that was aboard it would be included soon so literally lego is not one questions being asked at this center which was just refurbished two months ago could have a fire like this one did not enough fire protection. things out there.
2:05 pm
this is an important question so we still don't know the reasons of the fire they are still to be explained by flamengo and also by the fire department but for sure it's unacceptable that after this reform. this tragedy happens although we know as i said that this particular part of the building would be imploded it's of absolutely unacceptable so what's the reaction been and then i mean this is a huge tragedy for rio de janeiro and the loss of life is pretty high among the people that. yeah it's the city is talking about this morning everywhere in the city and it's good to remind that on between witness day and thursday six people died here in rio because of the straw. grains that fall in the city in this time of year and now two years ago we had
2:06 pm
another sport and not a tragedy in brazilian football with the queen's super flight in colombia so. the city is talking about a tragedy flamingo has thirty three million fans and also it's important to mention that the rivals of flamingo three other big three big other clubs in rio the already showed support the. publicly said open for support and it's a huge commotion in the moment and everybody expects to know. new other news about the tragedy here so it's a difficult time and people pulling together and this out of tragedy so i just thank you very much for joining us from rio de janeiro. france and germany have reached a compromise over the controversial north stream to gas pipeline the projects by
2:07 pm
the russian state energy for gas from would deliver gas to germany under the baltic sea from russia a collision had been on the concept it seemed france was going to back tighter regulations which could have affected construction of the pipeline six hundred kilometers of the nord stream to pipeline have already been installed but the political problem surrounding it is still yet to be resolved this week france added its voice to those feeling uneasy about the project. this is what's at stake the pipeline would transport gas from russia to germany via the boat tick see the project in its current form is operated by the russian state energy company gazprom . and that's exactly what critics including president trump of the united states object to. the dependency from russian gas increases
2:08 pm
jessica lee with us knew a pipeline and that's the reason why they construct that and it contradicts obviously the european goals not only of the energy union but in the future we will see less gas demand because of climate policy and this is the reason why this pipeline is completely on their canonical front surprise its allies on thursday saying it plan to back e.u. proposals to extend the block's energy rules to cover gazprom but now a draft document suggests paris and berlin will together insist the e.u. member state where the line first connects should enforce the rules it's a win for the project but with other objections on the table is far from full steam ahead. and for the very latest news bobbies and joins me now from brussels but never be able to forty with france was going to vote against germany on the pipeline but not seems they've reached a last ditch compromise what can you tell us. the compromise and tails partly that the power struggle big between the european commission and the member states in
2:09 pm
this case germany to. germany so the german government will sort of stay in the driving seat was for the negotiations about the future of the project this will not go to brussels so that is one aspect and the other aspect is that ukraine will be included because if we listen to what the french government said yesterday we are not for or against north stream but we want to sort of safeguard the interests of ukraine as a transit country and security there that means that there is a clause has been included into this compromise paper that means that ukraine will in the future remain a transit country that ukrainian interests and the government there is relying heavily on the transit of gas will be somehow safeguarded for the future so these seem to be the main two elements that to make up the compromise if possible but for
2:10 pm
germany barbara a lot is at stake with this north stream to gas pipeline but there is opposition within europe to destroy what are the main concerns. and the main concerns of course came from eastern european countries for different reasons some like poland where all those opposed to the project because they said the ties germany too closely to russia it bypasses sort of some parts of poland that we're getting gas through ukraine and they generally solve this is sort of pandering to president putin and sort of the politically highly unwelcome other countries were not quite as critically critical but generally germany had very few allies in this if you look at it it was only like belgium austria the never men's that was sort of still sticking to the german line towards the end france making sort of up for the balance and now they've turned away and said ok we need to treat this differently
2:11 pm
and sort of break the deadlock on this so. it was always a project that had more critics than really people said ok this is a super good idea and it was seen in a way as it is good to stickle german economic project but this project has been underway for quite a while why is it's become such an issue now. because times change politically of course i'm retired i mean the situation we have now after the russian intervention in ukraine after the international national trouble was russian meddling in elections and director and this and that and the other the the political atmosphere overall internationally has completely changed and the attitude towards the kremlin has changed for many people so when this was started and north stream one the predecessor project that goes back to the time around two thousand so it was completely different and today the criticism at the whole attitudes towards russia
2:12 pm
has hardened and germany somehow has to take that into account right in brussels thank you very much. now the chairman of the upcoming munich security conference both on dismissed signs of the rift between france and germany and north stream two he said there was no link between that and the french president among macross cancellation of a joint appearance which machall a desist conference most gunnison the tour de dhabi that the european project is to strong he also touched upon some of the other issues expected to come up at next week's meeting even if president michel isn't going to speak himself in munich we will have plenty of other senior representatives of the french government in munich to explain french positions. there will be a huge american delegation congressional delegation there will be half a dozen german ministers said red cetera so i think the purpose which i which is
