9:02 pm
emanuel macron he has announced a walk down measures telling all residents of france to remain indoors the new restrictions begin midday on tuesday remain in effect for at least 15 days in a televised address says that people should stay home and not go out except for essential he says anyone breaking these rules will be punished parishioners flocked to supermarkets ahead of the president's speech to stock while they can. for more we're joined by u.w. correspondent lisa lewis she is in paris good evening to you lisa we just heard about president saying that we are and i'm quoting here we are at war tell us more about what he said tonight. well. several measures for 1st of all obviously the 15 day lockdown people should not go out otherwise they would face sanctions he also said that the 2nd round of voting in local
9:03 pm
elections 1st on took place on sunday and the 2nd round it would be pushed back would not happen next sunday as planned parliamentary will be suspended and the government will govern by executive orders but you know the underlying tone is really reflected in that sentence we are at war which he repeated not once but several times and he openly appealed to the sense of responsibility of every french person and said you know you can't go on meeting your friends and hanging out in parks when it's sunny such went on sunday like like on sunday actually when it was sunny and you saw people in parks and crowded together here in paris as well and he said you really need to understand how serious the situation is you need to start actually meeting and seeing people getting close to other people in order to stop this rather virus from spreading. in the fridge to change their social d.n.a.
9:04 pm
for at least the next 2 weeks what do you think will the fringe will be will they heed this call. well they have to otherwise they would have to pay money and i think that will work obviously many people here were expecting this to a certain extent they were remiss actually but you know people were actually saying for example that they expected this lockdown to go on for $45.00 days so that you couldn't actually leave the house and that house that there would be a curfew in place from 6 pm on that didn't happen is actually light a measures that many people were expecting here but they i think they will have to follow them and if they agree or not i don't think french people are willing to pay up for this or any you know lisa here over the weekend we said that in berlin it had the feeling of a ghost town what's it like there in paris where you war as i said so far the french haven't really been respecting that obviously today was
9:05 pm
a bit quieter but yesterday was a very sunny sunny day and many people as kind of seem to think this might be the last day they would be allowed to walk around freely and many people really are kind of taking this very lightly i was actually walking around trying to keep distance a certain people and i was being laughed at you know people really one woman started to cough and then she laughed and i just you know i just could feel that people weren't taking this seriously you know it's definitely not a laughing matter that is for sure lisa was with the latest from paris tonight lisa thank you well u.s. president donald trump says he expects the worst of the pandemic could be over in july or august he is urging americans to avoid traveling if they can to engage in schooling from home and to not visit bars or restaurants he says people should not gather in groups larger than 10 let's listen to what trump had to say just about an
9:06 pm
hour ago. therefore my administration is recommending that all americans including the young and healthy work to engage in schooling from home when possible avoid gathering in groups of more than 10 people avoid discretionary travel and avoid eating it drinking at bars restaurants and public food courts if everyone makes this. change or these critical changes and sacrifices now we will rally together as one nation. all right let's take the story now correspondent stuff on the monkeys in washington and even to use the fonts are talking through these guidelines that trump has announced what else is he asking americans not to do. well that's pretty much it president now changed his tune changed his tune of yesterday you remember the guidelines we were talking about were no gatherings no meetings.
9:07 pm
occasions where he had 50 people or more now the federal government president comes out with 10 people so that's the line bottom line is if you read between the lines is don't trumpet the trauma of destruction does not want to declare a national curfew or national lockdown or a interstate travel ban of course no he doesn't do this but he is appealing to the conscience of every american to actually basically stay home stay home don't do anything don't do travel don't go to restaurants don't go into bars or anything go shopping if you have to supply lines are secure go shopping to the supermarket to the pharmacy if you have to and take care of yourself take care of the older people something really interest and. the president and his experts say it's like that the millennial is actually are the ones who have to and who will be able to bring america through this and through this crisis by actually influencing positively through their habits of texting and not socially being close together influencing
9:08 pm
the older generations and doing the right steps you know it's interesting to belittles have been engaged in social distancing a lot longer than we realized the u.s. president yesterday so he was very happy about the u.s. fed cutting interest rates today he said we could still have a recession. yes again 180 great one of the degrees different donald trump today presidents today in all of what we just heard in this press conference tells the test force coronavirus test for us very somber very calm and not all hunky dory everything will be fine admitting that's a big problem we will get through this we're doing everything we can we're cooperating with the coronavirus and the markets that's a problem though just closed down further 3000 points while the president was
9:09 pm
speaking and why he was admitting that yeah we are probably heading into a recession that is the u.c.l.a. anderson school of management which then they actually in just came out with this we're actually already in a recession they don't expect any the u.s. economy not to grow until september at the least these messages as you say you know they've been flip flopping a lot in the white house and the speed of these messages changing is also just amazing what about average americans you know trying to to soak all of this in how are they dealing with the realities of this pandemic. so everybody's on a roller coaster so to speak your put this. hit the nail there the top of the nail there is constantly new stuff coming on the new curfew here a new initiative in curtailing mass meetings cancellations is that for a i think. this is a very crucial week for the american society for americans across the country from
9:10 pm
north to 1000 and east to west it seems in now that there is no way that american go on or just change the way of life a little bit here there has to be drastic drastic change in everybody's life and most people will i think and actually i think we should all hope here stay home practice social distancing and make sure that we get that america can get more tests on the street and take care of those who will actually fall sick. ones with the latest in washington tonight stefan thank you. well as we said stock markets around the world once again began the week with heavy losses for the 3rd time in 2 weeks trading on wall street was halted after the opening bell stocks posted steep losses following emergency moves by the federal reserve to avert a corona driven recession the dow falling 12 percent today other central banks around the world also took action to offset the economic impact.
