5:01 pm
a week since the death of george floyd and. coming back from kobe germany is governing coalition approves the biggest economic stimulus package since world war 2 chancellor angela merkel says the aim is to give the next generations the future. i'm sorry kelly walked into the program police in hong kong are urging people to stop gathering to avoid spreading the coronavirus a number of protesters have been arrested thousands have lit candles across the city to mark the anniversary of china's crackdown in tiananmen square chinese troops are thought to have killed thousands of thousands of pro-democracy activists 31 years ago now with or to say that they won't approve any commemoration because of the corona virus but critics insist it's another move to suppress for that.
5:02 pm
let's bring in correspondent phoebe kong who is standing by phebe what's happening right now. assails and i says call us today why commemoration in different part of the city in hong kong tonight and the whole broke out in one of those they says in malta with hundreds of people mourn on the seas some of them a sadist trying to set up roadblocks by metal barriers so by then some police officers quickly arrive the scene and you happen to this crowd and the rest to some of them so it was a little bit hey i'll take that moment and apart from that the best to so i pod which is this obsessional memorial spend the all over the past week that case that has thousands of people showed up in debian's off the police vans on the public
5:03 pm
gatherings they hold a candle light to mourn and pay tribute for the victims in the thames. 30 years ago. it was lashley peaceful in the story path and it's estimated that tens of thousands have showed up and bought a memorial tonight in hong kong ok so us as people gather on the streets and in a show of defiance their wheels have some developments on the political front that i just want to walk our viewers through because today hong the hong kong legislature actually passed a law criminalizing insults to china's national anthem and also the new security bill by beijing is set to be enforced and 2 of home kong's biggest banks now say that they've backed that law tell us given that how much support is there for the protest movement right now. those 2 bands i do have to mention actually it took me 3 and send a child of a which i have in the u.k.
5:04 pm
. they have expressed support to their national security which is called a pro shell like in a global community that people a fear that is what enroll at euro the economy i'll hong kong one country 2 systems by then beijing has basically mobilised business leaders and disaffected and even the college has to support the new national security law but on the other hand we saw this one picture in the general public in hong kong that it's not that the law is not that popular among the public that i'm according to a recent survey conducted by any of us the over 60 percent of the interviewees questionable to what the and that's enough a law that they fear that the way beijing is trying to in tulsa law directly and hometime by passing those will have to say it was. we cracked the freedom of freedoms and liberties of hong kong and it was like i passed the oh is this edition
5:05 pm
of home count that they think this is a real roshon to home comforts honey so with the directions on social media that cars have to make that's asking people to come i was right on the streets again and again knew a lot so i think the situation will be about in the coming weeks like about you all where does the movement go from here just briefly feebly. yes and as i mentioned out next week if the anniversary our government protests which broke hell last june in 2019 and we're not sure what it will happen because there are and all kinds of public gatherings citing the reasons are coronavirus mr actions but i think what you see is the momentum is still there in the social with running hong kong so it all depends on whether people are willing or our people are like their world to techno straight to defy the ban on. phoebe car with the view from hong kong thanks so much. china's president xi jinping is known for his
5:06 pm
tough approach not just to hong kong but as part of a broader strategy to assert china's authority on a global stage now as we reported making china and himself look strong has been one of sheaves main goals since he came to power 7 years ago. back in march 23rd when she became the president of china if you could have known what kind of leader he was going to become. but it soon became clear that he planned to take a hard line especially with people he regarded as a threat to the state one of his 1st moves was to target both high and low ranking officials and a sweeping campaign against corruption indicting more than $100000.00 people on charges of graft or abuse of power. this turned out to be the start of what she viewed as an historic mission to restore china to its former greatness but
5:07 pm
officials goal to be realized the chinese communist party needed to consolidate his power and exert more control in all areas of life. in 2014 this led to g.'s 1st major showdown with pro-democracy protesters in hong kong. the demonstrators set a new edict from china would prevent opposition politicians from standing for election. but she was also encountering opposition at home after rounding up more than $200.00 to human rights lawyers. critics of the move showed a new determination to silence dissent and cause any possible threat to communist party rule. at the same time he was also projecting strength in other ways beefing up china's military muscle. and building artificial islands in contested waters of the south china sea. but the real game changer came in march 28th seen when she stunned the world by scrapping presidential term limits effectively making
5:08 pm
himself ruler of a one party state for life. but the covert 19 outbreak in woo han was another turning point as the epicenter moved to other countries he was able to cast himself as a savior by providing aid. he also said china's reported success in containing the disease compared to other countries prove that his authoritarian style of rule was superior to other forms of government. we had from china now to the united states for a mass gathering is planned in minneapolis to mark a week since the death in custody of george floyd now president has been widely criticized for threatening to send in the military to stamp out the civil unrest which has swept the united states even the head of the. armed forces defense secretary mark asper has spoken out against trump's plan to send in troops.
