2:01 pm
a news website that's been critical of president we're going to turn to reza has been accused of so-called cyber life and. what happens when a bunch of stop at nothing teenagers takes over the mafia and make those around us as the latest film to premiere the berlin international some. time soon be so much got a welcome to the show we start with breaking news on the growing government crisis in spain in the last hour the spanish parliament rejected the socialist government spending plans which means a snap election is likely prime minister pedro sanchez needed the support of two catalan pro independence parties to get his budget passed but they both voted against the budget that is because sanchez refused to engage in talks about self-determination for catalonia somethingness spain's constitution doesn't allow.
2:02 pm
let's bring our journalist jaime bill ask us he's following the story in madrid just outside of parliament there hi heini the spanish parliament as we said projecting sanchez's budget what's been happening there right now. well as you can she is very quiet of the moment members of parliament has just gone out an hour ago very important vote took place here vote pro really putting an end to. either sense of government and and use terms. that was just started by a former prime minister my general how a lot of things happened in this. year and now we are headed now probably for another it's not delay ssion and more or center. regarding the political stability in this thing to have me walk us through this and what are the next steps
2:03 pm
what are the options left for paper such as the prime minister well. already said that each budget was not and was not asked he will be forced to put an end to he's. still need to see exactly what he's going to do he has a couple of days. to decide whether or not he can extend that last year budget or he's going to call for the use snap election he has said that he's. refusing donation is to go for new elections and now is a matter of time is a matter of when this election election is going to take place to steal anything and to happen until the election is called all right jaime so we are looking at a period of prolonged uncertainty as you said what does all of this mean for the catalan independence movement. well it's definitely bad news for their council and
2:04 pm
for the council. as ysaye. said before the outcome of a fresh election at the moment it's very uncertain but there are signs in my wien the election but he. gets a submission majority in parliament and an alternative coalition of the far. right wing parties will take over in spain and that will mean the end of any dialogue with the got some parties and even for the people for their council and leaders are on trial at the moment if they are convicted. situation would be very bad for them in the case of. a conviction because of their right wing parties are not willing to give any benefit and benefits and eventually benefits to the. right time even ask mr english speaking to us from madrid thank

2:06 pm
the king objected to her move into politics she'd aligned herself with the opposition to thailand's military backed government a veteran philippine journalist has been arrested at her office in manila according to her editor maria reza was among several people named person of the year by time magazine last year for her political reporting reza is the head of rappler a news website that's been critical of president to terror to she was detained over an accusation of cyber libel the latest in a series of charges that reza says are politically motivated now the case stems from a story published before controversial cyber libel law came into force in two thousand and twelve. let's bring in dubuque correspondent on that piece santo she is in manila in the national bureau of investigation there for us can you update us to tell us what's happening where you are. well right now we're all basically just
2:07 pm
waiting for what can happen to maria as we had no did she was served a warrant of arrest today for a cyber libel case which is being leveled but it's unclear whether or not she will be able to post bail because there's irregularities with the servicing of her water and for one her charge her charge sheet which details still offense was not included there so that's basically what's going on right now they're trying to post bail for maria but nonetheless she remains very upbeat she says that you know if i have to spend the night in jail i will do it but nonetheless she also called out how this was again another petty attempt at rossum her and this politically motivated move to silence the press why does she say that that this is all politically motivated. because she has been continuously harassed since her publication raptor came out with a series of investigative reports that first of all expose the complicity of law
2:08 pm
enforcement agencies in a drug war which has been a state policy or state program of the detected construction secondly another investigative report where where the coverage that the detectives union station was on the internet and using social media and social media tools and own propaganda so there's also been a series of charges brought against this is not the first time for her to try to post i know we should say that maria has gotten a lot of attention internationally she's received a series of awards from press freedom advocates as we said she was also one of time magazine's persons of the year in two thousand and eighteen has that publicity helped her or hurt her. murder has received a lot of international community and also here at home because that those words that you have mentioned and everyone knows you know that kind of attention it can go both ways it can signal the government that hopes this person. it's someone who is being watched by the international community or it can go the other way where
2:09 pm
you know you kind of challenge the government and it makes them want to search more of their power in this case i think you know the track record of the news he should show that whenever the president receives some kind of rebuke from an international community be at the international criminal court or the former president of the united states he fights back with measures that he wants to assert his power and that he can do what he wants to silence the press on it our correspondent on a piece sent us reporting for us from manila think you so much. you're watching news still to come in this half hour how a gang of stop at nothing teenagers take over the mafia in naples we'll take a look at who ran us the film that's just premiered at the berlin international film festival. but first the next second drug lord known as el chapo will likely appeal the ten guilty verdicts that were handed down by u.s.
2:10 pm
jury the lawyer for a walk inglis mond said the verdicts were unfair gaspard was convicted of running a massive drug smuggling operation and other related crimes he could now spend the rest of his life behind bars. impassive even as he awaited extradition to the u.s. seemingly sned for the final time after two or day shows a scapes and years eluding feel for a tease. the same stoicism was on display as the man known as el chapo was convicted of all ten counts related to decades of drug trafficking. he gave his wife of thumbs up as he was led from the new york courtroom to u.s. authorities meanwhile were in a triumphant mood. this conviction we expect will bring a sense of life without the possibility of parole is a sense from which there is no escape and no return. this conviction

is a victory for the american people who is suffered so long and so much walk guzman made billions pouring poison over our southern border. would likely be housed at this supermax prison in florence colorado it's known as the alcatraz of the rockies . authorities are confident find it as a meaningful to escape as the two prisons he sensationally broke out of in his native mexico. those escapes including one down a tunnel dug from underneath his prison cell toilet and a subsequent rolling stone interview with actor sean penn have contributed to close months almost mythical status. there was a hollywood element to guzman's recapture by mexican authorities as they stormed his hideout in twenty sixteen. they said later that a couple's meeting with pan had been instrumental in leading them to him.

