this is data news live from berlin and he racism protests spread across america the u.s. national guard is sent into minneapolis as anger spills over into violence following the death of a black man in police custody earlier this week. president trump risks inflaming those tensions with a controversial tweet he threatens when the looting starts the shooting stops twitter labels the traitors glorifying violence also on the program as russia's locked down quite a shocking surge into the best you could be used cases it made
5:01 pm
a moscow hotel owner who's opening her doors to women in need of shelter. i'm rebecca riches thanks for joining us around $500.00 national guard troops have been deployed to the u.s. city of minneapolis after a 3rd straight night of unrest protests have rocked the city since of black man died in police custody earlier this week those protests have now spread to other cities including phoenix denver and columbus but the death of joy george floyd has left minneapolis in particular reeling with scenes of violence and. i can rest across minneapolis for the 3rd night protesters stormed a police station forcing the officer. some side to flee they want justice for
5:02 pm
george floyd who died in police custody over to the victim. no quid no maryl we get a conviction here for every was that we want a conviction we demand a cost. i mean the damage and looting the u.s. president weighed in with a series of tweets the u.s. leader brand of the protesters thugs and criticize the mayor's handling of the crisis the mayor hit back donald trump knows nothing about the strength of minneapolis we are strong as hell is this a difficult time period yes but you better be damn sure that we're going to get through this. the day before had begun peacefully demonstrators gathered to mark george floyd's death chanting his last words. it was a reaction to the graphic video that captured the final minutes of floyd's life you
5:03 pm
will recall. with a trust in police at rock bottom the national guard has been deployed in minneapolis but the army's presence on the street is unlikely to quell the community's sense of injustice. correspondent stephan simmons is in minneapolis 7 it's the day after the most serious unrest yet how are things there way you are right now. well we are on lake street and we're going to step aside for a little bit so you can see in the fog there where you see the fire trucks still trying to put out smoldering fires from last night this whole section in the fog bank there was a blaze to more or less and as you can also see there's national guard and state police deployed to you they're cordoning dissolve and trying to keep people from
5:04 pm
entering this section again however emotions here are still running high there's a good bit of yelling and and assaults exchanged here from folks in minneapolis against those troopers so there is no way of telling where this is going but all is some chins are this is not going to stop at all and we're looking at a very interesting day slash coming night for more protests. in signing even before these protests and this incident in particular relations between the minneapolis police force and african-americans in the city what good why is that. well minneapolis has a sizable african-american community and population and let me step again to the side if you look at the state trooper c.n.n. if you could if you would to look at the police department you don't know many
5:05 pm
african-american police officers and all those guys are all white now having said that of course that doesn't necessarily mean that there is racism at play here but deeply historically and currently deeply rooted anger here of the african-american folks against the police against the white police for what happened to mr floyd and this is not going to lead off and it is not going to be held with just a statement from the governor or the mayor saying they're doing a great investigation now and they need that time people who want to see actions they actually want to see an arrest of those 4 officers who were responsible for what we saw all in this video what happened to mr floyd and they're saying violent violent protests even looting reporting buildings on fire is actually justified to make a point to make everybody understand that's it they have enough they do not want to see any more videos of black people being kneeled on their necks and put to death
5:06 pm
by that action by police officers nowhere in the country not in minneapolis and nowhere in the country that's not in their words absolutely and we're starting to learn a bit more about the full place officers involved can you tell us any more about. well we know that one of the police officers had and that's the one who had the knee on mr floyd snakeheads 18 complaints filed against him they were all closed to only 2 of them with a reprimand that means a letter of reprimand. which didn't really. result in a demotion or anything like this however. besides that officials here keep. fairly quiet about more information about those 4 officers nobody knows where they are and that's probably a good thing and nobody knows when those officers and how those officers will be brought to justice any time soon or later and definitely an ongoing situation there
5:07 pm
in minneapolis stephan simmons thanks very much. well president trump's response to the protest in minneapolis has prompted twitter to flag a racing post for violating its rules against glorifying violence in his tweet trump said these thugs are this honoring the memory of george floyd and i won't let that happen he added that the military was ready to respond and added when the looting stops the shooting stops the trumps controversial tweet comes as the platform move to fact check previous tweets the president now says twitter is biased against him and he signed an executive order i'm going to check social media's power to censor communications. he calls it protecting free speech for the social media companies say it's a politicized approach to law donald trump the latest executive order is designed to strip social media companies of their existing immunity when it comes to content
5:08 pm
published on their platform. and choices that twitter makes when it chooses to suppress blacklist shero. our editorial positions pure and simple their editorial decisions in those moments twitter seems to be a neutral public platform and they become there with a viewpoint and i think we can say that about others also this week twitter put fact check labels on 2 of the president's tweets that had unsubstantiated claims about voting by mail in the us to it it said it decided to do so because the content broke its rules on the key issue of voting trompette back and accuse twitter of trying to interfere in the 2020 presidential election and stuff for free speach. the business and technology sector is the order could code freedom of speech across the intimate while legal experts are warning that it conflicts with the existing law which only the congress and not the president can change it really
