3:00 pm
this is d.w. news live from berlin china reports a nother increase in the number of people infected with the coronavirus the figures have gone up after 2 days of fewer cases being registered nearly 90 percent of the new infections are in the city of tucson more than 70000 people have now been infected by the virus also coming up blocking the weapons fueling libya's civil war the european union agrees to renew a naval mission and forcing the u.n. arms embargo but will it be enough and in the bonus leon fired for turn to the top
3:01 pm
of the table after crushing cologne they're back in the groove and that is not good news for the rest of the german topflight. thanks for joining us china is reporting an increase in the number of new cases of the coronavirus reversing the trend of the last 2 days the government also says the number of dead now stands at 1800 and the more than 70000 people are infected with the virus across the country. trying to keep the boredom at bay andrew han the chinese city head hardest by the corona virus outbreak medical stuff that this hospital has been trying to motivate the patients of today stuck in hospitals many welcomes the relief.
3:02 pm
oh never mind the correlation in this makeshift hospital are all of mild symptoms and they can manage their daily lives still it is hard for them to be stuck in here we want to make something to keep them busy as a part of our work reporting before going. in china's hoop a province the epicenter of the outbreak new report cases are again on the rise after 2 days of declining figures in mainland china alone officials say the total number of confirmed cases is over 70000 with nearly 1800 deaths. chinese president xi jinping is now facing criticism over why the public was not alerted sooner to the outbreaks potential severity official media recently released an internal speech he gave an apparent attempt to show the communist party leadership acted decisively from the start but instead it revealed china's top leaders knew about the outbreaks dangers weeks before the president publicly
3:03 pm
addressed the problem. and go china's military has now dispatched hundreds more medical workers an extra supplies to a bit to shore up the city's overwhelmed health care system. to get the latest now from beijing correspondent has been reporting on the virus there now show gone this is a city of millions of people's essentially on lockdown i mean how do authorities there plan to keep residents inside. china is a surveillance state so they are lots of cameras to surveil the buildings and everybody is most people in china are living in compounds in fenced off compounds that have a gate and there is somebody sitting at the gate usually these people sitting at the gate don't do anything people can just walk in and walk out but it's very easy to activate these people to stop people from passing through actually show a gun is now one of 2 cities that have. issued this total lockdown note where
3:04 pm
people can't even leave their building to buy groceries other cities restrict households to letting people in out just once every 2 days to buy groceries and here in beijing everybody is handed a pos we can we walk in and out freely but we can for example not bring strangers into our compounds so china has these these social control mechanisms that are. much older than technical surveillance that is also in place now and they're using it now and it is i want to ask you because china's president delivered a speech and this was behind closed doors we're just hearing reports about it now the speech was about the severity of the coronavirus but it was about 2 weeks the 4 of us spoken about publicly can you tell us a bit more about the fallout now from those revelations. you know. yeah this speech
3:05 pm
that we're talking about is a speech that he held on the 3rd of february that is 2 weeks ago it was published in chile sure that's the party's theoretical magazine that a party that spreads party ideology the interesting thing most of it is about combating a war against the virus and his leadership but the interesting thing is that he said in that speech that he had been cheering them. against the wire is from january the 7th now that was the time when authorities still denied that they were ayers was dangerous and this period of denial is seen as one of the main causes for the spread of the virus so he is now basically opening the failures from the beginning and that's quite remarkable that he has said this openly and this could be published in the party magazine it might be that they're confident to win the
3:06 pm
battle and that the initial failures will stand back behind these massive efforts that they're bringing on now to combat the virus it might be that he couldn't evade any more. this can all adjustment because the fact that he has not been seen during this period is also has also drawn a lot of criticism we don't know really the motives behind it but we know that we are in the period now when it's when when this battle against the virus is something that dominates the whole country today just we have seen news that most probably the 2 sessions the annual session of the parliament will be postponed this is a major step in this political system that does not like surprises to their schedule diamond princess in the japanese port of yokohama 2 planes carrying the passengers have now arrived in the united states they will remain in quarantine for another 2
3:07 pm
weeks they were confined to the ship after a man who disembarked in hong kong tested positive for the virus. the diamond princess fenced off at the dockside in yokohama but for some at least a way out after more than a week of uncertainty buses pull up next to the ship ready to pick up some 300 americans who have chosen to squat quarantine here for quarantine back home. harry this is it and about to step into the big wide world so i have my mask on and. can't go on. cheryl kinda husband paula from syracuse in new york state after being cooped up on the ship for 12 days they've agreed to be flown back to the u.s. where they'll spend another 14 days in isolation a shot this cell phone video of their own evacuation in this case at least a good natured event. thank you. and
