2 problems and make them one solution. to the. numbers valerie this week's column d w. o . o. o. this is v.w. news live from berlin germany's plan for a europe in crisis a short time ago in the german parliament chancellor angela merkel outlined her goals for the 6 month president presidency of the european council her biggest aims a coronavirus for covering package and an expanded budget to get the e.u. through what she calls the biggest crisis in its history. also coming off
12:01 pm
a new corona virus outbreak in berlin a whole apartment block is florentine authorities put it down to crown 2 living conditions and a growing complacency about the 10 demick plus sending rice by sea and leaflets by air the empty north korean propaganda campaign that's copy on yang taking traffic action you will hear from an expert on why korean relations and why this is happening right now. i'm sorry kelly welcome to the program germany's chancellor angela merkel has urged the e.u. to agree on a pandemic recovery package for the block before the end of july merkel made the calls as she laid out for the bundestag her vision for germany's e.u. council presidency which begins to. the 1st she said that europe's recovery plan
12:02 pm
will be limited in time and will involve borrowing on international money markets merkel added that the economic fallout from the pandemic lockdown is the biggest challenge the e.u. has faced in its history. let's get more now we are joined by chief political editor michelle a cosigner she's at the german parliament in berlin where she has been following the story for us michela it's all about the money isn't it it always is when it comes to the european union forging those deals but of course this time is it's completely different it's all under the impression of corona and the economic fallout and there's more and more focus shifting towards that that's also something i'm going to make clear here in the parliament in her speech today that that will very much have to be the focus getting everybody around the table and helping europe the european union not back to the status quo before covered 19
12:03 pm
but actually leaping forward into more digitized future all ground words but in the end it will be the leaders who meet in the video conference tomorrow we don't really expect to see any kind of deal on the budget there or the recovery fund yet but when it comes their 1st physical meeting there's a growing awareness that they need to get the money distribution after the way to think ahead in the to the months and years to come very big questions for the future of the european union angela merkel calling for more solidarity within the union in these challenging times let's have a listen and then get your reaction. on the missing. we must also admit that the pandemic reveals how fragile the european project still is the 1st reflex since including our own when national i'm not entirely european. this was as good as some
12:04 pm
of the reasons may have been above all unreasonable. because a global pandemic requires concerted international action and mutual support it's a call for action there a call for support michele how damaged is the e.u. due to the corona virus pandemic but his faith in the e.u. is actually uniting force severely damaged after. that initial reaction was national suddenly countries would no longer allow the free travel of goods people but particulars medical goods and after all those are the benchmark policies of the view that kind of national even nationalist reflex was something the e.u. was designed to overcome well it simply didn't at the moment of crisis and there's a big concern that this plays into the hands of populists of right wing extremists
12:05 pm
even who have no interest in a united europe so that's the historic backdrop to it and now it's really up to the leaders to hammer out how money distribution will take place and what solidarity means in the end does it mean loans or free money. and there's a number of forces to to put it mildly working against that unity can you fill us in in terms of what angle america pointed out specifically. yes she said that europe must be united also towards its she called them strategic partners meaning of course china but also the united states is a trade war brewing there and as donald trump is becoming increasingly under pressure ahead of elections we expect that to heat up well the worst nightmare for the european union is to get caught in the middle to become the battleground in an open trade war and that's something the e.u.
