a trillion dollar stimulus plan to deal with the economic fallout of the outbreak that after u.s. stocks suffered their worst for in over 30 years on monday. i'm monica jones in berlin good to have you with us. travel into europe the current epicenter of the coronavirus pandemic is being severely restricted european union leaders have agreed on a 30 day ban on travelers entering the block the decision will affect most non-citizens and nonresidents of the european union with some exceptions it will be up to each member state to implement the new regulations german chancellor angela merkel said the e.u. would do what's necessary to protect the public's health and to the economy. all across europe movement is grinding to
10:02 am
a halt in berlin chancellor merkel amounts that even travel into the e.u. will now cease i mean the guy is enough or was. traveling to europe from countries that are not part of the european union under no great britain is prohibited with very few exceptions and. this ban hasa be implemented by the member states of and will apply for 30 days. is that fair and also if it bites the target and travel within the union has also become increasingly difficult germany in the center of europe has been hemmed in by border closures. and even within countries quarantines are keeping people at home on wednesday belgium will be the latest country to implement a complete lockdown lissie torrijos alternated millions are obliged to say is home in order to avoid as much contact as possible outside their close family except to
10:03 am
go to work except for essential journeys to go to the doctor to the grocery store to the post office to the bank to the pharmacy to get petrol. or to help people in need so in $1.01. in ireland streets were empty as st patrick's day celebrations were called off and the prime minister delivered a somber address to the nation tonight on a national holiday i want to send a message around the world we are in this together to the people of china spain and italy who suffered to untold heartbreak and loss we are with you to everyone who has lost a loved one to this virus we are with you. to all those living in the shadow of what is to come we are with you are pubs and schools are closed and large gatherings for britain in ireland and the rest of europe social distancing is the

price to pay to slow the spread of the coronavirus. and for more on europe's response to this crisis let's bring in our political correspondent hands on tell us who precisely you will be affected by the 30 day travel ban. well the european union prefers not to call it a ban but a temporary restriction about an effect it is it applies to all citizens of the e.u. countries and all of a number of countries that are very very closely associated with the e.u. without a switzerland norway and the eastern stein so trying to do this from these countries are allowed into the e.u. citizens from other countries from also i think you are not allowed in unless they have permanent residence here in the european union or in one of those other countries and there is also some level of access for members of families of people who live in that you are citizens of the e.u.
10:05 am
and certain exceptions such as for medical personnel now so it's not a travel ban but travel restrictions you say and germany seems to be leading the case off those 30 days travel restrictions is that so and if so why. yes i think you can say that the point is that the european union cannot in fact impose such a can propose a true its member states in the member states themselves have to implement it so germany implemented this last night as soon as it had been decided simply by a declaration by closing its borders as it were there are other countries within the european union such as the czech republic for instance who are already have in place to travel bans that are similar to the czech republic in fact will not allow anybody who is not a citizen of the czech republic into that country at the moment including other e.u. citizens so the implementation is still to be implemented by various countries but it's going to be very quickly i imagine all right not only people are travelling
10:06 am
glutes also move across the border and i'm going to machall had something to say about that let's listen and. we pledged to coordinate the repository ation of european union citizens stranded in quotation marks in other parts of the world. and we also discuss the supply of medical products on dick whitman but for the organ at the request of many member states the commission has decided to undertake collective tenders to obtain certain medical goods organum from a very welcome ooh for older. ones i'm going to get america just mentioned issuing tenders for certain medical goods is europe actually working together to ensure that the most vulnerable member states like italy do have enough supplies. i think we have to say that kind of cooperation has been really lacking in recent
10:07 am
weeks initially france and posed a ban on exporting certain goods from france germany also it's imposed a ban on import exporting things like surgical masks from germany both of those restrictions are now slightly being lifted and exports under control of the european union are to be allowed into other european union countries so one is trying to re start the internal exchange within the european union as i said earlier there are several countries that have closed their borders within the european union germany as well has instituted controls at certain borders and this is restricting the exchange of goods not only of goods such as medical supplies but of of goods of every day life they are. there are backups at all billboard a person within the european union some of them for 20 or 40 hours trying to get that internal trade going again as part of the reason why the external borders are
10:08 am
being closed at the moment so i mean germany is right at the center at the heart of the european union how worried is jim indeed that goods medical and all the goods could dry up in this period. well at the moment the germans are saying that you know supplies of daily life food and medical supplies are not restricted a number and there's no problem with getting them shops in fact are being opened on sundays which is unusual in germany so that people can get their daily goods but the fact of the matter is that there are large large backups on certain borders and that is that there's this is likely to affect the supply of course the flow of goods at the same time medical supplies obviously are particularly important but i enjoy the exceptions are being made for the european union is trying to get that particular flow of goods to become a lot more easy in the next few days right tons on to their political correspondent

