a 6 week closing high today boosted by upbeat data pointing to resilience in the world's 2nd largest economy now this is washington and beijing agreed to suspend a new round of tariffs this weekend signaling a thaw in relations experts however caution that an interim phase one trade deal is not going to end the trade dispute but it's a step in the right direction. is china's economy finally moving along again industrial production rose last month by 6.2 percent over a year ago. normally that's nothing to get excited about but given the economy's recent weak performance it was something for beijing to celebrate as proof that it's not suffering from its trade war with the us. you know the chinese economy remains stable and shows progress. when you didn't deliver streets that even in a complex and difficult international environment china's economy still

a strong potential and plenty of room for action. markets in shanghai reacted positively to the news closing a half a percent higher at their highest mark in 6 weeks there's a renewed belief that china's trade war with america has been put on ice both countries have just agreed to sit out the next round of tariff increases the u.s. cancelled a further $160000000000.00 in customs duties in the so-called 1st phase of the agreement also tariffs that have already been put into effect will be reduced china in turn announced it would import $200000000000.00 worth of u.s. goods including agricultural products and intellectual property will be better protected as well and negotiations are set to begin again in january but observers say it's too early to predict that an end to the trade war is in sight because most of the tariffs remain in force they could still be a few weeks before forecasts are possible. other more i'm joined by

a laugh on daniels from the german institute for international and security affairs which he heads the research division the americas good to have you with us so 1st of all no further tariffs to leave this weekend what's prompted this move what there's an electoral complain in the u.s. that's just starting this also the impeachment process so the president and the pressure u.s. president to come up with results it's been actually a pretty lucky week for him because there was a preliminary deal with democrats and the u.s. m.c.a. agreement with canada and mexico and now a phase one deal with china which has yet to be signed of course it was not written in stone just yet but yet it's also not a big idea i mean it's a pretty narrow achievement it's basically an agreement on a great cultural exports 40000000000 that will go from the u.s. to china now but not much has been reached on intellectual property rights and all

the other difficult problems that us to run between china and the us so what needs to happen for those problems to be resolved and to reduce or even bring move the existing tariffs but the us has said clearly that they would continue to evaluate the progress of this trade give being implemented and then decide if there will be a further agreement face to deal with then include further reforms on the chinese side economic major structural economic reforms but it's not clear that the chinese will actually bend to those u.s. requests that's not obvious at all at this point so there's still a lot of work to be done and this of course happens as the world trade organization happens to face its worst crises ever and that laci leave because of the united states of blocking it what's the us after what the major conflict is about conflict resolution within the w t o and it seems that the us government is. situation that looks much more like
11:35 am
before the founding of the w.t. o. in 1905 so what they are after is basically being able to place a veto against any kind of rulings that come out of the dispute settlement what does that mean then for global trade as we know it would mean that any kind of results that come out of these dispute settlement bodies are no longer binding but any country can just place a veto and say no we want to implement and then you know that's the end of the story so it would be a regress is there any side or do you have any hopes of the w t o eventually can sort of recover from all this i think so i think the european union together with other countries can actually they came up with solutions already within the w t o and i turned the dispute settlement mechanism that could be implemented between a large number of countries including china india and other big players so there are options but it's of course it's difficult with the one of the biggest economies

just being blocking everything and the kind of reform at this point right. there from the german institute for international as you curity affairs thank you so much for your time thank you. i mean while china has threatened bilin with retaliation should chinese take john sure way be banned as a supplier for germany's 5 g. network infrastructure the move comes of it increasing pressure from german lawmakers to back you away as a supplier for the technology and washington of course has long been trying to convince its allies to ban the chinese take giant a beijing says it will not stand idly by pointing to the millions of the he calls german carmakers sell in china. well germany is in desperate need to fill vacant positions in many of the economies most important sextus war then a quarter 1000000 skilled labor as i need it the government in berlin has called a special summit to see where they can be found and how to provide the necessary

