also coming up on the show germany rolls out its coronavirus tracking and tracing app it is voluntary but how effective it will look like. i'm brian thomas great to have you with us u.s. president dollar trump says he's slashing the number of american troops in germany by nearly 10000 because berlin is quote the link when in its spending commitments on nato and treats the us badly on trade the announcement confirms a leaked to us media earlier this month u.s. troops have been stationed in germany since young of world war 2. it had been the subject of speculation since plans were leaked to the media earlier in the month. on monday president trump made it official he announced the u.s. would be withdrawing thousands of troops from germany bringing the number of u.s.

soldiers stationed in the country down 225000. he blamed berlin's reluctance to meet its nato spending commitments the us and germany's delinquent they've been delinquent for years and they owe nato billions of dollars and they have to pay it so we're protecting germany and it delinquent that doesn't make sense like patient trump also complained that trade relations between the 2 countries have long been to germany's advantage. u.s. military presence in germany dates back to the 2nd world war it was a bulwark against the soviet threat in the cold war and continues to be a deterrent against potential russian aggression. trumps decision threatens to further strain the relationship between the 2 allies. germany since its serenity since 1900 is a very strong partner and we would like to be handled also even and that with the

united states this is not the way you treat your close part was. trump has long railed against germany's refusal to increase defense spending but some suspect the move is a reaction to german chancellor angela merkel's refusal to attend a g. 7 summit that was to be hosted by the us president. donald trump seems to see on the map go not anybody else as his systemic rival. is there for the. personality does matter but really this is also part of a new neo isolationist policy so it's less about the individuals although. individuals do matter it is a new self definition of what the american interest seems to be it's not clear if trump will be able to push through the troop reduction which faces stiff opposition in congress even members of his own party opposed the plan let's get more on this

now with our chief political editor michelle acuff good morning to you michelle has there been any german government reaction so far to this announcement. well we saw at least a recognition a couple of days ago that germany had been informed that this is the real diplomatic insult here that the german governments that allies in europe weren't informed by the trump administration on these plans which as we just heard are also controversial in the united states some are even calling it a strategic present to russia because it's potentially throws into doubt how serious trump is about nato in the future as well ok there is some speculation right now that some of these troops might be moved to poland is there a concern that washington will be pulling more of the u.s. military presence out of germany if britain doesn't spend more on its military. i
8:05 am
think the concern about numbers as large as the concern over symbolism right now because clearly this is also a diplomatic reaction to angela merkel not just having counseled plans for a de 7 meeting that trump wanted to physically call as well but also we saw her last week in a video conference with china as relations there are getting more and more tense between beijing and washington so. also this were concerned that shifting more troops in countries like poland which border russia the east certainly would also be a provocation and that could heat up tensions between moscow and washington so there's a grave sense of concern that as corona has shaken up the geo political scene here already that tensions could be mounting and there could be more and more question marks of the bedrock of european security which of course is nato we saw the german

ambassador in washington him to mind that after 2 transatlantic security being protect. by u.s. troops say that means nothing else than the concern that europe would eventually be a passable ground if there was a hot confrontation and there are more and more concerns here that it could also become a battleground for a mounting trade war between the u.s. and china with these mounting concerns and this new uncertainty that's been interjected here michel aware word of german stand what's popular opinion on the presence of american troops in their country right now well popular opinion still is that the americans are key allies but certainly with donald trump as president that overall support has been waning and there are loud voices not just from the left here who are questioning how strong that relationship is in the future to

knott's us now michelle's ever great to see you thanks for coming in this morning also staying here in germany the country has rolled out its official app to fight the spread of covert 19 technologies and warnings to users if there's been in close contact with anyone confirmed to have the coronavirus now the government hopes this will shorten infection chains and trace the progress of the virus but that's only as long as people download and run the app and that's entirely voluntary. the demo version of germany's coronavirus tracing app was unveiled in late may it has a simple design and it's easy to use. the app was developed by german software giant s a p together with deutsche telekom the firms were only commissioned to create it in early may until then the german government had planned to use technology that would have put user data on to central servers critics warn that the system was not

secure and too vulnerable to hackers so berlind switched to a decentralized solution now users remain anonymous and the encrypted data is wiped from their smartphones after 2 weeks. the covert app uses bluetooth to determine which other smart phones are in the vicinity and for how long if an app user tests positive for the corona virus other users who were in longer contact with that person get a warning message some experts say that around 50000000 people in germany would have to use the app for it to be really useful in the fight against the virus. and thus we also have to make it clear to people that we're not going to suddenly get rid of the virus through this app it's just one approach of many that can at least help thin out the chain of infection if not actually interrupt it and the question could this is the logo of the official german coded tracing app starting today it can be installed on i o s an android mobile phones. so this app is now available here in germany but will

people be using it and what about the security concerns as d.w. discovered there is a lot of uncertainty and a desire for more information. it just this whole coronavirus thing seems very strange to be so i wouldn't be interested in the app for security reasons. and it's too much surveillance and. my family we haven't fully thought it through we don't have enough information about it yet we saw it on the news once we find out more about it we'll see if it makes sense or not shown. up this in policy. that's what's being done if it works i think i'd definitely download it because it's useful why not. many people went to see how it works in other countries like china and then i feel uncomfortable about it but i don't really know the work so i can't really judge it

. on it. yeah. that's like instagram a snap chat use all my data anyway so it's the same thing. i don't have internet access on my cell phone so i can't use it with all of this would be but you know nowadays you never know if people are passing on your data it could be a benefit that i wanted also amounts to surveillance especially if everyone has to have it. gets a brief dose of the other stories making the news today north korea has threatened to reenter areas along the border with the south that have been demilitarized by the 2 sides were screened state media says it would be in retaliation for the factor groups smuggling propaganda material across the border. in mali army officials say 24 soldiers have been killed in an ambush on an oil terry convoy authorities say is the most open fire we vary on sunday while he's been combating

a fight meanwhile byron could find it difficult to celebrating their title going to the covert 19 social distancing guidelines we have on my list of it unless you know i stop we won't become champions if we reach our goal then of course we will try to set up rights as well conforming to the rules to fight on line and i did speak to the monkey boy and have weaknesses that few teams have discovered dortmund have to some extent found them that was an even match that i found them but to be fair robot leventhal skin thomas mother will be back and they have a lot of experience in shaping the offense this season there will be challenges both but we have an idea as to how we will approach the sky team be ready to speed i mean boy well no other club in the bundesliga has secured the crown as often as byron munich they've won the last 7 bonus league titles and the last time a club there isn't bar and became german champions was a door and that was 8 years ago under who else former coach jurgen klopp.
