this is the w. news line from donald trump bypasses congress to declare the national emergency along the u.s. border with mexico did flaring up for virtual invasion for oppressors drug. traffickers and gangs. the rest president's measures well i have access to the funds he says he needs to build the border wall but he's already expecting a long legal battle on the program the international diplomatic and defense graphic known as the munich security conference gets underway dozens of heads of states of
6:01 pm
fat ass off foreign and defense ministers past and present posts germany says it wants to see increased multilateral called french. cooking. i'm filled and welcome to the program. u.s. president donald trump says he is declaring a national emergency to free up funds to build a wall along the mexican border he said a bill approved by congress on first day provided insufficient funding for the project declaring a national emergency allows the president to access a budget earmarked for other purposes mr trump aims to spend about eight billion dollars on the board of barriers and he was confident is administration would defeat the expected court challenges is what he told reporters at today's rose garden news conference i'm going to be signing a national emergency we're talking about an invasion of our country
6:02 pm
with drugs with human traffickers with all types of criminals and gangs we fight wars that are six thousand miles away wars that we should have never been and in many cases where we don't control our own border so we're going to confront the national security crisis on our southern border they say world don't work walls work one hundred percent let's get more from the humphrey in washington welcome helena so the president has declared this national emergency is that it to the builders move in on monday. she himself told us exactly what was going to happen now in this procedure he left the rose garden he went to the oval office where he says he will sign this national emergency and he said himself in that speech he will sign a national emergency and then he expects the challenges to come in from many sites
6:03 pm
for potentially from civil society organizations they could come in from states they could come in from democrats whether that's in terms of legislation challenges or legal cases the president sort of had a sing song the way of saying that yes this is inevitable this will go all the way up to the supreme court which means that this could take months it could take years to build as a word be able to move in during that process so it's a long process but if it does go up to the supreme court we also have to acknowledge that there's a new justice there of course brett kavanaugh who has said previously that he is in favor of the expansion of executive presidential powers so the hops trump thinks that this could the balance could be tipped in his favor that way but it still has a long way to go in terms of that legal process but the democratic house speaker nancy pelosi has said before that this would set a dangerous precedent what is so dangerous about it. right the idea of what
6:04 pm
is so dangerous is the idea essentially that a president can circumvent congress if he doesn't get the agreement that he needs he can take this executive action to push through legislation that hasn't been agreed on and now presumably actually president trump is aware of this is being problematic if we take a look at a tweet from twenty fourteen when he wasn't actually president then he tweeted that the republicans referring to president obama the republicans must now allow president obama to subvert mustn't allow them to subvert the constitution for his own benefit just because he is unable to negotiate with congress that was previously when president obama had looked at declaring a national emergency in order to release funds so many analysts are saying that in now taking this move this is a dark day for the division of power which is so key to the american political
6:05 pm
system and one of president films on with publicans of a behind the moments now that's an important point to make i mean it's not just the democrats coming out against this mitt romney for example marco rubio have also voiced concern there was an announcement as well which came from the maine senator susan collins i want to bring that in we can take a look at that statement she said that declaring a national emergency would be a mistake on the part of the president to such a declaration would undermine the role of congress it also sets a bad precedent for future presidents it is of dubious constitutionality briefly culliver why is the president going to suspend stream lends to get this wall. right so this war was a key promise of the twenty sixteen campaign it's all tied up with his promise to make america great again one of the reasons he says that america wasn't great then
6:06 pm
was illegal immigration for example drug trafficking human trafficking coming from the southern border we should point out that some of these issues in out their lowest levels in years so clearly there is a problem that in terms of the facts that what the president is representing and the reality of what experts are saying this in there on the ground at the southern border a little free in washington thank you. three days of high stakes global debates and closed door meetings are underway in southern germany it's the first day of the munich security conference and the fifty fifth edition brings together an unprecedented number of international decision makers that includes the largest ever u.s. delegation hosts germany is focused on cooperation at all levels. he couldn't have made a stronger statement the head of the munich security conference opened the meetings where him and he knew who. was going to sing at once the world leaders to know that
6:07 pm
europe has to fulfill its role within the growing struggle of the superpowers usa russia and china. all of the new leaders carry an even greater responsibility than in the recent past security europe can't afford to show any weakness and that is why germany's foreign minister was enough on the line began by greeting her british counterpart kevin williamson and emphasizing the strong partnership between the countries despite that there is no better place there is no better time to underline the friendship between our two countries germany and the u.k. stand together shoulder by shoulder as all soldiers do every day in their missions will in unison emphasize that the u.k. and the european union will continue to work closely in the area of security.