12:06 pm
must avoid but it can't if it continues to not have a common stance on key issues like the relationship towards china russia and the u.s. so these are strategic questions that simply have to be resolved to make sure that the use voice is heard even when it comes to its own future chief political editor . thank you. for all we have just been hearing angela merkel's plan for moving the e.u. council forward and securing the unity of the e.u. what is germany prepared to sacrifice to save the e.u. well the w.'s rezai roman h. put that question to germany's foreign minister. over distorts our god i don't think germany has to sacrifice anything to save us europe is a huge benefit to us and a large export nation like germany profits when people prosper in europe. that's
12:07 pm
why we want to make sure the countries that have been hit hard by the coronavirus like italy and spain will be helped to recover quickly from a crisis that's not only good for those countries in europe it's also good for germany. and. the enormous financial assistance from germany has surprised many in europe is this a new germany what sort of role are you taking on yeah. we know we have a huge responsibility in europe and we have the council presidency in the 2nd half of the year and we've decided to make a contribution to reigning in the conflicts that we've seen between north and south we want to find a solution to that we've made a proposal with france and i believe it will be the basis for consensus within the european union and that's the direction we want to go during our presidency. with a bunch of i get more i mean is that it doesn't seem like europe can depend on the united states anymore after the announcement that it is pulling troops out of
12:08 pm
germany what do you expect from donald trump before the u.s. elections i would i'd like arms or biker i think the u.s. election has its own rules but regardless of who's in the white house europeans and americans are united by shared values namely liberal democracy and freedom more cartier defy it. that is not the case with other regions of the world so there is still more that unites us than divides us even if relations are complicated at the moment. moment. i can't imagine that the us in the long term would be interested in us uncoupling our security arrangements for the copper to be had and if our nation to stop mordaunt will power. and that was germany's foreign minister speaking a short while ago the pandemic is back in the headlines here in germany after more than 600 workers at a meat processing plant in the northwest of the country tested positive for covert
12:09 pm
90 as the latest outbreak attributed to poor working conditions and crowded housing for the migrant labor force here in berlin meantime an outbreak affecting more than 300 households in one district has raised questions about a growing sense of complacency in the capital. as the new coronavirus hotspot in the german capital at least 70 people tested positive at 13 different locations in this multicultural district and entire apartment block has been placed under full current team it's mainly large families who live here in cramped spaces and for many the cantin is a shock. to the play here and here not everyone is infected here most residents are healthy and to simply lock them all up not allowing them to leave a small apartment is very difficult and almost inhumane i have a map to my job and i mention. see salema a doctor is allowed to leave under strict conditions police are present to make
12:10 pm
sure people are following the rules of. putting hundreds of people in corinth as a challenge for balance of pharmacies the outbreak comes as germany gradually loosens its lock down restrictions local politicians were not expecting this. that's what was a must come up with just let's just personally dramatic that the corona virus spreads like wildfire because people live in cramped conditions inside of their banks and authorities say the other possible reason for the new outbreak is callousness and neglect of physical distancing. that's just where you all see a problem oh it's quite problematic but in the last few weeks people are not exercising discipline they're not wearing face masks or following the distancing rules so people started thinking too early that law. i phones now like before the coronavirus his home but reality is showing us otherwise it's called the big i would you appeared to be open to you in its pursuit of wealth or a teaser still trying to track the chain of infection to conducting testing in

affected neighborhoods to stop the spread of the virus in the city of nearly 4000000. let's get a quick check now some other stories making headlines around the world the european court of justice has ruled that a law in hungary which requires and geos to disclose their foreign donors is illegal the court said that the law breaches the e.u.'s fundamental rights critics say the legislation aims to silence opposition. former u.s. national security adviser john bolton has accused president donald trump of asking china to help him win reelection the allegation is set to be published next week in bolton's memoir the justice department is trying to delay the book's release saying that it contains classified information. and hours after the president of us announced that he and his wife had contracted the coronavirus president one orlando hernandez has now been hospitalized for pneumonia the latin american country has

struggled under the pandemic strain as cases have for us and sharply. electronic payment company wire card has delayed the publication of its $21900.00 financial figures for a 4th time earlier this month german prosecutors surged searched the dax listed firms offices as part of an investigation into market manipulation auditors working for wire card say that they have been unable to find evidence for around 1900000000 euros in cash balance. well relations between north and south korea remain tense the day after pyongyang threatened to restart military exercises in the demilitarized zone tensions on the korean peninsula hit a new low on tuesday when pianka yang blew up its jointly is an office with seoul up until a year ago the 2 had been making steps toward a more peaceful coexistence there's little sign of any of that now.