but for some who live in his mexican home region of sin a lower it's not the fame they will miss but the money. we know they're close to here and he helped a lot of people to build roads schools churches and well they'll suffer because that support will end because the government doesn't give the support that is needed. he helped the sick and also supported. the. but those months charity can't make up for the charges laid against him conspiracy to commit murder money laundering and the use of violence against enemies of his powerful cinna lower drug cartel. chapal is said to be sentenced in june and will likely spend the rest of his life in jail his attorney says he will appeal against the conviction. now to venezuela the government and opposition are facing off over delivery of u.s.

a hand to mouth existence in colombia there are no migrant camps to shelter them often the only help they receive comes from the generosity of the locals. the government can afford to offer only limited aid with so many colombians living in poverty themselves. the german president's visit comes at a critical time colombians have shown compassion responding to the mass migration into their country. but they're worried the political crisis across the border will escalate into civil war. further swelling the number of new arrivals. frank walter steinmeier is keen to prevent that. is missing mid to long view good for. we have to find ways and means to avoid the bloodshed that many fear could ensue in venezuela. so that's why i hope that there will soon be a presidential election. in the presidential election which will give quite doth

a legitimacy that he himself sees as necessary. dia's fatherhood steinmeyer and colombia's president even do agree that aid needs to get into venezuela as quickly as possible nope it meet the to not let humanitarian aid into the country is a crime against humanity. he said to make it was it has to happen fast. that the international community cannot accept the current situation. the world can't stand by and do nothing it says aid is prevented from entering. duken believes everything must be done to get aid into venezuela he did not say if that should include military intervention. let's bring in nick member of the german parliament from america's conservatives he's accompanying
2:16 pm
a german president fine on his visit to colombia and he joins us from both without mr naked to see you good to have you back on our program now venezuela's crisis as we know is having a huge impact there in colombia there are more than one million refugees that have left venezuela and and entered colombia from your talks there what is a sense that you get how is colombia coping with this. i think colombia takes a very serious concern on the whole issue we have to remember that with the crisis in minutes it's basically three fold it's a severe humanitarian crisis without doubt the most to be in the region for many decades it is the constitutional crisis that we see unfold in the fight for the presidency but it is also a crisis that has the potential to destabilize the whole region is more than three million veterans who've fled their country into the neighboring regions we will be visiting. refugee shelters both here and in ecuador later today
2:17 pm
but it's clear that this is an issue that is of course for utmost concern for all governments in the region there for colombia and how about for you and for germany mr nick how worried about you about are you about this up our struggle currently taking place. i think we have taken a clear view of your standpoint are together with or partners in europe working closely together with our partners and friends in the region in the limit group in the oas. you have recognized. mr grey do as an interim president in accordance with the constitution with a clear objective to. move towards a presidential election that will provide the legitimacy that he himself seeks. but there are other concerns as well we want to. make sure that humanitarian aid that is being blocked by the moderates can enter the country that is something that will
2:18 pm
also be discussing today tomorrow. and of course most immediate concern is that an escalation of violence in the country can be avoided and that's where the key to a peaceful solution a few rests with the military minister mr nick you said it yourself germany has a joint author a european states and recognizing on why there was the interim president but isn't a class mother will still be elected the president of venezuela what is germany's aim here is of pushing for regime change. i think this constitutional crisis has evolved over many years i think from our standpoint the only legitimate democratic institution left in the policy that was elected in twenty fifteen of the two sorts majority for the opposition. group. that mr liberal tried to prolong his term of office by an election that was. a
2:19 pm
fraud and was not recognized domestically and internationally and it is in accordance with the constitution that if there is no legitimate president that the president of the national assembly would insure of take that interim role as president until there is a legitimate elected president what is then mr act the best way to solve this political crisis we heard that even to kay has not said if that should include military intervention do you think military intervention is a necessary step. i don't think that anyone would seriously see that as a the preferred below viable option i think we want to have a peaceful solution we want facts is what we would have want to have a peaceful transition of power in a democratic process in venezuela. and also of the humanitarian crisis by allowing humanitarian aid into the country covered a peaceful resolution to the crisis that is the in there a mr andreas nic

my a schrader went to a screening of parana us a film about growing up in a tough neighborhood of naples take a look. you're young you have money and guns. the world is your oyster. at least until someone kills you piranhas tells the story of a group of young men from central working class naples they descend into crime as they pursue girls shoes and complete control over their neighborhood. but it's not just a simple coming of age story it's based on reality the director and writers say the film's themes of youth powerlessness and crime are universal i feel. the film is set in naples but it's really about adolescence so it's not a sociological film or at least we weren't trying to make a film about the sociology of the criminal underworld there it was simply a way to tell the story but at the heart of it it was
2:25 pm
a story about adolescence and its relationship to a certain type of criminality you know that. for everyone involved this story was deeply personal hundreds of thousands of people leave italy every year it's the only way for a poor young italian to find a better life except that is to be seduced by money guns and glory and turn to organized crime. lead actor francesco to napoli said he found it all too easy to identify with his character because he comes from as he put it a difficult area of naples. even though i've always worked to drive try to avoid them i know people like this who are gang members. everyone involved in this project clearly felt passionately about it these were non actors actually from the neighborhood that's portrayed in the film and the statement that the movie makes about life in southern italy makes it low key one of the most political films of the festival roberto saviano famous for his two thousand and six book wrote the
