my name is the matter of the hood and i wore hats. this is d w news live from berlin germany's top diplomat calls for deescalation between china and india after a border clash turns deadly. these are 2 launch countries and i don't want to begin to think about the conflict that could happen if this results in a real military escalation that we look at what's behind the military build up at the border even as both sides say they want to avoid armed conflict also coming up

. a charge of murder against the white police officer in atlanta who shot up a black man in the back prosecutors say a king witness will be and not the officer a rare breach of police solidarity. and a kopek 19 outbreak at a massive german made processing plant more than 600 workers are infected and 7000 are in quarantine schools and day care centers in the area are also closed. welcome to the shard india and china blaming each other for a deadly border clash between their forces while pledging to deescalate the standoff india says 20 all of its troops were killed in hand to hand combat along the disputed part of the border. in the himalayan mountains china has refused to

confirm if any of its troops were killed and its demanded a full investigation indian prime minister narendra modi has warned that his country will respond if provoked. and indian protesters smashes chinese made phones angry anti china demonstrations broke out across india after the worst border clash in over 40 years resulting in a mutual blame game. india says 20 soldiers were killed in hand to hand combat high in the himalayan mountains they fought in the dark it says only with rocks some soldiers plunging to that deaths in subzero temperatures india blames beijing accusing chinese soldiers of intruding on its territory china says the opposite so timid nationwide rage india's nationalist prime minister was under pressure to respond aggressively he vowed that the soldiers will not have died in vain strong.

india wants peace but john if provoked we are capable of giving an appropriate response. from for its part to china blames india beijing says indian forces violated its territory the conflict arose in a region in the himalayas where an exact border has never been agreed infrastructure projects on both sides of the disputed line of control have increased tension in recent months. now india is sending more troops to join the hundreds already stationed in the la dock region both sides well know the risks of a further escalation. after a phone conversation between their foreign ministers beijing emphasised attempts to defuse the situation. china and india both expressed that they

want to solve differences through dialogue to maintain the peace and stability of the border region. this standoff has dramatically raised the stakes between these nuclear superpower is making it deescalation in the region even more. let's cross now to washington d.c. and speak to michael kugel man he's the deputy director of the eyes of program at the think tank the wilson center hi there michael both countries india and china say they agreed to ease tensions but we just saw in that report that more troops being sent into the area that doesn't quite sound like deescalation doesn't. know it doesn't and when you have a deadly clash like you did recently where you had so many troops die on both sides and you know this is the 1st time in many years when you actually had on that that so long as disputed border i think it's going to be very difficult to expect to
7:05 am
climb down the escalation ladder so quickly and indeed it's a good sign that there are talks a plan of course there was a by a long process that was about wish it were earlier in june between the military commanders on both sides and it seems like both sides are still committed to returning to that but i think that both sides particularly india could accrue some major political role or abilities if they aren't seen as as pushing back the modi government in india has already come under a lot of criticism for not doing more earlier on to push back against china but at the end of the day india is the weaker of the 2 players and i think it would have a limited retaliatory options at least from a military standpoint. germany's foreign minister has weighed in on this conflict let's have a quick listen now. well i believe the expectation in the international community is that countries like india and china should not get him brought in a conflict. that would not only affect those 2 nations but also the entire region.
7:06 am
and that's why we are doing what we can to influence both sides with a clear message to deescalate this conflict and avoid a further escalation especially a military one replied in kind of material. an appeal from germany for china and india to deescalate. them and just how much weight does an appeal like this carry does germany or europe do they have enough sway to influence this at all. well i think the good thing is that unlike and of a number of other major border disputes around the world i mean we have seen over the years that india and china are able to deescalate their tensions whenever there is a crisis and you know as noted before the 2 sides came up with this dialogue process a few weeks ago without any type of external mediation or anything like that so i don't actually think that the 2 sides at least at this point they don't need calls
7:07 am
from outside to to sort of push them to deescalate but i think the problem is if there is escalation from this point if there is that there is retaliation or something happens where you really have to start worrying about the situation spiraling out of control i think at that point that's when mediation and such are there are calls for for the escalation such as what we heard from the german foreign minister that's where those could be more helpful and perhaps the 2 sides of the receptive to them but i think it looks at least at this point we have to hope that the 2 sides will continue at the patterns of the past where they were able to themselves bilaterally come up with a dialogue process and wind down the situation but again we're at a point now where we haven't been for many years this is the most serious crisis for india china relations in a number of decades so you know i think one could argue that perhaps all bets are off and what may have worked in the past were the 2 sides working on this things out and so may not be the case this time around. good to talk to you michael coombe and from the wilson center as a program in washington d.c.

. and it hurt. really bad this hurt is being felt throughout the african-american community especially now during this national uproar over racism and police brutality this isn't like a celebration or a victory lap of watching these officers get charged. nobody's happy nobody's celebrating because this never should have happened we shouldn't have to celebrate after americans when we get a piece of justice. no celebrations in atlanta just protests in the hope that one day actual justice will be served. now to some of the other stories making news this hour the u.s. justice department has filed an emergency request to halt the release of a book by former national security advisor john bolton it's the 2nd time in 2 days that the trumpet ministration has tried to block the publication of what is billed