3:08 pm
then you'd probably. have them there on the road leaving behind them at least 40 americans who have contracted the virus those patients who remain in japan for treatment. and the last leg of the evacuation government chartered jumbo jets ready to fly to california and texas. and eventful holiday is drawing to a close. down here. in the morning. and that's if you can be pretty miserable word leaves me. everybody had to go to the bathroom on the bus is it going to be 5 hours. to get off for this. one evacuation completed canada hong kong initially say they also plan to evacuate their citizens from the cruise ship. the european union has agreed on
3:09 pm
a new naval mission to monitor the u.n. embargo on arms deliveries to libya e.u. foreign ministers meeting in brussels today had been split over whether to resume the mission italy and austria were concerned that european ships patrolling the coast could encourage more migrants to attempt to cross the mediterranean. i will get the latest now we go to our correspondent teri schultz in brussels for us she's been following that story terry e.u. foreign ministers wrapping up that meeting what exactly have they decided. karl we'll hear more from you foreign policy chief joseph burrell within the next hour on just what they've agreed to they're calling it an agreement in principle and that's because this is been very complicated as you mentioned italy and austria and some other countries did not want to reestablish a migrant rescue mission in the mediterranean they want to find a way to to strictly limit this to simply enforcing the arms embargo in libya the
3:10 pm
potential arms embargo since it's not working at the moment but as we've spoken all day about this i was quite skeptical that they would come to an agreement and it appears that they have so i look forward to bringing you more details as soon as the e.u. foreign policy chief comes out and shares them with us give us more a bit more background here tara what was exactly the sticking point here i mean there had to be a unanimous agreement what was standing in the way. italy has been very burned by these rescue ships picking up people drowning in the mediterranean fleeing not just libya but other countries bringing them to italy and then no other e.u. country showing enough solidarity to spread out of the migrants who needed a place to stay while there their cases were being processed by the u.s. to whether they would be allowed to claim asylum or not and so when you have these ships patrolling the mediterranean that were dual hatted that meant they were supposed to pick up migrants who were drowning which is a united nations obligation but they were also supposed to be enforcing the arms embargo italy just decided it had had enough and it suspended this mission now i
3:11 pm
believe they're even going to change the name of it from operation sophia so that there is no connection to a rescue mission and this is something that austria says it's agreed to too and it appears that they have have built in a contingency mechanism if it turns out that this is a pull factor that more people start to leave libya because they know that the e.u. has ships there again that it will be suspended again so i think that they've really gone overboard the other member states in trying to reassure italy and austria that this is really going to be an arms embargo monitoring mission that was necessary or they would have blocked it as as i expected they would do today speaking about arms embargo earlier a senior u.n. official called the enforcements of the arms embargo in libya a joke how likely is it that this deal is now on the table that seems to be agreed upon will get 4 nations to start playing by the rules. i think everyone is going to be quite skeptical of this you remember how much optimism there was after the
3:12 pm
berlin meeting a month ago in which all the major players have meaning turkey which supports the government supports and arms the government and russia where supports and arms the opposition in warlord khalifa haftar they all agreed to stop shipping weapons there was a cease fire agreed on the ground and yet we heard from officials over the weekend in munich that nothing has changed there are still armed skirmishes there are still weapons flowing in so these leaders the heads of state made promises to each other's faces then went back and did nothing so the e.u. may be proud of itself for coming to agreement on this monitoring mechanism but it doesn't mean that arms won't be flowing in if the countries if the governments of turkey and syria and turkey and russia still want them to so i think the e.u. is very going to be very pleased with himself but it remains to be seen how effective that mission can be a long running conflict there in libya perhaps more reason for skepticism corresponded teri schultz thanks very much i had to take a look now at some other stories making news around the world syrian state media
3:13 pm
say government troops have made advances against rebel held on claims in the province of aleppo the region has been held by opposition forces since 2012 the latest successes are threatening the fragile cooperation between turkey and russia which back opposing sides in the conflict. a 3rd authorities in brooklyn afonso say gunmen have killed at least $24.00 civilians in the east of the country the attack targeted a church in the village of punchy islam is to extremists have been blamed for a growing insurgency that started in neighboring mali and has also extended into the share the united nations says armed men have killed at least 20 civilians in an english speaking region in northwest cameroon among the dead were more than a dozen children the massacre followed clashes between government troops and separatists finding for an independent state an opposition party blamed the army for the attack the government denies involvement. well cleanup operations are now underway in britain after one of the most powerful non-tropical storms on record
