8:00 pm
through policies all these questions haven't played the important roles they deserve to play in this election campaign should be focused on climate and climate protection we also focus on the question how. is it from the analogous world and could still work in the digital world and these were 2 topics where we haven't given the answers in the c.d.u. that so those answers that would have convinced peter that the end of the day and that's what i'm saying here is very clearly somebody has joined this election campaign we've made mistakes that has to be sorry it's not tonight but i'm also saying that i was there to see their 1st but i'd say it's to the history of the party and with a view to europe and saying very clearly tonight i'm convinced that we can do better than we can get him in providing better on citizens and solutions of that
8:01 pm
are more compelling than we were able to show in the last weeks and months and there's one thing i can promise we're going to start tonight to roll up our sleeves to improve our position as a party to such an extent that i was raised to be determining power in a journey to be the power of the century so i feel that this is indeed an aspiration we're going to live on better than we're doing now let us celebrate martin that they start from tomorrow unfitted let's roll up our sleeves and start working for the future of germany and for the future of europe thank you very much thank you. oh yeah but if we had. to make. it seem was it something the sea is you. chairman and state premier of victoria i want to thank the. c.e.o.
8:02 pm
and see if you members it's not something that we can take for granted that the sea as you might like to get my job. you know didn't so we were hoping to hear from a man for addressing that's a meeting of c s u and c.d.u. party workers but we did hear from i grabbed a compact who is the leader of the party just took over the position from from the chance of a. political aide is our chief political correspondent. there was some there were there was a nod in there so the fact that things have not gone well we haven't got the final results yet but things have not gone as well as i might for the c.d.u. c.s.u. there was an odd but it came after what felt like 10 minutes but maybe it was around 7 in which she tried very very hard to put a positive spin on results and as we know these are exit poll results so the
8:03 pm
numbers can change in the course of the evening but in which she tried to put a positive spin on what is one of her party's worst results ever in nationwide voting on an election result in which it looks like up to $1200000.00 voters deserted the c.d.u. for the green party and on the result where essentially i think we are so seeing that the voters do not ascribe competence in that crucial area of climate to the christian democratic party and their bavarian sister party the c.s.u. she said we were focused on climate protection and digitalisation policy and yet clearly this resoundingly result for the greens is voters saying we trust them to make the kind of climate policy that we need and in fact the grand coalition has so far come up with a rather muddled climate policy for many germans much too complex and
8:04 pm
long drawn out to shift away from fossil fuels including most especially burning coal toward renewables people not convinced by the coalition's energy policy so i think what we heard there at the very end i would have wanted to hear much more emphatically and much sooner she said we have made mistakes but there was a whole lot of sort of business as usual spin that preceded that ok the german polls have been close so that what we're talking about now is the exit. poll results the actual results we won't hear for a few hours but they make pretty sobering reading for the main political parties just to clue you in c b u c s u they're at 28 percent according to these exit polls down just over 7 percent b.s.p. day the coalition partner has 15 and a half percent so they're down 11 more than that maybe 12 percent it's been
8:05 pm
according to the exit polls i keep having to stress this is exit poll data the green party is looked like being the big winners of tonight in germany 22 percent of the vote that's an increase of more than 11 percentage points when we 1st spoke about this linda cropp i mean the obviously there are others but we'll get we'll get to those when we 1st spoke about these. going to cry and i focus on the fact that the c.d.u. had not done as badly as they might have done and you pick me up on they say yes but it's not just about them it's about the coalition partners because if the coalition party if the coalition is question because germany is governed by these 2 parties then that's a problem for everyone it is can i just say one other thing about the winter before we before i move on to social democrats one winter here is also europe if you add up the votes of the greens the c.d.u. c.s.u. the s.p.d. . and the f.t.p. the liberal democrats you see
8:06 pm
a very resoundingly support for parties that clearly are pro european parties that have strong policies that would strengthen the european parliament so with all the worry about the rise of the far right what we do see here is a clear affirmation from german voters saying we believe that he party so to speak i have to i did argue at a time of the very by the leader of the european peoples party. and counted as a full head of the european commission not speaking to. the shootings in all haste this sort of task the use of tonight is. look at that the european democracy. is alive. we've received a lot of support in terms of voter turnout. not only in our country in germany. where people took to the polls and took their decision about the future of europe but the entire europe we've seen an increase in the waters with the turnout
