this is d.w. news why but from berlin the most powerful woman in washington says the time has come to begin drafting articles of impeachment against president. al speaker nancy pelosi says the president's actions struck at the heart of the u.s. constitution and that lawmakers have no choice but to act democrats are charging that trump abused his powers by pressing ukraine to investigate trump's leading political rival also coming up tonight the pacific island state of some of those into lockdown as

a curious alchemy emergency mass vaccinations against measles it's part of watch the world health organization says is a collective failure to confront a worldwide surge in measles cases with children bearing the brunt of the suffering and french public sector workers at the stage one of the biggest national strikes in decades the protest against pension reforms calls for widespread disruption to transport network schools and hospitals some of them have turned violent we'll go to paris for the latest. i'm off to our viewers on p.b.s. in the united states and all around the world welcome tonight the speaker of the u.s. house of representatives nancy pelosi says she is ready to draft articles of impeachment against the president. the announcement marks the culmination of months of
9:02 pm
inquiries into whether president abused his office in his dealings with ukraine now he's accused of having used military aid for key of as a weapon in exchange for an investigation into democratic presidential candidate joe biden speaker pelosi says that trump's actions are threatening the heart of the us constitution the president has engaged in at least the power undermining our national security and jeopardizing the integrity of our elections and actions in defiance of the vision of anders and the oath of office that he takes to preserve protect and defend the constitution of the united states sadly that with confidence and humility with allegiance to our founders and a heart full of love for america today i am asking our chairman to proceed with articles of impeachment i commend our committee chairs and our members for their
9:03 pm
somber approach to actions which i wish the president had not made necessary when you could definitely hear the sadness there nancy pelosi is voiceless take the story to washington our correspondent. is in washington good evening to you pablo so what does this announcement mean right now for u.s. president all drawl. hi brenda love's it's not good news for president trump you wouldn't get that impression that from the series of tweets today but before we get to that what it means now is that the process is moving forward quite swiftly what's going to happen is that the articles of impeachment are being prepared it's expected that they'll be debated next week by the judiciary committee and then what will happen is that it will pass on to the house of representatives where they'll be voted on by the members of congress and then it's
9:04 pm
expected that they will be approved and they'll be passed on to the senate for the impeachment trial which should take place in january of next year so you know in a matter of weeks we're talking about here this is happening very quickly and what could the president be impeached. what at the moment you know it hasn't been obviously announced what exactly those articles of impeachment will be but we do have some pretty good indicators considering you know the investigations which have been taking place and also some of the language that's being used just by you know even see there one of those articles could be abuse of power by president trump he put his own personal political gain over national security bribery is another one that could be amongst those articles referring to the withholding of $400000000.00 of military aid which had actually been approved
9:05 pm
by congress already and another one is obstruction of congress so you know we're talking about a very serious articles of impeachment terror but like i said president trump is defiant. in. the us constitution dictates that this impeachment proceeding begin to take place. for the united states. what about the republican party has there been any reaction from the party concerning weird this is go here off to the right i mean obviously from the democrats you mentioned there for nancy pelosi it's a good representation of the feeling amongst them it they say it's a very sad day but democrats and in particular i think what we need to do is focus on the president front of mention that now as for already a couple of times what his reaction has been it's defiance and i'm going to read
9:06 pm
some of what he said and his series of tweets and he said they already they referring to the democrats gave up on the ridiculous miller still they hang their hats on 2 totally appropriate perfect phone calls with the ukrainian president this will mean that beyond important and seldom used active impeachment will be used routinely to attack future presidents and this is not what our founders had in mind he's referring to the what you know nancy pelosi had said in her statement where she referred several times to the founders of the united states. port and it is to proceed with the impeachment trial but the republicans you know have been standing pretty firm. standing behind president despite the fact that there have been many grumblings and amongst you know senior members included of the republican party but they're standing with the president so it'll be interesting to see what happens in the trial in the senate in january rather. than more. probably
9:07 pm
