climate change and to reform tide accusing us in a little getting it straight to the community. the last time water levels rose this high was in november 1966. partners wasted no time using whatever they could to clear the deluge. others tried to salvage their goods. one biblical looking figure emerged from the icy waters in front of senate nonspecific. but there is plenty of anger here the morsy system to protect vanish from high water has been continually delight. she added for the movie they've been on it for 10 years but they've done nothing it's in total neglect just doesn't work and it's the only $6000000.00 euros in italy unfortunately it is our politicians are all thieves we should all be in jail

in a deep to eat got in. touch locals take in the aftermath city officials say several key historic sites have been damaged. there's as people are prepared for a 2nd day of high water. and we can speak now to julio bulbul he works at the venice institute for the study of the history of the resistance and contemporary society an institute that is now endangered by the floods julie i thank you very much for joining us give us an idea of what you've been seeing there in venice how dramatic is the situation where the situation we were expecting seriously question yesterday about the belief that we'd be doing tonight when we got a storm right in the moment in which maximum tide washed i mean so we can't we've got these heavy storms with. one more than $100.00 you know nikos per hour and that was the final straw. we got to the 2nd tide that the highest tide that reported
1:05 pm
recently and i can tell you that at some point that it was looking really bad i could tell you perhaps you could stop it just in time because at some point the storm coming down to be turned out of their water to go down otherwise i think it would have even exceeded the maximum of the 1965. and more rain is expected julio i how worried are you about your institute and where you work could this be affected as well. i can tell you i didn't laugh last night because i was really afraid of what was the situation here because we don't have all of the library here but we have been archival he is a unique and he's talking about this the story of resistance in the 20th century in britain he there are no other cars like this one and he's in the center. as soon as the island where we are separated i thought i learned from the band he's called to decca as soon as the public transport was connected again they came to see and
1:06 pm
we were in iraqi. waters started just a few centimeter from there was the interest of the archive but i can tell you it was a close call it is a metaphor of how dedicated these c.e.o.'s are and how. how the situation was a bad handled that not in the last 20 years but in the last 50 years nothing changes the biden 166 that i can tell you that you said this is being handled poorly i mean what do you think of what the city what authorities there have done to prepare for situations like these. it is a bit difficult to summarize in few moments but i can tell you the project that the supposed to protect the grannies. and oh i see it was broken really gaining because nonis grow there were a lot of a lot of doubts about that the city council of bandits protested to the last moment in which it was possible pretty park to have an alternative to that and it was
1:07 pm
because any kind of objection with the play by the federal government now what we got was a lot of corruption and the system that is not working that's what we got after 55 years all right julio bubbles and that then is institutes of study of the history of the resistance and contemporary society thank you so much for joining us here on . fell in bolivia opposition senator unit on yes has declared herself interim president after the former leader if in what alice resigned the constitutional court has indorsed on yes even though there were not enough lawmakers present in congress to appoint her what alice has gone into exile in mexico he's accusing anya as of instigating a coup. i. yes we heard the levy is off position chance the presidential palace is finally there is after 14 years but in the most controversial of circumstances. and yes has bitterly opposed
1:08 pm
the country's ruler since she entered politics over a decade ago now the senate vice president has declared herself the next in line to the presidency. thank you to everyone in bolivia fix heaping faith i promised her a tan democracy and stability to build the fia. but how the new has come to power democratically moments earlier she made her constitutional case bubbles put on this is that you know. with the ruling party boycotting the national assembly she told opposition lawmakers that she had to step into the breach and take the president i actually i assume the state presidency immediately as specified in the constitution for me. but longtime leader evo morales a shadow still looms over events at home but alice is no in mexico where he was
1:09 pm
granted asylum after he resigned from there he is continuing to reel against his removal from power her out. on twitter morales quickly responded to and yes his declaration writing. the sneakiest and most nefarious coup in history has been completed a right wing coup mongering senator has proclaimed himself president of the senate and then interim president of bolivia a former president told the news that morales is after a legit vote rigging was necessary in order to save democracy. and that i will leave you the lesson bolivia will learn is that a government that takes a step outside the rule of the law must be condemned by the bolivian people and the international community because when you allow the 1st violation the 2nd and 3rd come to and they grow they become a snowball. and yet morale is still has

support especially among the countries poor indigenous communities. they've responded with anger and yes his declaration less than a month after contested presidential election plunged the country into chaos. only seems to be escalating. now to some other stories making headlines around the world violent protests have again broken out in the chilean capital santiago left of the national currency the peso dropped to an historic low weeks of mass street protests have plunged the country into crisis protesters are demanding wide ranging social reforms and they want president sebastian pinera to stand down. donald trump is facing the biggest challenge yet of his presidency with potentially explosive televised impeachment hearings due to open later today democrats are seeking to prove trump abused his office by seeking ukraine's help for his 2020 reelection
1:11 pm
campaign trump insists the inquiry is corrupt and illegal. israeli tanks have moved in along the border with gaza tensions have risen since an israeli airstrike killed a palestinian militant leader officials in gaza say the death toll in the latest escalation has reached 12 a barrage of rockets has been fired into israel in retaliation and paris is marking the 4th anniversary of the islamic state terror attacks that killed more than 100 people ministers and the city's mayor laid wreaths and remembrance of the victims jihadists target the bot the clan concert hall as well as bars and restaurants near the national stadium. students from mainland china are leaving hong kong saying they're being targeted in escalating protests against beijing's influence over the territory local students at hong kong's chinese university have armed themselves with weapons to keep police off their campus last night police and students cost for control of a bridge near the university
1:12 pm
