9:00 pm
for. me to listen 2020. 5th anniversary year on you know. this is g.w. news live from berlin tonight an unprecedented push to help europe's economy recover from the pandemic. became must be to invest together and our common good will of the bolt by raising i'm president it amounts of funding to european the european commission president of underlying and unveiling a 750000000000 euro recovery fund to every e.u.
9:01 pm
country must of prove the plan what are the chances of that happening also coming up tonight u.s. president donald trump threatening to shut down social media networks such as twitter after cast doubt on the credibility of several of his tweets and the u.s. launching a new chapter in manned space travel with the 1st manned takeoff from u.s. soil since the space shuttle western call almost a decade ago. i'm burnt off it's good to have you with us tonight the european union is planning a route back to normality after the coronavirus pandemic european commission president or so fun to lie in today unveiled a 750000000000 euro plan to help members of the european union balance back much of
9:02 pm
it will be funded by common e.u. debt a new approach proposed by germany and france and a lie in describing the fund as an ambitious answer to the challenge and she said that the european union faces the choice of member states going it alone or responding together. the european union's massive recovery funding plan is aimed at helping member states hardest hit by the pandemic italy and spain will get the lion's share the commission president and brussels keen to play out europe's united approach the aim must be to invest together in our common good we will be bold by raising unprecedented amounts of funding at european level we will be focused by channeling the funding to the new priorities that will shape the future. in practice it's germany and france which
9:03 pm
are driving the plan and will provide most of the money german chancellor angela merkel for the 1st time accepting joint e.u. debt as part of a mutual recovery strategy. is of course not and this proposal contains elements of both what was discussed between germany and france as well as elements of the guarantees and loans that were mentioned by 4 other countries. and now we start negotiating with $400.00 a group of northern e.u. countries known as the frugal for the netherlands led by prime minister mark ritter plus austria denmark and sweden are less keen to hand out money to their southern counterparts with no strings attached. don't say the young man with an emergency we need an emergency recovery final tuesday to stimulate the economy oh yes we believe this should consist of loans without any mutualization of tents for myself
9:04 pm
to go in for them it's hot looking fall for school is. some tough talking lies ahead for the recovery plan to come into force agreement must be reached before the autumn. and what makes this rescue package so unprecedented earlier we put that question to our brussels correspondent barbara v's. unprecedented is that the european commission will or hoops to be for the 1st time ever in its history to be allowed to take up debt that is basically forbidden it's even legally don't fall. in this crisis the member states of france and germany have said we need money money needs to come from somewhere and we need to channel it through the european commission because we have no other mechanism and so they will they will allow. on the line for the 1st time ever to take up this huge amount of money $750000000000.00 on the financial markets now this money will eventually have to be
9:05 pm
paid back but that is only going to start after this budget period that means 2028 and then from then on it's going to stretch into the 2000 fifties and i wonder whether that is the reason why she called the next generation it will be the children of our children maybe who will have to pay this money back eventually what's also unprecedented is that this money is supposed to be a large amount of it 500000000000 to be given away as grants so that is money for free to the members 3 states who are worst affected by the coup in a crisis and we already know who the biggest recipients will be italy in the 1st place spain and on number 2 and then will come the other fronts and even some use in european countries like poland will get it bit off from this huge money part and
9:06 pm
so i also love underline tries to sort of give something to everybody because she needs the agreement of all the 27 member states and that is going to be a hard battle that will begin in about 2 to 3 weeks time. was barbara billingsley reporting from brussels on the other side of the atlantic u.s. president donald trump he's threatening to shut down social media platforms comes a day after twitter flags several of trump's tweets saying that they need fact checking trump responded by accusing social media platforms of silencing conservative voices and tweeted that republicans will strongly regulate or close them down before we can ever allow this to happen unquote the u.s. president has more than 80000000 twitter followers. my colleague a reporter jill dougherty has been following this story so let's talk just from the beginning here what did twitter do what the president do i guess that. made
9:07 pm
twitter i guess you know take a 2nd look at his tweets well this all started on shoes they went twitter for the 1st time clamp down on misinformation being spread by the president they flagged 2 of his tweets as being potentially unsubstantiated so the background is the trump is angry at the state of california which once introduced postal voting or mail in ballots trump believes that would advantages rivals the democrats so we can have a look now at the tweet that he sent out about this in which he claims that mail in ballots would result in electoral stroll but we can also now see what twitter did in response they added this little label to the bottom of the tweet saying get the facts about mail in ballots that league led to a web page would present stating that there's no evidence to back up the claims that postal voting is prone to fraud and after that trump hit back saying that republicans would shut down all regulate social media platforms if they continued to stifle conservative voices and more recently in the last few hours he said that
9:08 pm
