commitment whatsoever to come to the talks so that doesn't seem to be a way to talk them into joining arms control talks by shaming them in this way so it's really not clear how much hope we have at this point but again there is another day that they can try tomorrow with the u.s. and russian sides so taro you ruling out the prospect of the chinese taking part in those talks i wouldn't rule it out but the chinese government itself has said that it doesn't feel it's the right time for them to join talks with the u.s. and russia as you heard earlier the u.s. and russia each have more than $6000.00 nuclear warheads and china has just a few 100 so they keep saying that once the u.s. and russia have reduced their arsenals to something more in the range of what china possesses then it might be time to actually sit at the table and have trilateral talks on a more equal basis at this point though china says it's not interested. is this the the end off of the starch agreement terry. technically

the new start treaty would expire in february without an extension february 5th and the russian side has said hey we're willing to resign it for 5 more years and what europe and what and the arms control advocates would like to see the us do is go ahead and extend the new start treaty for 5 more years and then go ahead and bring in china bring in other countries for a wider range of agreements nobody's against that but the point is that there's very little time now between now and february to completely open new negotiations bringing in a country that at this point says it's not willing to so it's not the end yet and that won't happen until february but it's not looking good for a new start i'll ask you to do this once quickly terry the e.u. isn't part of this agreement why is it watching these talks so closely. europe is used to the u.s. and russia negotiating over its head and it doesn't like it even though of course it doesn't have broad nuclear arsenals in which to engage in these talks but of