a police chief has warned that hong kong society is on the brink of a total breakdown. let's bring in correspondent he's at the bridge leading to chinese university where protesters have a set up barricades how much yes bring us up to date on what's been happening there where you are. well as you said this is the bridge that enters the campus and this is the bridge where police tried to enter campus yesterday which led to these clashes protesters have set up barricades here they have barricaded all the entrances to this university now this university is different from other universities in other parts of town in that it is in a hilly area and there are very few access points to this university so it's very easy to block off now the campus is under the control of the protesters that they are preparing for the police to return so they have set up not only barricades but
1:13 pm
they've also prepared hundreds and hundreds of knowledge of cocktails and weapons to counter the police if they were to enter but i in my opinion it's all it would be very difficult for them already for the geographical layout of this university and there is also now an injunction in court pending where the student unions have asked an injunction that would prevent the police to enter university campuses without. permission from the university administration this is what has been the practice in hong kong and this is what the what why the east is east attempt yesterday to enter the university lead to these clashes because they thought it was a breach of the rules that were headed towards the students thought it was a breach of the rules that were existing just like this are there any efforts at the moment de aska late in the situation as it seems to grow ever more violent is there any end mediation happening between hong kong leadership and these protesters
1:14 pm
. not that i know yesterday there was an attempt by the president of the university into new goshi it with the police and the approach between the police and the protesters demanding the produce police to retreat from this bridge and then the protesters would have to a promise that they would not throw anything at the police in the direction not at the of the police but when he was still talking to protesters police advanced already and the protesters were continuously throwing stuff so then clashes erupted and this was by far the most violent clashes that i've witnessed since i have been here in hong kong reporting from the very beginning of this movement there were hundreds and hundreds what he said today $1500.00 rounds of tear gas fired in the whole city but a major part here in its 2nd set was it was really a fire so this is of course leading to an escalation and the government has made
1:15 pm
clear it is not intending to give in to any demands not what negotiations can there be if the government says that all of that getting into the demands what would be wishful thinking so i don't see any effort by any side to solve this in negotiations and there's nobody no neutral instance who would be able to do this at the moment considering that also everything the government negotiates needs. to go from beijing. correspondent to ts filing a report in there with the very latest from hong kong thank you now electric car maker tesla will build its 1st european factory on the outskirts of berlin c.e.o. elon musk says he chose germany because of the country's reputation for engineering expertise here's more on the big announcement. the location couldn't have been more apt clutching his award for the tesla 3 he learned musk broke the news.
1:16 pm
that evening was the last it's like that here we've decided to put it as they get a fair create. the presenter was lost for words. the new factory will create 10000 new jobs but senator for economics was swift to express her delight those who have vision come to berlin welcome tesla tesla already has a gig a factory in shanghai shown here it's roughly the size of $120.00 football pitches soon around half a 1000000 vehicles will roll out of here each year the complex took just 12 months to build a record the berlin plant will be a similar size it will specialize in the compact s.u.v. model y. and producing lithium batteries the factory itself will be close to the city's long planned new airport referring to the now 11 year construction period for that musk
1:17 pm
tesla would certainly be stepping up the pace. rob watts from date of you business is with us for more on this story hi rob why here why germany berlin is it really just engineering expertise but i mean that is a big part of it made in germany label is much coveted but also germany has perhaps the best established car making industry in the world and the infrastructure here works well for a company that wants to distribute numbers of cars around europe the regulators know how to deal with big comic is but that is also this aspect of the fact that the german government is supportive of comic has and is very very keen to become a hub for ema billeted it's promising money to companies to produce electric car batteries something that tesla will doubtless want to try and get on board with we have heard from the german economy minister on that he said he has not spoken to
1:18 pm
tesla about any potential subsidies or anything like that but it does seem as though. the german government is going to be very open to having tested here they've described this as a great success for germany in that test when it does come will be treated like of the comic is here what's the timeline here when with this factory actually be up and running a one what will it be producing well you know most was a bit thin on the ground in terms of veto but he did say that in the past test that house sets targets of juicing in europe in 2021 now that seems like it's going to turn around but tesla has just built another factory in shanghai and it's still not in less than a year so that timeframe is possible in terms of what it's going to produce well it's going to be making the electric batteries it's also going to be making the cars themselves a long musk says that it's going to start with its model why cop attention a bit later it was dot's developed the model 3 here is well in terms of volume we
1:19 pm
don't know exactly how big this factory is going to be but report seems just that we have some of the sites that i want to shanghai the time i just mentioned and at its peak that's going to be producing half a 1000000 vehicles a year while impressive he mentioned that germany has this huge established car market and you must really is throwing down the gauntlet here he's bringing this electric car battle to you know their home turf i mean what are german car makers think of it is that her and you can imagine that feeling a little bit nervous about a big maker like tesla arriving on that doorstep with cars being made here in europe is going to mean for consumers the prices potentially come down and it is a another competitor but we can look at this another way we can see this as a positive for the german car industry and an innovative company like test arriving here is going to give the industry here the push to modernize that his it has very much needed and it is going to push the likes of b.m.w. feet over you and miss avies benz to really get going with their electric
1:20 pm
complements because at the moment they're not as far ahead as they might. like to be all right might jump start that a little bit elon musk has been known in the past to over promise a little bit is there any reason to doubt this announcement yeah i mean as you say he has been known to exaggerate for example things like when technology's going to happen and how many cars he's going to be able to produce however again we look at the shanghai example and we see that the promises that he's made in terms of the time scale that have been met however there is some concern over whether or not that plant is going to be able to produce as many cars as he says it will so skepticism always all right rob outs from d.w. business bringing us up to date thank you very much. if you're watching do the news still to come on our show we meet an indian boy who wins this one in competitions even though he lost his arms in an accident with his family support is now aiming for the 2024 paralympics. but 1st kenya's president
