power and he's raised the stakes forces supporting general have to have blocked oil exports from key ports in eastern libya holding the economy to ransom the country is divided which and you have to protests in western libya the conference in berlin overseen by the united nations aims to bridge this divide but it won't be easy. i think i'm not so pessimistic to say that it will be used as it were but i'm not so naive to say that it will be the end of international divisions if we can lighten richie's calm down and call for the divisions especially the regional ones but also internationally divisions that we have seen in recent. would be very good . 9 years of conflict in libya has slowly turned into a regional proxy war the un wants world leaders to stop meddling and hopes the berlin conference will be the beginning of the end for foreign interference. well

joining me in the studio now to talk through all of this political correspondent hans but and what can we expect from these talks but i suppose the question is is there really a chance for peace when we know even earlier this week for example we saw general hafta walk away from talks in russia because he walked away from talks in russia and all in the eve of these talks we've seen that his supporters have blocked export ports for oil from libya and some of the all producing areas which is really a serious threat to the entire libyan. situation to also to the government in tripoli because this oil revenue is in fact shared between the rebels and the internationally recognized government so it's a very serious threat it's a power play and that's really what's behind the i think we have to say that in this conference both general huffed and the leader of the internationally recognized government. are not going to be sitting at the table what's the focus

of this conference is to focus on the countries on the powers that are in fact supporting these 2 competence in libya so it's countries such as the united arab emirates egypt russia turkey france italy or of these international supporters of the various sides they're the ones that are at the table and the attempt is to put pressure on the competence through their supporters that in fact supplying them with aunts and other support in light of all those states that sounds like a very complicated constellation there are around that table i think which begs the question is there room for a compromise between the 2 sides in that case or is it a case of or do nothing know nothing is never really going to be the situation i think you always have to say there is room for compromise it's a matter of dividing power it's a matter of dividing influence it's a matter of dividing funds or oil revenues of influence in various parts of the.

region all of that is a very very complicated power balance that has to be followed and there is a possibility of finding that i think the 1st step is going to be trying to set up a stable station or facilities which will then lead into some kind of a cease fire and after that into a political process all of this is already taking shape in the various documents that are being prepared for this conference so there is room for compromise but really the question is what the backers in the back draw on the big policy that are involved are going to decide we're talking about so many big powers the european union of course is one of the i can't succeed in its vision when it doesn't necessarily have actually a united front that's exactly the problem the european union is not united in the situation france and italy of the main european union countries that are involved in libya both of them have interests the best strategic and financial in that country and they are on opposite sides of the divide at the moment to bring some
