5:00 pm
this is the deputy news live from berlin and the corona virus is now in all mainland regions of china despite widespread lockdowns and public screenings the virus has been confirmed in tibet so all mainland provinces are now affected the world health organization is deciding whether to declare a global health emergency. also coming up why brags it is fueling an increasingly
5:01 pm
heated debate about independence for scotland as a new opinion poll shows scott favoring independence we take the political temperature in the capitol edinburgh act could this unassuming village become the capital of a future palestinian state that's what might happen under president trump's middle east peace plan we'll hear from residents who called the idea a nightmare. i'm sorry kelly welcome to the program the world health organization is meeting to decide whether the spread of the corona virus amounts to a global health emergency 7800 people are now affected worldwide the great majority of them in china and 170 people have died there every province of mainland china has at least one confirmed cases. in many parts of china this is the new
5:02 pm
normal very few people on the streets and the usually crowded public transport system all but empty like here in shanghai. every passenger is stopped. and every passing just screened for signs of the coronavirus. high quality i think it's fine temperature was taken both getting on and off the train everyone has a mask on i feel relieved. it might look like a country grinding to a halt but this is china's response to a mass public health emergency. session like this the government can cure the virus this time the infected cases are increasing these days as well as the number of deaths but i still trust the government under pressure was this i think what other . elsewhere a lack of basic necessities and information a roading confidence in the all thirty's in hong kong people have been queuing
5:03 pm
since 2 am hoping to buy face masks warning the hong kong government should do like macos and say every resident can only buy 10 pieces that way every single hong kong person could have a face mask to wear right. as the 2nd plane load of repatriated japanese nationals touched down in tokyo it caused some to wonder what this type of outbreak could look like if it happened during the olympics here in july. we take it as a wakeup call for us to take precautions against an outbreak like this especially towards the olympics. like i'm like yes to pan is naive i think japan should step up meshes. in south korea the government is building a containment facility for those infected people here feel for their safety. or they get voted out the governor and minister should come here and try to find
5:04 pm
a point of compromise what are they doing of bringing troops here are we to battle this is such nonsense. they're really creating a mood of fear would you who would be. in south korea as in many other countries some resident. i feel the government's response to the crisis has lacked the apparent intensity and clarity of chinese. and let's bring in now dr said yes moscow's he is a molecular biologist at northumbria university and he joins me now from newcastle in england welcome to the program sir thank you so much for joining us i'd like to begin by asking you because we know that china is implementing strict measures multiple countries now evacuating their citizens from affected areas is this the right approach to stop the virus from spreading. in my humble opinion someone who's worked or not break responses in the past i think this is correct one has taken mind the chinese political system and social system is very different to
5:05 pm
what we are used in the west and what the chinese are doing is implementing a top down approach to make sure transmission is contained as much as possible on top of out what the developed nations around the world are doing repub treating their. national says also correct in that they come to look after their nationals in the best possible way my humble opinion again is that the measures taken by the year stray liam's are actually the. best alone. and surely infected with a virus or potentially exposed with a virus in their region away from the mainland and more importantly for the period of time we know that the virus may incubate up to those 2 weeks so that that way they minimize the chance of a local tradition so i talk about this a little more about the spread because now we have the 1st cases reported and the philippines and in india of course these are densely populated countries how
5:06 pm
worrying is that in trying to contain the spread of this virus. it's not it's not good news you imply the developing countries are known for not having the necessary infrastructure systems to look after patients and we have to add on top of the social parameters answerable logical parameters that come into play so for example we know there's a lot of superstition and there's a lot of other kinds of problems in the communication misunderstanding not to mention fake news which comes into play with these people will respond to the arrival of the virus i think the onus is on us in the developed nations to step in and help them as we've done in the past with west africa and make sure this does not get out of hand. how dangerous is this virus i mean because a lot of people are really concerned there's a lot of worried out there worry out there compare it for example to the common flu . yes that's
5:07 pm
