plus ninety connect to an unbiased agenda subscribe now on you tube. this is news coming to you live from berlin president donald trump tightening the screws in his trade dispute with china imposes new tariffs on billions of dollars worth of chinese goods and says there is no rush to make a deal what impact will his will this happen on the global economy also coming up south africa's ruling party the a.n.c.
5:01 pm
is heading for its worst election result in twenty five years of government we ask what's gone wrong with the party of nelson mandela. the homeless spend in paris with thirty thousand twitter followers he doesn't have likes but action from the city authorities as well. as well i'm terry martin welcome to the program we'll have more for you on those stories in just a moment but first some breaking news coming in there's been another tragedy involving refugees from africa in the mediterranean sea it's one of the deadliest incident so far this year in which migrants were trying to reach europe as many as seventy people are feared to a drowned when their boat sank near the tunisian coasts the vessel was in international waters off the town of spock's south of the capital tunis the
5:02 pm
tunisian defense ministry says the boat had set sail from the libyan port of sue wara aiming to reach italy. well for more on the story we're joined now by joel milne and he's with the international organization for migration in geneva and he's in touch with his tunisian called leagues dealing with the situation joel first of all bring us up to date with what happened. well we're hearing both from tunisia and libya staff that we have on the field witness stand there were two rescues separately this afternoon or during the day today one of them was the one you mentioned we think at least fifty migrants drowned in that incident we think we know that sixteen survivors are not recovered we don't know how many more confirmed deaths we will hear about also shortly thereafter shortly after this was reported it was a have a rescue on a libyan coast guard on
5:03 pm
a boat carrying about one hundred one migrants we understand has two of them women and they had been taken back to rid of the city clothes so for understanding with this incident today we're talking about four hundred ninety three confirmed deaths on me mediterranean this year through this day may and while well over half of those are just on the route between libya and italy ok let's talk just for a moment about that first boat you mentioned that first incident where we know there is a high number of casualties who are words of refugees that were on that boat we know they sailed apparently sailed from libya but do we know where the refugees themselves were from. well we don't know for sure that's the kind of information we usually get from survivors after we had a chance to speak with them it's a little early in the day for that generally these incidents for the past year and for quite a few years now have been dominated by sub-saharan africans some countries some
5:04 pm
more prominent than others depending on you know a large company country like nigeria or one with with a pretty strong pattern of migration could this help to europe eritrea and ethiopia stand out such as by with by the way so we were never surprised to see a pretty broad mix but it's not entirely sub-saharan african joe thank you very much for bringing us up to date there that was joel milne with the international organization for migration in geneva thank you. now to an international standoff that could have far reaching and negative consequences for the global economy at the stroke of midnight washington time the united states increased tariffs on some two hundred billion dollars of imports from china the move comes as the two sides failed to resolve their dispute over trade over the last few hours stock markets period of taken some heart from the fact that talks
5:05 pm
are due to start again today. well joining us now to try to make sense of all this is clifford coonan from duty w. business good to have you clifford the tariffs that were imposed they came even though talks are ongoing between china and the united states so what's the strategy here well i think what we see is are two very different egos easing styles we have donald trump style which is quite aggressive into the deal sort of trying to show that he's strong and in a time when talks are ongoing he's kind of adding to that situation of. within the deal whereas the chinese are keeping you know very little about how decisions are made there so i think what we're seeing are two different styles of work and pursue trying to work out what's going on present trump of course he thinks that china has been taking advantage of the u.s.