there is big action to follow. and this is not the 1st time that the u.s. president has used twitter to spread dubious rumors so why is twitter you know acting now i mean they've been sleeping at the wheel it seems like well twitter's getting ready for the 2020 presidential elections just around the corner and they have updated their terms of service and specifically they now have said that users cannot mislead others about participation in elections so they're actually applying their own new rules here but you know they're not actually clamping down on all of the president's problematic tweets right now they are refusing to take down a separate tweet in which he has indirectly accused a liberal news host of being involved in a murder so you could say they're actually being quite light on the president all have done is stuck one little link. one of his tweets yeah that's a very good point that you bring up there trump he likes to make threats we know that and he likes to threaten that he's going to shut things down but can he really
9:09 pm
shut down social media well it's ironic isn't it that he is accused twitter of basically stifling free speech and then he has gone around and said that he will shut them down which would of course stifle free speech let's have a think about what he could do currently platforms like twitter and facebook are regulated as platforms meaning they are not liable for what users post on them he could try and convince congress to change that so that it will more regulated like newspapers which liable for the content but that could result in them actually having to take down more of his posts because they would then be held liable for what he has to say keep in mind also that democrats have threatened to regulate social media platforms but for totally different reasons i think it's unlikely the twit is going to want to cover that trump is going to want to cut off twitter which of course is his favorite channel he uses it sometimes more than 100 times a day to directly reach the people he wants to talk to and so in all hours of the night as we'll as we have seen many times joe as always thanks for your reporting. all right in just a short time from now the united states will launch
9:10 pm
a fresh bid for some would say dominance in space when its 1st privately built rocket will take off from u.s. soil with u.s. astronauts on board since it stopped its own launches back in 2011 the u.s. has relied on russia for rides into space in the arrangement that the trump administration is eager to change. if all goes to plan it will be the dawning of a new era in space travel that the launch of the full can one rocket with its manned dragon capsule will end america's dependence on russia for access to space the joint operation between nasa and space x. led by the pay pal and tesla founder even musk should open up much cheaper space travel. you would have never thought you know after we landed at wanat back in 2011 that you know 9 years later we would be where we are in some ways and it's. better than i would have imagined and so many of. the space
9:11 pm
shuttles used in the past were enormous complex and massively expensive every flight swallowed up half a $1000000000.00 with space x. the cost should be somewhere between $60.00 and $90000000.00 the tracking capsule is much smaller than a space shuttle and the interior is more sophisticated than this tesla car sent up as dummy cargo joining an earlier test. a successful launch could give space x. a head start in commercial space and travel tourism its rival the boeing starliner end of the test flight early because of a software problem so space x. is crew being careful not to raise expectations there are just so many technical factors and things that we need to focus on to make sure that we pull this off that our place and history or you know even trying to put our names in the same sentence
9:12 pm
as the folks who have come before us is it seems premature until and till we until we've pulled it off and. if there are problems with the launch rocket the capsule can detach itself and make an emergency landing extensive testing has so far yielded positive results. i believe the only negative results have been the astronauts tests because of it 19. there's always issues space is hard obviously but we want to hit all the hit all the boxes do everything we need to do to demonstrate that this vehicle is capable of taking ash now it's up from u.s. soil. as often as nasa will allow us to do so. after a 19 hour flight the astronauts will stay in orbit for a month to back up the international space station hopes for
9:13 pm
a new era in space travel will be riding with them. and for more i'm joined now by keith cowing he's editor of the space news web site nasa watch dot com he is a former rocket scientists used to work with nasa he was good to see you again everyone talking about a new air in space travel i mean what is it about are we talking about private enterprise goes 0 g. is that what this is about. now to certain extent it's interesting this is very important for here us here in the states we haven't been able to launch americans from america for nearly a decade i was at the 1st shuttle launch in the last one both of those are sort of bookends to an era of how we used to do space flight now instead of having the government go off and just completely design the spacecraft or build it itself we've they said hey to the private sector hey you guys we need this sort of service come back to us with bids and they'd allow the private sector to in essence design the spacecraft nasa signs off on it and in about an hour and a half
9:14 pm
a couple of americans will return to space from america on american spacecraft and is this a better or model based on what you saw at nasa and comparing what we're seeing now with you on musk and with space x. is this going to be a leaner meaner better. you know the saying is that was then this is now i mean we the world has gone from the point at which only a nation could figure out how to go into space you know you've got individuals with companies that are large enough to fund their own space programs and so add in the sophistication that we now have in space travel and the ability of the private sector to embrace that and it's the modern version of what we 1st did half a century ago just if you look at the car they drove up in their spacesuits it's not your grandfather's rocket ship not your grandfather's rocket ship but they are taking off from the same watch pad as the apollo astronaut stayed with the saturn 5 rocket so you're right there's
9:15 pm
a lot of history there today keith cowing it's good to have you on we'll be talking with you a little bit later on as that rocket takes off today keith thank you joe. you're watching the w. news i'll be back at the top of the hour with more world news followed by the day we will have special coverage on the day of the watch of that space x. rocket private enterprise going into outer space i think you can join us that. combating the corona pandemic. where does research stand. what are scientists learning.
