south africans get some exercise and celebrate being allowed out as the government eases one of the world's a strictest lockdowns. i'm claire richardson welcome to the show north korean state media say leader kim jong un has made his 1st public appearance in nearly 3 weeks kim is said to have opened a fertilizer factory near the capital pyongyang the official news agency says he was greeted with under arrest cheers it's the 1st report of kim carrying out an engagement since he missed a national anniversary celebrations last month there has been speculation he was seriously ill or even dead well joining me now is correspondent frank smith in seoul frank how reliable is this information coming from the state news agency reporting that kim jong un is alive and well. well 'd i think the information
7:02 am
reporting that he's alive and well coming from north korea's state media is a lot more reliable than the information that we received over the past couple of weeks that that he had undergone some surgery which may be true but that he was gravely ill or in fact in a vegetative state as some media outlets suggested or even brain dead i think there's a couple of giveaways there number one in the photograph of kim jong il and number 2 in the background is his sister and potential heir cumulate jong who is the vice director of north korea's propaganda and agitation department i think it would be a horrible mistake for north korea to suggest that kim jong un when it was alive when in fact he was dead so 'd i think this is really a reliable report from north korea saying and showing that kim jong un is alive when i'd like to talk about that sister you mentioned what do we know about

how they can a family dynasty works for example who would be next in line to take power. that's a very good question and has been a source of speculation for the past couple of weeks since this concern developed about kim jong un's health. john is really the only serious option in terms of fall weighing the kim dynasty mount back to bloodline and that's very important the founder of north korea was kim il sung. grandfather the next in line was kim jong il and then kim jong un the grandson of the founder kim il sung she would fall again in that line they do have an uncle kim jong il but he has been sort of out of public view and out of the government structure for the last couple of years so she really is the strongest sort of

candidate but she's shown as being very quite young a little bit inexperienced so there would be some sort of grooming to take place and a stronger introduction of her character to the public should she really emerge as the as the absolute heir so this has been a moment to take stock of power structures in north korea but how does this episode reflect on the ability of countries in the region and the international community to deal with potential insecurity in north korea. well i think we need to recognize that we really don't know what's going on or the power structure surrounding the kim family and the decision making process it's very very opaque going back to when kim jong il died the international community didn't even find out until 2 days later when the north korean media announced it i think there was really a lot of politics involved 'd in the you know rumors that circulated
7:05 am
a boat kim jong il's death to portray north korea as a very unstable and in secure country it may be a lot of things especially in terms of its human rights and you know character of or lack of democracy in that country but to argue that it's unstable because of that might not be particularly accurate i think the international community in terms of what it can learn is that maybe it needs to deal with north korea as it is rather than a north korea that it wishes for frank smith thank you u.s. president donald trump is threatening to slap trade tariffs on china over the coronavirus much of china's industrial output is made for exports to europe and america when demand for its goods has collapsed is trying to kick start the economy for many chinese businesses it may already be too late. physical distancing and

i do agree that it is important to support the countries that are hardest hit by the virus and the economic consequences. the majority of e.u. countries have declared states of emergency in a bid to contain the virus but the lion had a warning for any government seeking to abuse those powers. we're looking very closely to hold these measures are implemented when it comes to the european values indeed the freedom of speech the freedom of media for example so we stand ready to intervene immediately if this is not appropriate and time limited. for now the priority remains saving lives and stopping the spread of vaccine the key to some kind of return to normality. and you can see our full interview with arcelor funded ayan on our website that's d.w. dot com when i was south africa has begun to ease its coronavirus lock down one of