12:13 pm
failed as the big moment of peace and reconciliation and to. get. the opening of the north south korea jointly as an office in september 28th being. part of the 2 countries efforts to reduce tensions on the peninsula. now those hopes and the building lies in ruins the 2 countries are technically still of war been 50 year old conflict ended in a truce not an actual peace treaty. after years of peace efforts a breakthrough came with the south korean 2018 winter olympics. 2 rivals even announced the creation of a single unified women's ice hockey team to enter the games on it. hopes kept growing within into korean summit a few months later. the young young and sole promise to pursue a denuclearization of the peninsula. there were even talks of
12:14 pm
a permanent peace deal. then the moment many thought would never happen a u.s. president setting foot on north korean soil donald trump held face to face meetings with the north's kim jong un but the much hyped talks didn't amount to much. last november the north again increased its long range missile tests. the north korean defectors based in south korea recently sent balloons with propaganda leaflets across the border filmed young threatened with consequences even military action. the comments announced on north korean t.v. were attributed to kim jong un's influential sister kim jong north the leader himself she's a close ally who's become one of the regime's most powerful voices in recent years . these latest developments another only a big setback to ongoing peace efforts but also
12:15 pm
a personal defeat for south korea's president moon in whose administration had been pushing for a further engagement with the north. and let's get more now we are joined by robert kelly who is a political analyst on into korean affairs and an associate professor in political science at busan national university he joins us now welcome to the program tell us because we have north korea threatening to move its military into the demilitarized border areas how high is the risk of a further escalation. well the the movement back wouldn't actually be too big a deal the 2 koreas signed in last couple years a few agreements to sort of her trench a little bit back from the de-militarized on the demilitarized zone this is the strip that runs right through the middle the country and there's no military force there are well there are but not much there the real issue is that the north koreans had sort of offered some begin this report back a little bit they've got an enormous amount of force very close to the south korean
12:16 pm
capital and that looks like it will be unwound but it doesn't really threaten south korean security very much i think the real issue in the in the in the next 8 months or so maybe 6 months to a year is whether or not the north koreans watched launch some kind of armed provocation against south korea they've done this kind of stuff for decades and that hasn't happened several years i think that's the real possible scope for stuff to people worry about. beyond gang saying that the tensions are over north korean defectors sending propaganda over the border that's nothing new so i mean why why is this happening now. yeah it's probably not because of the leave living the north koreans and or that why they don't like it obviously and they've taken actions against it in the past but the demolition of the building probably wasn't really about that i think it was really sort of a signal again there's been a build up of north korean rhetoric in the last few months and i think this is sort of a culmination of that rhetoric there's been this sort of effort to sort of get moving jane the president of south korea to act independently of the americans and the
12:17 pm
international community and strike a deal on north korea the north koreans really want sanctions relief but moon jane really can't do that because one legally he's bound by the rules of the u.n. and then politically he's bound by this for constraints of the american alliance the alliance is very popular in south korea and so even if moon would like to go off and do something independently he really can't because he would face massive blowback here and so this is kind of left him stuck and the north koreans have been pushing him kind of bullying him and this was the latest step and that's what this is really about the trying to get a deal out of the south ok so they're trying to get a deal let's talk about the face also that has become very prominent in all of this on the face of last week's escalation it's been not north korean leader kim jong un as we might expect but rather his sister why is that. yeah the so there's a lot of speculation about this right sort of the rise of the sister in the background and the most obvious reason probably is because north korea is a bloodline monarchy and she is the most obvious person to take over in that we
12:18 pm