thank you. so a minute impeachment presidential elections are only 10 months away so what are voters saying then about these in pietschmann hearings visited the town of blackstone in the u.s. state of virginia a state that president trump did not win in the 2016 election. blackstone is about a 3 hour drive south of washington and the impeachment hearings going on there the residents here are proud to say that part of the south. mac. i was born runs a wholesale beverage company in blackstone the trump supporter says he's doing its best to keep up to speed on what's happening in the capital and he's definitely not happy about the hearings. i don't think americans want this to go on for days and weeks and weeks and this witness and that witness and it is just seems
9:08 pm
this millions of dollars being wasted and we have so many issues national issues we need to solve as a country and this just of that's just the family business man doesn't believe president trump did anything wrong with regard to ukraine. i think a lot of this is just good politics and good business you want to know where your money should go and you want to make sure the things you're doing right before you help somebody. around 4000 people lived in blackstone roughly half a white the other half are african-american the region is traditionally conservative but in the last congressional elections a democrat won the district. most african-americans were made on the street don't want to comment on the impeachment proceedings thomas tyler is an exception he says he'd run with the president trumps political fight decided at the ballot box next year you get. what you got 20 did to saddle some even the people all over the place
9:09 pm
. if you replace you get rid of him and then to go to the country i. mean the people who voted for. molly black occasionally chats with customers about the impeachment proceedings she says she doesn't personally follow the hearings she will remain a trump supporter reg i said in washington. everybody has their pros and cuts there's things that make a good president good and bad president bad but look at the economy now there's no reason no reason to kick outs no reason for the impeachment's street. showed how they did a great job with a figure of special counsel robot looking on the proprietors of a nearby bed and breakfast their hot. bed democrats and i believe the impeachment hearings justified but i don't think the result will play a role in the upcoming elections. for the guy that worked for clinton he says the
9:10 pm
economy stupid and basically it sounds like it's going to be they're going to look real hard and see how the economy is going that would be the advantage to you know to the current administration. republicans and democrats and blacks don't seem to agree on this point they also agree that the united states is currently deeply divided but they differ on who's to blame. here's some of the other stories that are making headlines around the world at least a 57 people have died after a boat carrying migrants capsized off the coast of our tony in north west africa the report from the international organization for migration this is more than 80 people survived and that the vessel left the gambia in late november headed for europe. a 23 year old woman is in critical condition after she was set on fire on her way to a court hearing in the indian state of utah. she was going to the hearing in the
9:11 pm
rape case that she had previously filed against 2 men those men were among the 5 arrested in connection with setting her on fire. the australian city of sydney is shrouded in precedent and smaug as severe bushfires rage nearby hundreds of homes have been destroyed and 4 people that died since the blazes began weeks ago scientists say the fires are more intense than usual due to a prolonged drought fuelled by climate change. well they're calling it an outrage and a collective failure that is how the world health organization is describing of surge in the number of people dying from measles and the latest report shows that the disease killed about 140000 people in 2018 as you see right there most of the victims were children under 5 the w.h.o. says one of the reasons that the number of cases is increasing is because people
9:12 pm
are not vaccinating their children here's a closer look at a place that is being devastated by measles the pacific nation of samoa more than 4000 cases have been reported since the current outbreak began and the main streets of the capital city are largely deserted as vaccination teams now go door to door. no necessary buying clothes for her son to be buried in but he's one of more than 60 children who has died in the measles epidemic sweeping samoa. i don't know if we get it. with cases like as mounting the government has declared a state of emergency vaccinations have been made compulsory in a country where only around a 3rd of the population was immunized against measles. 90 percent need to be
9:13 pm
vaccinated for adequate protection. one reason for the rapid spread of the preventable disease misinformation by anti vaccination groups we know that. many believe right now they are going to. force people to come to their section for. the problem made sure we. didn't have to get by right before. we have children. and try to actually. keep. them for. many of you. know. the government's patience has run i use it started a 2 day shutdown of businesses and most government offices and advise samoans to stay indoors. officials have asked residents who've not been immunized to hang red
9:14 pm