thank you so much this european countries on to the only ones clamping down on their borders the united states and canada which share the world's longest line frontin a working out the details of banning all non-essential travel between the 2 countries australia has declared its 1st ever human by security emergency prime minister scott morrison has advised australians not to drive all uproot saudi arabia which holds the rotating share of g 20 countries says it will convene a video summit next week to coordinate the coronavirus response among the world's biggest economies and japan's deputy prime minister says holding the summer olympics would make no sense if countries concent athletes. the trump administration is proposing a one trillion dollar stimulus package to cushion the economic impact of the virus in the u.s. the measures include sending a $1000.00 check to every american the package would set aside 50 $1000000000.00

for the american airline industry payroll taxes and further loans and guarantees for small businesses the plan comes as governments around the world scramble to send direct aid to citizens affected by the pandemic and would need to be passed by congress this week. that despite all those measures it looks like the roller coaster ride continues for global markets to chelsea delaney is keeping an eye on trading at the from could stock exchange chelsea what will it take for aid package like the one proposed in the united states for those to support trading. well investors say these packages these responses just need to be significantly larger than this proposal by the u.s. is it is truly enormous it could be bigger than the stimulus than during the financial crisis but given the enormity of the restriction businesses people are

going to be facing economists are saying this just might not be enough one formal former central banker in the us said they might need to double the size of this 32.5 trillion because a lot of people are expecting the economic impact of this to be short lived and it might not be this could last for months until next year even and the same is true in europe where there have been a lot of efforts to get money to businesses to get with quite easy to businesses but economists are saying a lot more effort needs to be put on getting money directly into the pockets of the citizen so that they can keep spending and supporting this nest certainly as long as they are allowed to leave the house and spend money chelsea delaney reporting from the frankfurt stock exchange thank you so much. the spread of coronaviruses cause chaos in germany is critical also industry forcing giants like folks to close their factories until further notice now luxury carmaker b.m.w. is joining other comic isn't scaling down production b.m.w. representatives said the health of its employee useful is of utmost concern and
10:12 am
stressed they were using a wide range of tools to prevent the spread of the virus among its stuff. for more i'm joined now by my colleague our until june from d.w. business aaron so now b.m.w. says there are scaling back production but was it different to just a short while ago it was but this coronavirus epidemic is really kind of changing the math by the hour does seem and what it comes to b.m.w. is definitely not a surprising move that they're going to scale down their production i mean as you said there are many other driven car makers of already made that choice and at the end of the day it really comes down to protecting the health of their employees i mean looking at other companies v.w. has confirmed. they have had worldwide 25 cases of corona virus and here among the production facilities in germany they have had at least 3 confirmed cases so far so while of course any type of production stop is very very painful for these companies at the end of the day you know if you have a virus like this spreading among their staff it could be you know it's really hurt
10:13 am
their business long term so it's kind of a case of you know ripping off a band-aid and one quick motion is a lot better than you know slowly pulling it off over several months as it's going on production so is the responsible thing to do the right thing to do but how long can germany's car industry actually deal with scaling down production or even production stops well that's kind of the 1000000 dollar question or rather maybe i should say 1000000000 dollar question i mean german car makers are coming off of a fairly good year i mean in general 21000 saw a reduction in terms of the amount of cars sold worldwide however german companies were really able to profit specifically from the asian market however 2020 was always going to be a very expensive year i mean most of these companies are tacking towards new technologies and they're preparing billions in new investments they have to actually make in order to get these technologies up and running we're talking electric cars driving cars new battery new battery systems and v.w. was planning has been 60000000000 to get their technology up b.m.w.
10:14 am
is also planning to spend 30000000000 so that money isn't there right now exactly exactly with these production stops you never really you never really know it's really going to hurt their bottom line long term is there a silver lining on the horizon they say there is well i mean in terms of the business angle i think so i mean v.w. has confirmed that although this virus started in china they have actually managed to get some of the production facilities back up they say that at least the regions where they produce the virus is kind of a betting it's been reduced in terms of new cases so in terms of german cars being sold abroad there does appear to be some hope and it's definitely coming from china that's good news indeed aaron chilton from v.w. business thank you so much for this thank you. and i had this talk with ira tilton earlier in the day because meanwhile there's some breaking news coming in b.m.w. has just announced that it is suspending its automobile production of its plants in europe and south africa that until the 19th of april a company spokesperson said that motorcycle production will continue at its plant
