oh. to c.w. news live from berlin the e.u. leaders get set for a battle over who gets the blocks top jobs france and germany have clashed over who should become the next president of the european commission and germany's chancellor angela merkel this morning base may not reach an agreement at a summit in brussels today also coming up iran says that it is quote ready for war after shooting down what it says was a u.s. spy drone iran says that the u.s. crossed in the red line and raising fears of a military confrontation abducting between tehran and washington today. china's

president xi jinping arrives in north korea and is greeted by cheering crowds which ties down strains between the 2 nations she adored korea's kim jong un will take up the stalled talks on the doorstep deeply resent that. add to the woman's world cup in france scotland on their way home after a rash and bird against argentina has got to look certain to win until their opponents mounted a rolex and controversial comeback. i'm sorry kelly welcome to the program we begin in brussels where a huge leaders are meeting at this moment to discuss who should fill the blocks top job that's following last month's european parliamentary elections the most prestigious position up for grabs is the european. commission president
3:02 pm
a post currently has held by john crow dunker there's still no consensus on who should replace younger and the issue has created friction between the 2 leading nations france and germany. well let's take a look now at the top 3 candidates german chancellor angela merkel is back in conservative man for very of the center right european peoples party but it's unclear if they were will be able to win enough support from the other groupings in the parliament another contender is the danish liberal margaret to vestavia the e.u. competition commissioner known for taking on u.s. tech giant apple and google she would be the e.u.'s commission's 1st female president then there is current vice president runs to mons the candidate favored by the socialist and democratic group but he's unpopular with some eastern european countries who he has accused of flouting democratic values so let's make sense of this all we are joined now from brussels by georg mathis to tell us
3:03 pm
a little bit more about 1st of all the importance of this job market and 2nd of all why has it become so contentious. no sir i think on days like this where we talk about horse trading behind closed doors one should emphasize that of course the european reed union is run by e.u. member states they're the ones in the trying seat but of course when it comes to e.u. institutions the commission is the most powerful and to run the commission every e.u. member state is keen to place their person in that key position now when it comes to that top job it's always been contentious even jungle junko had enormous support from the european parliament for instance and from a member many member states there was some haggling 5 years ago when he was voted into that top job and it's no different this time and we know that the european parliament starts work on july 2nd big question as to who is going to be showing up
3:04 pm
for the top job when can we expect any decisions. a top diplomats told us that basically before that key meeting by the european parliament he is convinced that 100 percent there will be a person be appointed to that the european parliament then can vote on however german chancellor angela merkel when she arrived today for the summit said there's still many sticking points particularly emphasizing that process of the lead candidates a process whereby the european parliament basically picks candidates that then the council could select. for this top job let's hear what she had to say he didn't often don't have a list we'll be having an open and extensive discussions on this so it's possible there won't be any results in today from my point of view because it's not really a problem up to now our aims would be to get this resolved by the time the new
3:05 pm
european parliament in parliament and so that we can get to work straight away that means we still have a few days left on target science. so georg i mean we heard it there can there be a compromise. of course or a compromise could be a candidate someone like michelle bungay you know who is not been running an official campaign who is a frenchman so that would be good for me for my car the french president who's a conservative which would be good for center right german chancellor angela merkel but of course the problem is he's not the lead candidate and that is a problem for the european parliament which at the end of the day will have to vote will have to confirm a candidate that that is been chosen by a summit here in brussels and so it's a real. is the number of bargaining chips on the table because another 4 top jobs the head of the european council head of the european parliament the foreign political chief of the european union something like
3:06 pm
a foreign minister and the head of reed the european central bank are also to be appointed and those jobs could then be allocated so we have to wait for the entire package at the end of the day he will need to franco german deal in order to sort this one out. mathis in brussels thank you. now iran says that it is quote ready for war after shooting down a u.s. spy drone tehran said that the u.s. had crossed a red line by sending the drone into iranian airspace the u.s. has denounced the incident as an unprovoked attack it says that the drone was in international airspace the incident comes at a time of heightened tension between washington and tehran. the shooting down of the u.s. drone was announced on iranian state television they did not immediately broadcast any pictures of the attack but showed instead a file image of the type of drawing they said had been hit by an unmanned
