this is g w news live from berlin tonight after 3 days of marathon the goosey ations european union leaders have agreed on the person they would like to see as their new chief executive or so if an ally and germany's defense minister she has won the european union's backing and could now become the european commission's 1st female president but she is a compromise candidate and was certainly not the 1st choice we'll get the latest from brussels.
9:01 pm
i bring coffee it's good to have you with us it took 3 days of marathon talks but european union leaders they have finally reached an agreement on who they would like to see as their new chief ursula found alliance germany's current defense minister and a close ally of german chancellor angela merkel she has been nominated to become the european commission president now if approved by the european parliament underlying would make history as the european union's 1st female leader well who is ursula fun the lion we begin with this report. she's considered a close ally of german chancellor angela merkel ursula funday line german defense minister christian conservative and long time politician a medical doctor and mother of 7 funder line joined merkel c.d.u.
9:02 pm
party in the early ninety's she later headed the ministry of family and women before serving as minister of labor as germany's 1st female defense minister funded line aimed to revamp the armed forces but she's recently drawn criticism for poor management in the ranks several scandals including revelations of far right extremists in the military equipment failures and deadly military plane crashes have plate 10 year. a european at hearts fluent in both english and french as well as german funder line has long been seen as a possible successor to machall as chancellor or more recently as the next head of nato. european leaders have now agreed to choose her as the next president of the e.u. commission if the european parliament jindal says she would be the 1st woman to fill the influential post. for one of the story i want to take it too strong that is
9:03 pm
where the european parliament is located i'm joined by our correspondent max hoffmann good evening to you max we know that the parliament still has to confirm this nomination i mean that's where the final decision is can we say for certain that ursula fund a lion will she get the approval because we know she wasn't the 1st she wasn't the 2nd choice for this position washing. the european parliament brand in the last weeks on a daily basis said that they would only approve a candidate who prior to the decision was a so-called spits in county da that's the german word that everybody uses now in the brussels and strasburg bubble it means the lead candidate for a certain party that is presented in the european parliament and there really were only 2 of those one was funds to months the social democrat that was deemed to be the front runner over the last days and the 2nd one was monthly vevo was the
9:04 pm
official candidate of the conservatives the strongest party the european people's party in the parliament and also the party of i get a makeover the german chancellor and here's the clue also the party of fund and i and which is now the official proposal of the leaders for the commission presidencies self how will the european parliament now deal with a candidate that has not been a lead candidate you might get the conservatives on your side because it was a tough on that is a conservative but the social democrats will have a much harder time and so far what we're hearing from the social democrats is that pulls it off on the line is not acceptable all right so what happens if ursula fund a lion is rejected by the parliament. it's back to square one brant because it really means that it was for fun the line cannot be commission president you need the approval of throne and i mean that's why it's such a tricky process you need a double majority you need
9:05 pm
a majority in the council so that is the institution where the leaders meet that's in brussels and you need the approval of the european parliament right here in strasburg otherwise you cannot become commission president now having said that the vote will be in 2 weeks most likely and that means that there is still a lot of time to work those members of the european parliament and you can also bet on pedro sanchez for example so the prime minister of spain who himself is a social democrat having his own way of convincing those social democratic m e p's there was constant contact between the leaders in brussels and the any piece of the members of the european parliament here in strasbourg so somebody here must have said yes we think we can make that fly but it might take some time and you know if you would tell our viewers why has it been so difficult to agree on one spits and candida. well one of the reasons is right here in the city where i am a survivor which is where the european parliament resides because for the 1st time
9:06 pm
the 2 big parties the social democrats and the conservatives don't have a more jordi even if they vote in the same direction you need a 3rd party it's good probably to have a 4th party so right now you have a deal with the liberals which my call is the forceful voice of among the leaders and that's what makes it so difficult because you don't know if it's not enough to say ok social democrats get this and the conservatives get this you also have to take into account what the liberals want what in my view in my call the french president wants so that's one thing that's how you really have the legitimate party interests right there but the 2nd part is that there is a divide in the european union that is getting larger between poland hungary italy's so what you could call nationalists or populists and those who are functioning more in a traditional european union way and you can see that for example this new
9:07 pm
nationalist movement blocked funds to moments who was the social democratic candidate and who looked like the front runner in the last days or had next open on the story for us in straw spring france genine max thank you all right let's take this story now to brussels i'm joined by our correspondent teri schultz who need to use terry let's talk about why these jobs are so busy important tell our viewers i mean what's at stake here. well the president of the european commission has a huge amount of power this person will decide which countries get which post for the next 5 years that means who's going to be in charge of the economic policy of the e.u. who's going to take ahead the digital agenda who gets agriculture those are very powerful post and each country will name a commissioner to be chosen for one of those jobs so the president of the european commission is not only the face of the executive branch but very much the dealer
9:08 pm
who gets to decide what powers each country gets and the president of the european central bank that job obviously it has has an awful lot of influence over all the countries in the euro and that's why it was that's why there's been some criticism of the naming of madame lagarde because she hasn't been the president of a european central bank so some people have been saying does she really have the qualifications that said everyone who spoke tonight of course gave her their full confidence it is also very significant that both of these positions have been named as women it's true the german chancellor angela merkel she spoke about these nominations just a short while we take a listen to what she had to say. i think it's important to underline that we were able to decide and we create can emit it today it is important because this affects the ability of the european union to work in the future because we only have to give her a bit we all have to move but once again the european council has been able to
9:09 pm
furnish proof of the fact that it is capable of doing so and that. given the disparate conceptions in europe and amongst the various party groups and families and the various prime ministers i believe not to be an asset that we've been successful in doing just that fast the european council has proved its ability to take part and it's a terry there you go and the german chancellor saying that the e.u. proven its capability to take action but we know. you know the nomination for european commission president you know when the line was not the 1st choice she was not the 2nd choice she was the 3rd choice so is it really true then that the e.u. is as capable as miracle wants it to appear to be. well if if your basis for judging that is simply that they took an action sure they succeeded but if you look at the statements made by a man you mcclellan and chancellor merkel herself yesterday
9:10 pm
a manual clone came out and said it was a huge failure that that the credibility of the e.u. is being damaged by this process both mclennan merkel themselves said it doesn't look good that we're making these decisions bringing up names in a back room it's not transparent it's you know it's not the ideal way to give our citizens confidence in the decision making of the european union so it doesn't look good yes they had to take action tomorrow the european parliament is deciding its president and that put a lot of time pressure on these leaders they definitely wanted to have their decisions made by tomorrow to leave the names open for the european parliament to name their presidents tomorrow but i wouldn't say it's a proud day for any of them no matter what they say tonight and what about the image of the european union abroad here when people look at what is going on in the in-fighting we've seen in the squabbling in the just just the past couple of days i mean what message is that sending out to the world. well it sort of reinforces this view that you know what can you do when $28.00 countries get
9:11 pm
together with a bunch of different interests and everybody is fighting for their own candidates their own names their own sort of little piece of the pie and that's very much what it looks like here at the same time i think the names that have come out in the end of underlying is is well known abroad she's very well liked at nato where she's been you know a constant figure there as the defense minister christine legarde also has a has a good great deal of confidence from abroad i don't think so many people know just burrell as the as the foreign policy rep shall michel prime minister of a quite small country but i think the rest of the world will be satisfied with at least these 2 powerful incompetent women at the top and everyone will be relieved that the process is over at least for the next 2 weeks until the european parliament has its say. force in brussels thank you.