3:14 pm
storm dennis lashed the u.k. with rental rain and hurricane force winds over the weekend the government deployed troops to help a number of local communities the storm also disrupted travel across the country. a close call for passengers touching down in haiti through our night if you go to it is going to go is going to go around. hundreds of flights have been cancelled due to the strong winds with widespread travel disruptions felt across the u.k. . the persistent rain has left this town in wales unrecognizable after its river burst its banks. strong current slapped it harms and swallowed the countryside communities had little time to prepare. or try to keep a level had stayed says you know you can only do what you can do at the end of the
3:15 pm
day nature will just do what it's going to do so there's not more she can to just. the flooding was expected to be worse this time around following storm sierra with rain falling on already saturated ground. conditions are expected to ease in the coming days as communities begin to assess the damage. according cape town has given hundreds of refugees and asylum seekers for more weeks to stay in a church where they've been sheltering since october the migrants sought refuge in a methodist church in the city center that's after being forcibly dispersed from their sit in protest outside the united nations refugee agency complex the refugees who say they are threatened by anti foreigner violence in south africa are demanding resettlement outside the country. let's get more now from our correspondent adrian krishi has been following these court proceedings in cape town adrian 1st of all just walk us through this court decision today and how are refugees reacting to it. well so basically the main point of the court says is
3:16 pm
that the people here the refugees that you can see behind me in front of the church you have to abide by the municipal loss basically there were a lot of complaints by people in the neighborhood tears right in. the city of cape town there's a lot of shops hotels and so on who are saying this is harming business people are staying on the sidewalks they're cooking everywhere they urinating everywhere so the court says you have to stop that the court did not say this is an eviction notice this is actually what many people here were afraid of that this was going to happen that they offered a 4 month staying here have to leave the church but overall mixed reaction from the refugees i talked to some said well ok it's good for now we can stay here something where we actually need to find a conclusion here we can also not stay here forever because they have to recall is to be relocated to a 3rd country. and we can we can get a sense of it just by looking behind you but can you describe for us what is life like for refugees in cape town are they risk of violence as many claim.
3:17 pm
it's a big debate here as well because if you recall the attacks last year those in the phobic attacks that have happened they mainly happened in johannesburg and other areas not here in cape town but if you talk to the refugees here they have other stories to tell they talk of structure of racism of experiences themselves for example not getting birth certificates for their children and so on and so forth so they say yes their life is at risk here but many people here see it quite different even right next to the church so you see like dozens of shop owners who are from other african countries as well they say they feel safe here they want to continue living here and they're quite upset with what the refugees see behind me at the church here saying adrian many of the refugees they say they want to be resettled in other countries where the chances now of that happening. they're very low and that's the problem here the refugees insist that they want to be resettled and the government insists on that saying it's not possible it's not going to happen no other country has said we are ready to take you so the only solution the government
3:18 pm
sees is for them to go back to the communities here in south africa where they came from or an aging story for us in cape town thank you very much. are here's a check now is on the other stories making headlines at this hour an australian court has ruled that a search warrant authorizing police to raid the australian broadcasting corporation last year was legal police were searching for material related to reporting on australian military operations in afghanistan the broadcaster has called the court ruling a blow to democracy. and german cortez order tests law the us electric vehicle manufacturer to stop clearing the forest land near berlin to build its 1st european factory the ruling comes after the state environmental office gave the green light to clear 92 hectares of woodland for the plant. all rio's world famous carnival festivities are only a week away preparations are now reaching fever pitch. the spectacular somber parade in cheers course of the city's dance schools compete for the carnivals
3:19 pm
championship title but this year the parade is at the center of a bitter debate. it's a dress rehearsal for deborra a flag bearer of the monk year a somber school. one week before she and her troops arrive for the title at the rio carnival. here or is brazil's most famous somebody's school and the defending champion but a bitter clash over monk era's theme this year is overshadowing preparations for the world famous parade. it centers around jesus christ a deliberate provocation by monk here as members. it's a very emotional topic because we're going to show different versions of jesus as whites in black as a man and a woman and indigenous. this is the neighborhood of monk era
3:20 pm
