on climate change for the past 2 weeks representatives from almost 200 states have been trying to agree on emissions targets ahead of crucial 2020 deadline set by the paris agreement. so what is behind the deadlock at the climate talks earlier i put that question to d.w. correspondent sonia found the car in madrid. talks you have really hit a wall they've been dragging on the participants are still very far apart in key technical issues now one of the narrow aims of the summit has been to kind of hammer out the final rules on how to kind of implement the 2015 paris climate treaty which is set to take effect next year and the talks a very much bogged down in very deep technical rouses a lot of political wrangling that a nation's well being accused of just watching out for the national interests and not really looking at the bigger picture so what exactly can the delegates do at this point to move forward. so there are 2 main sticking points that need to
10:03 am
be resolved one revolves around global carbon markets now this carbon trading mechanism is important for some countries and how they plan to reduce. their greenhouse gas emissions but the problem is that you know these schemes are often seen as a scam because they can avoid making real cuts in emissions the other kind of potential deal breaker. loss and damage that this is about providing compensation to countries that are affected by climate change impacts and destruction that cannot be prevented or adapted to and this is primarily a question of finance and we're hearing that the u.s. is kind of leading really leading on this in blocking progress on any kind of provisions that would hold it and other developed countries liable to kind of pay for losses that could run into billions of dollars that those of the kind of sticking points here so is this conference essentially a failure. too early to say well
10:04 am
at this stage we really don't know with you know negotiators will keep at the table and wait till they have an accord or will they walk away without an argument that that is still unclear but you know there are many campaign groups and n.g.o.s who have been really piling on the pressure on delegates in recent days to take concrete action to move fast on these talks they've been holding protests and many of them are really angry and frustrated some of them all this summit to feel ready because they say it's failed to reach its overarching goal of raising a bishan which is to you know get countries to put more ambitious pledges on the table to further cut greenhouse gas emissions and reduce their reduce their greenhouse gas emissions which they say is absolutely required if the world is to avoid dangerous levels of warming. in madrid thank you so much. now to some of the other stories making news around the world at least 9 afghan soldiers have been killed in the country's south eastern region of afghanistan's

in 30 years scuffles broke out in central london as you know didn't boris johnson want to ease frustration in divisions. well it's not that easy for boris johnson when i left downing street yesterday where i covered this election i ran into the protesters several 100 gathered in front of downing street holding signs boris johnson is not our prime minister are defying tory rule and yes occasional fights broke out with the police there i've talked to some of the protesters and they are pro european they see that boris johnson will now push through and that all hope is lost for the u.k. to stay in the european union and of course they are upset about it because that was their hope all along that the u.k. would remain in the european union now boris johnson there yesterday very statesman like and for the 1st time since we know him as prime minister really reached out across the aisle saying he will try to heal those divisions and calling for

a message of unity there shortly before christmas but he will have a very tough job on his hands to do that now the prime minister said he wants to bring closure to the issue how likely to happen. well the bricks at issue is not going to be very quickly though on paper he can push it through now very quickly next week and will assemble again and he wants to approve the deal that he renegotiated with the european union as early as next friday which would mean that symbolically the day is finally going to come at the end of january january 31st the u.k. would officially leave the european union but that is just on paper its face so to say then we are looking at a transition period until the end of 2020 where boris johnson has to go back to the european union and. the future of trade. trade relations
10:10 am
security relations and so on and that experts say is going to be the complicated part so he really has to reach out there to europeans and breck city is in the united kingdom and it's going to be very very tough for him to get it done within a year now reflecting on the political climate in his own country. to quote. incredible united kingdom by saying that. what's really at stake here the unity of the u.k. and even peace. well you know what's at stake are these facing a very distant night at kingdom and that's what the election results showed yesterday for example the scottish national party made huge gains there calling for and other independence referendum to then as an independent nation state and remain in the european union so these are just some of the challenges that boris johnson
