this is to give you news a line from berlin gridlock at the u.n. climate conference pushes the talks into over time world leaders can't agree on funding or international rules while climate activists demand real and immediate action in the fight against climate change also coming up. we get a firsthand account of life inside china's internment camps for a minority in they are punished for speaking their own language or subjected to abuse and daily humiliation.

a my cloak who it's good to have you with us talks at the u.n. climate summit in madrid have stalled as the world tries to find a unified response to the climate crisis the conference was due to wrap up on friday but disagreement among participants means it's now expected to drag on into saturday activists have been protesting at the conference calling for real action on climate change for the past 2 weeks representatives from almost 200 states have been trying to agree on new emissions targets ahead of its crucial 2020 deadlines set by the paris agreement our correspondent sonia found a card easy in madrid for us and joins me now sonia the talks have clearly reached a deadlock what's behind the disagreement.

you know have really reached a wall they've they've you know kind of dragged on through the night and i think the negotiators here are still very far apart on some key technical issues now one of the natural ins of the summit has to has been to kind of hammer out the final rules of how to implement the $2515.00 paris climate treaty which takes effect next year and talks of really been bogged down in kind of deep technical issues there's been a lot of political wrangling accusations that some countries are really looking out only for their national interests and not looking at the bigger picture so how can the delegates move forward so there are 2 main sticking points that need to be resolved one revolves around global carbon markets these are schemes that some countries use as to what their plans to cut emissions the problem is that you know these schemes sometimes can be gamed to avoid real cuts in emissions and the other kind of potential deal breaker here is so-called loss and damage this is about compensating countries that are reeling from climate change impacts that

could have been prevented this is primarily you know an issue of finance and we're hearing here that the u.s. primarily is blocking progress on any kind of provision that would leave it liable that would leave it it in other developed countries liable to paying out damages in billions for years to come. so has this summer essentially failed or is it too early to ask that question. well it's unclear at this stage whether negotiators will you know will stay at the table until they have an accord or whether they will walk away before an agreement is reached that is still very unclear but you know there have been many campaign groups here and n.g.o.s who in recent days have really piled on the political pressure on delegates to take action of they've been very frustrated and dejected they've held protests outside the venue and they are saying that the overarching goal of the summit which is to raise a mission that is to get countries to commit to more ambitious pledges to cut greenhouse gas emissions that hasn't been preached. in madrid 1st thank you so much

dead or alive i don't know any more. i haven't had any contact with my family in 5 or 6 years not even a phone call i'm 99 percent sure that they're in the camps or in prison but i'm in the desert and 7 that i haven't heard from my family and 5 years. dozens of versions of the same story. for some it's too painful to talk. china's ambassador to turkey admits that some weak areas have trouble contacting their families he says steps are being taken. but he rejects reports of human rights violations inching junk. the education centers are not prisons they are not concentration camps as some media reports say but in fact these places are more like boarding schools and the basic human rights of. students are respected of the truth which they can contact their families and
