that it's taken quite a bit of time both for germany and for the e.u. as a whole to begin to really put measures in place and i think that is a product of the fact that these are open federalist stick governments whether at a you level or here in germany it's taking time to get different. parts of the government on board it's taking time to get citizens on board but they are on board now if you look at the polls we're seeing i want to ask you about just the issue of how much you think the chances hands are balanced by the fact that she can't impose her will as it were on the germany states fred federal systems are complicated and so we're seeing a mix of recommendations requirements we're seeing some states move faster and tougher than others but varia for example quickly declared an emergency situation