5:09 pm
police in riot continue to watch over crowds gathered near the white house. they've become a constant presence here in washington since george floyd an african-american was killed in police custody last week. on monday police forcefully drove back protesters in order to enable president trump to visit a nearby church. before he stood outside st john's bible in hand he had threatened to deploy the military to quell the unrest if a city or state refuses to take the actions that are necessary to defend the life and property of their residents then i will deploy the united states military and quickly solve the problem for them. sal's ins of national guard troops
5:10 pm
have already been called up. but trump is facing a backlash from all sides in a blistering attack on the president trumps former defense secretary jim mattis has accused him of dividing america 1st. he's also criticized for even considering using active duty troops for law enforcement. meanwhile trumps current defense secretary mark aspinall has opposed the use of military force the option to use active duty forces in a law enforcement role should only be used as a matter of last resort and only in the most urgent and dire of situations. we are not in one of those situations now even general milley the highest ranking figure in the us armed forces has issued a statement reminding the military that they swear an oath to support and defend
5:11 pm
the constitution and the values imbedded within it and that it also gives americans the right to freedom of speech and peaceful assembly as this apparent rift between the president and his top brass emerges protests continue across the u.s. . and let's get more now we are joined by professor rebecca brookman she is a historian from the word university ball home in west germany who specializes in race ethnicity and gender in the united states welcome to the program and thank you so much for joining us and you for having me. tell us because systematic racism has long been a problem in the united states we've seen protests like this before. can these protests this time around really change anything. we just aren't really don't like to make am a protectionist by what we if we know anything from past protest the most important
5:12 pm
thing is that this these protests have motivated it activated large segments of the population we've seen protests in all 50 states we've seen a cross-section of the society so we see in black lives matter activists alongside grandmothers out we see a lot of systematic change demands so hopefully. there's something that could change now the possibility is there for example for coalition building there's a lot of emphasis on that motivating people to vote in every election on every level and there's also community organizing so community organizing loading coalition building protesting are there any other ways to get the message across. well if you look at the civil rights movement doing the from the from the thirty's up until now essentially if you look at along to generate the most important thing is that civil rights activists were all you always very aware that there should be
5:13 pm
a mix of tactics so there's a legal tactic for example bringing suit against certain 2nd gated institutions most of people know of the brown versus board of education decision 154 which he said public schools there was a long campaign plan by the end. so that's a great strategy of doing that there's a lot of lobbying and political work that goes into change voting is a very important part even malcolm x. who you wouldn't expect would say that set so there's direct action that is very important to what people are doing protesting on the streets doing die in 6 sit ins those are some of the tactics that they have learned from the student nonviolent coordinating committee in the 1960 s. and it's also very important part and something that even martin luther king emphasized with his poor people campaign for example at the end of the 1960 s. there's an economic aspect to this so why on the one hand you can be very important
5:14 pm
in there a successful tactic is to initiate boycotts and the other hand it is to question some of the entanglements of the social order that are in involved in tangled with economic order so you also see a lot of demands asking for better jobs for african-americans and there is of course so much history here. a shameful history in the united states especially as a relates to slavery and the systemic racism that has followed in the country i'd like to ask if you can just compare the situation in the united states as it stands right now. with other liberal democracy is for example in germany where you are based in terms of systematic racism. well most important thing is to remember that racism doesn't stop at national borders so racism is not an individual character flaw it is a political system we're talking about discrimination on the labor market on the housing market in education in the justice system so those are things that are also
5:15 pm
