appeal and he thank you so much for your insights that was mark given me a veteran e.u. diplomat and now a business scholar at carnegie europe well here in germany 9 people have been injured one seriously after a stolen truck rammed into cars police are investigating the incident as a possible terrorist attack the crash happened in the city of limbaugh the driver drove the truck into a line of cars pushing the vehicles into each other police have detained the driver of the vehicle who was also injured it wasn't immediately clear whether the crash was accidental or deliberate. are political correspondent and young is covering this story for us and joins us now simon what more can you tell us about this. yes terry as you say the police so far have been relatively tight lipped about motives they say it's much too early to speculate about that at
10:09 am
this stage it's unclear why this is happening and. they say they're investigating in all directions they collected evidence from the scene of this crash where these people were injured. media reports though have emerged this morning with some details about the man the d.p.i. news agency says that he's as a a syrian who's was born in 1907 he's baiting germany since 2015 and he has a limited residency status here and he was given 1st aid at the scene by policies by who reports that he used the word. several times we're also told that he hasn't yet made a statement to the police so the investigation is ongoing there are suspicions of terrorism but the police say they call that at the moment we've been looking at
10:10 am
some footage from the scene incident simandou we're seeing a number of cars on the on the road we understand that a truck was stolen ran into a series of parked cars injuring several people can you tell us more about the circumstances of this. well i had i don't know much more than that myself terry it appears that the man. apprehended or intercepted this truck when it was stopped to the red light he pulled the door open pulled the driver out and after a short exchange he's of the drove off with the truck why it crashed is one of the things that the police are looking into i mean obviously it's possible that he was stimpy attempting to steal a truck and lost control of it but as i say police at this moment really
10:11 am
speculate as to what happened. well simon here in berlin there was a rather infamous attack at a christmas market some years ago where a number of people were killed and that also involved a truck that was stolen in this case by a man who was perpetrating a terrorist attack that must have people in limbo very nervous. well one would imagine so because the memories across germany are still fresh of the 2016 christmas market attack in which 12 people a daw aide that was a. immigrant. you know the police had to have many challenges to apprehend as he became radicalized as they failed to pick him up before he carried that attack outside. if there is any similarity
10:12 am
here and i stress that we really can't say that yet that will of course alarm people across germany citing could you just please summarize what we do know about this incident force. well as i say the media reports suggest that this is a syrian immigrant he's been living in germany for the last 4 years he has a residency status here don't quite clear exactly was it appears that he. 3 got control of a truck he effectively stole it from the the driver of that truck and drove it into the center of lindbergh's a small town in the not far from frankfurt a mine in western germany and crashed into several of the vehicles and knowing people have been slightly injured thankfully nobody has been. killed
10:13 am
in this incident and police are investigating simon thank you very much for now we'll be coming back to you later that was our correspondent political correspondent simon young there and we'll be bringing you details any new details emerge on that story thank you simon now to some of the other stories making headlines around the world today iraq's president barham sali has condemned attacks on protesters and journalists during a wave of anti-government unrest were earlier the government acknowledged that soldiers had used excessive force against demonstrators more than 100 people have been killed and 6000 wounded in a week of demonstrations against corruption and economic mis management. brazilian police have opened an investigation into possible criminal activity surrounding an oil spill off the country's northeastern coast oil slicks polluted beaches over the weekend and cleanup efforts are now underway country's coastal region is renowned
10:14 am
for its sandy beaches and it's popular with tourists. hong kong's chief executive has not ruled out asking china's military for help in quelling the territories ongoing unrest for months protesters have staged demonstrations over what they see is growing influence from beijing over some of the top of us hong kong but the protests have often turned violent our correspondent in hong kong mathias bollinger as looked into why businesses have also become a target for demonstrators. protesters attack a china mobile in the past few days dozens of businesses in hong kong have been vandalized during clashes protesters often talk of companies from the mainland such as the state owned telecom providers the big chinese banks and other industries tied to the beijing government. but there are less obvious choices like this famous u. s. coffee from. starbucks has been one of the top targets this one has been vandalized
10:15 am
