hello i'm terry martin thanks for joining us german chancellor angela merkel has gone into home quarantine after a doctor who treated her was diagnosed with the corona virus on friday medical who is 65 was back sated against a different virus by the doctor who later tested positive for coated 19 machall spokesman says she will now undergo daily testing herself her last act before going into quarantine was to announce sweeping restrictions on freedom of movement and social interaction in germany. angle america about to announce the most severe restrictions on freedom of movement seen in germany since world war 2. the corona virus continues to spread rapidly convincing the chancellor that further containment measures are needed so far it had largely been left to states and
10:02 am
municipalities to curb the contagion creating a patchwork of rules and guidelines the new measures will be rolled out across germany. today. we have discussed today how all counter measures are working we have no vaccine and we have no drug against the disease all we have firstly the efforts we are making to prepare our health care system especially hospitals for the expected continued high rise in infections. and secondly our own behavior. that is currently our most effective measure. in a video conference medical and state leaders decided to ban gatherings of more than 2 people excluding families and housemates she thanked the population for observing measures and guidelines already in place. it's wise.

i know that it entail sacrifice both economically and on a personal level when shops have to close and it's not possible to socialize it's even more painful not being able to visit grandparents or meet friends we all have to live without this for a while i am deeply touched that so many people are following those rules. but with me. within an hour of america leaving the press conference news she was going into quarantine broke the chancellor has put herself at the front and center of germany's response to the pandemic angle americal now gets to lead by example. for more let's cross straight over to our political correspondent kate brady kate is now at home in corinth what does this mean for her and her ability to govern.
10:04 am
well so far we know that she will be continuing to work at least as much as possible from work now the cabinet meeting the usual monday cabinet meeting will be taking place today and she will be participating most likely via video by a telephone conference call but the idea is that it will very much be business as usual here of course there's still constant changes here in germany to be dealt with possible new measures later this week but particularly when it comes to financial aid as well here in germany were expecting to see a supplementary budget come out this week of up to $156000000000.00 euros that would be around 43 percent of germany's normal yearly budget so there's still a lot to be done here in germany and of course and america will be trying to participate in as much of that as possible while she remains at home in south korea and. when will we find out kate whether the change actually has been 19.
10:05 am
well we know so far is that the government spokesperson stephens i've actually said yesterday that america will be tested regularly in the coming days but so far we don't yet have. a test result but of course that will be published and made public a soon as we have it. well just before he was chancellor going into quarantine she announced new restrictions on movement and social interaction tell us more about those restrictions. well one of the biggest new measures is that groups of more than 2 people are now banned in germany now excluded from that new measure families and people that you might live with in a house for example but this is a big measure that's being implemented nationwide today now people are however still allowed to travel to the grocery stores to work if they can prove they're on
10:06 am
their way to help someone for example but of course this is also being implemented in different ways around the country as wealthy here here in berlin in the in the state city state of them for example local authorities police are asking people to carry some piece of identification on the times as well so that they can check indeed where they live and see whether might be going but we did indeed over the weekend see a decrease at least here in the capital of people gathering in large groups it seems that people have started to listen here and dia's to the advice is being given not only by health experts but also by the german chancellor angela merkel says stay at home wherever possible because right now the implementation of these measures and staying at home and reducing the risk of spreading this virus as much as possible is all about winning time and flattening that curve to minimize the

spread of covert 90. thank you so much those are political correspondent kate brady . well germany's health system is struggling to cope with the coronavirus crisis hospitals and clinics are busy while doctors practices in rural areas have been inundated with calls from concerned citizens and they have to contend with even greater shortages of both staff and equipment. the streets are deserted in the town of. we're on our way to visit a family doctor she's had to deal with the shot rise in the number of people consulting her since the corona crisis began. yeah and of course spends up to 15 hours a day advising and treating patients a practice is in a near constant state of emergency it was particularly crazy at the beginning of the outbreak so i called it was chaos people coughing and sneezing on each other everybody had lots of questions and badly needed advice and information it was too
10:08 am
