the economy is still reeling from all accounts unsupplied booked. this is business africa. has welcomed. young educated africans are risking everything to start new lives abroad because they have been failed by their god. ns put them on the policies that is the key message from a new un survey of almost 2000 people published today reporters called scaling fences and is focused on people who entered the europe irregularly but were not looking for humanitarian protection almost half of them had jobs when they left africa and almost one in 10 were unrolled in school compared to their peers at home they were better off and more highly educated so why did they risk the perilous journey to europe well of those who were working in their home country only 12 percent said and enough to be able to say for the future the study's authors say

many migrants felt they had to leave africa to fulfill their ambitions their experiences says the report can be taken as a collective plea to their governments to set the level of creativity ambition and pace of africa's economic transformation and social political development higher one of the findings of that study we have mentioned is that only 2 percent of these african migrants say they wouldn't have left had they been more aware of the dangers of irregular migration so what is it that drives these young bright africans to take such a big risk in heading to europe a little earlier i put that question to hakim steiner he's the head of the united nations development program who commissioned a commission to study. well in the report scaling the fences that we have presented today we tell that story through literally their own voices this is the core of this report 2000 interviews with irregular migrants to europe and the story

as always it is more complex than many people believe it to be 1st of all we find that amongst those who do with leave their countries are not always those who are considered the extremely poor in fact they are those who have some education some possibilities and above all an aspiration to do more with their lives to have hope about other opportunities so yes economic poverty drives migration but it is combined also with the ability to actually move on and to look for opportunities elsewhere and to some extent all sort of its 1st sentence of ambition exceeding the opportunities in their lifetime for the development and personal success in the countries we're talking about these opportunities you said slightly better educated more intelligent but does not mean that they can stop working in europe on arrival . well to some extent that obviously is not the reality so many regular migrants initially struggle to find their feet but yes in due course many of them

are able to work i mean women often in the health sector in cleaning and other such jobs that are at the lower end of the jobs market many of them find their way in the construction sector the farming sector often at that wage disadvantage but you know at the end of the day being able to have that job allows them to also send money back home and this is very often a factor that will keep them 1st of all in europe and over time we found that those are actually able to make a living also more likely to return to their countries which is another surprising finding. the group of people we're talking about here are not leaving their countries to escape violence and persecution they simply want a better life understandably so what kind of african countries now do to convince these educated and vicious people to stay that desperately needed a home on the. well this is a story of transition and development that in all our countries have experienced it and what i think is perhaps in part different is that the number of young people

today in africa is growing very fast you have an extraordinary young population and the prospects of being able to utilize all the possibilities of 21st century technology and life so seem very remote and these are not the sort of people that are either wealthy or you know are privileged let us be realistic living on $260.00 you know as an average income is not exactly something that will give you the perspective of having succeeded but what we're also looking at is really that in the development of cities and also in the national and international programs that are being put in place we need to focus more on units we need to accelerate job creation and we need to accelerate also the capacity of young people to contribution more actively because many of them do lament also their inability to contribute to the broader political and social life in their country and therefore you know getting up and going somewhere else becomes a way of also creating your but unit is so it's an economic dimension accelerating
