calling assman thanks for joining us world leaders are gathered right here in berlin to try to secure a cease fire in libya and sketch out a plan for the country's future the meeting is bringing together libya's 2 warring factions along with their powerful international backers in particular russian president vladimir putin who supports libya's rebel leader. turkey's president's pressure tayyip erdogan is also here his government has just sent troops to tripoli to support the un backed government there the meeting is being shared by german chancellor uncle americal and as part of the efforts by the united nations to resolve the long running conflict in libya. we will have team coverage of this international summit all night long joining me in studio is mona hefley she's my colleague from you. arabic no more no way we are waiting

a press conference we understand we may be reaching the conclusion of that summit we're waiting for the leaders to come out as you can see still waiting there but expecting any moments in the meantime we want to talk more about the summit itself i mean some have been calling these talks really the best chance for peace in libya tell me more about the summit i mean the 2 sides obviously not really agreeing on much exactly the thing is that the 2 sides haven't met the thing is that met separately with my ass and. delegation refused to sit with that this is one point the other point is that the main aim of this summit is to to reach a political solution for the whole issue but the question is whether this was really be doable considering that most countries are taking military action to participate in 2 in this conflict and in fact it wasn't so many days ago that these 2 sides had

a separate meeting to try to work out a truce right yes and the thing is a tough time left a couple of days ago without signing the cease fire some sources said that the head of the militia responsible for it told him not to sign it other other sources say that the united arab emirates are responsible for this for this decision. talk happening in moscow this may be a 2nd try now the conflict in libya had been a bit of a forgotten war i mean this has been going on for years it was unclear really the many countries around the world were so interested in solving it now all of a sudden we see vladimir putin we see type one miracle hosting this big conference why all of a sudden are so many different countries interested in forging peace in libya because many countries are really part of the conflict of this one part the other part is the e.u. has been sleeping for a bit i mean you hasn't been. playing a big role like the u.s.

and now they have woken up and said oh we have 2 important points here about libya the migration file or the migration issue and the oil issue and the thing is there might be also a change of balance of power in the region in case that moscow and and and russia begun to take over the. country if kind of like in syria so i think the you once now to find a solution for this to try to stop this shift of balance of power in libya as to have the power being jostled around it's been a divided country since a long time ruler market davi was overthrown in 2011 the divisions only since then multiply and we want to take a deeper look now at a country with many different interests at stake. a strong man general. wants tripoli. together with his libyan national army he hopes to capture the country's capital

and take full control of this oil rich nation. and it's partly because of oil that russia and turkey have waited in on opposite sides of this conflict. with turkey behind fires all surat is un backed government and russia supporting have to . moscow has denied reports it sent mercenaries to reinforce the general's fighters that on thursday turkey confirmed it had started deploying troops to help in tripoli despite a un arms embargo. with libya so unstable the fear of resurgent islamist terror has worried many european countries but other factors mean in the e.u. is split over its alliances. officially the tripoli based government has the backing of europe including germany but italian prime minister because that because

met general huffed earlier this month rome sees him as crucial in stemming the flow of migrants across the mediterranean. and france's concerns over terrorism as well as its interests in libya's oil wealth has put it at odds with the e.u.'s official line there are claims it's given covert military help to general hof to. earlier this week peace talks in moscow broke down. despite many interests at stake and the players involved germany seems to time and pursue its mediation role that even if a ceasefire is agreed the road to peace looks a long way off. returning now with my colleague mona hafnium with arabic we're waiting to see if there wasn't deed some sort of agreement made tonight here in berlin what do you think i mean how likely is it that any sort of potential agreement that comes out here will have any real consequences on the

ground i don't think there will be any real consequences because what is happening in reality does not have much to do with agreements made like we have seen to the do an embargo that has been violated since 2011 many countries are involved in the conflict and many countries are playing are are playing with double standards and this whole issue like russia is not stating that it is supporting have started but it is through hoops and 2 different ways so i think the issue is what the countries are really saying is very different from the actions these countries are taking so many people here at the negotiating table so many different countries the one faction the really isn't is of course the libyan people themselves who want take a look now at what libyans themselves think of the peace process. i'm optimistic that the conference will be a success that they'll be an agreement that they'll find a compromise people here are exhausted. i don't expect much the

outcome could be the same like in moscow when russia and turkey invited us for peace talks that's not only my opinion but also many of my friends think the same as well. i mean it was. mr belin what regarding the bird in conference if it favors the libyan people libya will of course welcome it but if it paves other matters then we won't be happy that here. is the conference of berlin is simply a trap to libya i don't think that any benefits will come out of it. well we want to just take a bigger look now at a potential cease fire deal and as we see now live pictures there is some action happening there at the summit in berlin if we hear that there has been some sort of ceasefire deal reached who would actually police that do we have any idea yes until now we have heard that the u.k. was ready to do that offense and italy and germany actually announced also that it

would be a part of it. and we did so again live pictures here now of the press conference that we are expecting to get under way shortly now we know that there were countries invited some from neighboring countries were not invited to this conference i mean tunisia for example a neighboring country how important is it to bring in some of the other players in neighboring countries of libya of course it is very important a country like nigeria was actually menaced by it he said that he would start a war and this war would actually end in algeria if you want to tour which he would expand into algeria this is one part so a country like that should be there of course too easy a is also on the border and has secured itself within the last month because it is it doesn't really know what will happen next so i think some countries that were excluded were express their anger about that and i think it's quite an adjustment

to expect that. now can you walk us through just just in general because it's interesting to see that this conference being hosted in germany would which is strongly behind the european union but then you have other e.u. countries that have different interests in libya not every e.u. country agrees right exactly so you have france for example france is interested enough to being in power to to due to interest in oil and with the company with company total for example you have italy on the other side italy is. backing you and backed government so within the e.u. also you don't really have clear sides. the united states as well was involved in 2011 with the overthrow of gadhafi nato involved in the as well once and some air strikes there do we know what the united states thinks about what should happen next do they stand on one side or another in these talks well the. u.s.
