that operate in tax havens however as of yet germany has not suggested taking that route. or more now joined by nicholas shaxson from the tax justice network that's an international group focused on tax and tax havens he joins me from his home office here in berlin thanks for being with us 1st of all what's important companies are legally registered in tax havens if they're not breaking the law why shouldn't they be eligible to receive state aid especially if it's going to save jobs well 1st of all we do need to put a very powerful warning shot. across the bows of companies that are using tax havens extensively i'm secondly this question of legality is a very thorny one companies will routinely say yes we're doing nothing illegal and the act of registering registering in a tax haven is not illegal but a lot of a lot of stuff they do sales very close to the edge of illegality and often crosses

it so we don't know a lot of these companies are doing things and taking a chance and we don't know what they're doing is necessarily legal so there's a big gray area there but then there is a very very big problem with companies using tax havens because they're essentially using all the benefits that states provide and then they don't pay their way so it is necessary to do something about tax havens and to put the spotlight on tax havens and to take measures against companies that do use tax havens where the secular measures that are being put in place by some countries are the right way to do it is and is an open question how common is it that european companies use tax havens either directly or indirectly through some severe. it's multinational companies pretty much every multinational company uses tax havens in one way or another there's a whole range of reasons why they do it tax looms very large in that set of reasons and escaping tax is a very big part of it and it's not only about escaping tax but that it's very

expensive there was a set of revelations called the luks leaks of looking at. information came out about the companies using p.w. c. in luxembourg which is a very large and very. dangerous european tax haven and it showed that all the big multinationals in the world basically were using luxembourg to escape tax on particular european nations so it's very very extensive do you have any evidence of companies diverting funds from coronavirus alif relief packages to subsidiaries in tax havens. well i think because multinationals are so deeply implicated in the tax haven we flows go through you know trillions of flows are going through tax havens in one way or another so any money that will come into multinational from a relief package will be likely to be going in some way through tax haven or