a really the best possible comparison as far as i'm concerned because common flu transmits through. those this virus now the major difference is on lethality the flu virus in the united states right now this year. killed 7 percent of the people who have been diagnosed with it by contrast the data from mainland china suggests about 3 percent of people dying from corona virus so we could say roughly speaking this corona virus outbreak is twice less lethal. the other side to this problem however is that the corona virus is much more likely to give you severe respect retore symptoms so these are the level of breathlessness on incapacity to breathe that would require hospitalization and the data from china suggests one in 5 people will. get the virus develop symptoms will actually require medical attention in the hospital one has to bear in mind however that
5:08 pm
we're talking about chinese people and how the populations around the world will respond to the infection is anyone's guess dr sanjay molecular biologist at northumbria university in newcastle england thank you so much. you're very welcome . italy says it appears that a chinese couple quarantined on a cruise ship off a rum do not have the coronavirus the pair was held in isolation after one of them ran a fever but authorities say that policeman ari tests have come up negative more than $6000.00 tourists on board the vessel or are on board vessels me it's not yet known if they will now be allowed to distant part. and journalists seem to go to is on the story for us is in rome so we have now these policemen a report saying that the tests are negative what more can you tell us well that
5:09 pm
exactly is the case i mean the preliminary tests that were done by the infectious disease hospital here in rome based on samples that were collected from that couple they appear to be reassuring they exclude the current virus but yet trying to we now know that definitive results we do know that the couple originally came from macao they traveled to milan and it's levi home kong and they tried to join on to this cruise in simple now it's a weeklong cruise in the mediterranean but now they have those flu like symptoms they've been isolated from the rest of the passengers we do know that some of the passengers have actually been tweeting frustrated being stuck on board this vessel not being able to decide bach there were reports that some 1000 or so person just could have possibly been allowed to disembark but that may help to the topic you know where the ports is where this cruise ship is said that that would not be
5:10 pm
allowed until they got the definitive all clear soup but now the authorities say though that the situation is under control they put in place the protocols to deal with such a situation and they believe they're on top of it we'll have to see of course on how long those passengers all stuck with the ship and when they'll be allowed to disbar sima go to enron thank you. a check now some other stories making news around the world the australian state of new south wales has announced an inquiry into the bush fires that are still raging across the country new south wales has been the worst affected by the blazes the inquiry will look at the state's response to the fires and whether climate change played a role. germany's biggest lender deutsche bank has posted a loss of 5700000000 euros for 2019 it's the bank's 5th annual loss in a row and its 2nd worst ever result deutsche bank says the loss was driven by the cost of a massive restructuring program and
5:11 pm
a leading figure in germany's far right party alexander garland is being investigated for tax evasion after lawmakers lifted his parliamentary immunity to 78 year old is one of the most prominent figures in the populist alternative for germany party and was co-leader of the party until late last year. tomorrow the u.k. will officially leave the european union and that will kick off an 11 month transition period of tough trade talks britain will stay in the e.u.'s economic framework until the end of this year while the 2 sides try and thrash out a trade deal despite the british government's vow to get an agreement before the transition period ends the e.u. says that the time span is too short fearing a chaotic no deal exit. and joining me now outside of the u.k. parliament is where a house a liberal democrat m.p. welcome to the program and thank you so much for joining us as we've highlighted there the u.k. is about to leave your party fiercely and brags it what is the lib dems strategy
5:12 pm
now when it comes to the e.u. . so we have accepted that the fight to stop rex it is over now i'm. obviously looking at today and tomorrow. with a great deal of. despondency but at the same time you have prayer. it's a movement which is fiercely pro european and i think it will be important to keep that flame alive that ultimately the u.k. is place is at the heart of the european union and the heart of the european project but what can we do in the meantime we will be. looking very closely at what the government is doing critiquing we believe is probably going to be a very minimal deal that can be coming out at the end of the year because everybody seems to be telling us from outside the u.k. that it will be very difficult to get everything in place at the end of 10 to 20 so
5:13 pm
