countries are calling for solidarity in the form of grants that do not need repayment while the wealthier and more frugal northern countries favor loans. and barbara v's all is covering the summit for us as than european countries and the north the southern european countries say we are in dire straits we do need help we need money from you and we need it in the form of grants because we can't burden ourselves further with debt and we don't want strings tied to these grants because we have to decide how we best spend this money in the us however the so-called frugal for. many even call the sort of countries who was stingy the stingy 4 and they say we don't like communal debt in the 1st place if we have to agree to it all we want to do is give loans to the southern countries money they have to pay back plus we even more or less total control about