6:08 pm
while the united kingdom is leaving the european union i want to start by saying our commitments to european security remain steadfast. one immediate and uniting challenge is how to deal with russia because of new russian nuclear missiles the us has withdrawn from the nuclear arms treaty i n f europe worries that a new cold war might begin. in munich strictly guarded by a whole fold tell top politicians and experts are meeting to discuss how a second cold war could be averted germany wants to do all it can to save the nuclear arms treaty foreign minister who held talks with russian foreign minister sergei lavrov of high level u.s. troop presented to the trump are also present at the conference american vice president mike pence is expected to give a speech on saturday. now amongst the attendees in munich is william cohen he's
6:09 pm
a republican who served as u.s. secretary of defense under president clinton from one nine hundred ninety seven to two thousand and one today he runs a global business consulting service welcome to w why is there such a significant u.s. presence at this event when the united states seems to have turned its back on multilateralism. well let me point out that this is the fortieth year that i've been attending this conference and it is by far the largest that we've ever seen here in munich and i think the reason is for so many members of the united states congress and the administration coming to munich is to reaffirm our commitment to the security of our nato friends and to the europeans e.u. members who are in danger or at least being threatened by the by the russians and so the president our president has offered words which are contradictory at times ambiguous questioning whether or not the united states is
6:10 pm
a steadfast ally i think the congress is coming here to declare. regardless of party both parties included that the united states is going to remain committed to security of our european friends but you can see why the european friends would be so confused if the president to say one thing and congress is saying something else given that the president's actions and statements have a me even referring to your hands as as follows. well there are contradictory statements and you may recall that general kelly former national security advisor indicated watch what we do enough what we say that is part of the problem the words that often emanate from washington would indicate that the united states is pulling back pulling out of syria pulling out of afghanistan saddening signals that the united states would like to bring our troops home from wherever
6:11 pm
they are this causes concern for many in europe to say that we are retrenching and so on the other hand the president has actually put more money congress has put more money into the european security initiative and plus that up substantially i think we have now. propre is some twenty three billion dollars over the past several years so on the one hand the words would indicate that we're retrenching the deeds are quite different and this is cause confusion and that again accounts for why congress is saying there should be no confusion we are determined to make sure that the united states remains the preeminent member of the nato alliance. a top story this hour has been the fact that's that the us president has said that he will declare a national emergency over the u.s. southern border you know to get the money to build his wall what do you think of that move. i think the president has created
6:12 pm
a crisis where none exists i believe that he is seeking to carry out a campaign pledge that he would secure that border members of congress and those who are at this conference on a bipartisan basis say that we are committed to securing the border but there's great doubt amongst republicans as well as democrats that a wall is the only answer that there may be other more sophisticated more capable and more efficient ways of securing the border rather than simply building a wall and so it's become a campaign promise and he's determined to invoke extraordinary powers and you had senator collins on earlier and i happen to agree with her of that this is something that is straining the relationship between congress it is misappropriating the role of congress because it is congress's power under the constitution to appropriate
6:13 pm
dollars to run the government is not up to the president to do that he may invoke executive powers from time to time but there has to be an emergency of the courts will decide where there's an emergency but i find i think the facts on the ground bear it out that it is a problem that we have to address we need to address it on a bipartisan. he says and i believe the majority of the american people feel the same way which is simply to clear an executive emergency to build this wall i think is really subverting and undermining the role of congress which is the preeminent role for the congress to bear under article one of the constitution a good talking to thank you so much for joining us sir william cohen thank you. my pleasure. you'll find a virtually nonstop coverage of the munich security conference on our web site that's the w dot com that you'll find a live stream and updates of course we'll be tracking major news from the conference right here on the news about the three day gathering that has moved on

6:18 pm
a private school he's the youngest ever nigerian presidential candidate and education is his central theme. until we start to fix education it will be difficult to fix any other sectors in our nation ok who lived in the u.s. where he worked as a mathematical lecturer he's calling for thirty five percent of the country's budget to go to war it's education. because of the school's principal a surprise to see a politician who understands education. the school receives no state support and is financed by fees affordable only to those earning good money. to government i don't think they have interests in doing up an indication because of the quality of we don't see how. many of them done this inability to cation. and they don't see indication as something that would bring money to them so that's why i don't know funding education like the political failures of the past few

decades can be seen three hours drive from object a stay. finally at school in northern nigeria the word sealed the name parts of that have collapsed the classrooms have neither desks nor chasse. opportunities fourteen years old himself a student but currently responsible for his whole class. i take care of them because i am older and i want to help my brothers and sisters like this the teachers aren't here again that's why i'm doing it until. here they are no books jotters chalk up to it's only learning eight zero with. this nine o'clock in the morning and only now the first teacher has shown up and