work he says in a more efficient way. when done universe its search for a new employee for his i.q. solutions business and he found a perfect candidate for the job in kosovo trying to get the appropriate documents he asked the labor department for help. they sent us to immigration and they told us to contact the german embassy in this the back and forth went on for years in the end a visa was denied the reason there is no shortage of i.t. experts envisage state of north rhine-westphalia only in 3 other german states as opposed to elderly care for example where skilled labor is scarce all across germany as the government is trying to ensure enough skilled workers support the economy with labor secretary who better is high and is willing to let business take the lead. of course we have to talk to our businesses about what they can do how
11:38 am
they want to recruit skilled labor and what way are and for which sectors of the economy and we will have to support them in finding the right people an issue of these us in a less grow product way which is and i love. cutting red tape is front and center at today's skilled labor summit in berlin where at this time only one thing is entirely agreed upon that germany faces a diode labor shortage and has to act quickly. the european central bank is getting ready to welcome new members to its executive board come january 1st so who are they and what will they be doing the easy these executive board has 6 members it's led by the institution's president. and as of last week that's france's christine legarde of course responsibilities include implementing monetary policy and preparing governing council meetings now one of the new recruits is germany's.
11:39 am
she'll be taking over from said being allowed to go who quit in october in opposition to the institution's new round of stimulus and the other new member is fabio panetta of italy up to now he's served as the vice president of his country central bank he'll be taking over from france's been walker likes nobbut panetta supports the easy piece ultra low interest rates so what does this new setup of the e.c.b. need for the rest of europe let's ask our financial market correspondent was and was standing by for us in a frank ford our own howard what does this these 2 new members what could this possibly mean for the easy b.'s monetary future or policy. you know monica christine lagarde the new president of the european central bank has made it pretty clear that no fundamental changes should be exacted expected at least in the short term and the 2 new members of the executive board are not very likely come to

contradict this at the very beginning of their tenure. the woman who is considered to be germany's most influential female economists has slightly criticized. in the past some of the decisions by the monetary policy makers at the e.c.b. but this criticism was basically about timing and about scale it had nothing to do with the fundamental reasoning behind this monetary policy and so what does this new set up the prospect of more stimulus of more low to no interest rates how does this go down in europe's strongest economy. you know money because germany is a country with an aging society with a lot of people trying to save for their retirement and we do not really have a tradition here in germany of doing this by investing in the stock market you know
11:41 am
the traditional model for saving was to carry your money to the bank and get interest payments for your money this model of course is not working anymore with this stimulus policy and with those super low interest rates some of the seabees interest rates even in negative territory that's why of course this monetary policy has been harshly criticized here in germany by many politicians at by parts of the media while this criticism fails to acknowledge is that of course the monetary policy has to be made for all of the your area and that basically this stimulus policy kept the economy going germany as a big x. porting nation has profited significantly from this we have nearly full employment in the country and that is also thanks to this stimulus policy by the e.c.b. oh i cannot thank you so much. and just enough time to look at

italy which is allocating up to 900000000 euros to bail out the ailing bank a bank up a lot of the body last week the italian government placed the troubled lender on the state of ministration the bank's governing body has been replaced by a 5 person oversight committee the years long economic downturn in the e.u. country has led banks to accumulate problematic loans and that has forced the government to make several interventions. that's a business update on the w. remember team thanks for watching.

the sounds of the humans and see them my billfold who have decided to put their trust in us. my name is jenny harrison i work a d.w.i. . this week on world stories. cracking down on pirates in the gulf of guinea. and indian company converts garbage into bio gas. we begin in eastern ukraine where a ceasefire between ukrainian troops and russian backed rebels is to be implemented by the end of the year.

close enough to see what the other side having for lunch that's how these ukrainian troops have spent the last few years just 300 meters from the russian backed separatists facing them that whole night without a single shot i don't remember a day like about maybe on the 1st night of the see saw out it's a strange and there's no fun at all you get all nervous we're used to the shooting at us and. the conflict may have fallen out of the headlines but the shooting and the death continues less than a 10 minute drive away a young woman out walking with her child was severely wounded by a stray bullet just last week our guide through the trenches alexander was in his 2nd year cadet school when the conflict broke out when he unrolled he could hardly have imagined that he would soon find himself a 1000 kilometers from home fighting a trench war. tide of the war as parents wives worried about that.