part of racism in germany however there are quantitative and qualitative differences. if you look at the police violence in the united states that's very much entrenched in the history of the slave patrols for example that is different in germany however germany is very adept at forgetting about its colonial history me it wasn't a major player in the transatlantic slave trade but germany also invested through merchants of the transatlantic slave trade germany had holomisa until 1918 germany committed a genocide against the herero and the nama yesterday 6 white people on t.v. discussed black lives matter not a single black person was invited and we also have although i just said we don't have the same system the same quantity and the same quality of police violence we still have racial profiling in germany as well in your yellow for example diet of
5:16 pm
police violence in 2005 so the important message here especially for our international viewers is that racism does not stop at international borders professor rebecca brooks joining us to share your expertise we appreciate it. thanks. well now let's go to some other stories making headlines around the world a u.s. navy veteran detained in iran for nearly 2 years has been released michael white's release was part of an agreement involving an iranian american doctor prosecuted by the justice department and following months of negotiations over prisoners police in germany say that they have identified a new suspect in the 2007 disappearance of the british toddler madeleine mccann the 43 year old man is currently in prison for sex offenses and drug dealing german authorities are now treating the case as a murder investigation. britain's prime minister boris johnson has hosted
5:17 pm
a global vaccine summit he called on world leaders to pledge billions of euros to help immunize children in developing countries leaders also discussed how any potential vaccine against the new coronavirus might be distributed globally and fairly. well it's the biggest stimulus package in germany's post-war history the measures agreed by the government after marathon talks should help the economy recover from the lock down the $130000000000.00 euro plan includes cutting the sales tax giving cash to families and providing extra funding for municipalities. after 2 days of intense talks their marriage with $50000000000.00 euros more than anyone expected under a dramatic surprise aim to get germans reaching for their wallets v.h.d. will be cut by 3 percent until the end of the year. because you know that the long reaching and then we need to make sure that everyone has the courage to invest
5:18 pm
again before and to make sure that the consumer demand rises to unseat. for weeks industry leaders have lobbied hard for a marriage and see help in the end there was a little for everyone. so then if you thought. there will be a great number of further measures aimed at reviving the economy and we will agree on a bridging program using exiting means for middle and small businesses. among the measures families will receive $300.00 euros per child the government will help local municipalities cover billions in tax shortfalls there will be bonuses for companies that keep training programs despite the pandemic and purchase incentives for electric cars in all the package has $57.00 promises and economists are pleased with the outcome but the package has 2 sides one is to boost consumption in the short term it's not about sustainability we have to revive the economy and then
5:19 pm
there is a part with future investments that's climate protection by investing in infrastructure there are a lot of points on the well thought out. about missing amid the measures long hoped for purchase premiums for cars with petrol and diesel engines here even the mighty auto industry could not prevail. and joining us for more on this is to have a huge political correspondent simon young simon germany's government has 4 years of void of debt it's championed a balanced budget are we witnessing a general shift here. sarah i think it's a massive shift 130000000000 euros of support for the economy power package is what the economy minister called it today and some politicians have been talking about a ban a big bang to get the german economy out of this virus crisis all the fiscal prudence and balance books that with the tenor of german economic policy in recent
5:20 pm
years seem to be out of the window at least for the moment and they're really turned on the taps and of course that's on top of other support measures for the economy amounting to 3 quarters of a trillion euros that have already been agreed the german government saying it's taking on debts again you know it's a real change germany has found its credit card it's ready to spend so what are they going to spend it on what are the big takeaways. well i think one of the most controversial parts of this package is this drop in sales tax for 6 months nigel americal says you know that's good because it helps everybody whatever they are buying and of course it's true that you know this will help retailers for instance small local shops as well as the big corporations but that's if and only if people have confidence that they've got money to spend if they feel worried about their jobs then you know it may have no effect and of course the poorest people don't
5:21 pm
