terry martin thanks for joining us german chancellor angela merkel has gone into home quarantine after a doctor who treated her was diagnosed with the corona virus on friday machall who is 65 was vaccinated against a different virus by the doctor who later tested paul's do for coded 19 medical spokesman says she will now undergo daily testing herself her last act before going into quarantine was to announce sweeping restrictions on freedom of movement and social interaction. angela merkel about to announce the most severe restrictions on freedom of movement seen in germany since world war 2. the corona virus continues to spread rapidly convincing the chancellor that further
12:02 pm
containment measures are needed so far it had largely been left to states and municipalities to curb the contagion creating a patchwork of rules and guidelines the new measures will be rolled out across germany. we have discussed today how all countermeasures are working we have no vaccine and we have no drug against the disease all we have a firstly the efforts we are making to prepare our health care system especially hospitals for the expected continued high rise in infections. and secondly our own behavior. that is currently our most effective measure. in a video conference medical and state leaders decided to ban gatherings of more than 2 people excluding families and housemates she thanked the population for observing measures and guidelines already in place. it's wise.
12:03 pm
i know that it entail sacrifice both economically and on a personal level when shops have to close and it's not possible to socialize it's even more painful not being able to visit grandparents or meet friends we all have to live without this for a while i am deeply touched that so many people are following those rules. within an hour of america leaving the press conference news she was going into quarantine broke the chancellor has put herself at the front and center of germany's response to the pandemic anglo-american now gets to lead by example. for more let's cross straight over to our political correspondent kate brady kate is now at home in quarantine what does this mean for her and her ability to govern . well so far we know that she will be continuing to
12:04 pm
at least as much as possible from what now the cabinet meeting the usual monday cabinet meeting will be taking place today and she will be participating most likely via video by a telephone conference call but the idea is that it will very much be business as usual here of course is still constant changes here in germany to be dealt with possible new measures later this week but particularly when it comes to financial aid as well here in germany we're expecting to see a supplementary budget come out this week of up to $156000000000.00 euros that would be around 43 percent of germany's normal yearly budget so there's still a lot to be done here in germany and of course i'm going back to will be trying to participate in as much of that as possible while she remains at home in south korea and. when will we find out kate whether the trench actually has been 19.
12:05 pm
well all we know so far is that the government spokesperson stephens i've actually said yesterday that machall will be tested regularly in the coming days but so far we don't yet have. a test result but of course that will be published and made public a soon as we have it. well just before it was announced the chancellor was going into quarantine she. is on movement and social interaction tell us more about those restrictions. well one of the biggest new measures is that groups of more than 2 people are now banned in germany now excluded from that new measure families and people that you might live with in a house for example but this is a big measure that's being implemented nationwide today now people are however still allowed to travel to the grocery stores to work if they can prove they're on
12:06 pm
their way to help someone for example but of course this is also being implemented in different ways around the country as well for him here in berlin in the in the state city stays of them for example local authorities police are asking people to now carry some piece of identification on the whole times as well so that they can check indeed where they live and and see where there might be going but we did indeed over the weekend see a decrease at least here in the capital of people gathering in large groups it seems that people have started to listen here and dia's to the advice is being given not only by health experts but also by the german chancellor angela merkel says stay at home wherever possible because right now the implementation of these measures and staying at home and reducing the risk of spreading this virus as much as possible is all about winning time and flattening that curve to minimize the
12:07 pm
spread of 90 kate thank you so much that was our political correspondent kate brady . well there is some hopeful news here in germany the country's main public health institution the robert institute says there are signs that the rise in new coronavirus infections in germany is leveling all fold oh it will still be some days yet before the trend can be confirmed germany has had a remarkably low mortality rate compared to other places despite a relatively high number of confirmed cases with nearly 25000 infections reported up to today just 94 people are confirmed to have died so far that compares with almost 60000 cases and more than 5000 deaths in italy it's a prominent experts here are struggling to explain. it so go straight over to our science correspondent fabienne schmidt science how
12:08 pm