8:07 pm
and this ship is important otakon for is this just enough and that's most important piece of news that is because the people on this continent decide on the future of europe and this also very clearly strengthens european parliament in the upcoming talks the european parliament is the last at the site where the interests of europeans are distancing being represented and it has to take insurance on the content and the personnel decisions that have to be taken on the european that is the 2nd. thank you only started into something and this context i also want to say thank you the competitors on the very fact that we offer top candidates having a live it. is something that is worth all the while and the germans have already pointed out to the fact that we have liked to see a better result that the union has since the very clear title to lead in
8:08 pm
germany and this has been made very clear during this election sunday. i mean we are going anywhere except in this leadership claim. and being the joint top candidate i want to thank on the great compound bow and marcus are to the council chairperson i want to thank each and smuggler natalie and i want to thank in many members. who fought out there and i want to thank them warmly because we worked as a team. the only way we can be proud of what we. i have achieved joint. history . thank you 330 and there is a certain point we promised ability or not stop it for the city you promised stability for europe and we're going to live up to that promise you i think the current forecast that have come in so far are saying that the
8:09 pm
send. it into the democratic center of european parliament is going to be weakened as a result of the european election and there is a stronger need that those forces who believe in europe who support your who want to lead europe into a good future that these forces summits are need to work together. firstly we need to show that capital to act we need to very clearly set us off from the right wing parties who reject your up and left wing parties who reject europe and at the same time. stretch an ally to other parties to work together. in the next jointly follower mandate in the european. if a parliament was if the coffin thinks the extracts and the e.u. will probably be the strongest parliamentary 0 and thus we will have as
8:10 pm
a stylist and then on to represent this senator with. the center which designs this collaboration with other parties and european parliament this is the task ahead of us or we promise to beijing next but the european people's party and the c.d.u. c.s.u. from germany are going to guarantee the stability for the next 5 years thank you have had them for you thank you very much. so you just heard from a man from. german that i mean he leads the european peoples party as they have sent to rights group inc and the european parliament he's likely he's one of the lead candidates to be the next to european commission with the european commission president with me here in the studio is going to create
8:11 pm
a chief political correspondent what did you make of what you just focus 2 things the 1st thing is that he opened with essentially what i was saying right before he started to speak saying european democracy is alive and well and i think that's right you know we don't have returns now from all of the other e.u. member countries that were in the final round of voting today but certainly we can see from the results here in germany from the result in the netherlands for example of a pretty resounding affirmation of the e.u. as a force that must continue we've also seen poll surveys of europeans in the run up to the elections in which a vast majority of voters in pretty much every member state said we need the e.u. the e.u. is very important for our daily lives even voters in poland and hungary which have a lot of issues of course with with brussels and its leadership but nonetheless citizens saying we believe in the e.u.
8:12 pm
and as we've heard several times we haven't seen that concrete number yet but turn out apparently has been high in member states all across europe that is also an affirmation of democracy that's point number one point number 2 interesting how we talked about reaching out to other parties because no matter what final composition we wind up with in the european parliament for sure these big mainstream blocs these big tent party blocks that we've had the european people's party the social democratic bloc they will not be as strong as they used to be together they used to essentially be in a position to pretty much steer european policy that's going to change. these parties the people's party the people's party block the munford comes from they are going to have to reach out to parties like the liberals parties like the greens that could make politics a lot more complex maybe also more interesting and i like that but i'm kind of thank you let's join our courage bravery who is at the headquarters of germany's social democrats who are also responding to these that exit polls
8:13 pm
a one of party has been saying. well andrea no this is the party leader of the social democrats speaking just a few most moments ago and said that this is extremely disappointing of course for the s.p. day this is a historic low for speedy the exit polls are showing them at around 15.5 percent at the moment stating them as the strongest party in a job over day andrea not a state party leader of the s.p.d. she has already highlighted the failings of the s.p.d. in the specific election saying that climate change and climate protection was very clearly the key issue here and she has vowed to push through the climate protection bill with the german government of course the s.p.d. is currently in the coalition government with merkel c.d.u. c.s.u. and they want to be the asset that they have actually are thanks climate change