given that how hopeful are you that brags that could turn out ok in the end. well i haven't been campaigning against leaving the european union just out of the wind but because we felt that it was going to be very damaging for the fall for the u.k. . and not just because you're leaving a piece project we're leaving corporation research corporation and so on and so forth but even the promised the opulence about being free from the shackles of the european union and going forth and doing our own trade deals probably won't turn out to be what they are and we're probably going to have a new comment economy that is slightly but slowly and surely depressing and declining on the vote be a slow punch up. we saw an emotional scenes in the e.u. parliament yesterday with many of the pro e.u. from the u.k. upset at leaving i mean it is very clearly an issue which has so polarized your
5:14 pm
country as a member of parliament what is your responsibility and what can you do to unite people again in the country. well i 1st of all would say that press possibility now lies with a very big majority government party they have promised that they want to unite the country. you my language has always been moderate i mean i'm not inciting hate or making hate speeches against the of a side i wanted to win a political argument and that argument can be fought over and continue to be expressed in a respectful and rational manner and i will continue to do that and i've always been complaining on the basis that i don't hate people but i'm trying to defeat an argument that i think that is damaging for the future of the european union and i think i have got the democratic right to continue. my opinion and speak up for what i believe is right and it's the right future for the u.k. so i will not give up arguing for european membership in the future and i will not
5:15 pm
give up arguing for a very close link to the european union and i will be warning against allying aligning ourselves too closely to the united states of america which clearly has got a different outlook much less regulation much less come true of protection and workers' rights protection so we will continue to argue and fight for that but it can be done in a respectful and and good night it doesn't have to be. divisive in that in the sense that people don't feel safe but the arguments need to be made where hope house liberal democratic m.p. joining us from the u.k. thank you so much. and as the u.k. starts its future outside of the european union one challenge to be faced is the possibility of scotland breaking away scottish people haven't shown must much appetite for independence in recent years but a new opinion survey from the pollster hugo shows that 51 percent of scots now
5:16 pm
believe that their country should become an independent nation. correspondent better get mass went to edinburgh to take a political temperature. those well you know here in the capital more than 70 percent voted to remain in the e.u. . as did most members of the wild ones. these hardy winter ultra swimmers a staunch supporters of europe and they're furious that scotland is being dragged out of the e.u. . feeling ignored and feeling that we're being turned out of the e.u. . and. with african century and it's horrible and says don't start off england's and unfortunately all of england. yes give us our
5:17 pm
independence he can we can look after ourselves the s.n.p. is scotland's leading political party it's calling for open borders with england scotland's top trading partner as well as an independent scotland rejoining the e.u. . we have had a lot of extremely generous and friendly overtures from other european governments saying that if things pile britain leaves the european union and scotland takes political control of the sort of affairs then scotland would be welcome in the european union but that would require a new referendum on scottish independence something the conservative government in london is keen to avoid. that referendum was a once in a lifetime once in a generation of and it happened only 5 years ago rather than our spending all our time as politicians going over and over having referendum after a from them after referendum well i don't see any but the scottish nationalists are
5:18 pm
not about to back down. protesters in glasgow have renewed calls for independence. from. the conservative. it may have a majority in the union parliament westminster but its mandate stops at the scottish border it's a challenge for the prime minister and a challenge for the conservative government every time they say no a few more people will say yes. a strong will and plenty of stamina that's what the scottish nationalists need to push their course forward perhaps the winter swim is can provide some inspiration. on alex have a closer look at one of the controversal suggestions outlined in trump's middle east peace plan the future of jerusalem it's a city with many names known as eurasia lime in hebrew could say in arabic and for many simply as the holy city of jerusalem hosts religious sites key to islam
5:19 pm
judaism and christianity and it carries huge religious emotional and political significance for israelis and palestinians now both sides claim the city as their capital and many analysts believe that solving the jerusalem question is key to any future peace deal in the region previous plans have called for a shared city with eastern roussillon becoming the capital of a future palestinian state but trump has a different vision he already recognized roussillon as the capital of israel and 2017 and his plan effectively hands over control of the entire city to the jewish state what would be left for the palestinians is a potential capital on the eastern outskirts of jerusalem likely a village called. this concrete wall blocks the view of the real dome of the rock for people living behind it in east israel built the wall in the early 2000 at the height of the 2nd palestinian intifada.
