exclusive interview. he's going to take unprecedented action against corruption. we have got a chance for a change and this is the right time to do it we asked why he failed to do anything earlier. take a look at what's happening in the super bowl. for fans of the kansas city chiefs as their team wins the u.s. super bowl for the 1st time in half a century. welcome to the program concerns over the corona virus have sent china. stocks into freefall
8:02 am
on the 1st day of trading since the lunar new year holiday shares plunged about 8 percent as the markets reopened china's central bank is pumping billions into the economy to avoid a recession china now says more than 360 people have died from the virus and over 17000 have been infected in homs where the outbreak began a hospital constructed in just 10 days is about to begin operating medical staff are preparing to treat up 2000 up to a 1000 patients there experts are still trying to understand the virus but a patient in thailand has provided hope of a cocktail of drugs could be used to treat severe cases of the infection. this patient's health took an unexpected turn for the better the 70 year old chinese woman came down with the corona virus which has already claimed hundreds of lives but the virus vanished from her body after doctors in thailand and ministered
8:03 am
an unusual cure. this is the standard treatment that we've used with patients it's a mixture of drugs and a few drugs which china used to cure mers patient the mixture of both treatment shows a vast improvement 48 hours after applying the treatment and the result turns negative . further tests will determine whether this will put an end to the corona virus epidemic. china is struggling to contain the disease the army has flown in almost 800 medical stuff and 60 tons of supplies to the city at the at the center of the operate. after receiving the order we immediately began to make arrangements for the mission carefully selecting cruise and coming out with 4 different flight plans considering the high risk of infection we also took measures to protect ourselves and provide a safe space. more than 360 people have now died from the virus in china
8:04 am
and the number of confirmed cases has jumped to over 17000 in wood hand and the surrounding who bay province hospitals are being built in record time to absorb the strain on the health sector outside today the government is desperate to slow the viruses spread in the city of wenzhou every household is limited to one shopping trip by one person every 2 days. public transport is disinfected but next week millions of chinese returned to work after an extended lunar new year holiday to put such measures to the test. our correspondent in beijing mathias the number of corona virus cases keeps rising in china more and more people are dying is this going to continue getting worse before it gets better. that's what most people expect
8:05 am
the numbers are rising the numbers are rising at a faster pace most of the cases that we see the new cases that are registered are still inside who by province inside one mostly and the cases outside of this area are rising at a slower pace so that gives the hope that the virus might be contained inside this quarantine zone but this is far from. from sure because there is a long incubation period and we might as well see the numbers taking off in other parts of china in the next few days i understand a new purpose built hospital has just been finished in han how is that expected to help in tackling the corona virus outbreak. new hospital has more than 1000 bags they have badly needed considering that
8:06 am
several thousands of people in this city have been diagnosed with the virus and we keep hearing reports about people being not able to get their diagnosis because test kits are lacking and. admission problems in hospitals so these beds are badly needed but the one government has stopped stepped up other measures as well so for example they have. announced we don't know really what they are really but they have announced to have quote quarantine zones where people who are who are sick but who are not sick that they need to go into the hospital where they have to stay and will possibly be taken by the police into these quarantine zones as the military has stepped in hoping to distribute food and other supplies to supermarkets so we are seeing everything we hear from one hand is pointing to
8:07 am
a severe emergency. health emergency matures is also having a massive economic impact on china how is that making itself felt. today is the day where according to initial plans the holiday the new year holiday should have ended pretty pretty china is pretty much in a lockdown economically around this time of the year because of the holidays but as you can see all these shops here have not opened today the government has extended the holiday so if until now economically there was some kind of a lucky coincidence that this. this crisis fell onto a holiday season now we are going to feel the real reasons when production when commercial activity will not pick up after the holiday and here's thank you very
8:08 am