a gang infested slum on a hill in rio at its foot the renowned somebody's school. how might the story of jesus have gone had he grown up here perhaps as a black woman or someone else that's the explosive question the monkey or school will put on display during carnival. while the dance troupe prepares in this complex. out on the beach even jellicoe christians gather for a religious ceremony. many feel outraged by the somebody schools plan for them jesus is white and untouchable. jesus saved me he saved my life he means everything to me. conservative pastors have launched a petition against manageress plan they want to prevent the sight of a black jesus in the parade. we could out in the holy bible does not say that jesus grew up in a slum like man guera these people are degrading our bible anyway the carnival is
3:21 pm
the ruin of many people exposing them to drugs sex and murder. in december a brazilian t.v. comedy portraying jesus as a gay man sparked a violent backlash suspected religious fundamentalists through mala tough cocktails into the producer's offices to bore a maid and her monk hero colleagues call the criticism absurd. its own nonsense the critics haven't even read our program. just ahead of their big performance the monkey arrows are undaunted. on the bonus the title race is tight but champions by munich put on a show of force at the weekend mark meadows from sports is here for more on that i mean 1st of all for cologne i mean this wasn't really
3:22 pm
a fair fight wasn't no it wasn't i mean it's carnival time in cologne there is acted there stated that they were they were wearing special shirts for the occasion but by and rather ruin the party somewhat and in some style i mean they needed to because i'll be like to go back top of the table on saturday with their win by in rio. they're off already and the goals can quite thick and fast in this one so keep your eyes failed the. follow their 51 capitulation to dortmund with a 4 nil thrashing of freiburg win or lose they guarantee goals and that was the case again against buyer and. unfortunately the ball went the way of the visitors in the 1st half robert levin dubs people can the scoring with his 23rd of the season one mil to the champions after just 3 minutes i 2 minutes later it was 2 no through kingsley commom i don't speak with me turn to the lay off the smart finish things were getting embarrassing for cologne and more
3:23 pm
ways than one. there were just 12 minutes on the clock when by and put themselves out of sight. i should have been 3 no i think it was more of the same after the break as could not break up his 2nd 66 minutes i believe that day for 22 german nationals he did for mail i guess he hadn't gotten colognes much out of the consolation strike for the holes he rode off the story after 17 minutes i for one finished another high scoring thriller featuring cologne coach mark is good still probably wouldn't mind a boring mill mill some time soon. byron go back on top and with 16 goals in 5 games since the winter break there once again in all minutes for as the title run
3:24 pm
it looms i where that's out there in 16 goals in 5 games this victory over cologne wasn't aberrational byron is back yes indeed i mean i think what's behind this in form is continuity there's not been a lot of chopping and changing in the lineup and that was proven by the fact they scored 3 goals in. the 1st 12 minutes that's the 1st time ever done that in a bonus they go away and i mean the players just know everybody's roles that you know if you if you bring in a whole new set of players every of the game then takes them half a game to get used to each of rick and so i think that is really key to what's happened i mean to continue the big new signing of the season. we can't get a game you know it's called the little magician they don't use magic because everything's working out just fine without him so i think that really underlines how strong byron are at the moment an embarrassment of riches there are and also a new head coach paying off yeah i mean hands you flick i mean since his appointment in november when they sat niko but he's barely put a foot wrong to be honest i mean it's been plain sailing most of the way he
3:25 pm
actually had a bad cold yesterday and couldn't actually go to the post match press conference but over us he was fine with this team talk because it is but he's not done yet we have to say that i mean his 12 games to go to actually have a look at the table and see how tight it is at the top of the board as they go and buy in or actually only ahead of leipzig by a point and then crucially you've got dortmund and glad they're 3 points further back now buying of got to go to dortmund in april they could easily lose that and crucially also glad back half a game in hand so it's very rare that it's so tight in the top 4 in the blunders they go but i am a betting man and i will say unfortunately by now probably going to do it and the schedule favors byron as well yes i mean next week they're playing ball on friday at home so that should be an easy one but then they got the champions league the week after was against chelsea and that could mess with their minds a little bit had a bad experience in the champions league last season so there's still all to play for all right mark meadows sports is shaping up to be
3:26 pm
a fun end of the boom as they get season thanks so much. the portuguese football club vittoria have launched an investigation after porto player was racially abused by fans at a league match was so fed up he tried to substitute himself above his teammates as you can see they physically stopped him from leaving the field those actions were later condemned by anti-racism campaigners the ford from mali said supporters who shouted racist abuse and threw a seat on the pitch for idiots he also criticised the referee for showing him a yellow card for his protests. and watching the news coming up next in asia stakeholders in afghanistan express new optimism for peace we asked the afghan president's spokesman if the taliban can be trusted. women field laborers in india forced to choose between their wombs and their work and vietnam's finest felines are primp and preen before the country's 1st national cacho.