don't know if kim jong un has children there's sort of a rumor people think he does but they would be too young right and so we kind of assume that. the sister would have to sort of take over this sort of an interesting debate there about whether or not the north korean elites could sort of accept the female ascension that sort of another issue i hope that's that that's one thing right because she's close to kim she has sort of taken over stuff just because of the bloodline relationship and then also i think to a certain extent kim jong un wants to avoid personally putting his hands on this mess because if it does things do turn around things do get better you can say oh you know that was my sister right i'm still interested in peace so it's kind of like a good cop bad cop kind of crash and i think so he has some plausible deniability there are proper cali imbecile writing on all of these tensions on the korean peninsula into perspective for us and we thank you very much for sharing your expertise today thanks for having me. well billions of euros have plunged into laying the north stream to

a pipeline deep under the baltic sea however a u.s. threat to expand sanctions has put the german russian project at risk but the baltic states and poland also voicing their objective objections the gas line risks being dead in the water. this is the landfall facility in loop mean in northeastern germany natural gas from russia was supposed to arrive here through a pipeline under the baltic sea but the controversial nord stream 2 project was suspended in late 2000 $900.00 due to u.s. sanctions for weeks the academician chair ski one of 2 russian pipe lng ships has been idle at anchor in a nearby harbor it was supposed to install the final 150 kilometers of the pipeline to livni the ship now needs a technical overhaul but gas market analyst heiko low months says it's unlikely to find a company willing to do the job and insurers are reluctant to cover the russian ships . zone it's all of that as well as the sanctions have the potential to delay this
12:20 pm
for a very long time and on its side it says it's. now expanded sanctions proposed by u.s. senators are causing more uncertainty german officials are worried they personally could get caught up in them the regional energy minister is hoping for support from berlin and brussels. for us it's for the board as well as in our view they threaten sanctions violate international law in particular because they threaten companies that at the time they fulfilled their contract would have had no idea they could be hit retroactively the idea seems to be that everyone involved in providing services for this project would be subject to massive sanctions in the aftermath that's an attack on european interests because this gas pipeline is relevant for european energy security. officials in warsaw take a different view the polish government prefers norway cutter and the united states has natural gas suppliers warsaw fears russia would be able to exploit its market
12:21 pm
power for political ends and turn off the gas tap. that poland and the baltic nations are fundamentally against the north stream to project because it in danger is energy security in central europe we hope that the u.s. sanctions will stop the project and that germany returns to european energy solidarity north stream to damages european energy solar territory or through the volatile so you've got a notion that will. if the academician cherokee can't take up its pipe lane work soon the north stream 2 projects could end up as a 10000000000 euro investment ruin in the baltic. and let's get more now we are joined by rob watts from business robin meade the u.s. has long had objections to this project but they're really laying on the pressure now aren't they yet there really is not a lot of love annoyed stream 2 in the united states they hate the idea of germany and your becoming too reliant on russian energy and actually ted cruz the

republican who put forward the proposals so us strengthen these sanctions that happening that eventuality would be a direct assault on u.s. national security there is also the donald trump angle on this the take that you usually expect on everything i mean he's. in speaking about it just this week he was saying how he sees it as a hypocrisy that the united states is investing billions in nato to help protect your from rush or and then here are the germans planning to hand billions in energy money to the russians and then there's also the angle that a more cynical angle i would say that the united states may want to corner the market as the european market for itself i mean that is what the russians the saying and president trump has suggested that the united states liquefied natural gas might be a better alternative for the germans and for central europe than russians who

describes the us product as freedom gas freedom gas ok so they want to sell it to the europeans ultimately and also the security concerns what's the reaction in time from europe well there are some parts of europe that are absolutely backing what the united states is saying you saw in our report the poland is behind it it doesn't like the idea of russia getting too much influence ukraine is also against north stream too and the boat 6 states is spoken out because they're worried about russian expansionism so there's that side it then there is the german side and they say that they are absolutely still behind this mosque the foreign minister has been speaking to d.w. and he says that the german government sees this as an economic issue not a political issue it's told the united states that these extra sanctions would be an interference in europe's energy security and in e.u. sovereignty it's if you strip away all of the diplomatic language germany is really