8:14 pm
bill by the. media and of course we can see that as well from us some analysis of these things that the f.c.c. has a lot of. jumping back to the issue of climate protection for didn't say i was made to look some point 3000000 votes are going off and so this is something that is going to have to learn from this is just one issue for many months now to s.p.d. if not years even have been sliding down the polls they was even proto. it's within the party as well to not join yet another grand coalition the so-called grand coalition with merkel's concept and so the s.p.d. is really going to have a lot of thinking to do and of course they are also expecting more results later today as well from a state election in the city state of amman and that has actually been a s.p.t. stronghold for 73 years now since the end of world war 2 and that they are also
8:15 pm
expected to no longer be the strongest party they may well indeed stay in government there in the state of play in but they are likely to no longer be the strongest party so this could still have huge repercussions for the social democrats thank you know it would. take. them over the leadership level also for the german government. to take greater. aspirin a day that factor for now this is that the dublin news line from let's recap our top story based our projections in germany as a new election suggests huge gains for the green party which has taken charge of the 21.8 percent of the soaps that coming in 2nd after i'm going to macas conservatives. the c.d.u. c.s.u. last vote for it still matters to $27.00 maybe 28 percent of the results are really bad news for the mattress our coalition partners a house or 2 there are
8:16 pm
a few of the servile democrats they crashed. with just over 15 of office out of the fault so the 5 percent had the far right conservative agenda which is coming in at 10.5 percent. but as you've already heard farai populist parties are expected to be the strongest showing ever in the election to the european parliament it's a political phenomenon that's being felt everywhere across the book excuse me in opinion polls ahead of the election far right populist parties in 4 countries the u.k. and italy are expected to take 30 percent of their vote plus several of those partisan are trying to forge a united front in europe let's take a closer look. the cd come not to break you up but to remake it divided by language. meaning if you're late. united by popular people should consider breaks immediate did it start this economy is right and
8:17 pm
a common enemy is an example of. their europe's far right leaders and together they are appending decades of e.u. rules and norms laying siege from within. the man hoping to lead best parts workers populists at cities deputy prime minister macho salvini his hardline italy fast manifesto help transform his friend's party and to government material i know he wants to do the same across the continent by ending together ideological bedfellows promising to tear up the rules. for our objective is to finally be a force for government and change your government to bring your blood new hope a dream. for. his closest ally is marine le pen. the head of france's far right political dynasty she left him to
8:18 pm
campaign with a firebrand father nationalism runs in hard blood but now she's gone her own way. the french flag iraq for tots on the elites the e.u. and immigration in the past she called for funds to leave the union but has since you turned seeking instead the stripped back to be used power. so you don't longer want this european union that is spreading untried of globalization on europe globalization without regulation means having slaves manufacture to sell to the unemployed so. helping to banish the shackles of brussels is your. of the alternative for. many leading a party born in the chaos of the financial crisis but who found success talking about migration equal marriage and islamic extremism unlike the others they have threatened a day exhibit
8:19 pm
a german exit from the if the block fails to change it changed. a damaged will need to change direction otherwise bragg won't be the last exit. then there is victor or ban. hungary's proudly a liberal prime minister. has combative reputation recently and have the praise of a kindred spirit like me a little bit controversial but that's ok that's ok you've done a good job and you've kept your country safe in his youth helped tear down the iron curtain now he shows off the fences here wrecked it on europe's borders he and salvini have formed a friendship of late seeing themselves as manning europe's front lines. but you will mr sullivan he says that we need a new europe and i support his concept i share his view i too think that we need a new chapter. but the success of the populist insurgency may well come down to
8:20 pm
whether salvini can turn friendship into partnership. was noticeably absent when solving these populist gathered for a final rally in milan last week. the rain drenched crowd testament to the scale of the populist push back. the main attraction the man casting himself as europe's salvation at his back a rising tide of anger and resentment. let's go to jordan. thomas sparrow welcome thomas how. the league looking at this point. it is still a bit early to say phil because polls close at 11 o'clock at night so italy is actually the last country where polls close but from surveys that have been