2:13 pm
important to me the purpose to demonstrate in munich that the european union is alive and kicking that purpose can still be maintained. in times where it may appear that the european project is faltering made a strong plea for european unity for me it's very important that we demonstrate is specially to the anglo-saxon community that. the impression that may be created elsewhere that because of brecht's it the european integration project is about to crumble that that's wrong actually popular support for the european union in most countries is up not down. and beyond europe with the recent standoff between the us and russia if the i.m.f. missile treaty warned of a new politics of rivalry. we have enough in
2:14 pm
common between even russia and the united states to try to work together to put cooperation to put integration. above the kind of rivalry which seems to be the motto of twenty nine and we will need to talk about that next week and in munich we'll have some pretty tough hard talk i hope in order to clarify what the priorities of responsible leadership need to be twenty nineteen the force. of the chairman of the munich security conference talking to. now let me bring you up to date with some other stories making news at this hour british prime minister to resign mabel hold talks with irish counterpart. in dublin later me is seeking changes to the so-called back story a plan to avoid

2:18 pm
a bit of international film festival lies high and underlying truths in the film kindness of strangers. but first is a lack of digital learning in germany holding students back german schools are behind when you compare their digital education equipment to that of other european countries but according to the latest test on student performance scored pisa germany still ranks within the top twenty globally germany's federal government wants to spend more money on tablets and high speed why files for schools but local governments are taking issue with the plan even though it's work and by students. and moderates what's known as digital natives but they spend most of their time in a rather analog and why romans their school and the wireless connection is spotty and the computer room not exactly the most modern to three student reps think this
2:19 pm
has to change i'm. getting i got to be possible for each school room to have digital media we need computers that are capable of uploading graphics and complicated darter and of course we need teachers who know how to use these computers. him and it has been called the german school flag badly behind when compared to international equivalents that was supposed to have changed. the german government wants to spend an extra five billion euros on digital technology in schools but the sixteen individual states don't want any interference in school policy so while federal and local governments debate the issues the students must wait for their technology to be upgraded school lessons the traditional way this school needs more than just new equipment before digital media can become a proper subject. would we are most concerned about is that there isn't enough
2:20 pm
staff available that is capable of using digital media time you know and that means of course more than short term help we need new long term staff positions to be created we need someone in charge of tech support on the staff. up until now there were a few teachers who could take things into their own hands the eighth grade math class has just begun using tablets once in a while it's a pilot project the students are creating their own digital math book but every day school lessons don't include this kind of project yet. we don't do this kind of thing enough we should have projects like this in other subjects as well. we don't use digital media enough especially considering that we all have cell phones. could also billions in class we don't need any books everything's available on an i pad but with only thirty i pads for more than six hundred students that won't be happening any time soon until more funding is made available for tech it's back to
2:21 pm
the blackboard and germany's old school education system. joining me now is he had these directorate for education and he's desk with the german education system welcome mr slice of the students said they want more digital education and the government wants to give it to them so what is the problem. and what the issue in germany is simply to consolidate and coordinate the different funding streams you have states and the teachers by generously you have local communities who are struggling providing the infrastructure and the federal government isn't supposed to invest in schooling i think that's really the issue i don't think it's a lack of funding as a whole germany spends quite generously on education it's the way in which the money gets channeled through the different layers so you're saying it's basically a funding question how we say does jimmy's national government have over the edge of the same system compared with other countries. it really varies you have
2:22 pm
you do have countries that operate quite somalia's germany as a kind of federal system the national government in germany has actually very little say over schools those in financial terms and old terms of substance and but it's really a matter of of court in a in those funding streams and at the end of the day i do think that local communities the state and the federal government should all think how can we help students learn best and teachers teach best in schools become more effective and i think there's still some work to do so what could a potential compromise look like between the national government and the federal state governments. well i think it could be any layer of any level of cooperation in terms of the federal government providing additional funds to the states to oppose course or to communities directly and we're not talking about huge amounts of money you know in the in the in the in the kind of overall frame of
2:23 pm
spending on education the money that is required to really provide a first class digital environment for schools as a tiny kind of fraction of the overall levels of spending so we're not talking about a major issue and there are plenty of countries around the world that have actually done that we live in the twenty first century and technology can make a huge difference it can provide provide access to the world's most advanced knowledge to every student that can grow by new types of pedagogical environments it can personalize learning in new ways it can create a very different relationship among teachers teachers and much more engaged in knowledge creation and so on and obviously you know infrastructure is just a starting point when you talk about how you can actually train teachers and so on so that's actually quite a. significant task right from the o.e.c.d. thank you very much for talking to. thank you very much. the curtain has lifted on the blood an international film festival this is festival is