much that was correspondent in beijing. well chinese stocks plunged on their 1st day of trading after an extended lunar new year holiday as markets were ravaged by the spiralling coronavirus outbreak the shanghai composite plummeted 9 percent at opening wiping 420000000000 dollars off the balcony of china's benchmark stock index and shows investors sold you one currency and commodities analysts expect volatility to reign until there are clear sighs the coronavirus is contained other markets in asia were also down. let's cross over to frankfurt in our d w financial correspondent chelsea the laney is following the markets in chelsea the chinese stock market there in shanghai dropped 9 percent because of this virus why such a sharp reaction. the chinese markets have been closed since january 24th for the lunar new year holiday so they haven't had much of
8:09 am
a chance to really digest the escalation and the coronavirus spread so as we saw global stocks really soft last week the chinese markets really were closed and couldn't really absorb that information so it's not unexpected that we're seeing a pretty dramatic decline and chinese stocks today this is hitting a particularly hard you know the industries that would be most impacted by the lock down in production and consumption across china right now as to things like consumer stocks transportation stocks financial stocks also those are all really coming up against the 10 percent decline. that the chinese stocks are allowed to fall in one day so all of those have had to kind about 10 percent but this isn't really having a big impact on other markets right now it hasn't really spread the can get in you know contaminated other stocks asian stocks are broadly down but as peter's are
8:10 am
pointing up and hong kong stocks are also about flat. what measures is the chinese government taking to stabilize the markets and support the economy. the chinese central bank has said they're going to free up about $174000000000.00 and liquidity just to sort of backstop the market today that's a pretty large amount of money and investors are saying that's not just a band-aid this is a significant move on the that half of the central bank so they're going to be giving short term loans to keep money flowing in the market they've also in-court courage to other banks in the region to cut interest rates and really free up lending for for the for the for the economy but i think there's a lot of expectation that the p.t.s.d. the bank of china is going to really take more drastic steps to shore up the economy and the weeks going forward. thank you so much chelsea blaney in frankfurt
8:11 am
. you're watching d.w. news still to come an exclusive interview a bank go as president tells you he's going to take on president of the action against corruption we ask why he failed to speak out earlier and. now some of the other stories making headlines around the world today turkey's defense minister says 4 turkish soldiers were killed in shelling by syrian government forces and it's killed dozens of syrian forces in retaliatory fire the shelling took place in syria's rebel held it lib region where turkey has had a military presence since 2017 turkey says its military has targeted at least 40 syrian targets for retaliatory strikes. officials. say dozens were killed when heavily armed attackers on motorcycles gunned down civilians in the village of bani security forces suspect your harvests or behind

the killings the u.n. estimates that your heart is groups killed at least 4000 people in the region last year. and at least 20 people have died in a stampede in tanzania during a service at an evangelical church the crowd rushed towards the pastor who instructed them to touch holy oil that he poured on the ground at least 16 other people were injured in the crush. a stabbing incident that left people wounded on a london street has led british prime minister boris johnson to say he'll push for changes in dealing with terrorist offenders the attacker had recently been given early release from prison where he was serving time for a terrorist related conviction police shot him dead during the attack and the 20 year old had been under police surveillance since his release. police in london shoot until a man wearing a fake bomb vest off to he goes on a stabbing spree injury to people well there is
8:13 am
a piece investigation taking place right now and a friend clearly had history history to counter terrorism offenses the attack a 20 year old man was on early release from jail. the suspect had been recently released from prison where he had been serving a sentence for islam is related to terrorism offenses the attack itself and the assailants profile to familiar for london is it's the 2nd terrorist related stabbing spree in london in 3 months attacks committed by men who had already been convicted on terrorism related charges but this time the attack wasn't in the city center but in the suburbs. it's crazy she says crazy and stupid i mean i'm looking myself and i'm going to pick it up and to see that kind of thing happening here i mean to my children and grandchildren and she was happening in your own
8:14 am
