percent need to defense spending commitments but he wrongly said it was indebted to the military alliance so germany is delinquent they've been delinquent for years and they owe nato billions of dollars and they have to pay it so we're protecting germany and delinquent that doesn't make sense like the u.s. military presence in germany was a reginald a bulwark against the soviet threat during the cold war and continues to be a deterrent against potential russian aggression trump decision threatens to further strain the relationship between the 2 allies. germany since its serenity since 1900 is a very strong partner and we would like to be handled all saw even and that with the united states this is not the way you treat your close partners. u.s. presidents have long called for germany to increase defense spending but some suspect the latest decision is

ambassador to nato kay bailey hutchinson i said that the plans for this withdrawal aren't yet set in stone what does that mean that this is really not a done deal yet. nobody seems to know for sure and of course everybody except probably russian president vladimir putin is hoping that this can be a reversible decision because until president trump made these remarks yesterday it didn't seem clear that he had really made up his mind he's been advised against it by all of his military advisors in the u.s. allies have been advising against this move germany of course has expressed its unhappiness with this so whether or not president trump is able to actually make concrete plans to pull the troops out where they would go where the equipment would go remains to be seen and certainly nato is hoping that it is not a done deal but even kay bailey hutchison didn't seem to be sure she said that she didn't have any details on a timeline on how and when this might happen well that decision wouldn't just

affect germany and u.s. troops in the country are really part of the alliances broader strategy tell us more about that. that's right i mean 10000 troops aren't going to make a difference overall when when you've got 30 countries in nato you can certainly make up the troops it's more the image the image of having u.s. troops well integrated well trained well equipped to u.s. troops right in the in the heart of europe that is a deterrent factor and it's also that the decision was handled in this way without consultation with nato secretary general stoltenberg without consultation with germany that's as damaging as pulling out 10000 troops to be sure and i think that that's one of the things that nato is concerned about that this was not handled in a cohesive matter this is a manner this is not handled in a way that you would treat your friends and that of course is as damaging to the alliance says as any small removeable of troops but the other point sumi is really that the u.s. uses germany as a staging ground as
6:13 pm
a training ground has one of its best equipped hospitals in the world in germany so it's really not clear to anybody what the u.s. things that strategic interest would be in pulling these troops out of germany when president trump has been talking about redeploying some of those troops from germany east to poland and closer to russia what would that mean for nato as relationship with moscow. i'm not sure how how well developed those plans actually are because how would you rebuild all of these very longstanding structures that you have in germany and transfer all the capacities to poland and build it from the ground up where are you going to get the money to do that so it's unclear whether that's a really well formed plan he often says things to be provocative and poland tends to like to get the u.s. support it's already you know offered for trump so this would not be unprecedented that poland would be talking about taking in some of the u.s. capacity moving from other places but there is an agreement between nato and russia
6:14 pm
called the nato russia founding at that promises that nato troops will not be permanently positioned that close to the russian border so this would just be another excuse moscow would have for causing tension with nato and i don't think anybody wants to see that so i'm not sure that that's a plan that would really go forward for all of the reasons that i just mentioned nato correspondent teri schultz for us good to talk to you germany has launched a new track and trace app to fight the spread of the corona virus that technology can send warnings to users if they've been in close contact with anyone confirmed to have it the government hopes that will help shorten infection chains but the app is voluntary and as you have been finding out not all germans trust it. this app is hope to become a game changer in germany's fight against karuna it took much longer to develop than expected for security reasons the government says. the covert uses

bluetooth to determine which other smartphones are in the vicinity and for how long if an app use it tests positive for the corona virus other users who were in longer contact with the person get a warning message all day time is anonymized and only stored locally on each individual smartphone minister bomb stressed that the app is no kewl. it despite that it is still important to observe the rules just keep a distance where say smarts and stick to the hygiene rules the key difference is that it can help warn contacts of an infected person much quicker than before and. so. there is no obligation to use the corona warning out yet the government hopes that many people will do so. to download the app is one small
6:16 pm
step for every one of us but believe in fighting the pandemic and the uses can trust in the best data protection possible. for all and according to recent survey only 42 percent of people in germany intend to download the app. and it's just this whole coronavirus thing seems very strange to be in so i wouldn't be interested in the app for security reasons. and it's too much surveillance is going to solve it that's like instagram most maps had to use all my data anyway so it's the same thing. while the launch of germany's app marks a new approach to fighting covert 19 it appears far from offering an answer to the pandemic. our reporter joel dahl roy has been looking into this for us hi joe you've downloaded it what's your experience been so far oh so far it tells me my risk is no and which i knew anyway but i guess it's official now my user
6:17 pm
experience so far was that it was quite hard to find the app because if you search for corona app in the app store you get lots of results and it's quite unclear which one is actually the official government one from germany some users can't find it at all even if they use the exact right words now it's also once you've downloaded you start to notice a few other small issues for example it requires bluetooth to be constantly turned on which i don't do because i'm worried about draining my battery and also it requires the use. to tell it when you get tested positive and then also it requires everyone who gets that notification to go and test themselves so this is element of human error that can come into it and as we know humans are the weakest link in any potential technology what people been saying about this app well generally people have been quite positive because the government did take those security concerns into account but we have had some some twitter users who say that they can't use it because it is geo block that means that you have to have your app store located in
6:18 pm
germany is this twitter user pointed out unfortunately this is a surprise for experts and tourists who may be unwilling to change the settings on their phone or in some cases they may be able to we've also seen the usual outbreak of humor that comes with this kind of thing ralph hyman tweeted the corona app is like tinder backwards 1st you meet then the app makes a match and soon enough you feel lonely that sounds about right at this corner various tracing up in germany how does it compare to what we've seen in other countries well in other countries have actually been some major fail use for example in norway they have just withdrawn their app citing security concerns the public security office there issued a warning that the it was constantly tracing people using g.p.s. and it was collecting data for research purposes and not allowing users to opt out in australia one public health official has declared that there is also a failure because only 25 percent of the population are used to it and they have in fact recommended that cafes and restaurants go back to using paper and pen to take
6:19 pm
down people's details in case they need to contact trades of course we've seen some successes for example singapore is often held up as the big success story but if you dig a bit deeper what you realize is that can't be easily replicated because singapore has relied only on it's out it's also relied on a massive testing program and also in the case of singapore it's a very sick privacy invasive system that may be unlawful in some other countries so there's a view that while these apps may make us feel a little bit safer they may be actually giving us a false sense of security and this may be more of a technological placebo than a real cure. is joel dollar a reporting for us thank you very much. to some us ports news now new york governor andrew cuomo has announced that the us open will be held and made at the coronavirus pandemic the u.s. tennis association intends to hold the tournament in august without fans being present that's despite top players having expressed their concerns about
