international monetary fund the world bank and. while the german defense minister as we said kicked things off emphasizing the importance of partners cooperation our correspondents with us here in mexico with us here in studio and simon young is over in munich let's listen first to what the defense minister german defense minister had to say about the importance of nato and cooperation. partnership makes it stronger and it increases our sovereign national because in our partnership interests are consistent with our values and well to assume. the world is zero sum game. and we see the opportunity for growing together and two minds prospering together in those partnerships.

issue with the u.s. where there's been so much friction. well i think that certainly will happen if you're how publicly it will happen remains to be seen but you always get a major russian delegation here in munich and as you say the largest congressional delegation from the u.s. this year and indeed vice president mike pence it will be here as well so he'll have an opportunity to meet his russian counterpart sergei lavrov they've got a lot to talk about both countries have said they're pulling out of the. their nuclear forces treaty that really is one of the cornerstones of the sort of post-war post cold war security order in europe so that is an absolutely massive focus here gavin williamson was saying there was again this idea of a a values driven nature but he had a slightly different emphasis as well one of his key messages of course is that

britain will continue to play a role in european security even after it leaves the european union a lot of people have been concerned that that might not happen but he said no will remain a stable partner we'll do our best and incidentally on european defense cooperation he said we welcome that we would like to see e.u. countries going forward of course he's talking about joining together germany and france you know they've got this scheme of a european army for the future well you know he's saying. we like that kind of idea because it means there are more capabilities and you can do more. max i want to ask you about this question of european defense cooperation this is a refrain we've heard over and over from the german defense minister but also from a german leaders many german leaders that europe needs to take its own defense at security into its own hands we heard this that last year has made a security conference as well has this really materialized have we seen real progress on that front not per se progress that we see more of

a debate or distinguishing understanding of what's different parts of your one so was quite interesting to see in her speech or so on the line was actually explaining that surprise the united kingdom and germany are taking votes in the nato and hans forward presence and nato mission there was introduced after the ukraine crisis to kind of put more presence forward in the baltic countries and poland and both the united kingdom and germany are doing efforts running there and or soften the language saying in her speech it's both the united kingdom typhon jets and the german you're a fighter jets and that already explains one of the big problems we currently having in europe there's too much difference in the different military to capabilities they're not streamlined so we're using different. jets equipment and that's what's the big. challenge for european military. alliances to kind of have a streamlined joint force because so many different countries are using different

equipment ok so that's one of a hick ups for european defense of the issues that we heard simon just mentioned that could because this is a big picture conference talking about the various security challenges in the world right now what do you think are the most important that will be discussed this weekend especially for germany the host well what we have heard already from a german defense minister was the fonz and i we also would like to hear probably from the other german speakers who are calming in the upcoming days is how they're going to keep pushing the message of promoting multilateralism the german chancellor angela merkel has said she wants to kind of talk about that on their. unique he could secure conference in the upcoming days i have already heard it's on the line giving a sort of the first part of that promoting alliance promoting multilateralism and giving a clear statement in the theme of the munich security conference of fragmentation the world that this is an option how to defend saving the liberal world order that is very much a defining this year's conference ok our correspondents next question here in studio and simon young down on the floor there in munich thank you both we'll talk

the aisle and easily passed its first hurdle of votes in the senate but not before senate majority leader mitch mcconnell dropped a bombshell he said the president would be bypassing congress to fund his controversial us mexico border wall leader mcconnell i've just had an opportunity to speak with president trouble and he would say to all my colleagues are going to cater he's prepared to sign the bill he will also be issuing the national emergency declaration at the same time. and i've indicated to him that i'm going to prepare go to support the national emergency declaration conference democrats members of the senate were quick to condemn any possible use of executive powers to build a wall if president trump decides to go forward with a disaster declaration will be making a tremendous mistake declaring a national emergency would be a lawless act a gross abuse of the power of the presidency and a desperate attempt to distract from the fact that president trump broke his core

promise to have mexico pay for the wall the border security bill then went to the house of representatives where it also easily passed the bill will now go to the white house for president trump to sign it off on friday house speaker nancy pelosi warned that any attempt by trump to sidestep congress could have major implications for the future. a democratic president can do that democratic committee president can declare emergencies as well so the precedent that the president is setting here is something that should be met with great ease and dismay. while lawmakers showed a willingness to cooperate on keeping the government running they remain deeply divided on the border war and any executive order to fund it is almost certain to land trump in a lengthy court battle with lawmakers of the constitutional powers. not to some

speaking personally as a detroit or of when when she died i was had the privilege and the honor of going to cover part of her funeral and it really captured the joy that people had when they heard her sing and her extraordinary talent there was also a similar feeling that was there at the funeral people who just happened to be a part of this historic event this momentous occasion to be in her presence so to speak to experience what this was like. my and scott you know we both we all i would say love a reason everything franklin's music what was this film actually like what did it show what did we learn from her life and her career. yeah well that's a bit different what's different about this film because it is a classic documentary it's shot over two days these two performances that she gave in a baptist church in los angeles and instead of doing talking heads and archive footage it just brings you into the church and they keep sure there are those those two

nights performance and so basically it's the experience of going through it's almost as if you are right there oh my god it was an hour and a half of just pure joy i came out of the film just bawling i was so happy and this is after so much really depressing and hard going films of the last two weeks of the ballad all of this was just a moment of joy a moment of hope and i see a quite interesting way to do a documentary that is a very organic very intimate way it was shot because you see the cameraman sort of running in and out of the shots things are sort of zoomed in and focused and like it's not only what they wipe out one more point that you have you want to see you know you really feel like you're you're there and it's a really extraordinary feeling and i was i was also crying within the first five minutes and the the sound quality and just the image that outfits that some of these people are wearing are fantastic really go see it as it was a really great x. one half hours that will just bring joy to you you know we've been looking at some of the images it does look pretty incredible guys from the light to the shadows

were supposed to have a big film in the competition today as one second it was pulled has this cast a shadow over the film festival and also chinese film. well we were absolutely shocked when we saw on our schedules that it had suddenly been canceled and the explanation as to why which was technical difficulties was a little bit shaky to us at best especially because the director johnny moo is very beloved here at not only the belinelli but in china he's considered their top director yet no i mean really tremendously shocking say the official explanations technical difficulties but talking to my contacts in china in the chinese film industry they say this is a clear case of censorship the film was about it was set in the boat the cultural revolution usually a complete non go no go area for chinese filmmakers but i mean he is the chinese filmmaker he's chinese almost the chinese government's official filmmaker he was allowed to do the opening ceremony for the beijing olympics in two thousand and

eight and these the go to guy for the chinese government when they want to really big representative film so everyone thought well if anyone could do the subject he can the fact that this film has been polled so late in the day suggests that even johnny who may be under censorship and that is a really really bad sign for the future of chinese free speech and chinese filming the right so that wasn't in the competition guys just very believe briefly if you can what looks to be in the running to win the golden bear what do you guys think. well i love the italian film puranas which is a very personal intimate film about a young gang of boys actually a gang sort of running through the streets of naples and their descent into the criminal underworld this film was really personal but also very low key political in that these boys that were in this film are not actors they were actually from these neighborhoods portrayed in the film and just you really felt close to them we felt for their lack of choices in life so i really love that process was a great film and really really really hit it dark but i think for the actual golden