flags from their windows medical teams are going from house to house to administer vaccinations. others are being vaccinated in emergency centers the tiny island nation is desperate to finally stamp out the disease. well here in europe france has come to a standstill thanks to a gentle. will strike public sector workers joined mass protests against president emanuel plans to reform the pension system today rail travel schools hospitals been seriously disrupted some of the protests have turned violent. a sea of strikers it's the largest mobilization across france in decades this time it's all about pension reforms for future generations. pension it's a can already barely afford to meet. who don't have enough to make ends meet and this reform will make things worse. all ginty said the knish that i might retire
9:15 pm
myself in 10 years' time and i'm not sure i'll be able to survive on what mccall is proposing is that simple. however by thursday afternoon scenes from paris city center showed increasing violence groups of protesters smashed store windows and clashed with police among them members often anarchist group the so-called black bloc the violence made visible to frustration many strike supporters feel with the french government. take a little of that is it going as he says i want to say honey let's who is the one class who pay the price of the cuts on acceptable that's a fact if there's money out there the people in power like capitalists have to pay it off they know how to find money from oxford on deals that have turned the world upside down and they want us to pay but we don't agree with that you went on in the for that call. the general strike was called by trade unions to protest the government's plans for pension reform many fear it would increase their work time
9:16 pm
and reduce their pensions to strike has received widespread support. several forces united for this it's really big they're a students 5 and doctors lawyers and yellow vests like me. union say they might extend the strike as far as monday. illustrate the story now to our correspondent lisa lewis she is in paris at the plastic good evening to you . what's going on right now in paris and what's we expect throughout the night. well the demonstrations kind of finish there are the last times they just go right behind me the police has blocked off the square and is asking everybody to leave but there have been just up until now some clashes between protesters and police you know the demonstration took off at 2 o'clock in the afternoon and then got
9:17 pm
stuck at the press that it reeks for quite a while but that it moved forward and finding the right here at the plus they're not showing its final destination and when you know what are people upset about i mean we want to remind our viewers france has about $42.00 pension systems as it is today and the president wants basically to have one for the entire country for all workers are people upset about better or the upset about having to work longer or that their pensions are going to be smaller while the french are just afraid that they will have less money when they retire that it will be impossible for them to make ends meet yes there are 42 different systems but they say lots of people here say there's also reason to that for example if you take teaches you know teachers have a special system and parts of that special system is that their pension is calculated based on what 'd they earn at the very end of their career now they start off with a very low salary and that goes up successively year after year and that's why it's
9:18 pm
calculated that way so many people say yes it's very complicated but there's also a reason to the fact that some people have moved benefits that have this and we need to really be paying attention at that these people will lose out and willing able to make ends meet when they retire and of course every year this system gets more and more expensive the last time the french even thought about reforming pensions was in 1905 and we know that the protests lasted so long that the government backed off what do you think the president is going to do this time. well he's of the afraid that that might happen again it's crucial for him to push through the pension reform it's one of the centerpieces of what he was running on the platform he was running on when having elected for president says he is afraid that this might happen again and it looks like the government is open to negotiations with the protest says he doesn't want to give up on the main p.c.
9:19 pm
doesn't want to give up on that fusion of 42 systems into one but there seems to be some leeway for negotiation all right lisa was on the story for us in paris lisa thank you for german chancellor angela merkel's governing coalition partners the social democrats they are a party in crisis in recent months they've seen their popularity plummet they've taken a beating in recent regional elections last weekend party members voted against the establishment and in favor of 2 little known candidates to become the party's new co-leaders the new do in charge has made it clear they are no fans of being in a government with america and her conservatives. know about vita boyens and such as can are suddenly in the spotlight. the social democrats have elected a little known m.p. and to form a state finance minister as the new party leader. does it's incredible to me
9:20 pm
standing here having been nominated by the party he. has been invited to boy are openly critical of the so-called grand coalition. the s.p.d. has formed a grand coalition with i'm glad america is a conservative party 3 times since 2005. over that period the party's popularity has plummeted now polls place the s.p.d. at 13 percent s. can believe that being in the coalition has weakened the s.p.d. image. for you mention it plays a big role for young voters because they only know us as uncle america's junior partner and that's a problem because we are seen as 2nd fiddle and without ambitions of our own. young voters were openly opposed to the last grand coalition. their leader kevin is the head of the young socialists they backed the s.