doorstep it's not easy but i think it's pretty strange that these things seem to repeat themselves and happen this often i think people are these sensitizing to issues like this which i think is a big concern seems pretty similar to what happened at london bridge. it's pretty scary that it happens in your own backyard the u.k. government off to the incident announced new sweeping measures in how it deals with terrorism offenders antiterrorism experts however also emphasized lone wolf low tech attacks like this are always going to be difficult to stop and listen to on the survey that. the president of angola. has told d.w. that his country is facing an unprecedented opportunity pertains in the wake of corruption allegations against the former president's daughter billionaire isabel those santoshi is accused of stealing hundreds of millions of public funds while head of the state run oil company in angola the allegations were published by a team of investigative journalists santoshi insists she's the target of
8:15 am
a smear campaign. well adrian krishna sat down with those present and began by asking about rumors that the santos is negotiating a deal to pay back part of the allegedly stolen money. this is infamous or some saying from that that this information is unfounded and we would like to make clear that there are no negotiations. and there will be no negotiations was he had and then the bank. over there was an opportunity to do so for the people who were involved in acts of corruption benefited from a 6 month period of grace to return assets they illegally took out of the country. in the future meant that if you don't the british those who haven't used that chance would now be responsible for any consequences that may result. in
8:16 am
some open as this were so interested you know the documents that are really quite quite clear do you want to see her behind bars for that i'd prefer not to answer that it's a judicial matter and i'm not a judge of any of the documents indicates that some of the deals happened with the knowledge or sometimes on the orders of the former president for example presidential decrease to give undervalued lends to isabel's companies why don't you go after the former president you must know or legislation what do you mean by that good of the former presidents are immune for at least 5 years after they finish their term but on to mention question but would you consider going after him after that i think you know before says. it's the justice system and not politicians that indicts people but is it's the justice system that investigates possible crimes.
8:17 am
that aside a need to the mission of politicians is to design policies ensuring that the justice system can be free and act within its competences. the president doesn't send people to court i would not even have time for that there are many cases in the country by the opposition their representatives are basically saying the justice system is not as independent as you are saying that it is very well controlled by the government was the response to that got me for. that may have been the case in the past but not today today they have absolute liberty to act equal fucked. that is the reason why there are so many trials particularly related to corruption but if you had a manned. mission i played with a point of course now you serve as a secretary general of the m.p.l. as a defense minister as well you knew the former president very well worked under him for a very long time why didn't you bring all these criticism up during that time. it's
8:18 am
true that i have worked under president you know say eduardo dos santos son we all did he stayed in power for almost 40 years. no one can say he or she was not part of the system will be that. we were all part of the system here but it's them if you don't put those who are in a better position to correct what's wrong and improve what's bad are those who knew the system from within. some pussies i meant the kids who quit as they were put a dent but then you must have seen that is a very corrupt system because this is what the documents now show us and that's what even no investigations meant the profile that it's precisely because they have seen these high levels of corruption and because i think that situation shouldn't continue that we're fighting what we have seen for decades. it might
8:19 am
be comfortable for us to leave things as they were before the full score but would that be correct. we now have got a chance for change. so we acquire it and this is the right time to do it as. we know it demands a lot of courage. and we face some resistance a women's vote we would rather fight that resistance than leave things as they were before. the movie. the horn of africa is still struggling to cope with a massive infestation of locusts sweeping the region somalia is the latest country affected it's declared a national emergency as the insects devastate farmland and food supplies in one of the poorest and most vulnerable parts of the world the swarm of locusts 1st hit in

kenya more than a week ago. land and livelihoods at risk farmers wrestling with the impact of climate change are now trying to defend their crops against desert locusts. so we depend heavily on the farming season we have to but the one beginning in april is short and not as productive we worry that the locus will destroy our harvest and we end up remaining hungry through the rest of the year waiting for the october crop and season i mean. swarming by the billions locust poses a grave threat to food security throughout the horn of africa kenya the at the center of the infestation ethiopia and somalia are the most severely impacted countries so far but a risk to south sudan and uganda are on the rise fear of what this could mean for the ecosystems of nations already struggling to feed their people is also growing.