8:21 pm
published in advance of this election it seems that my party will have a very big improvement compared to the election results in 2014 when they had around 6 percent of the vote and now they look as though they're going to be the top party in italy with around 30 percent but again it is still a bit too early to say and we have to see whether. those are the promises matters are being use of proposals right here in milan have actually found support from the voters who are still going to the polls here in italy. but i will let's take a look at how opinion polls before the election put the populist strength. as we can see 13 percent that's nearly a 3rd of all the target of voters tend to vote for a right wing populist party in the country thomas along populist party is in retreat we're. told they are in a crisis very tiny is not an exception when it comes to big traditional parties
8:22 pm
suffering we saw that in germany now and here it's also been the case for italy's pay day the same left of the social democratic party which actually won the european elections 5 years ago in 2014 they were the strongest party back then but now they seem to be suffering from some of the problems that other similar parties have suffered around europe namely that voters feel a certain disconnect with the proposals presented by this party and it seems that they have been punishing them in the polls but again this is something that we have to wait today in italy to see to what extent voters have been punishing pay day but we can certainly say feel that it's really again is no exception when it comes to the problems that big traditional parties from the center left or the center right have been. suffering across your. tom aspiring milan thank you. posing as make clear is that at 11 o'clock that i am the last to know clare's back
8:23 pm
to brussels now while we had joined the bureau chief max hoffman the european parliament welcome max. thank you phil and of course we have the 1st earthquake of the evening you've been talking about it all along the east of the social democrats in germany have lost many many votes and of course you have members of that party here as well in fact the group leader of the european social democrats is a german from the s.p.d. and we caught up with them our reporter katherine martin swan it's a reaction to that and here's the interview. ok. we have recent numbers right now in germany there is that why do week resides on the social democrats that's of course from the german a spade a this is a big disappointment tonight. when we analyze the new will see that climate change was obviously the dominant issue in the eye of the electorate we cannot
8:24 pm
blame a will voters for that because this is an issue of utmost importance and automatically obviously did turn to the progressive camp to turn to the greens might conclude relations to a crean call aches what is the lack of your agenda and this pain well i cannot see it if i judge it from the european parliament's point because we started it produces in this initial this and democrats one year ago where we say equality and say stay inability belong together and we have to perform better for that so we have the agenda here but sometimes the profile of the national parties does not mirror that to the extent vision we have this is of course an invitation for us well a camp to improve our profile and so once again. how come that your faith so significantly in germany right now we are young in this evening but still what is your explanation for that the problem of the day and the electoral does not result from
8:25 pm
just the day that is the longest standing produces we have you already tried to analyze the disconnection between the electorate in parts so so there is a disconnect and no there is not the total disconnection but we have to improve our connections and specially when it comes to a low profile but i do try to underline here sustainability and equality has to be our stand alone point where we can improve be concealing proof on national scale we're going on thank you very much. and we talked about that phil earlier one of the big questions of the evening is will the decline of the social democrats in europe continue and germany at least has given resulting yes i have much static here much hoffman in european parliament in brussels more from him later in the program so as we just been hearing in that interview everything katherine martinson european union has something of an image problem critics age from by faceless
8:26 pm
bureaucrats too far removed from the people whose lives they regulate but as the doubler's out of sophie bradley and spice that could be a misconception though admittedly a complex one. the european parliament the european commission the european court of auditors the european court of justice any piece brussels just ask book recs that the e.u. seems really complicated it's made up of 7 e.u. institutions and even more lower level bodies spread out over 4 countries with hundreds of buildings and for years travelling back and forth to make it even more confusing 2 of these institutions sound the same and that in the same building while having different functions the european council not to be confused with a conflict the e.u. which is also known colloquially as council of ministers confused yet tell me about it this complexity is one of the reasons why some experts say many europeans are indifferent about you politics one half of them didn't even vote in the last european elections but the e.u.
