potential arms embargo since it's not working at the moment but as we've spoken all day about this i was quite skeptical that they would come to an agreement and it appears that they have so i look forward to bringing you more details as soon as the e.u. foreign policy chief comes out and shares them with us give us more a bit more background here tara what was exactly the sticking point here i mean there had to be a unanimous agreement what was standing in the way. italy has been very burned by these rescue ships picking up people drowning in the mediterranean fleeing not just libya but other countries bringing them to italy and then no other e.u. country showing enough solidarity to spread out of the migrants who needed a place to stay while there their cases were being processed by the u.s. to whether they would be allowed to claim asylum or not and so when you have these ships patrolling the mediterranean that were dual hatted that meant they were supposed to pick up migrants who were drowning which is a united nations obligation but they were also supposed to be enforcing the arms embargo italy just decided it had had enough and it suspended this mission now i

believe they're even going to change the name of it from operation sophia so that there is no connection to a rescue mission and this is something that austria says it's agreed to too and it appears that they have have built in a contingency mechanism if it turns out that this is a pull factor that more people start to leave libya because they know that the e.u. has ships there again that it will be suspended again so i think that they've really gone overboard the other member states in trying to reassure italy and austria that this is really going to be an arms embargo monitoring mission that was necessary or they would have blocked it as as i expected they would do today speaking about arms embargo earlier a senior u.n. official called the enforcements of the arms embargo in libya a joke how likely is it that this deal is now on the table that seems to be agreed upon will get 4 nations to start playing by the rules. i think everyone is going to be quite skeptical of this you remember how much optimism there was after the

berlin meeting a month ago in which all the major players have meaning turkey which supports the government supports and arms the government and russia where supports and arms the opposition in warlord khalifa haftar they all agreed to stop shipping weapons there was a cease fire agreed on the ground and yet we heard from officials over the weekend in munich that nothing has changed there are still armed skirmishes there are still weapons flowing in so these leaders the heads of state made promises to each other's faces then went back and did nothing so the e.u. may be proud of itself for coming to agreement on this monitoring mechanism but it doesn't mean that arms won't be flowing in if the countries if the governments of turkey and syria and turkey and russia still want them to so i think the e.u. is very going to be very pleased with himself but it remains to be seen how effective that mission can be a long running conflict there in libya perhaps more reason for skepticism corresponded teri schultz thanks very much i had to take a look now at some other stories making news around the world syrian state media

that the people here the refugees that you can see behind me in front of the church you have to abide by the municipal loss basically there were a lot of complaints by people in the neighborhood tears right in. the city of cape town there's a lot of shops hotels and so on who are saying this is harming business people are staying on the sidewalks they're cooking everywhere they urinating everywhere so the court says you have to stop that the court did not say this is an eviction notice this is actually what many people here were afraid of that this was going to happen that they offered a 4 month staying here have to leave the church but overall mixed reaction from the refugees i talked to some said well ok it's good for now we can stay here something where we actually need to find a conclusion here we can also not stay here forever because they have to recall is to be relocated to a 3rd country. and we can we can get a sense of it just by looking behind you but can you describe for us what is life like for refugees in cape town are they risk of violence as many claim.

it's a big debate here as well because if you recall the attacks last year those in the phobic attacks that have happened they mainly happened in johannesburg and other areas not here in cape town but if you talk to the refugees here they have other stories to tell they talk of structure of racism of experiences themselves for example not getting birth certificates for their children and so on and so forth so they say yes their life is at risk here but many people here see it quite different even right next to the church so you see like dozens of shop owners who are from other african countries as well they say they feel safe here they want to continue living here and they're quite upset with what the refugees see behind me at the church here saying adrian many of the refugees they say they want to be resettled in other countries where the chances now of that happening. they're very low and that's the problem here the refugees insist that they want to be resettled and the government insists on that saying it's not possible it's not going to happen no other country has said we are ready to take you so the only solution the government