much all at once. the doctor now divides patients into groups anyone who wants to see one has to phone 1st and ask its details and the doctor then decides whether the patient needs to come in a tool the aim is to break the chain of infection and especially to protect the chronically ill they're particularly at risk if they contract corona contemplation of the time we split up our consultation times in the morning we see the chronically ill then i do consultations by phone then the smear tests that need to be done and the final part is for those who might just have to check with the stethoscope off for an infection that approach went a long way towards easing the stress but now her assistant dr is sick and calls can hardly keep up and next patient is an ambulance driver he has a chronic cough which has recently gotten worse. the doctor writes in
10:09 am
a sick note but there's not much you can do to reassure him. if there's already something wrong with your lungs and then you contract the coronavirus it can go badly for you i am a little panicked. a bit panicked there's no reason to panic. keep calm and carry on that's perhaps the doctor's greatest challenge at the moment she's running out of facemasks and has no proper protective clothing on top of that the authorities have provided conflicting information with regard to protective gear we're told at the beginning that you could only carry out a corona test if you had the full equipment then another authority is that just go ahead and test and we do need to test after all that there's huge uncertainty. now she take samples wearing a surgical mask and her husband cycling goggles she's turned her yacht into a kind of driving facility so that people don't have to come into the practice at all. i think it's important that we make progress and i want to do my part in that
10:10 am
what do you mean by progress and then we get accurate information on say how effective isolation is the response was sluggish that 1st. growth expects corona virus infections in rural areas to rise sharply in the next couple of weeks she and her colleagues are doing everything they can to avoid getting sick themselves so they can continue to help those who really need it. the tokyo a limb pick games in july and august could be postponed because of the coronavirus japan's prime minister shinzo has acknowledged the possibility of pushing the event back for the very 1st time saying a decision could become inevitable they have previously insisted the games would go ahead as scheduled the international olympic committee open the door to a postponement on sunday when it said a final decision would be made within the next 4 weeks but added that a cancellation was not on the agenda canada and australia say they will not send
10:11 am
teams to a july game. well our correspondent mark medicine did over sports is covering this story for us good morning mark a postponement it's looking increasingly likely isn't it yes i would say it's almost certain now that the games will be postponed probably until july or august 2021 now there are other options one of those is cancellation but they've said they do not want to cancel the japanese events invested so much money in these games already at the last count $12600000000.00 and it's probably going to rise so i think cancellation is completely out of the question a scaled down games happening this year with no specs. maybe less sports it's possible but that's not really what the olympic games is all about no one really wants that so i think if we listen to shinzo abbé the japanese prime minister talking in parliament today it's pretty clear that postponement is most likely. the
10:12 am
i.o.c. decision is in line with what i've said we want to hold the event in its complete form if that becomes difficult we will think of the athletes 1st and foremost we may have no option but to consider postponing the games. and. so big steps they're actually moving forward saying could be postponed what's behind this change of tune from the japanese basically pressure from athletes it's become overwhelming it's hard to find an athlete out there who basically wants the games to take place this year kind of actually gone further they've effectively boycotted the games this year they put out a statement saying it is not safe for our athletes their families and the broader canadian community the strains of said something similar they said they'd have to make the call now for the good of their athletes to say look you should stop preparing for 2021 because obviously the pandemic has called havoc with training regimes people haven't been able to train we've also the problem with qualifiers for the actual tokyo games if they were going to happen this year
10:13 am
a lot of those have been postponed so we don't actually know which athletes would take part in tokyo so everything basically points to a postponement how could the games be salvaged successfully markets are an option for that i think so i mean the japanese was so happy when they won the bid in 2013 and you know they were ready with all the venues in double quick time those venues are still going to be relatively new they're still going to be there in july or august 2021 obviously all the volunteers are there for this year but they could quite easily be persuaded to put it back a year out of the hotel spaces there so it's easy to see how a full impact games could take place in 2021 the problems he comes if this pandemic is a serious it is now that the end of this year they might then panic and think hang on even july august 2021 is too close and there's also a problem the would have let extend kinships is due to happen in oregon in august 2021 and also the swimming world championships in japan in july 2021 now those 2
10:14 am
are flagship olympic events there's no way they could actually happen if the olympics was happening at the same time so there's lots to work through and that's probably why they need this 4 weeks to make a final decision sporting world like everything else in disarray mark matters from v.w. sport thanks so much. the u.s. senate has failed to pass an emergency aid bill putting markets around the world on edge shares in asia tumbled to hong kong and shanghai as indexes both closing in the red india's main index the sensex collapsed losing over 11 percent and only japan's index saw gains 2 percent higher on the news that the olympics might merely be postponed rather than cancelled european markets did not escape the route of germany's dax open down by almost 5 percent. you're watching news coming up next we've got
10:15 am