9:11 pm
on major airlines in the united states are asking washington for 50000000000 dollars in emergency aid to help them survive the sharp downturn in air travel due to the coronavirus the trade group airlines for america morning that large flyers could run out of cash by the end of the year it's asking for a combination of grants favorable moans and tax cuts airlines around the world have canceled routes as governments impose travel bans to prevent the spread of the vipers. and that latest ban that is very probable is the travel ban into the european union to talk about this for the airline industry's deep beardsley's of steven i mean how serious is it we've been here before haven't we with the airline industry for sure right after $911.00 if you may remember they asked for help to the tune of about $5000000000.00 plus loan guarantees on top of that this would be about 3 times the size of that sort of rescue package there after
9:12 pm
a flight was grounded after $91150000000000.00 is what they're asking for here. and it does seem pretty urgent because they're asking for this instance to come through within 15 days of approval so there is this pressure he's in and what's behind it they say obviously we know more or less what's behind it krone virus we've seen some of the numbers there about these airlines slashing their flight numbers flashed slashing their routes proposing furloughs united airlines saying it's lost $1500000000.00 in march they're saying that this comes down to cash flow and that they don't have it they don't have the liquidity they need of course there are plenty of critics already who say you know you guys were. we're living high hawg for much of the last decade making record profits where all that cash go the answer for some these companies is it went back to stock buybacks so instead of keeping that cash on hand for emergency reserves they've they've spent it in some cases others might say look nothing of this nature was ever imagined this is unprecedented and frankly the industry is going to need all the help it can get to
9:13 pm
survive and i'm sure through they're expecting that too big to fail. to take effect here as well i mean do you think we're going to see similar requests from other industries and when one does the others follow i mean we're already seeing other industries that are appealing for help whether it's you know many would hesitate to call this a bailout they would call it basically a cash injection something like that it may sort of be semantics but we know that for example auto industry in the u.s. is keenly looking at some legislation that legislators are working on there we know that the auto industry in germany they stop production of volkswagen for example and in bavaria home to b.m.w. for example they have initiated a program to allow them to start buying purchases buying shares in companies there that would help them inject some state money into these companies the bigger question is the smaller guys what happens to them what happens to the tor industry for example the smaller packagers who depends on cash flow in the summer to book trips already for the next year so they live tight already and if they don't have
9:14 pm
that cash they may not be able to make it they've course can't go to governments and ask for a huge bailout the hope is that some of this loan small loan offers that we've seen in the past days from the e.u. from governments like germany the u.s. that that will trickle down it's unknown right now the g 7 leaders of the g. 7 held their 1st ever video conference today to discuss the virus did anything come out in terms of you know a coordinated effort an international effort well they were coordinated international definitely came out because really what they're trying to do is send a message here that says hey we are coordinated we're on the same page our finance ministers are going to be speaking to one another every week outside of that nothing tangible really came out but there's a hope that's sitting that signal itself is very important when you have markets in freefall so that's the message here all right stephen beardsley from the to be business as always david thank you thank you. well the world health organization has called on countries to ramp up testing programs as the best way to slow the
9:15 pm
pandemics advance now the director of the w h o says the governments need to do more to track down every potential k. stimulus the most effective way to prevent infections and save lives is breaking the chains of transmission and to do that you must test and isolate you cannot fight a fire blindfolded and we cannot stop this bundle me if we don't know who is infected we have a simple message for all countries test test test well the german chancellor angela merkel has announced unprecedented new measures in response to the outbreak non-essential shops are to be closed as well bars theaters sports venues gyms and playgrounds there's also a ban on religious gatherings until further notice and hospital visits will also be
9:16 pm
restricted at least 14 people in germany have died from the corona virus more than 6600 have been infected here's part of what the chancellor said earlier today then i'll call them via internet in their mind we still need drastic measures as has so often been said to slow down the rate of infection is such drastic measures have never been taken in our country. but at the moment they're necessary to reduce the amount of close contact between people. to bring down the number of infections and serious cases she had in a cancun. all right we want to go now to don't tell me a central berlin and talk with our political correspondent brought to get even to you the chancellor today she stopped short of declaring a state of emergency but she announced some very significant measures none the less right yes indeed she didn't go to the extreme of the
9:17 pm
measures that are available to you but it is the case that the measures that have been decided today are completely unprecedented in modern germany something like this has never been imposed in germany and in fact in the federal state of bavaria which implemented these measures this morning already announced their implementation they did that by declaring a state of emergency in that region and that federal state. is very extreme it's something that hasn't happened in germany before basically what's happening is that everything that is not essential everything that is not absolutely necessary for survival is being shut down so that people are basically being forced to stay at home without a curfew having been imposed so there's no reason to leave your home any more reason to go out and have fun as it were to go to the gym or to the cinema out of the theater to go shopping for fun there's only shopping for necessities for things such as food and medicine in places like where you are the mall of america or the