6:20 pm
total the school has eight hundred students and only four teaches. sons go to school here affect their father roost daily the teachers are poorly paid he says no one would want to teach at such a school no no no no homos and you my children should become doctors all soldiers they should have a worthwhile drop and a good future that's my dream but i'm one of these circumstances nothing will come of it. if he had enough money of the motorbike taxi driver says he would have long ago sent his children to private school the ruling party of president who has been in power for four years and the federal state of the commissioner of education has shifted the blame for the educational situation onto previous governments seventy percent of teachers where i'm qualified more than twenty thousand teachers have been let go because they couldn't reach all right. let's
6:21 pm
hold. the administration you know. because for good. the key is. to take the. ten years. this state spends a third of its budget on education but at the federal level education spending makes up only seven percent of the budget the issue plays hardly any role in president election campaign. to change that but he and his small party are struggling to be taken seriously in nigeria in spite of a minimal campaign budget he wants to lay down a marker. it's the hope the passion the vision the puppy that we as young people bring to the table. to change this narrative good enough that we're not ready to fight to be. we have
6:22 pm
a whole lot more to offer to our generation and generations coming after us and the people who've been there he says it's a simple equation if nigeria with its booming population no longer invests in education the next crisis will not be far away that he says is something every politician should understand so you can do it either way. the last day of competition international film festival and scott. welcome both. on the red carpet. well just a few minutes ago the red carpet was full of everyone's now gone inside the brazilian film premiering tonight in our gala and we saw something quite amazing really there was a huge demonstration of fans here chanting in support of the former and now imprisoned president of brazil and what was really amazing is while they were chanting the stars and the director of the film student problem and star
6:23 pm
joining in really it was truly them both that yeah this film which is a is a very overtly political film which is something that of course barely now is known for it's about a man and cosmetic gallo who was in a politician in brazil in the sixty's who was sort of a revolutionary working to overthrow the then military dictatorship who was assassinated in a car and at the press conference the filmmakers and the actors talk about how this is a very politically tricky movie to release in brazil right now because of the current political situation and they currently don't have an actual release date in brazil . ok no amazing grace. today i know that you've been looking forward to this so i want to just tell us what it's about what it was like. well ok i'll start. saying it's a documentary about aretha franklin but it's really about the recording of amazing grace for amazing gospel album that you quote in one nine hundred seventy two and
6:24 pm
footage was shot of that recording but it was never seen until now. i will start crying to i start talking too much about this film so i'll talk to talk a little bit about the sort of whole experience it was truly just a joyous film it was only ninety minutes long and it's really different from any other musical documentary you've ever seen before there were no cutaways to any talking heads they just take you into the church where she was recording the film and they keep you in the church and you're there just listening to her you're in the audience the camera angles and the camera cuts are sort of messy and you see the cameramen running around but it just feels sore so organic and you feel like you're getting our shirts for those those two amazing amazing days really ninety minutes of pure joy we've had a lot of rock films this bill and lot of dark movies oh this is not pure joy yes you know cry everyone was crying it was great but wow ok let's see. never let that happen again so fun today we were supposed to have another big film in the
6:25 pm
competition moves while the second. didn't add up to a decision has discussed a shadow over the events. oh absolutely and we were all shocked when we saw that it was very suddenly and very last minute canceled as far as we know it was on its way it was all ready to go and then suddenly just black out and the reason that we were given for this was quote unquote technical issues but that explanation doesn't really seem to hold a lot of water no no i mean all the people i've spoken to in the chinese film industry saying this is a clear sign of censorship of the film was pulled at the very last minute by the censors in beijing now what's so shocking about this is the film's director shonky movie was a huge film director in china he's actually sort of a state film director he said i was given the job of directing the beijing opening ceremonies in two thousand a whole so very beloved at the ballet now as he was hugely respected outside of china as well as him but the fact that this man who is the sort of chinese number
6:26 pm
one film director would be polled is really very shocking and. does as you say cast a shadow over even the future of free speech in china in the chinese film industry ok so in the next seconds you've been watching films not the ten days nominations for the golden bat who's going to win. well that's of course always tricky i really loved the italian film purana which was this very visceral film about these gangs actual gangs of children running around naples and their descent into criminality and what made it so real was the actors in the film were not actors they were actually kids from the neighborhoods portrayed in the film but there are some other front runners yes you got no great film process a great film i definitely agree and i very much respect biased opinion but she's wrong not going to win the i know what film is going to win the battle and all up but i could tell you yet i'm coming up in a few minutes for the culture news and that's when i'll reveal this year's winner