8:27 pm
and especially its laws are important it represents roughly half a 1000000000 people spread over 28 countries take that in for a 2nd dui doesn't just make a loss that affect these people from what they can buy at supermarkets to where they can live many of these lost also have an impact on the rest of the world think our culture food standards train agreements that are protection consumer rights climate change migration so let me break down for you how are you actually gets proposed and voted on who's involved and why it's so complex because of course there's a reason for that in order for 28 different nations to agree on common rules and regulations with everyone having a fair share in say a complex system had to be established they grew more and more so the more nations the union by design the e.u. was organized in a way to create checks and balances and make sure that no one not one country or institution or person has all of the power so when it comes to law making here's how that was done it all starts with the european council that's institutional gets to decide on the general direction and the priorities of the this is what the
8:28 pm
leaders of all your member states so think merkel says need together with the president of the european council currently this guy here and i talked to said. the political agenda of the e.u. next the political agenda passed on twitter you peen commission this is the main organization in the e.u. that proposes new lost both of them that's important it's another way of diverting power there $28.00 commission as its members they get so appoint one to represent them another measure to reinforce checks and balances. together with the president of the commission. these commissioners the bait which last they think should be passed once the commissioners have agreed on a law that like to propose it gets handed to 2 of the e.u. institutions the european parliament and the council of the european union these are the only 2 institutions within the e.u. but get to adopt most of the time together sometimes alone at the pence i told you it's complicated but walk you through it so bear with me let's start with the
8:29 pm
european parliament it's the 2nd biggest parliament in the world and it's the only organization within the e.u. where representatives or any peace i directly elected by the european people every 5 years each member state gets a fixed number of any piece proportional to their population their most important task is to debate and vote on last suggested by the commission from a ban on single use plastics to limit the bank of bonuses capping the price of mobile phone calls within the e.u. and the safety of secrets but here's the catch even if the any piece agree a law should be passed they go do it alone they do so in what's called a coalition with the council of the european union this is the institution where the governments of the e.u. member states have their say and defend their national interests the council is comprised of the national ministers of each member state for example the minister for environment agriculture and fisheries or justice and home affairs and the vast majority of cases a law can only pass of both the european parliament and the council agree it should be adopted why yep you got it checks and balances. ok deep
8:30 pm
breath you've almost made it to the end well done 3 more institutions to talk about there's the european court of justice basically the e.u. supreme court it's comprised of one judge from each member state i don't have to do the whole checks and balances thing again i think you get it by now right they make sure countries and e.u. institutions abide by your law there's also the european central bank which is based and frankford to symbolize its independence from political control and. there's the european court of auditors but both of these institutions deal with the money. i won't bother you with the tips so what have you learned today well that there are lot of you institutions in different cities with different roles and functions some said he had done that was proposed last of us what and then and others still make sure to being followed but it's this complex structure that makes it less likely that one country institution or person can become too dominant so it
8:31 pm
may be hard to keep up with who is doing and who is in charge of that's exactly the point in the end it's all about consensus and then times like these isn't bad an achievement in itself. is going to be a test later so you're paying attention as close here in germany on this friday 19 european elections are we now have projected results based on posh ballot counts chance but i'm going to hold conservative thought we see the new serious you taking the top spot at this stage 320 nearly 28 percent yesterday comes. just $58.00 and a half percent the environmentalist green party looks at taking maybe 22 percent the populist alternative of germany 10.4 percent the free market f.t. pay 5.6 percent of that labor party the left party also 5 percent leaving 13 percent for other parties in germany and they say european election once
8:32 pm
again those projections based on partial vote counts here in germany. that's. chief political editor mccain. c.d.u. at headquarters welcome back what's being said about the party's performance. well here everybody is very proud that the conservative city you part of angela merkel is the strongest political force they say that that's what they aim for that's what we heard from and if they'd come out on boa merkel success as c.d.u. party leader she said that that's what they aim for but they're still not happy they understand that this has been a kind of a down at the polls here performing way below those 34 point something percent in those last european elections so there is also. that the night will continue like this and that in the end the p.p. the european conservative block his top candidate months that we've also spoken to
8:33 pm
tonight will make them the strongest force which would be seen here as a clear mandate that he should also become the next commission president month of viva was very upbeat he's clearly still in campaigning boat say talking about a good night for europe a good night for democracy here and it has to be said that that looming concern of how strong the far right a if d.d. would be is a very interesting picture because they are stronger around 30 percent stronger than the last european election but also around 3 percent we can then in the last general election see in 2017 so it looks as if far right populism might have hit the ceiling here in these european elections this a long night ahead. you have to you they are challenging this cd you for conservative voters so is this the do you talking about a change of direction change of tactics responding in any way. but i mean clearly
8:34 pm
we had an attempt convo here address the issue of free. through a security angle and that can be safely read as a direct response to that concern that they might be losing get moved to the far right a if the talk of tough borders strong borders that's the rhetoric here and the rhetoric with the f.d.a. is fortress europe so you tell me where exactly is the difference in the end and in that terminology also amongst the greens which are also competition they're by no means a left wing posse anymore they're very conservative as well in some aspects so. i did come down but also said that some mistakes have been made that this simply wasn't good enough to see pretty much cuss out her own work for her ass she aims as she strives to vent she also succeeds angela merkel as german
8:35 pm
chancellor. one time it turned out that. this is d w news a lie from but then let's recap the huge story of deceiving projections in the general election just huge gains for the green party which looks like having taken that 21.7 percent of the folks that country.