5:09 pm
is a complete misreading of section $230.00 it takes. a law that has been interpreted time and time again very very broadly by multiple federal circuit courts and just says i'm replacing all of this with my own interpretation that i have no right to give about how to interpret this federal law and so no it's really not going to have any staying power in a court i may really is kind of have a piece about it for the fall or that means the old it will likely be challenged in court ahead of the november presidential election. well for more on this let's bring in david e. reporter aaron tilton and hi thanks for joining me so section $2230.00 rather what we're just hearing about in that report is often called the legal backbone of the internet why is that well it basically establishes the legal framework that most social media actually uses to justify how they work within the comics united states
5:10 pm
and then more broadly throughout the world basically it says that social media platforms like twitter like facebook like instagram they're platforms and not publishers and that means they're not legally responsible for any of the content their users upload and they're actually protected from legal consequences they have the right to vet it to check it and actually remove some of it if it determines that it may violate certain guidelines revolving hate speech terrorism calls of violence extreme sexism things like that but at the end of the day they're not responsible for it and you know that's kind of created this whole law is a fair response and way we deal with social media today i mean you can post anything to social media as i've read it i can do the exact same thing the president can as well so it forms the bedrock that their business model is based on and actually the ironic thing is trump himself. is one of the people who's who's benefited from section to 30 more than anyone else because it's given him a direct pipeline to his supporters you know he can bypass the mainstream media and
5:11 pm
talk to them directly so by actually attacking section 230 and attacking the social media companies in this way it could open up the door to some real blowback to him where he's not able to communicate as directly to his supporters as he's used to so what is he trying to accomplish by sort of going after this that really is the 1000000 dollar question i mean if you look at it this was all. came up after they started fact checking after twitter started fact checking some of the information he was putting out online and at the end of the day it looks like that is what he's trying to nip in the but he doesn't want to be fact checked and so he's attempting to find a position where the social media companies are quite vulnerable saying like look if you keep fact checking my information my posts i'm going to hit you where it hurts and you really have to seize the context of the election i mean he's down in the polls he's behind in many swing states he's facing extreme criticism from the mainstream media over his handling of the coven 19 crisis so he's more dependent now on social media than ever before and this comes at
5:12 pm
a very inopportune moment for him that they're actually starting to vet his posts and accept his post but as it was seen if they remove this projection and actually change how these social media companies actually function he stands to lose more than almost anyone else in this equation he only said he attacked the mainstream media a lot for that to this with the same accusations but how likely is it that this executive order will be successful you think oh well to be absent it's not very likely i mean congress is going to have to play ball and i'm talking about both houses of congress to actually get a reinterpretation passed and that's not very likely also as we're hearing in the piece there most legal experts say this will not. is not very likely that will hold up to scrutiny but at the end of the day this can still have a paralyzing effect for the social media companies because at the end of the day their businesses this is about the election the elections november. the white house it appears to be is trying to strong arm social media companies to give trump to spread any type of rhetoric and type of interest misinformation he wants to and
5:13 pm
this could have a real real chilling effect on the business model moving forward however twitter has so far not shown any sign that they're going to back down but you know the election is a long ways away in order to see if they can stand up to the pressure and certainly well are until then thanks very much for the detailed explanation thank you. now let's take a look at some other stories making news around the world the german foreign minister hi come on says 8 countries agree that hong kong's autonomy must not be undermined that message comes off to china ratified a new security law giving beijing more control over the territory mas insists that freedom and must be up held in hong kong along with the principle of one country 2 systems and one german comic of folks says it will invest more than 2000000000 euros in china targets to electric mobility companies will become the biggest investor in battery make a long when volkswagen is also increasing its stake in the chinese electric vehicle

my k j a c my. kosovo's top court has rejected calls to snap elections after the ruling coalition was dissolved by president. he welcomes the court's decision rule on thursday thousands of protesters rallied in support of new elections and against the presidents to trade in this war balkan state. russia's human rights commission a says domestic abuse cases have more than doubled under the coronavirus lockdown many shelters have had to shut their doors under quarantine and that's left victims with fewer places to go but now a number of hotels are opening up to those looking to escape assaults and other abuse happening now times emily sherman went to find out more. violence in a consenting of isn't letting russia's lockdown stop her she's using the time to
5:15 pm
redecorate her moscow hotel and since the pandemic has kept guests away she decided to shelter domestic violence survivors a crisis center now sends women who have nowhere to go to her hotel because women's shelters have gone into quarantine. i have quite a lot of friends or acquaintances who've experienced domestic violence i want to help i couldn't always help my friends and sometimes i could sometimes not but now i can help someone else. just to give much to ask. valentina's hotel is right in the middle of it's my lusty market which normally draws tourists with its typical russian look usually these stands would be full of souvenirs and bric a brac in this market would be bustling with people but during lockdown it's become
5:16 pm