twice 1st they trashed the entrance then and then next day the company set of these wooden paulose to protect it and then the next day to protest this took down these panels and continue trashing this shop it's not the hand corner where i used to read your fire crews outside of nature and frustrating at this time this consequence is that it is due to the government which it is now this century the citizens. in online groups protesters post messages explaining their choice of targets hong kong starbucks branches are run by their local cager a mix seems the company drew the wrath of the protestors when the fall and his daughter how the speech at the u.n. human rights council denouncing the protests it seems has distanced itself from her statement saying she holds no official position in the business but to no avail the
10:16 am
logic of conflict has reached tongues business is between the eye of the protesters and repercussions on the chinese market many of them are facing a tough choice. for this starbucks crunch the only thing to do now is to renovate and hope that they will be targeted at the time. and he is pulling a reporting there well european union interior ministers are meeting in luxembourg today to discuss how to deal with migrants arriving across the mediterranean sea countries including germany france italy and malta have already agreed to accept a share of migrants rescued at sea now they want other e.u. states to join in a new voluntary resettlement scheme according to law asylum seekers must register and stay in the country where they 1st landed that has put enormous pressure on mediterranean states so far this year spain has received more than $20000.00 migrants italy almost $8000.00 and greece over $40000.00 migrant arrivals are
10:17 am
down by 30 percent this year but when boats do arrive europe often struggles to respond it's hoped that today's meeting will deliver a solution. it was a moment that changed the debate around migration to europe 31 year old cow hole that had forced her rescue ship carrying 40 migrants into the harbor of italy's lampedusa island she was arrested for defying italy's ban on private rescue ships entering its ports as it stands when an aid organization rescues migrants in the central mediterranean e.u. countries are forced to scramble to allocate the arrivals among themselves both italy and malta which lie close to the north african coast say it's unfair that they have to accept so many of those who come to europe shores at the end of september interior ministers from italy germany and france met in malta to discuss the way forward they agreed on a mechanism to automatically distribute the migrants who arrive by boat. was the
10:18 am
people who come to shore must be distributed they can do a security check at the point of a level 3 interviews but they can't process all their asylum claims in such a short time not if we want to comply with the law that must be done in other you countries as well somebody like germany or something now germany france italy and malta are hoping to convince other e.u. member states to sign up to the migrant resettlement scheme. hoffman is in luxembourg covering that meeting for us max the ministers are seeking agreement on how to deal with migrants crossing the mediterranean tell us more about what's on the table. it is that multis relocation mechanism which is automatic which changes things because before that it was not automatic and they have to had to haggle over every ship now the problem with this mechanism is that so far only 4 countries have agreed to participate in it germany
10:19 am
italy france and malta and if you do the math that gives germany a pretty large share of those refugees so far about a quarter of those that are rescued at sea so 25 percent it sounds like a lot and will see a hole for the german interior minister got a lot of criticism because of that in german and many but if you look at the actual numbers it's not that much the interior ministry is operating with 225 refugees taken up by germany so far so it's no wonder that policy holder upon arrival here in luxembourg said that this discussion in germany was shameful given the very small numbers of the e.u. member states have been deeply divided on migration policy over the years what are the chances that the ministers will actually reach a consensus on what's being proposed today you know you have to remember it's very limited in scope what they're talking about this this relocation mechanism
10:20 am
it's only for the central mediterranean route and it's only for those that are rescued at sea so you would think that it wouldn't be that hard to convince other countries to participate in that and that's exactly what the policy holders of the german interior minister is going to try to do here today in luxembourg but it doesn't look good he didn't sound too optimistic when he came here he managed expectations we know that some countries are ready to help for example portugal or the baltic states right now so we don't expect any concrete agreement here today. tell us max why is just the central mediterranean the focus of u.s. troops to deal with migration right now and there's far more pressure in the eastern mediterranean because it was the one that caused the most headache in the past months really because as i mentioned in my 1st answer every ship that arrived there was that they needed to negotiate where it could go because with the old
10:21 am