can we explain the fact that germany appears to have a lower corona virus mortality rate than other countries. yes it's very interesting christian germany it's about 0.3 at this point at this point we have to stress in italy it's roughly 7 or even higher now it's different explanations for that the 1st point is that germany got the virus later than italy which means that people who were. identified was having the virus had more time to develop the disease and so you don't die right away but especially if you're older and have a preexisting condition it takes some time until the virus takes a full effect on the lungs and actually you essentially suffocate from it now the 2nd question of course is the issue of respirators and some medical equipment now if you have enough medical equipment in intensive care units
12:09 pm
respirator and devices which are very complicated and high tech. to treats a number of people whom you can treat at this moment then you can still cope was it and more people are going to survive and usually the situation was that they had less than 1000 respirators in the whole country when the crisis broke they have increased the number since but basically they haven't been able to cope with this drastic increase a head they almost have as many people infected now as china had it's a it's a it's a peak so that hardly of these are going in this direction so that's the main reason now different institutions are tracking the current a virus counting confirmed infections recoveries etc their numbers are often quite different how can we count for the. the main reason for these differences is a question of who gets tested and how it gets reported now we know that
12:10 pm
a bald one search of the people infected will never show any symptoms so if these people will never not be tested then nobody will ever know. that they had the coronavirus if only the people who have severe forms go to the hospital and therefore get registered then of course the deaths ratios going to be higher because only the severe cases you will have in this whole. relation if people was a slight. symptom slight symptoms who otherwise feel right go to the doctor and get tested then you're going to get c. ratio dahlan ok now countries worldwide have imposed radical measures to fight the pandemic of course shutting down the economy and severely limiting social interaction millions of people in a locked in their homes facing an uncertain future what could this all what impact will this have on their wellbeing. you know the worst impact of course is on people
12:11 pm
who have some precondition of depression or mental problems but it can basically hit everybody who's locked up and the key question for your mental health is going to be whole busy you keep yourself during that time do you have in addition to just being locked up do you have problems. with your work with your workplace was your finances with your apartment know all this can a group of 8 depression anxiety and fear the best way to deal was it get get involved on the social media communicate with other people make a telephone call a trip try to do sports as much as you can even if you're a lot outside like in germany you are go jogging take a bicycle trip do things but just stay away from people and thank you very much for that advice. there from d.w.
12:12 pm
science. well the u.s. government is redoubling its efforts to halt the spread of the corona virus the country has more than 33 cases through 33000 confirmed cases so far the 3rd highest number after china and italy new york city is a hotspot and its mayor has warned that hospitals there are just 10 days away from running out of basic supplies several states including new york have already ordered citizens to stay at home. even the buzzing heart of manhattan has now gone quiet all nonessential businesses must stay closed and their workers must remain at home it's part of a stringent a set of rules coming into force as new york scrambles to contain its surge of current virus infections and there pressure from state governors president donald trump has now pledged to send help to the states worst affected by the outbreak including new york. in addition to large quantities of supplies i've also directed
12:13 pm
fema to supply the following 4 large federal medical stations with 1000 beds for new york 8 large federal medical stations with 2000 beds for california and 3 large federal medical stations and 4 small federal medical stations with 1000 beds for the state of washington the u.s. economy is also reeling from the virus on sunday the u.s. senate was expected but failed to reach a go ahead for a trillion dollar economy to rescue package aimed at helping businesses and regular americans democrats dismissed the bill saying it was still to tour helping large corporations. legislation has many problems at the top of the list includes a large corporate bailout with no protections for workers and virtually no oversight
12:14 pm
. also very troubling in the bill were significant shortfalls of money that our hospitals state cities and medical workers desperately needed this is a public health crisis it is inexplicable to skimp on funding to address the pandemic which the senate to set to vote on the emergency bill again on monday both or it is in new york urged the peak of the contagion is yet to come and warn of stricter measures if citizens fail to comply. well stock markets reacted swiftly to the senate's failure to pass an emergency aid bill shares in asia tumbled hong kong and shanghai as indexes both closing in the red india's main index the sensex collapsed losing over 11 percent only japan's index saw gains 2 percent higher on the news that the a lympics might merely be postponed rather than cancel european markets did not