a quiet place to escape. hotels which translates as fairy tale has become a saving grace one of the domestic abuse survivors staying here is the singer 31 year came here about a month ago. it wasn't the 1st time my husband hit me this good and even without the current aine. no when i love someone you forgive them. but the 4th or the 5th time it's just impossible to pay you know get beat something clicks in your head. it made me just get up and leave if i couldn't stand it anymore. so usually doesn't much in which to be domestic violence is not a criminal offense in russia there are no official statistics and what goes on behind closed doors is often considered a family matter but since the lockdown began women's advocacy organizations have
5:17 pm
reported a significant rise in domestic abuse it gets down the heat on the countries there are mechanisms in place to fight against domestic violence restraining orders strict legislation and lauren for agencies that have told how to deal with these situations unfortunately russia doesn't have that that's why more cases here and murder and more women stay in abusive relationships because they don't have the tools to get out of them that. constantine of a plans to keep posting domestic abuse survivors even after the lockdown and her hotel is giving women like the strength to start over. who. is the. mealy. and joining us now is marina. paca from the association no to violence an organization that founded the 1st
5:18 pm
a mystic violence crisis hotline in russia miss paca thank you for joining me more women in fact calling crisis hotlines cheering these khurana times yes. we actually o'grady experienced judge a cent increase in telephone calls dropped after it. right so that's quite a big increase what one of the special challenges for you and your organization juric the pandemic well it's for all of us. it was aldridge reported this is john walker a sponsor to domestic violence and russia almost nonexistent and now the juden pandemic a lot of social centers and state shelters close to agreement so our live main goal right now is to help women across the country to find a shelter and that is also we and drink in apartments for them planned in hotels
5:19 pm
like similar to this hotel in moscow. and some people just give their apartments for free at the moment or at their houses to help domestic violence victims because they have just not days to go and that it challenges there when they go out of their apartments they also bring a. quarantine so isolation order and that is why we are trying to push the government not to punish this women because they already suffered. what needs to change in russia so that women are better protected from domestic violence. well the 1st thing we need is a law we need a law that defines the midst of violence as a crime and allows women to escape this situation as early as possible because
5:20 pm
right now the latest nation functions only is just honest to a city a crime that happens in the family. and other thing we need is heightened changes today at studio to. see that women have to stay and save a family but i ain't course and sometimes this cost is too high so obviously from the report that we just saw and from what you've been saying in your experience with your organization these statistics have gone up but we're hearing police say that the number of domestic violence incidents have actually gone down why isn't there a more reliable statistic on this. well it's obvious in there is no egyptian yesha and legislation there will be no officials used to clone this type of crime and in general domestic violence is and it would it in every society and. it is on the top of that what we see
5:21 pm
is. mistrust to this stage response after we had to do criminalization of them as to clients in early 2017 this official statistics actually dropped almost twice you can find it on official websites and it means that 2 things mon you said that women do not trust they don't call police they know that if they call their their mother maximum punishment will be a fine but a fine of like $70.00 it will not change the situation will look save their lives and stop violence so now you journey and. yes and it will make the situation much worse not dangerous for them and they know it that is why especially during but they will not call the police unfortunately we have to leave it there
5:22 pm
but it's an incredibly important topic marina packet from the association of noise to violence in russia thank you very much for that. thank you india and pakistan are facing their worst plague of locusts in decades or far it is in both countries fear of food supplies are at risk and as pakistan struggles with the economic fallout of the lock down farming experts say the insect infestation poses an even greater challenge. these tiny insects are far from fussy eaters face thing in swarms of millions they're now threatening to out pakistan's population at a critical time. did you go to look at the threat is several times more dangerous than the coronavirus i would say it is a 100 times a 1000 times more dangerous than corona when you are fighting against coronavirus you had crops grains vegetables things to eat no one went to bed hungry. while pakistan's economy is reeling from the ongoing coronavirus lockdown the un's food

in neighboring india it may sound like a party but there's nothing to celebrate as the country struggles with the same problem devastated crops a further threat to the region which is also struggling with many anomic costs of locked out. here james is scrambling to stop the swarms before breeding can take place during the monsoon season which begins in july. and sport now in the boston marathon has been cancelled for the 1st time in its 124 year history due to the coronavirus pandemic the race has gone ahead through 2 world wars and a volcanic eruption that organizes this year's cited social distancing problems especially preventing crowns from gathering along the marathon route a marathon was initially postponed to september from my profile and has now been replaced with a virtual event. may 29th marks

forget it as long as i live and we should always commemorate it how do i feel today like i felt during the us when i was in belgium and every time i came back to play in the stadium it always felt odd that it's all restraint whenever i enter the stadium because they thought they were not. english football clubs were banned from european competition for 5 years and 14 liverpool fans refound guilty of manslaughter i. mean it was a low point for english football english football supporters. hopefully and i believe the behavior of english courses is improved hugely since then the highs a stadium disaster made many rethink the quality and safety of football stadiums. and as a reminder of the top story we're following for you the national guard has been deployed in the us city of minneapolis following this 3rd night of protest of the