5:20 pm
distance than has been cut off from jerusalem this is one of the few spots and were brosnan's can see jerusalem's old city just 2 kilometers away. this proud of his village but he dismisses trump's proposal to make it the capital of a future palestinian state with these is. the mayor says it was discussed as a possible capital back in the 1990 s. when there was hope of peace and no walls yasser arafat even commissioned this building for a future parliament. today i would use is poor. there are few jobs for young people. the only bright spot is the i'll could say university. the school has
5:21 pm
a solid reputation and some 14000 young people from across the west bank study here . mahmoud in m r are both studying medicine exams are coming up but right now it's trumps peace plan that's on everyone's mind. and i think there's always the possibility of a compromise even in this conflict. but it shouldn't be the palestinians who are always having to make concessions in the ne this has been al that for generations of can't just give it up. but the students are also critical of their own leaders they say of course trump is only concerned about israel's well being but they say it's also not right that there haven't been any direct talks between israel and the palestinians since 2014 and there is only one other to peace while in that is negotiations. welcome to the new capital of palestine that's the tongue in cheek
5:22 pm
greeting at the shop they say here that humor is more useful than hope. and that no palestinian was really expecting peace from a plan put forward by donald trump. be given in the sea it's important for us that peace talks take place on the basis of international laws. under trump's plan this border wall would separate the 2 capitals the us president calls it a vision people here call it a nightmare. we're heading to poland's now where last year more than 80 municipalities declared themselves l.g.b. ideology free zones now a gay activist is fighting back to reporter peter has the story for us he's here in the studio so 1st of all. ideology free zones what exactly is right so i should mention that we're looking at about 80 villages cities in some case entire provinces that have basically pledged to not encourage the tolerance of gay people
5:23 pm
what that means more concretely is that they're not going to provide avenues for people to express themselves not to be taught in schools not to raise any awareness of the issues. they're not going to help pride parades for instance it's really important to note though these are not we aren't looking at loss we're looking at risk lucian's or basically declarations of intent and as such they're too fast but that doesn't mean that the community hasn't been hurting during all this. the point really is to put them back in the closet out of sight out of mind there's an artist who is fighting back so tell us more about that right his name is bart's the chef skee he has launched this counter campaign an attempt to draw attention to the plight of the community he did by showing these pictures of people
5:24 pm
posing in front of a strong message we see parts to show you right here and he created the sign had the people. affected by these by these new resolutions pows really should try to give a face to what that means for them right i mean they do exist we spoke with him earlier today and this is what he told us we are not an ideology it's not an ideology to. have a marry the guy you love them and you love it's not an ideology to hold the hand of the beloved one it's not died ology that you want to feel secure in your seat in your town in the new province we need to show the people we are living in those areas that we are. beings not to demons as the politicians want to show us to the community. so where are schumann beings not demons out's
5:25 pm
a very strong message that really goes to the heart of the plight of view there and what is the situation for the 80 year old manatee in poland is one of 6 countries in the e.u. that does not issue recognize same sex civil partnerships the ruling right wing peace party last year when we saw when we had the national elections there ran on a. campaign against gay rights anti-gay rights to have the strong backing of you know very powerful catholic leaders nationalist groups even state media to some extent and basically they've all helped kind of team up and paint gay rights as a dangerous and what they call like a moral ideology that's imported from the decadent liberal west that's kind of how it's been framed and so they called it a threat to the traditional catholic unity. and that's really created this environment of hostility in some cases outright violence against people in
5:26 pm
poland hate speech is not punished by law at least not against bt they regularly come under attack we. are told is that it's gotten so bad that a lot of his friends have actually left poland countries like germany france u.k. to be able to live a life without fear 22nd what's the reaction outside poland well the european parliament has been very strong condemning this they demanded that polish government that they revoke these symbolic acts. the problem that the e.u. has obviously is that we've seen a rising wave of your skepticism in poland they're afraid if they're really going to try to crack down what is that going to do you are going to see potentially another breck said are they going to pull back so they are treading a fine line there. thank you things much. you're watching t.v. news coming up next on news asia a rights leader who dared to take on pakistan's all powerful military how did he