have much in the way of disposable income and anyway so it doesn't do them much good i think the other interesting thing is the car industry didn't really get what it wanted which was a cash subsidies for purchases of fossil fuel powered because. they got support for that nice sector of electric cause but all the lobbying that's been going on in berlin last few weeks to get cash for the car industry has fallen on deaf ears instead the government's focused. support in those sort of key areas that where people are really feeling the pain like families and local authorities and retailers ok and when it comes to the spending i'm sure to make a lot of people happy at least on the international level of germany has really been criticized for not spending enough the likes of the i.m.f. international allies have criticized it but how has this package been received in germany. yeah employers and economists are generally
5:22 pm
a welcoming it they should they say that it should help to mitigate the possible recession the likely recession that's coming of course opposition politicians have said oh well it could be too expensive or perhaps it doesn't go far enough doesn't do enough to support ecological aims if you look at some of the polling this week it's interesting what the general public say they say they didn't support any state aid for the car industry including for electric cars but they weren't in favor of cash for families so we'll have to see what the reaction is over the coming weeks to this huge spending plan by the german government political correspondent simon young thank you for. the european central bank has announced extra stimulus measures for the eurozone the bank's head christine legarde says that it will issue another 600000000000 euros in emergency funds to lessen the economic damage from the coronavirus crisis that's on top of a $750000000000.00 euro package and now in march the e.c.b.
5:23 pm
says that the euro zone's combined economy is shrinking at an unprecedented rate and that the bond buying will continue until at least june 2021 the latest economy indicators and survey results confirm a sharp contraction of the euro area economy and rapidly deteriorating labor market conditions the coroner virus pandemic and the necessary containment measures have severely affected both the manufacturing and the service sectors taking a toll on the productive capacity of the your royal economy and on the mystic demand and that was the head of the e.c.b. speaking earlier a town in central germany has really imposed some coronavirus restrictions not long after they were lifted dozens of people celebrated the end of ramadan together setting off a wave of new infections. justice corona restrictions were being loosened
5:24 pm
in this german town now the threat of a 2nd lockdown loons and all because some residents in this apartment block breached rules by meeting on mass getting in citizens off period that some of the newly restored freedoms have now been rescinded as the algo i find that really annoying because they are in danger in everyone not just themselves and i find that damned inconsiderate complete physical contact i was angry because i thought that if everyone sticks to the rules then things will turn out ok. there are still people who appear not to be taking it seriously and that's worrying 30 family members from this apartment block celebrated the end of ramadan violating hygiene and social distancing rules several of them also met an illegally open shisha and shared the same mouthpiece now over 100 people have tested positive for the current virus 5 daycare centers all schools and one swimming pool have now been closed the town sports clubs will also have to shut again but these measures may not be enough
5:25 pm
. we can't rule out the fact that we may reach a point where we have to impose a stricter form of lockdown that. all $700.00 residents in the apartment block must now be tested but whether everyone will cooperate with the authorities is another matter but the town is depending on them to do so to prevent another total lockdown . and many governments have told people to keep 2 metres apart to stop the spread of the coronavirus but some find it hard to stick to that rule a shoemaker in romania has come up with a way of forcing people to take steps to get their justice. where they. are square metre of leather and 2 days of work go into making this you know it's not for a clown. it's a european size $75.00 social distancing shoe made by romanian shoemaker we go to
5:26 pm
lou. it's 2 people wear the shoes at the same time they'll be $1.00 metres apart. so people not respecting the social distancing rules and i said to myself let's make issue either to punish them or that they could actually where and maybe that way they'll keep their distance. luke has been making shoes since the age of 16 and many of his designs end up in theaters and opera houses i want to go to social distancing shoes well he's already received 5 orders . now thousands of hong kong have lit candles across the city to mark the anniversary of china's crackdown on to get in the square defying a ban on gathering chinese troops are thought to have killed thousands of protesters who protesters 31 years ago. and with