italian government they just wouldn't let those ships disembark in only in malta didn't either so there was a lot of phone calls over the weekends and they were just kind of fed up with that and said for that little number for those that produce number of refugees we are talking about we can have an automatic mechanism but you're absolutely right the eastern european states like greece or bulgaria or also cyprus are dealing with much larger number of refugees and that's why the ministers of those countries today here are complaining that they're not in the focus of attention and by the way it looks like that's going to change with the migration numbers ramping up in that area max thank you very much for filling us a match off on there in luxembourg. now the battle of stalingrad is widely seen as the turning point in world war 2 in europe
10:22 am
it marked the moment when soviet troops halted nazi germany's invasion of russia and began driving the german army back across europe to honor this victory russia constructed one of the largest statues in the world near the site of the battle but 50 years have taken their toll on the motherland calls an unprecedented renovation is now underway to restore the statue to its former glory. a cool to arms against the heat last army a cry of victory of a nazi germany. the motherland towering at $85.00 mi thomas commemorates world war 2. the view from up here is breathtaking is the coal stocks the tallest in the year up and it's reconstruction now here in volgograd it's in the most extensive reconstruction it's meant to be and has had its unveiling in the 1967. the monument has

is a model and kohls is still covered by scaffolding but the 2 will be unveiled in time for the 75th anniversary of the soviet union satellite victory of a nazi germany. returning now to our breaking news story here in germany 9 people have been injured one seriously after its stolen truck rammed into cars police are investigating the incident as a possible terrorist attack the crash happened in the city of limbaugh the driver drove the truck into a line of cars pushing the vehicles into each other police have detained the driver of the vehicle who was also injured it wasn't immediately clear whether the crash was an accident or deliberate. our political correspondent simon young is following the story for us simon what's the latest. well
10:26 am
there is a statement from police in the state of hassoun the where the city of limbo is located saying that the police are saying that they are in the hot phase of their investigations so i think we can assume that investigations are still going on as we reported earlier the police have said so for them it's far too early to speculate about the motives behind face attack here if that is what the these are rather than an accident. a but that's something that's also incidentally been confirmed by the german interior minister holds the hope he's been aust to describe this incident and he said it's too early to give an answer to that so many unanswered questions at the moment but what has emerged a some more details about the chief suspect ok well tell us about that then
10:27 am
tell us what we know regarding that the chief suspect in this in this incident. yeah reports from the d.p.i. . agency germany's main internal news agency which says that the man got control of this truck and then apparently lost control of it. is a syrian immigrant to germany born in 1907 he's been in the country since 2015 and was living here wade protected migration status in other words he was and still recognizes a full asylum seeker. but because he's come from syria he's he's 1st of all been allowed to stay. and reports that he was given. the same he was injured in the crash therefore by pauses by they report that the
10:28 am
wood i lost several times and the other thing we were told about him in the media reports is that he hasn't yet made a statement to police. and you know that is what that is what police are trying to take to get to now to to understand want what has happened. ok so someone who has in syria who has been injured crying out. with his injuries may not be reason for suspicion but it's not clear exactly what happened as you point it out or at least what the motive of this was whether it was an accident or whether it was deliberate until that has been cleared up people in the town of limbaugh will be rather nervous. yeah i mean i haven't had a chance to speak with anyone. but clearly the small town it's a town of about $35000.00 inhabitants not far from
10:29 am
a mine in the west of germany. being clearly. daily life there has been turned upside down since this happened on monday morning i think people are focusing on this and. recollecting in particular the 2060 truck attack against a christmas market in berlin in which 12 people died in that was subsequently shown to be a deliberate terrorist attack an islamist inspired attack in the killer was on the run for several days and to be spawning apprehended in italy and short days . but as you say at the moment it's pure speculation to draw any link in terms of motive with what's happened. but the use of
10:30 am
a truck or the involvement of a truck and the fact that you know innocent civilians have been have been injured mercifully not killed in this event will inevitably bring that idea to mind and obviously what's emerged in these reports about the background of this suspect does you know will lead people to least think that there could be a link but as i stress police is saying eighty's too early to make that speculation ok but police have not ruled out the possibility that this could have been a deliberate attack so again for reasons you just mentioned the people of i'm sure are quite nervous so can you tell us simon whether there was any reason to believe that a terrorist attack which is what some people are speculating about could possibly
10:31 am
be carried out in the border is there any reason to believe that limbaugh itself would be would be the target of such an attack.