3:07 pm
surveillance act craft he used the gathering imagery of large areas of land you know whether the commander of iran's elite revolutionary guard said they had destroyed the trend because they wanted to send a strong message to the u.s. high domain those who defend the border of the islamic nation of iran will react in a total and decisive way to any intrusion by foreign elements on our land what off our own. minds our borders how are our red line you know enemy that violates our borders and will not return and will be destroyed gandhi the commander went on to say that iran was ready for war but added that they did not seek conflict with any nation. however the incident comes at a time of increasing tension between tehran and washington at its heart the international nuclear deal which the u.s. withdrew from last year. this week iran said it was also no longer willing to abide
3:08 pm
by the terms of the agreement and could soon restart its nuclear activity. also raising concerns are attacks on 2 oil tankers in the gulf of amman. on wednesday the u.s. military presented more evidence it said linked tehran to the incidents. iran for its part denies involvement. the united states has also said it has no interest in fueling the dispute with iran but the fear is a military confrontation could happen not by design but by accident. and we're joined now by simon maybe a lecturer at international relations at lancaster university and you know simon as we've seen there tensions between these 2 countries they've been increasing for some time this development is that surprising to you. no
3:09 pm
particularly i think if we look back over over the past few months and particularly the past few weeks we've seen the both iran in the united states and also saudi arabia are all getting increasingly concerned about what's happening in the gulf that becoming more and more suspicious of each other and as a consequence it's hardly surprising that the united states would be launching these types of drones trying to get a better picture of water run is doing thinking that if it is provoking iran if it is putting this pressure on iran economically militarily politically then iran might lash out and i guess that would be the obvious thing to do to look at what iran is doing to try and get a sense of whether it is at that point of launching any type of attack but then of course iran would be on the lookout for this on the lookout for any penetration of its airspace and if there is any doubt about u.s. drones or indeed any drones flying into iran's our space right now given that it's on the defensive given that it's also politically charged that it would certainly do something like this and we have some very strong rhetoric i mean the country
3:10 pm
saying that it is ready for world war given that simon where do you go and i mean further escalation possible here. well i think your your little package just before you were you came to me did a very good job of summing all of that up in the sense that it's not necessarily that states will want war the danger here is that war will happen accidentally it's not in the u.s. interests for them to go to war with iran president trump has repeatedly said he does not want to commit u.s. forces more into the middle east saudi arabia doesn't necessarily want war but it's crown prince mohammed bin salman has said we are ready for war if it comes to it iran doesn't want war the iranian economy has been damaged massively by the economic sanctions placed on the state after the u.s. withdrew from the nuclear deal so it's not really in anyone's interests the pragmatic response is not to have a conflict here because that will be devastating for not just the states in
3:11 pm
question but also for the region and for international actors as well but the danger is that in this climate of increased risk increased instability increased fear that someone does something and it's perceived in a different way or someone does something accidentally and it triggers something and that's exactly what your package said and i mean you're saying no signs here of deescalation in fact the united states already announcing that it's sending 1000 more troops to the regions to sign it can you can you see either side here really backing down are they stuck in this game of chicken. i think that's probably a good way of looking at it the neither side can really afford to lose face here we know that trump is a booking on a presidential reelection campaign he's not warner for new ones really and his rhetoric use is bombastic he's not going to back down but neither can the iranians their fate their very survival is on the line they will not back down in the face of of the united states so it's not going to be a case of someone backing down from the other what it will take is
3:12 pm
