3:31 pm
i'm melissa chan welcome to the program it's good to have you with us u.s. president donald trump and north korea's kim jong un have not reached a deal and annoy it's a reminder of how difficult denuclearization is no matter how many and you go weapons are concerned north korea is thought to have a fairly small arsenal an estimated ten to twenty warheads compare that to the number the u.s. or russia has more than six thousand so it's not just about the number of nukes it's about who can launch them and washington has made it clear it does not view the kim dynasty as safe stewards of the weapons the u.s. wants pyongyang to fully disclose and dismantle all parts of its nuclear program and do so under international supervision kim jong un wants the sanctions against his country lifted goals the two sides could not agree on. they were willing to do
3:32 pm
you know go large portion of the areas that we wanted but we couldn't give up all of the sanctions for that so we continue to work and we'll see but we had to walk away from that particular suggestion he had to walk away from joining me now is lara rockwood of the vienna center for disarmament and nonproliferation so tromping kim having reached an agreement they really disagree on what denuclearization actually means what does that mean. well it's unclear to the u.s. it seems to mean the complete and verified dismantlement of north korea's nuclear weapons program and its nuclear materials production program and its ballistic missile program possibly even including the civilian nuclear program to produce energy using nuclear power on the other hand north korea it seems to me is the total denuclearization of the korean peninsula at large including the removal of

all u.s. military from the peninsula and perhaps even the u.s. giving up all of its nuclear weapons as well. now you worked at the international atomic energy agency for years what are the main challenges for any inspection team going into north korea. well as you know the international atomic energy agency or the i.a.e.a. has been verified nuclear material and nuclear facilities declare by states for many many years it's relatively straightforward the tricky part is trying to make sure there is no other declared nuclear material and facilities in the state and a separate issue is verifying the dismantlement of the actual nuclear weapons and cells and the missile program which is even a much more complicated process and likely to be carried out by a body other than the i hate you but in either instance the first challenge will be
3:34 pm
getting north korea to agree to inspections that of and a protocol and what that would include would it require a complete declaration by north korea of all of its nuclear activities wouldn't commit inspectors to go to places that aren't to cleared by north korea will the inspectors be able to carry out all the activities they need to do for example environmental swipe sampling a very powerful verification technique used by the i.a.e.a. in ninety nine and two when it first time covered north korea's attention cheap and its safeguards agreement and this is actually where the two thousand and nine six party talks with north korea broke down over this issue of what time the measures the inspectors could use while they're on inspection now very quickly are we in a safer situation then when trump said and called can rocket man. i think there's no question about that it's unfortunate there was nothing coming

from the home and from the survivors from. that. this is what i would expect my. you know. so how did india respond through this well not surprisingly the indian government is furious they released a statement saying that it was a vulgar display they're angry they accuse the pakistanis of violating all norms of international humanitarian law and that you need a convention these are the rules governing prisoners of war it's not yet a war melissa but the rules are still the minimum standard for how country should treat enemy combatants. rules that protect captured soldiers from degrading and humane treatment and torture in the impact and have a long history of this so it's very sensitive experts are divided on whether this
3:42 pm
what we've seen breaks that threshold but not least because of this breach of war but obviously as the possibility of inflaming a very very sensitive situation we talk about inflaming the situation how have people on both sides responded well there's been there the rhetoric has been heating up actually in the last few days. we've seen hardliners on both sides using it to call for stronger action stronger retaliation from the governments there was one man who tweeted that pakistan must be punished. we see here and must be punished give back in london that's getting a lot of traction on twitter but for that there's like that there are also the tweets calling for calm saying say no to war right here is one is that kind of makes me not more in reference to when commander nandan who showed composure and not very you and some people just looking for things to calm down