9:18 pm
mall of berlin i should say there are going to look like goes towns at least for the short term these are hard decisions for the government to make and as ever the chancellor made these decisions only after consulting with international partners of germany right. yes i think what i'm trying to do here is some sort of damage control i guess you could call it because what's been happening in recent weeks is that many countries have been moving on their own countries here in europe within the european union have been imposing their own measures closing their own borders without really coordinating this with other members of the european union and obviously we know that for instance the united states imposed a travel ban on europe of people coming from europe without even talking to the european union so by talking to the g 7 within the g 7 format which includes the united states and by talking within the european union chancellor merkel is trying
9:19 pm
to reestablish some sort of international coordination some sort of international effort so that these measures that are taken in various countries do not in fact work against each other and huns all the while the number of newly infected people continues to increase here in germany how are germany's hospitals in clinics how are they coping right now but what in fact happening in germany is that the hospitals are not of iran yet we haven't yet reached the point where there are so many thousands of serious cases that need intensive care that need to be hospitalized so that the hospitals at the moment are not at the point yet where the peak is overwhelming them and that is exactly the reason why all of these measures are being taken these most recent measures and in fact all of the measures that were taken in the recent weeks it's an it's an attempt to try and keep down the
9:20 pm
number of the rate of the number of infections the spread of the virus so that the hospitals do not get overwhelmed so that the people that do get admitted to hospital have a chance of being cured and that the number of people that get admitted to hospital can in fact be admitted. all right our political correspondent hans broad on the story for us tonight in central berlin and thank you. when germany's president has called for germans to show solidarity in the country's fight against the coronavirus he urged residents today to stay at home and to avoid contact with others amid a growing chorus of leaders who are asking the same of their citizens he asked for people to respect the restrictions that were outlined earlier today by chancellor merkel even it. doesn't dear fellow citizens these are unusual times that many of us in iran. we worry about our loved ones our jobs and
9:21 pm
the future. first things 1st we will beat this fire us. that's why i'm calling upon everyone let's be sensible let's show solidarity for the sometimes being sensible requires drastic action this is now the case. we must now alter our daily lives each and every one of us. together we must make sure that the virus spreads as slowly as possible therefore whenever possible stay home. avoid coming into close contact with others seek out and use other means of communication ways of working and being helpful to one another. and have understanding for all these restrictive measures they are necessary please abide by them. it's been human stock don't say i'm young and strong it doesn't affect me say
9:22 pm
yes i will take responsibility for my family for parents and grandparents for the elderly and for the vulnerable. for my community and for my city for my country and i assure you restricting yourselves today will save lives tomorrow. and have faith federal and state governments are doing everything to prevent the corona crisis from becoming an existential crisis for businesses workers and the self-employed and everything to guarantee the availability of food and cash. i thank all those on whom we critically these days nurses and caregivers doctor emergency personnel and crisis teams as well as cashiers and truck drivers who are supply lines thanks respect to you all.
9:23 pm
no one more thought is important to me if we can only defeat the virus as a global community viruses have no nationality just as the remedy will have no nationality. we must now stick together. via it's up to us whether solidarity within germany and with other countries will have the upper hand. or if egotism prevails and everyone acts only on their own behalf. the world after this will be different what kind of world and society we live in depends on. my believe in our sensibility. i believe in our solidarity. therefore let us keep our distance from one another so that tomorrow we can embrace each other again all the best to you and let us respect one another. and i was the german president.
9:24 pm
humanity in this crisis. well germany has joined a growing list of e.u. countries attempting to curb the pandemic by imposing full or partial border closures there are now controls on the country's borders with switzerland austria denmark watson burg and france. gridlock on the french german border these cars have been waiting for at least 30 minutes to end to germany the said and sending back any vehicle which is not being granted special status to enter germany has a valid reasons across its going to lift. it's just one of many makeshift border controls set up on monday in a bid to stem the corona virus outbreak german citizens and residents may continue through as can delivery drivers and those commuting to work and you wonder splaying coronavirus symptoms will be handed over to health authorities. doesn't find it normal actually they need to protect to somehow from everything that's been

happening it's really bad at the moment there is no set time frame for these travel restrictions and the government says it might extend them to borders with italy only essential shops are open public gatherings and travel are banned and people have been told to stay home the country has marked a surge of virus related deaths in recent days more than 350 reported on sunday alone more than 2000 have died in italy so far. here's a look at more of the latest coronavirus developments britain is ramping up measures to combat the virus with prime minister boris johnson telling residents to avoid all unnecessary contact with other people canadian prime minister justin trudeau has announced that he will close the country's borders to all foreign nationals urging people to stay home russia will also ban the entry of non nationals and stateless people until may in response to the outbreak and switzerland has
