a provisional agreement on new rules governing gas pipelines entering the block from a third country now the nord stream to project a pipeline connecting russia to germany will be subject to these new regulations which include more oversight from the e.u. germany hopes the agreement will help placate critics of the project like the us which has warned of security risks. the compromise looks set to be something all e.u. member states can live with it requires all gas pipelines in europe to comply with the e.u. law even those operated by third countries such as russia it stipulates that the natural gas producers may not also operate pipelines that would be bad news for russians gas prom the kremlin controlled company operates north stream too and provides the gas for it the agreement would allow berlin to work out special rules with russia but the european commission in brussels would have the final say on any