5:06 pm
he thinks that terrorists will be good for the united states here's what he tweeted just a few hours ago. cares will bring in far more wealth to our country than even a phenomenal deal of the traditional kind he says also much easier and quicker to do our farmers will do better faster and starving nations can now be helped waivers on some products will be granted or go to a news source you know he's been talking this up for quite some time saying this is going to be a great boon for for america but will these tariffs actually benefit american consumers clifford and producers as trump is implying or do they hurt everybody well i think the tower of bones ultimately help the u.s. consumer because they're going to go on to eventually the price increases will be passed on to the consumer and if certain areas that have been exempt from from tyra's so far getting tooted for example if your i phone becomes more expensive in
5:07 pm
the u.s. i think consumers are going to feel that at the same time i think the conditions for the trade talks about making greater market access and things i thought if all of those conditions are met and if there is a deal in the trade in the trade conflict then i think that would definitely benefit the u.s. consumers so there's two very different strains at work here so this is this is present trying to up the pressure on the chinese during the negotiations hoping to extract more from those negotiations china has been as you say their brother a paik hard to figure out what they're thinking but they say they will retaliate what do you think we can expect will have several options if they really wanted to go nuclear so to speak they could. they could basically organize a boycott of u.s. goods in china we've seen they've done that before with south korea they don't know which japan to devastating effect i think they're probably unlikely to do that i think what they would do more likely is retaliation re tariffs which would put pressure on things like boeing aircraft semiconductors and i think that's probably
5:08 pm
the more likely outcome but again it's difficult for them to make because that. they want to be able to reach a deal ultimately and some of these tariffs are going to be quite hard to roll back so but i think initially there will be some sort of retaliation removed dr action there's been talk about this having this trade dispute that the u.s. is having with china because of how much is at stake here that this could have an impact on the global economy what do you see this what does this mean for the rest of the world well i think everyone is feeling it i'm in europe their feeling is it's creating uncertainty. you know we've been talking a little bit about the markets you know you mention the markets the markets were up initially a kind of down now again you know because i don't think anyone knows the direction they're going so i think overall this time of uncertainty doesn't doesn't suit anyone and i think people are going to be looking for a much clearer resolution on things and they want to see a deal because ultimately a deal is going to be the win win for both of us china and the rest of the world
5:09 pm
clifford thanks for bringing us up today clifford conan from d.w. business. u.s. trade sanctions have also been on the minds of the european union leaders this time sanctions against iran and e.u. leaders have urged the islamic republic to stand by its commitments under the nuclear deal agreed with world powers in two thousand and fifteen the u.s. withdrew from the deal year ago and tehran has now threatened to abandon it unless the other signatories provide quick relief from u.s. sanctions. it was supposed to be the post backs it summit shaping the e.u. future without britain while the u.k. may not yet be out it did not attend the talks a welcome respite from bracks it deadlocked but another topic overshadowed the proceedings iran's threat to abandon the nuclear deal signed with world powers in twenty fifteen e.u.
5:10 pm
leaders urged tehran to think again. the video is here it's now even more important that europe shows a united front here we do not want an escalation but we want to keep using diplomatic tools. we know our limitations but we all agree that the more united europe is the better the chance we have of using dialogue to find possible solutions for. the sagal so it is you know. being united on all fronts was exactly what the e.u. leaders wanted to convey they swiftly signed a ten point blueprint for the blocks future vowing to work together through thick and thin i can state well think with concrete. their leaders have got their go rickly demonstrated that they want to pay for political with possibility not only for fingal event challenges but for the