a different state that they're for an organization stepping up and saying right we need to do something we need to mediate we need to have some diplomatic channels and we know that there are back channels open between the saudis and the iranians and various other actors but we need to know that they're open right now and that both sides the united states are willing to talk to one another because if not then we will see this game of chicken getting more and more dangerous asylum a ban from lancaster university thank you. thank you let's get a quick check of some other stories making news around the world german media are reporting that several of the country's politicians are facing death threats from far right extremists police say that this includes colognes mayor she was seriously wounded in $1000.00 tacked 4 years ago earlier this month a pro immigration politician was shot dead. chinese state media say that the former head of interpol the man. as pled guilty to accepting nearly $2000000.00 euros in bribes to later be sentenced the chief of the international criminal police
3:13 pm
organization banished last year while visiting china from his home in france his wife says that the charges are politically motivated. and at least 3 people are feared dead after a building collapsed in the city in northern italy the victims are thought to be a couple who lived on the upper floor of the 2 story building one other person this passed. sudanese protesters had staged an overnight rally in the capital khartoum as they pressed demands for the military to hand over power to a civilian government demonstrators called for justice for victims of a crackdown earlier this month the army is offering unconditional talks but protest leaders want soldiers to return to their barracks 1st. chinese president xi jinping is in north korea on his 1st visit to the country he was greeted at the airport by large crowds waving flowers and chanting slogans talks with the host kim
3:14 pm
jong un are set to center on nuclear weapons program after a february summit between kim and us president donald trump fails in vietnam. this is the 1st visit by a chinese president to north korea and 14 years and as you can see here we're joined by journalist fabienne crutch man who has the view from seoul safavian tell us she's been paying more reception there in pyongyang for him how are we to read this is this a sign that this will be fruitful talks between the parties. well they want to send a positive signal that we know the latest step according to chinese state media xi jinping wants to push north korea to get back to the negotiating table with the u.s. about denuclearization those talks are it is the only right now and he wants to basically inject those talks and keep them going to again but not at the summit this is also about the historic ties the knot korea and china it's just 7th and 17th 75 and
3:15 pm
you person of the diplomatic ties between those 2 countries 66 years ago they were fighting side onsite at the korean war and basically they want to send a send a positive signal they want to show that they have a close home honest heights and yeah that's basically the main narrator of that they want to convey to what's the international community how likely is it that they will be able to do so. yet a soul basically both have common interests north korea depends on china because it's their economic lifeline. north korea cannot survive without china they need diplomatic support and they want china basically because their stance in how they negotiate with the united states and north korea is actually willing to spend it on their own charms and that means 1st trust building and then partially giving up
3:16 pm
some of the nukes and giving getting some economic concessions by the u.s. well the u.s. once basically a one time deal that once you heard a north korea to completely do nuclear rice overnight you so actually can john then not being a new york state he wants china to basically a lot before him when he talks with donald trump later they will meet in one week at the g. 27 in japan what do you make of the timing of this meeting because we are just approaching the g. 20 summit for example. yeah i mean that's very crucial shina i think i mean the invitation to shooting thing to come to show young it's already very old and he accepted it now why you cause he wants some leverage to negotiate with donald trump she bought the trade war because donald trump needs china to back your strategy off met some pressure and so they have kind of
3:17 pm
a conflict of interest here like china says you have to collaborate with us on the trade war and then we can also a big queue up in the north korea conflict i think that's really crucial to understand the main signal actually this is what's us and i'm sure dumbstruck is closely watching the summit. and seoul thank you. you're watching news still to come on the program scotland are out of the women's world cup after their opponents argentina mounted a heroic and a controversial comeback. but 1st russians have been confronting president vladimir putin with their fears over falling income in the country's creaking health care system more than one and a half 1000000 people submitted queries for an annual question and answer session with the russian president broadcast on national television putin acknowledged the concerns over people's declining income but he said that the country had surmounted its worst economic problems since the recession of 2014. let's get more on that
3:18 pm