9:21 pm
converter boyens team. says the days of the grand coalition should be numbered. dimensions often are people want the country's big conflicts to be solved one way or another they want clarity but a grand coalition can't guarantee that that's why next time we need a political alliance clearly to the left or i hope this won't happen clearly to the right of the center. but neither can invite one to leave the grand coalition immediately instead they want to place new demands on america's conservative party. no talks about how more needs to be done for the climate the huge investments will need to be made we said the question of distribution needs to be clarified and the issue of drifting apart we must address these and get clarity from our coalition partners if you need. but 1st ask an advisor boreanaz have to be voted in at the party conference once that's done it will be up to them to forge new paths for the s.p.d.
9:22 pm
. are let's have a look at some of the other news headlines around the world one week before the u.k. elections for members of the european parliament from the brights it party have resigned and urged people to vote for the conservatives they say support for the breaks of party splitting and leave both in that boris johnson's brits d.-o. was the only option polish authorities say at least 8 people including a number of children were killed with a gas explosion destroyed the house in a southern mountain resort rescuers are still searching the rubble naipaul is holding a mass animal sacrifice despite criticism from rights groups and the country's supreme court that it's cruel and outdated the event involving the slaughter of thousands of animals is thought to be the largest of its kind in the world it takes place every 5 years it attracts devout hindus from across the region.
9:23 pm
our sports news now the firestorm over race created by this headline in an italian sports newspaper it reads black friday my colleague chris harrington of sports is here to say that they're not talking about shopping deals on the day after thanksgiving in the united states are they absolutely not bring you know basically what this is is a match preview and the salary and stuff like between and to milan and roma black they decide these 2 black footballers on the front pages well now we all know in society black has a negative connotation in many different ways black ball black listed the one positive way is the way we would interpret black friday shopping deals and so forth but you know when i see this in this particular context i personally was highly offended. i think people would say that it's obvious they're referring to the race of the skin color of the the players what's been the reaction to this well
9:24 pm
condemnation you know from everywhere except you know one you know the 1st was a football against racism in europe this is an organization obviously speaks for itself what they're involved in we have you know what they said now the media fuels racism every day. and i can understand that because there are some trigger words i used to associate to some black athletes calling them gifted god gifted where the white athletes are hard working yes or sometimes you have to read between the lines to really pick up on it you know but there was another outraise individual and i jerry and sports journalist and he wanted to know who the editor of this publication was because he couldn't really understand and wrap his head around the idea that how they don't know this is a racist inappropriate headline and then he went on to basically paint the whole society of italy with the broad strokes say the country doesn't have the capacity to deal with this problem and it is a big problem what does that mean you know the craziest thing about this is you would think when you are in form you've offended someone that's an opportunity to
9:25 pm
backpedal you know well the newspaper didn't do that they actually doubled down on the headline you know and they went on to say that it was a celebration of diversity and you know they had a pretty late the a comment and here we're looking at this now for those who want to and can understand it was only praising that difference the difference of black athletes and the white athletes that for some strange reason our picture in the headlines you know but the one thing that caught my eye really is. it's transformed into a poison by those who have poison in them and you know i can't really understand that i mean the unmitigated gall of that newspaper to publish such a headline it's really disgusting well italy we know we does not have a great track record regarding race and football no not at all just look kaku is one player featured here from the player he himself when he 1st arrived to syria he
9:26 pm
was on the receiving end of monkey chants and so on and then the organization also organization came out sent him an open letter saying no it's not racist it's to show respect you know one thing which is obviously ridiculous but one thing the syria considering to do is shutting off the microphones so the players can't pick up the audible chants and sounds kind of a way to mute the problem so they don't hear what exactly so they don't hear you know but i don't think this problem is the one anywhere i read a report where the youth football players 19 year olds are painting their faces black to show solidarity with black athletes you know i think there are some serious cultural diversity programs needed you know it's unfortunate but these boundaries of respect you know when you go outside these boundaries someone's got to tap you on the shoulder and pull you back in to say you're being offensive and you be open to understand point out something like that when it's on the front page of a newspaper definitely present or you thank you ok here's a reminder of the top stories that we're following for you the speaker of the u.s.