european union as a whole fine and bishan is indeed but no concrete decisions can be taken until after the upcoming european elections and they may well highlight a europe riven by division over what its future should look like. yeah see if there is victory for those who want less europe if in tomorrow's european parliament no majority is possible with a massive lists and extremists then it is clear that we will have less syrup and we will be weaker for being disunited. as the e.u. prepares to wave goodbye to its current parliament its member states are more divided than the smiles convey up next is a tussle the new picks for the e.u. top officials at a special summit at the end of may. south africa now where the ruling african national congress is in the lead after the general election more than ninety

percent of the votes of now been counted but it's the a.n.c. worst performance in a national poll in twenty five years in government the vote is the first test of public sentiment since president cyril ramaphosa replaced the scandal hit jacob zuma last year. more on the election outcome let's cross over to adrian krishna our correspondent to standing by for us in cape town adrian what does this result mean for the african national congress there that means the downward trend for the a.n.c. continues ever since the election two thousand and fourteen the a.n.c. has been losing voters and this is the same situation right now and it shows that twenty five years after the a.n.c. got into power more and more people are not satisfied with their performance anymore look at the economy situation if you talk to young people here almost everybody is complaining more than every second young person in this country is
5:13 pm
unemployed many don't see a perspective and that is of course one of the reasons why the a.n.c. is losing voters however we also have to say that they still enjoy a comfortable majority the second after the a.n.c. has thirty five percent less votes then the ac ok so the a.n.c. is still going to be in power but it has lost support is this going to make it harder adrian for cyril ramaphosa to go for. so most analysts have before the election that up was on these at least fifty five sixty percent of the votes to really have a strong mandate to fight corruption within its own party and the way it looks like now you managed to get these mandates you have to remember that before him jacob zuma was in power under his watch corruption was thriving in this country in almost all levels of governance and come up with a promise to fight that he promised to tackle that many times before but now he has to act on it's and actually has got on those mind that by the people to really

react now africans are really waiting if you will walk his talk. about opposition parties in this election age or in this bill that brought some changes for then we saw quite a bit of movement there south africa as a whole is is changing what were all of these opposition parties likely to play moving forward well i mean of course if you look at the struggles that the governing party has you would have expected that the opposition parties can get a lot more votes this time around the strongest opposition party the democratic alliance did not manage that so they are still slightly above twenty percent but what is a bit worrisome is that some rather extremist parties managed to increase their voter base the for example the economic freedom fighters more than ten percent they call themselves a leftist ready kill party and the problem is a bit also that some of these party like the if are recruiting their voters should also among racial lines and this is really a problem in a country like south africa self declared rainbow nation and it's not only parties
5:15 pm
like the if there's also parties that are rather white still mean natives and that have a rather already killed ideas and you can see that they rather get more votes in these elections compared to the elections before so uniting the country will be a challenge for the government now there have been some complaints about the way this this election was run about the whole electoral process this time around how itself african authorities reacted to the allegations of manipulation. well so the police arrested twenty people for allegedly double voting they basically removed the ink from the fingers that you get after casting a vote and the police claims went to another polling station to cast a second votes but the electoral commission today claimed no this is not true we don't have any evidence that this really happened but this drama is not yet over because some of the smaller parties have protested they walked out of a meeting with the electoral commission today and said no we have to investigate

venezuela and to defend democracy and freedom soon there will be justice not just for us that those who are doing a bad things will be held to account the echoes of discontent also evident on the streets of caracas even amid fears of government reprisals. we're protesting but we're afraid there will tell you it's against as is they've done with the deputies and with. those they want to take prisoner. quantock why do said some vandals arrest is part of a government intimidation campaign. when it's only going to mean that what is the only tool they have used up is it was present to some terrible people the state terrorism to be clear. because that's what they were doing and sitting terror among the people who he said with are going to do. quite though has called for fresh protests on saturday but with his uprising flagging zambrano is arrest could demoralize the opposition and in bold and president nicolas maduro and his

of as being wealthy and fashionable but like many other cities paris has homeless people living on the streets one of them started using social media to draw attention to what it's like living rough and he soon collected more than thirty thousand twitter followers and got the ear of the city authorities it was the start of a passionate pipe for better living conditions for paris's homeless. christian college knows what it means to lead an insecure unstructured life he spent over three years hanging out with this group of homeless people at the plus sun mart in paris he used to have a well paying job as a samir but after his wife left him he developed a drinking problem and when he could no longer pay the rent he ended up on the streets and. this is one of the places i slept in but a few weeks later they installed these typically anti homeless barriers they're placed deliberately so no one can bed down here.

and the homeless barriers have popped up all over paris some in places where people sleep due to warm air from the metro christian reacts to them by tweeting with results. the city of paris had put in iron rods to prevent access you can still see the traces. they would have stopped people from being able to sleep there in winter when it's cold. i posted it on twitter and the next day the authorities removed the iron rods. and it is a good. christian began tweeting three years ago after his possessions were soaked by street cleaners in winter he wrote this is how the homeless are treated in paris within a few months he had over thirty thousand followers. in the morning to say hello to the planet and at night to talk about what was going on
