referring to your appearance as as follows. well there are. contradictory statements and you may recall that general kelly a former national security advisor indicated watch what we do enough we say that as part of the problem the words that often emanate from washington would indicate that the united states is pulling back pulling out of syria pulling out of afghanistan saddening signals that the united states would like to bring our troops home from wherever they are this causes concern for many in europe to say that we are retrenching and so on the other hand the president has actually put more money congress has put more money into the european security initiative and plus that up substantially i think we have now appropriated some twenty three billion dollars over the past several years so on the one hand the words would indicate that we're

retrenching of the deeds are quite different and this is cause confusion and that again accounts for why congress is saying there should be no confusion we are determined to make sure that the united states remains the preeminent member of the nato alliance. that this out has been the fact that's out that the u.s. president has said that he will declare a national emergency of the u.s. southern border you know to get the money to build his wall what do you think about moves. i think the president has created a crisis where none exists i believe that he is seeking to carry out a campaign pledge that he would secure that border members of congress and those who are at this conference on a bipartisan basis say that we are committed to securing the border but there's great doubt amongst republicans as well as democrats that a wall is the only answer that there may be other more sophisticated more capable

and more efficient ways of securing the border rather than simply building. a wall and so it's become a campaign promise and he's determined to invoke extraordinary powers and you had senator collins on earlier and i happen to agree with her of that so this is something that is straining the relationship between congress it is misappropriating you know the role of congress because it is congress's power under the constitution to appropriate dollars to run the government is not up to the president to do that he may invoke executive powers from time to time but there has to be an emergency and the courts will decide where there's an emergency but i find i think the facts on the ground bear it out that it is a problem that we have to address we need to address it on a bipartisan basis and i believe the majority of the american people feel the same way but to simply declare an executive emergency to build this wall i think is