with emily share when who is joining us from moscow and who has followed the t.v. show for us and ali this round of televised questions it takes place every year it's the 17th time now why is it so important for the people of russia. well 1st of all as you say it is a tradition and a tradition always provide some sort of sense of stability but this show is also an important safety valve for people it's an opportunity for people to ask actually quite critical questions sometimes in a controlled environment of course on state t.v. we've seen this year as in past years as well that questions flashed up on the screen that people have texted in and for example this year i think twice we saw the question when are you bloody near putin finally going to leave office so an opportunity for critical questions in a controlled environment and there is
3:19 pm
a lot to ask when it comes to critical questions especially on the domestic front at the moment there was of course the unpopular pensions reform last year this year there was a v. a t. hike people's wages are falling prices are rising and putin very much seems to know that at the beginning in his opening remarks he talked about the most acute questions in russia as being health care wages and garbage now it's interesting that he mentioned that because that seems to be a response to huge protests that have been taking place against a planned garbage dump that could be constructed in the north of russia in the near the town of shias and my colleagues went there to find out more from the protesters let's take a look. human shields against diggers these activists have created a tent city and she's a town in northwestern russia authorities told them construction on
3:20 pm
a new garbage dump would stop but the arrival of a new excavator has spurred protesters back into action. we won't give up on she says will die if we have to the. florida law this is all and we won't give it up. and whenever the security forces keep an eye on things but they don't get involved and in the end the digger driver gives up. she's has achieved prominence far greater than its modest train station would suggest last year local authorities struck a deal with moscow to dispose of garbage from the capital. construction began a what would be one of europe's biggest landfills but residents wouldn't put up with it. private security personnel were brought in to discourage the activists but to no avail. instead more people joined the protest at the moment about 100 of them
3:21 pm
live in this encampment next to the site. the builders have also set up a tent they call it an information center stocked with colorful brochures full of promises that moscow's rubbish will be recycled the activists don't believe a word of it. here. and you know students will pick it up they say that the recycling plant will be built we have experience with this which is going to bury the rubbish in a 30 kilometer long trench. alexy gunny chav is part of a group that plants trees exactly where the construction crew cut down existing trees. it's a new good news that the 1st rule isn't just about this place it's about the way garbage is dealt with all over russia we're not just fighting for our regions because of people from other regions supported us in that we want to solve this problem all over the country not just here. with the program
3:22 pm
the landfill's financial backers say the possible environmental impact on the area is being looked at but environmental activists don't trust them. unfortunately for protesters the local rail operator has announced it will stop train services to she sed by june 25th activists will have to find another way to join the fight against moscow's dirty habits. of people in this fashion town and we thought there emily there clearly very unhappy about their situation there are also other domestic issues that russians are concerned about how is the leadership of president putin being seen at the moment. well surveys at the moment sarah show that trust in vladimir putin is actually at
3:23 pm
a long term low and is declining in surveys every month so far there was always a saying in russia people kind of said the czar is good and it's the government that is bad but that seems to be crumbling at the moment today we saw an almost taking sort of a defensive tone at various points he was citing average salary numbers and he said look to all you spectators who are saying actually my income is much lower than that i'm just citing average numbers to show kind of trend so almost a defensive tone from him this shows still does remain an opportunity for putin to kind of a wave his magic wand and remove people's problems we saw at the beginning of the show a fireman calling in complaining about low wages and putin said those will go up soon the question is whether people still kind of believe believe in that magic wand and in those magic capabilities and really sure when in moscow thank you.

thanks to the woman's world cup now and it was a nightmare and to the competition for scotland they enjoyed a comfortable lead over argentina but threw it away in the final 20 minutes of the game it means that the scots are heading home while argentina still have a slim chance of progressing to the knockout stage here's what happened. scotland didn't waste time taking the lead with kim little setting the tone with their 20th minute strike. scotland seemed to have things wrapped up at 3 nil thanks to an aaron custard volley in the 69th minute scotland well on their way to their 1st ever knockout round appearance in a major football tournament i put argentina responded less than 5 minutes later with me dagoes menendez's neat finish launching an improbable comeback. up 32 in stoppage time scotland keeper lead alexander period a late penalty to look the hero. but it didn't stand for the 3rd time in this world
